SECTION OF NH-203 FROM KM 0.000 TO KM 59.000 IN THE STATE OF ODISHA TO BE
EXECUTED ON BOT (TOLL) BASIS ON DBFOT PATTERN UNDER NHDP-III.

The Key-Professionals of IE Team are inspecting the site to monitor various construction activities and witnessing tests conducted in the Laboratory at Mangalpur camp and at site. Regular meetings are being conducted in order to expedite the various design related issues, construction issues and other activities of the Project. Number of Intermittent / Key professionals also visit the site and monitor as per site Requirements.

Independent Engineer’s Review of the Project.

1 Overview of
status
Construction activities at various locations are in progress
from Ch 0+000 to Ch. 57+800.
In Puri Bypass the C&G activity is in progress from Ch.
56+500 to 57+800.
The manpower requirement and mobilization of plants and
machineries are to be enhanced to accelerate the work. The
Concessionaire should take necessary step to expedite the
works as per site requirement and go for micro-planning of
each activity for ongoing works. The requirement of
resources should be monitored and it should be reviewed
.As the Puri Bypass land acquisition by the Competent
Authority is in progress as such the Concessionaire should
mobilize his team and certain activities viz. Fixing boundary
stone, alignment fixing, traversing, fixing of bench mark
should be taken up.
The camp of the Construction Contractor is well established
at Mangalpur at Ch. 31+250.
Crushing plant has been established at Tapang quarry on
NH-5 and supplying good quality of crushed material
required for the project.
WMM plant of 160 TPH capacity Apollo make established at
Mangalpur Camp.
One Hot Mix plant of 160 TPH capacity Apollo makes for
bituminous work is established at Concessionaire’s Camp
needs to be calibrated time to time.
One Concrete Batching plant (Schwing Shutter of 30
cum/hr.) is operational at Concessionaire’s Camp and
needs to be calibrated time to time.
Laboratory for testing of materials has been established at
Concessionaire’s Camp. The Concessionaire has the
responsibility to calibration of all the equipment perform in
testing and maintain time sheet for timely calibration of such
equipments. Also the concessionaire has the responsibility
to inform every test result to consultant/IE Team duly signed
by all the concerning personnel’s.
Laboratory is well equipped and all tests are being done
there.

The EPC Contractor has adequate no. of Transit Mixers and
Concrete Pumps. The EPC contractor has the responsibility
to control all the concreting activities at various locations
with proper quality and respective documentation of each
pouring with stipulated test results as per MoRT&H.
The Concessionaire is being requested to carry
independent testing of materials such as cement, steel,
bitumen and emulsion admixtures, etc. and submit results to
this office for IE’s records and review. The concessionaire
has the responsibility to perform or make arrange for quality
audit of all test results to be done at Independent laboratory,
in house testing etc. and prepare proper documents for
consultation, if required.
The Concessionaire shall be responsible for the safe,
workable design and methodology for all temporary or
permanent forms, staging and centring required for
supporting and forming the concrete of shape, dimensions
and surface finish as shown on the drawings (Refer
IRC:87). Adequate foundation for the staging shall be
ensured. Redundancy in support system shall also be
ensured by providing diagonals and additional members.
The following guidelines shall be adopted:
1. Formwork shall be of steel, marine ply or laminated
plywood.
2. Only such shuttering oil (release agent) shall be used,
which permits easy removal of shutters without leaving
stains or other marks on the surface of the concrete.
Requirements given under Clause 3.5 of IRC: 87 shall also
be complied with.
3. In case of tubular staging of heights more than 10m, special
attention shall be paid to the structural adequacy of the
system, efficacy of the connections (clamps etc), and
foundations. Foundation blocks of adequate thickness in
M15 cement concrete shall be provided under the base
plates to prevent differential settlements. All bent tubular
props shall be straightened before re-use and the member
with deviation from straightness more than 1 in 600 of its
length shall not be re-used. For re-used props, suitable
reduction in the permissible loads shall be made depending
upon their condition in accordance with the
recommendations of the manufacturer and as reviewed by
the IE.

3 Quality IE key professional and sub key professionals have been
inspecting the work at site and witnessing the tests
performed for various components of work as per MoRT&H
specifications.
Following tests were witnessed in field and laboratory
during last month.
1. Compressive strength of cubes of various grades of
concrete for structures work.
2. Proctor, Atterberg limit, CBR, Grain size Analysis, FSI, Field
density test on Embankment, Sub grade, GSB and WMM.
3. Borrow Area sampling for Embankment & Sub grade.is
being carried out as per site requirements
4. Brook-field-Visco-meter has been brought by the
Concessionaire and witnessing the test by the Team Leader
and other officials of the IE Team.as per site requirement
5. T.F.O.T and separation Test apparatus is available in the
lab. and tests are being conducted.
6. Mix designs of D.L.C and P.Q.C have been finalized and
results of various mixes have been checked in the
laboratory as per frequency
4 Materials Tests of Borrow Area soil for Embankment and Sub grade
have been reviewed. The soil conforms to the requirements
of the Embankment and Sub grade but at certain locations
observation of clayey soil should be examine at laboratory
and proper methodology to mix sand and lay to the required
density.
The EPC Contractor has the responsibility to procure in
sufficient quantity of FBEC steel for structural works of both
the Major Bridges and maintain stock register and it should
be timely inform to us the remaining stock position of FBEC
steel.
The pre-stressing material i.e. Sheathing, Anchorage for
use in PSC works should procure from authorized system
supplier or as per approved list of suppliers given in
MoRT&H.
Bridge bearing i.e. Pot Cum PTFE bearings is important
part of the structure and it should meet the standards as
prescribed in the MoRT&H.
Tests on materials from Quarries for procurement of
aggregates for Wet Mix Macadam, Bituminous works and

Concrete have been reviewed. The material conforms to the
requirements of specifications.
Crushed Aggregate is used for GSB material which is
procured from Tapang Quarry.
WMM aggregates are procured from Tapang quarries.
WMM plant is established at km 31+250 Mangalpur.
Hot Mix Plant for bituminous works has been established at
km 31+250 Mangalpur camp.
The test results of material from these quarries have been
reviewed for suitability. The material of quarries meets the
requirements of specifications.
A POT/PTFE bearing has been procured after necessary
testing.
C.R.M.B is produced on site by the OSNAR Pvt. Ltd.
Steel is being procured from SAIL & VIZAG Steel.
CICO and Fosroc admixture are being used in concrete
work.
Ramco O.P.C-43 grade cement is being used.
Expansion joints from MAGEBA are being procured after
necessary tests and installed on Daya Bridge and on
various H.L bridges.
5 Methodology The Concessionaire has followed the system of collecting
Earth from Borrow area, spreading, grading, mixing water
and levelling. Earth compacters are deployed for
compaction of Embankment and Sub grade.
D.L.C work has commenced at Toll Plaza location and
being laid by Sensor Paver and rolling done by Vibratory
Roller.
The work of Granular Sub Base is in progress. The GSB is
being done with Hydraulic grader and vibratory roller. The
EPC contractor has to ensure the proper compaction of
GSB layers.
The EPC contractor has to submit the methodology of pre-
stressing and grouting of PSC girder with the help of system
supplier. And manage to get interact from system supplier.
The EPC Contractor has to submit the methodology for
construction of RE Wall for ROB & VUP at Sakhigopal (Ch
44+060).
The Sub-grade GSB, WMM, DBM, BC, Bus Bay works are
in progress. The WMM is being done with Sensor Paver
and Vibratory Roller.

The work of Dense Bituminous Macadam is in progress.
The BC is being done with Sensor Paver & Tandem Roller
at various locations.
The EPC contractor has the responsibility to submit all the
routine and initial pile load test report in time.
6 Conformity
with Scope &
Specifications
The Concessionaire has to ensure that the work conforms
to the scope mentioned in the Concession Agreement and
the specifications mentioned therein.
The concessionaire has the responsibility for construction of
additional structure to take the requisite permission from
competent Authority under clause 16.2.1 of concession
agreement before execution of any construction works at
site.
The role of Independent Engineer is to review and
comment. It does not absolve the Concessionaire of their
responsibility to carry out the work as per scope mentioned
in Schedule B of CA and as per Specifications mentioned in
Schedule D of CA.
The work is being carried out in conformity with scope and
specifications.
7 Lapses/Defects
or Deficiencies
& Time Period
for rectification
IE’s key personnel and Sub key professionals have been
witnessing the quality control tests at laboratory and fields.
The concessionaire has the responsibility to plan the
concreting operations in advance with available resources i.e.
Transit Mixer, needle vibrators, concrete pumps, raw material
etc. and maintain the proper documents of each pouring of
concrete, with prescribed tests reports as per MoRT&H
specification.
The concessionaire has the responsibility to check the width of
existing bridges to be retained as per schedule “B” and as per
IRC: SP: 84-2009 and submit the proposal for improvement for
smooth, safe flow of traffic and futuristic traffic growth and
suitability to ply traffic safely with proposed design speed.
8 Issues to be
addressed from

Design
1) Cross roads on Daya Bridge junction (towards Puri side) to
be addressed under the Bridge by Constructing all weather
road for negotiating junctions as suggested by Traffic &
Transportation Expert / Safety Expert/ NHAI Officials. No
action has been taken.

Closing of NCR’s:-
Independent Engineer has pointed out that a large numbers of NCRs are pending, for which
number of correspondence have been made with the Concessionaire. The Concessionaire
assured that the necessary compliance action will be taken.
Existing Daya Bridge Ch. 11+790 and Kanchinal Bridge at Ch. 54+172 - Rehabilitation
Works:-
The methodology and design of rehabilitation are yet to be submitted.
Top levels of BC:-
The top levels of the BC are not verified jointly despite several instructions to the
Concessionaire. This is to be done to maintain required FRL.
Submission of Drawings: For Junctions along with acceleration and deceleration lanes in
Bhubaneswar bypass.
Intersection of NH-203 & NH-203A: Only one option was submitted for the
proposed crossing of NH-203 with the NH-203A. The remaining two options are still
awaited.
