RECORDS: DEALERS AND EXHIBITORS.
Records for animals at hand containing required information on acquisition/disposition information of these were
found to be incomplete and/or missing. There were no records or information on the recent acquisition/disposition
of 10 rabbits, 8 sugar gliders, 3 guinea pigs and 2 marmosets. The licensee shall make, keep, and maintain records
or forms which fully and correctly disclose information concerning animals that were purchased or otherwise
acquired, owned, held, leased, or otherwise in his or her possession or under his or her control, or which is
transported, sold, euthanized, or otherwise disposed of by that dealer or exhibitor. The records shall include any
offspring born of any animal while in his or her possession or under his or her control. The Record of Animals on
Hand (APHIS Form 7019) and Record of Acquisition, Disposition, or Transport of Animals (APHIS Form 7020) are
forms which may be used by the licensee to keep and maintain the information required by federal regulations. As
required by federal regulations, the licensee needs to obtain/document the pertinent information on the missing

HOUSING FACILITIES, GENERAL.
Several wire ties located throughout the capuchin monkey's primary enclosure/cage had exposed sharp points and
edges, that were within reach of the regulated animal. Housing facilities for nonhuman primates (NHP's) must be
kept in good repair, and they must protect the animals from injury and contain the animals securely. Primary
enclosures for any NHP's must be free of jagged edges or sharp points that might injure the animals. The licensee
immediately communicated the noncompliance to the store manager so it could be fixed. All exposed wire ties at
the primary enclosure/cage must be replaced and/or fixed to prevent the potential of an injury to the capuchin
monkey.

FACILITIES, GENERAL.
Excessive rust and paint chipping were observed at multiple areas on four (4) of the seven (7) sugar glider's primary
enclosures/cages. Indoor housing facilities for regulated species must be maintained in good repair to protect the
animals from ingesting contaminants, physical injury and potential health problems. All surfaces in a primary
enclosure must be maintained in good repair as part of a regular, ongoing maintenance program. The affected
areas observed should be immediately repaired/replaced/maintained to ensure the best welfare of the animals at
the facility.

A responsible adult was not available to accompany APHIS Officials during the inspection process at 1:00 PM on
30-Aug-16.This Pet Shop is closed, no longer in business. The licensee has moved to another location and during
a previous visit it was stated they were not going to conduct regulated activity. The licensee was notified to contact
the eastern regional office in writing to cancel their USDA license. This inspector visited the new Pet Shop, however
it was closed so I contacted the phone number on file, but no one answered.
No regulated activity can be conducted at the new location unless approved by USDA.

A current/updated written Program of Veterinary Care (PVC) was not available for USDA review during the
inspection of the site and twenty-one (21) puppies. In order to comply with this section of the Animal Welfare Act
(AWA) a written PVC must be in place and available for inspection at all times. Under formal arrangements, as

The single housed female Bull Terrier has not been provided with adequate veterinary care due to exhibiting
abnormal repetitive (stereotypic) behavior. During this inspection each time I approached the Bull Terrier in his
kennel she began to spin in circles repeatedly in a fast motion for over minute until I stepped away. I observed
some hair loss on the ground and nose irritated where it rubbed against the chain link fencing. During previous
inspections this dog exhibited the same stereotypical behavior but not this excessive. The care takers and licensee
had stated that that this dog was not able to exercise with the other dogs because she would harm them. It was
stated by the care takers that they take this dog outside on a leash once a day.
When asked about this behavior, the licensee stated that he was not aware of the cause. Abnormal repetitive
behaviors, often called stereotypies, can develop in response to many stressors including: lack of space, exercise,
under or over stimulation in their environment such as being housed alone. Because these behaviors often
develop in response to distress, they are important indicators of behavioral ill-health and require veterinary
intervention to properly diagnose the most likely causes and prevent farther deterioration by providing an
appropriate treatment plan to address the stressor as well as the abnormal behavior.

EXERCISE FOR DOGS.
The required plan to exercise dogs at the facility was found to be incomplete at the time of inspection. The plan was
dated February 26, 2015; plan has not been approved by the facility's current Attending Veterinarian (AV). Dealers
must develop, document, and follow an appropriate plan to provide dogs with the opportunity for exercise. In
addition, the plan must be approved and revised by the facility's active/current AV. The facility and the AV must
ensure that written standard procedures are to be followed in providing the opportunity for exercise.
The AV-approved plan must be made available to APHIS personnel upon request during inspections. The facility
needs to present their exercise plan to the current AV for review and approval.
