INTRODUCTION:-
This Tahasil is functioning since 1964. Kukudakhandi Tahasil is bifurcated from this
Tahasil during the year 2012 with 12 R.I Circles. Further 04 R.I. Circles of this merge to
Konisi Tahasil during Same year.

ACCOMMODATION:
The Tahasil office is functioning in it’s own building since 1964. Out of 3 quarters
available for the staff, one is earmarked for Tahasildar and the other two for sub-ordinates.
While Tahasildar dwells in his quarters the other two are uninhabitated for want of repair
and renovation. Action should be taken for early repair of govt. quarters.
There are 06 R.I Circles in this Tahasil. Out of these R.I Circle, Gosaninuagam is
functioning in a rented house and R.I Circle, Haridakhandi is operating in Binayak Acharjya
High School. Due to want of allotment from Govt. office building for these two R.I Offices
haven’t been started yet. Action should be oriented for early release of funds from Govt. in
this pursuit.

MAINTENANCE OF PROCEDURES IN OFFICE
Routine Registers like Receipt Register, Issue Registers, Registered letters and
Assembly Question register are maintained as per the ORM. Overall maintenance of routine
registers and files are reviewed as follows,
INDEX REGISTER:
This register is maintained. Sri P.K.Das, Head Clerk is dealing with the register.
RECEIPT REGISTER:
6708 correspondences have been entered on receipt in this register upto 05.11.2016.
All have been marked by H.C and received by the concerned Dealing Assistant on due
acknowledgement. It is seen that the letters received from the Govt./Board of Revenue/
R.D.C have not been entered in red ink as per the provisions of O.R.M.
ISSUE REGISTER:
Maintained in prescribed form. 9577 letters have been issued upto 05.11.2016 from
this Tahasil. But the register is not maintained properly specially the column on delivery is
lying vacant.

REGISTERED LETTERS:
Maintained in manuscript form. 344 letters have been entered in this register upto
05.11.2016. This register is maintained by Head Clerk.
STAMP ACCOUNT REGISTER:
Maintained in the prescribed form. Daily expenditure on service postage stamps is
exhibited in the Register. As on 05.11.2016, stamps worth Rs.10322.80 is available with
the DA. This is tallies with the book balance. The Head Clerk checks the Register every day.
LOG BOOK:
All the DAs have maintained the Log Book as per Para 184 of the ORM, 1964 but not
properly. They are directed to fill up the column 6 whenever necessary after verifying the
actual disposal. The Head Clerk is instructed to check the log Books weekly with reference
to the files and disposal of papers as per provisions of the manual.
FILE REGISTER:
File Registers are maintained by all the DAs but not updated.
GUARD FILE:
Maintained but not properly. Tahasildar and Head Clerk to ensure maintenance of the
Guard file.
ASSEMBLY QUESTION REGISTER:
Maintained by the Head Clerk in Prescribed form 31 Assembly Questions have been

Review
1. Mutation Case No.5357/16
Instituted on 11.08.2016 on the basis of Sale Transaction Receipt of Sub-Register-II,
Berhampur. The case record was forwarded to R.I., Lanjipalli on 18.08.2016 of enquiry and
report. The R.I, Lanjipalli issued notice to party, Khatadar and also issued General Notice
for initiating objection if any by fixing on 05.09.2016 for hearing. After hearing, the R.I
submitted case record after due recommendation to Tahasildar for conformation. The
Tahasildar has confirmed on 21.09.2016. After approval the case record sent to Record
Room on 24.10.2016 for correction. The same is corrected on 28.10.2016.
2. Mutation Case No.5599/16
The case is instituted bearing on the Sale Transaction Receipt of Sub-Register-I,
Berhampur. The case record was forwarded to R.I Circle, Haridakhandi on 22.08.2016 for
enquiry and report. The R.I. has issued General Notice, Party Notice and Individual Notice.
The case was fixed on 12.09.2016 at Circle Office for hearing and production of required
documents. The R.I has reported that since the case relates to part plot, the parties are
directed to deposit measurement fees Rs.100.00 per each plot. After deposit of fees, the R.I
has recommended the case alonwith trace map to Tahasildar on 12.09.2016 for
confirmation. The Tahasildar has confirmed on 27.09.2016. The case forwarded to Record
Room on 28.10.2016 for correction of ROR. The same is corrected on 03.11.2016.
The mutation officers are impressed upon to instruct the concerned R.Is for early
disposal of Mutation cases at their level by conducting Camp Courts & gear up disposal of
mutation cases to minimize pendency. All cases should be followed and disposed of in time
limit to avoid penalty under O.R.T.P.S Act.

Review:
Certificate Case No.485/02
The case was instituted on 30.11.02 on the requisition of the R.I. Gosaninuagam
circle for realisation of Rs. 4,27,560/- from the Principal, DAV college, Gandhi Nagar,
Berhampur. After issue of several notices to certificate debtor on Section-6 of OPDR Act, he
has not deposited the required certificate dues and appeal before Hon’ble High Court of
Odisha for reduction of Govt. dues in WP (C )- 3896/2003. The case is sub-judice before
Hon’ble High Court.

DESTRUCTION REGISTER:
This office had moved to allow destruction of hard copy of 47,052 nos. of Misc.
Certificate case records generated since inception of E-District programme on 10.05.2012,
in response to which it was suggested to proceed as per provision of ORM-1964. As a
follow up project Manager SRIT, Bangalore has been moved vide this office letter No-3245
dtd-17/4/2015 to provide data in respect of such case records in software in hard disk
alongwith register in soft form containing particular of Misc. Certificate in e-mode. The
response is still awaited.
FIRE EXTINGUISHERS:
Two fire extinguishers have been installed in the record room to prevent fire
accident.
CONSIGNMENT OF RECORDS:
On verification of the consignment register, it is seen that 69294 nos of case records
has already been consigned from 1977 to 2015 {Mutation and OLR-8 (A)}. Further, 6,500
case records from 2016 are being processed for consignment.
SINGLE WINDOW SYSTEM:
The single window counter is being managed by this office. Besides receiving the
applications, registers are maintained relating to applications pertaining to
mutation/OLR/Copy etc. Application particulars are uploaded onto the server through the
ORTPS software.
