Keep safe...As this issue of INSITE was passed for press in mid-March, thecoronavirus outbreak was just really starting to get serious inthe UK. This edition, therefore, has been collated in theabsence of any knowledge of how the situation in the countrymay be as you receive this copy. I hope you’re keeping safe.

I’m sure you’ll be familiar with some of the initials above, relating to the range of newfuels out there. With our help, you should soon be a little clearer with the variousoptions on new fuels for all transport.

With that in mind, I’m delighted to introduce a brand new addition to the pages of INSITE.

The Green Pages‘The Green Pages’ is a series of special supplements, in which we will endeavour tocover many aspects of new alternative fuels.

Electric vehicle charging is obviously front and centre in the whole debate on carbonreduction, but there are a lot of considerations and possible alternatives for fuellingand the infrastructure that goes with it.

Our 3 pillars: Retail, commercial and new fuels

Following our very successful AGM and networking event in November, at the PEIMFwe have taken a strategic decision to develop our role and influence.

Retail and commercial fuel equipment contractors and suppliers are our core members(and long may that continue). However, future technologies are rapidly gaining tractionand it’s very important that we help our members with knowledge and support.

Editorial features in this edition cover storage tanks & tank services and pipework.As always our front cover (courtesy of the legendary Brian Sage) reflects what’s inside.

A couple of really interesting additions to this copy of INSITE are the very welcomecontributions from Petroleum Officer, Andy Watson, giving his view from ‘the other sideof the fence’ – well worth a read on page 8. Off-payroll working (IR35)Are you ready for the changes?This may affect your business – so act now!The rules for off-payroll working (oftencalled ‘IR35’) were reformed in 2017,following a series of disputes over whetherworkers were really self-employed or weretaking advantage of a tax benefit. Initiallyrolled out in the public sector in 2017, thereforms are now to be extended to theprivate sector.

As of 6th April, you, as the hiring companyor ‘end user’, will have to determine theemployment status of anyone working foryour business; whether a worker is ‘inside’IR35 (effectively an employee) or ‘outside’(operating as a genuine contractor).

Crucially, the rules also say that HMRC willbe able to work ‘up the chain’ including tothe end user, for any unpaid tax liabilities.Operators have already had their O-Licenceremoved by the Traffic Commissioner formistakes in the way they engaged withself-employed drivers.

Companies that rely on short-termcontractors need to act now to avoidproblems in April. There is a ‘smallcompany’ exemption (see below) but evenif that applies, you still need to show thatyou have assessed your staffingarrangements and that this is correct foryour business. Do nothing, and you couldface skills shortages, additional costs andfinancial risks.

What you must do to be ready1. Understand what is considered

‘inside’ of IR35 and what is not(visitwww.gov.uk and search‘Check Employment Status’ for auseful, fully upgraded tool)

2. Properly assess the extent to whichthese rules apply to your organisation

3. Carry out an audit. Do you know howmany of your contractor workforce are‘outside’ IR35? Don’t make anyassumptions about any of your PSC(limited company) workers – do the tests

4. Speak to any agencies you use fortemporary recruitment, and ask howthey are managing this change

Inside or outside? Some tips:Consider the following questions. If youanswer yes to ANY of these points, thechances are the candidate falls inside IR35:

1. The ‘self-employed’ worker onlyworks for you

2. The worker is under your ‘supervision,direction or control’

3. The worker doesn’t have an accountant

4. The worker is not using a vehicle theyown or operate

5. The worker cannot send anotherperson in his place

6. You pay the worker on a monthlyinvoice at a fixed rate in line with yourother drivers

7. The driver would not have to rectifyincomplete or unsatisfactory work attheir own cost

It is worth noting that the TrafficCommissioners’ official view is that whilstnot impossible, it will be “rare” for a driverto be genuinely self-employed unless theyare an owner-driver. Can someone who isunder the direction, and driving thevehicles of another O-Licence holder, andonly providing their time and expertisereally be described as self-employed?

Small company exemptionAs mentioned above, end users that meeta specific set of conditions may be exemptfrom the requirement to determine theemployment status of individuals workingfor them. These conditions are:

• Annual turnover of not more than£10.2 million

• A balance sheet total of not more than£5.1 million

• Not more than 50 employees

At least two of these conditions must bemet. It is important to note that ‘connectedparties’ are aggregated, so if you are partof a larger group of companies, theassessment would be made on this basis.

Even if you are a ‘small company’according to these tests, you still need tobe prepared. Firstly, you need to be able toprove to any supplier that this is the case.Secondly, for an agency to supply the sameworker to different companies underdifferent conditions is fairly complicated.Market intelligence shows that manyrecruiters are adopting a single PAYEbased approach to all assignments.

This is a personal take on the roleof the Petroleum EnforcementOfficer and some of thechallenges we face. Nothing init represents the views of eithermy employer or, quite possibly,my colleagues.

I work for a Petroleum EnforcementAuthority, which took on the day to dayresponsibility of the role in 2007. Beforethat, the work was done on our behalf bythe local fire service. My background intrading standards is that of a weights andmeasures inspector, which I specialised inback in 1994 after 11 years in tradingstandards, learning my craft as a generalenforcement officer. I started in localgovernment as a trainee trading standardsofficer in 1983 having studied chemicalengineering at University, but decided itwasn’t for me.

This combination of education andexperience in the regulatory world means Iunderstand much more about theconstruction, maintenance, operation etc.of a filling station than many.

Petrol is too dangerous!Petrol is a product which, if it was beingbrought to the market today, wouldprobably not get permission to be used bythe general public; it is just too dangerous.We all know the hazards it represents butwe, in the liquid fuel industry, hopefullyappreciate that, and know what we are

doing when handling it. This cannot besaid of most of the general public.

One thing I recognise in relation to everysingle filling station, is that they are alldifferent; no two ever seem to be quite thesame. This means that there is rarely, ifever, a one size suits all solution forchanges to an existing site, or a standarddesign that works for all new builddevelopments.

EV chargingAs a Petroleum Officer, it is my localknowledge that I bring to bear on plansto make additions to a site; for example;introducing Electric Vehicle (EV) charging,to a site. We recently had a countrysidesite next to a major ‘A’ road where therewas a desire to install EV charging points.A look at the plans suggested there wouldbe plenty of room to do this but, knowingthe site as well as we do, we could see thatthe chosen spot was right alongside thesite entrance. This would place chargingvehicles in just the wrong place;considering other vehicles entering the siteat speed. So not such a good idea after all.

Hopefully the owners will think again. Theymust place EV charging in a better spot, onwhat is really quite a big site. The forecourtis quite a small area, but those otherlocations might cost a little more to utilise.

Different owners & operatorsThis same site highlights another problemfor Petroleum Officers; it is owned by onecompany but operated by another. Whenwork needs doing, in order to keep it safeto store and operate, there’s a little bit ofbuck passing goes on to get the work done.We get there in the end, but it is not ideal!

EV charging availability needs to expand ifwe are to encourage drivers to move fromliquid fuel to electric. Filling stations wouldseem an obvious location to install these,especially those with small shops and/orcafes attached, so drivers can spend alittle time browsing or eating/drinkingwhilst their vehicle charges. But safetymust be paramount and high voltageelectricity, petrol and motor vehicles arenot a good mix. As the previous exampleillustrates, not all filling stations areactually suitable to have EV charginginstalled. Just because we need to expandthe EV charging network, does not mean

filling stations are the best place for them.Most forecourts were not designed with EVin mind.

Too often what I see is site operatorstaking their eye off the petroleum hazardand looking at how to make more money:the shop, the vacuum cleaner, the jet washor EV charging, etc. But we all need to bevery clear; if you operate a filling stationwhere petrol is stored, the safe operationof this element of the site must overrideevery other consideration.

For me though, the biggest problem is thePetroleum (Consolidation) Regulations2014. After a very good consultation, theactual regulations were made in a hurryand contain flaws, just don’t try to get theHealth and Safety Executive (HSE) to admitthat, because they won’t!

As an example; consider the PrescribedMaterial Changes in Schedule 1 to theRegulations…

In order to obtain a Petroleum StorageCertificate (PSC) the applicant needs toprovide copies of the ‘as built’ plans for:

• the layout of the dispensing premises;

• the containment system for petrol atthe dispensing premises, includingstorage tanks and pipework;

• the drainage system for petrol at thedispensing premises.

Nowhere in Schedule 1 are changes to thedrainage system mentioned. Why? Ifaccurate plans are needed when thedrainage is installed why do changes to itnot matter?

The point I am making is that regulations,which were meant to simplify thelegislative regime, have actually introduceduncertainties and confusion about what is,and what is not, controlled. We do ourbest; and, in conjunction with thePetroleum Enforcement Liaison Group(PELG) we do try to be consistent; but it’snot always easy.

John Brown is Sales Engineer at Merridale Ltd.After a long and varied career in the industry,he’s on the last leg of his ‘petroleum’ journey.John, tell us about your present roleI joined Merridale in 2007 initially covering the whole country,and as we expanded I’ve been covering the south of Englandand South Wales.

How long have you been in the industry?I have been associated with the industry for 40 years (that’s scary!)

So what’s your career history?I started as a service engineer with PM Services and did my initialtraining and other courses at the famous Retford training school(some brilliant memories there).

One of my clients asked me to join them and I became a forecourtsmanager running 3 garage forecourts.

After I left there, I joined Balvin as a sales/service engineer runningthe Bristol depot, selling fuel management systems and fuel pumps.

I went back to PM services as sales engineer south, initially sellingBalvin kit, then later onwe changed to sell Merridale systems and pumps.

I joined D Berry & Co, working for my old boss Tom Hocking,then moved to Tokheim Ltd as Commercial Sales Manager sellingthe good old 93 XA.

I then went to work for Data Track in Bristol for a while, beforeleaving the industry for a couple of years.

Yes, I have been around a bit, but variety is the spice of life andI have met some good characters along the way.

Be honest – which role have you enjoyed the most?I am enjoying my current role and the only one that matched itwas working for PM Services.

What do you feel have been your biggest achievements?My best achievements have been working with Stephen Hannanat Merridale; doubling the company’s turnover in a fairly shortperiod of time and maintaining and improving that level.

And in your spare time?In my spare time I enjoy trying to play golf, fishing andcaravanning.

What have been the most significant changes you’ve seenin the industry?From the initial DOS based fuel management systems, theindustry has moved on leaps and bounds. Everything is fasterwith better electronics and reporting software.

And what does the future hold?The future will obviously be alternative fuels; as fossil fuels will goin the next couple of decades. Merridale have developed someprototypes ready for whichever route is taken by the industry. Weawait the future.

For me personally; alas, I am retiring at the end of March, so Ihope in 10 years’ time to be somewhere warm with a nice coldbeer and my feet up after a nice round of golf. (Sounds ok! Ed)

And a final word?My epitaph: “Just to be there”.

Fuel management systems weretraditionally a method of security; to lockout unauthorised users from being able todispense fuel, and to spot any “refuellinganomalies” from authorised users.

However, advancements in technologymean that it’s becoming easier to record,access and report on the transactionalinformation. Such features have meantthat the data is now not only of interest tothe transport manager, but also to thefinance manager; for forecasting andbudgeting fuel costs and allocating themto different sites/cost centres.

As the market matures, sophisticatedsystems are becoming more and moreaffordable for even the smaller fleetoperator. This is where the new PiusiB.SMART comes in…

KPS double wall piping solves fuel egress issues

ProblemThe previously installed flexible corrugatedsteel and copper piping had becomedamaged through corrosion over time,causing pipes to leak. The angle at whichthe concrete tank sumps had beeninstalled required a flexible pipereplacement. Despite the challenginginstallation requirements, a shortdowntime was key to this project.

SolutionKPS plastic piping was installed in longcurves to fit the layout of the concrete tanksumps, and a hole was cut in the corner ofeach sump to allow KPS terminationfittings to enter, and to be connected to thetanks. KPS’ double wall piping preventsleakage, while onsite training (provided byOPW) enabled a fast installation withminimal downtime.

Whilst still only just spring, this year hasseen PEIMF member STA Technical bringtwo prototypes to fruition. They are rightlyproud and wish to share their good news.

Warren Peters says:

“As with all these projects, there’s a lot oftime spent in the development phase, withno guarantee that it’s coming off thedrawing board. So, we’re delighted that ourre-engineered forecourt emergencycabinets and pump drip trays have madethe grade.”

After working on a redefined emergencycabinet for a supermarket chain over thelast six months, Warren continues:

“We presented the prototype cabinet to theclient at the start of January and it ticked alltheir boxes. The new design is being trialledduring the spring and our hope is to then gointo full scale production.”

Citing a range of problems with thestandard emergency cabinet, GilbarcoVeeder Root asked STA to look at whatimprovements could be made to this vitalpiece of forecourt hardware.

Terry Everitt, project manager for the pumpmanufacturer explains:

“There’s always been a host of rustand leak problems with the conventionalcabinet. They’re cumbersome and heavyto move, which brings into play manualhandling issues. Having just evolvedover time, no consideration has beengiven regarding long term durabilityor improvement.

“Knowing the STA team enjoy a challenge;we were delighted with the design theypresented. We were particularly impressedthey had consulted with experts to ensurethe new design reflects guidelines set out inthe Highway Agency’s TR1000 build codefor motorway communications equipment.”

The STA designed cabinets are fabricatedfrom Nirosta 4003/3CR12; a utility ferriticstainless steel that is often used in placeof mild steel. This provides a host ofbenefits including strength, durability and250 times greater corrosion resistancethan mild steel. Warren adds;

“The good news is that Nirosta iseconomical, with low initial cost and lowmaintenance, as well as being easy to formand weld using conventional methods.”

The newly designed cabinet has beenmanufactured in two pieces that areeasily assembled into a single unit.Warren explains;

“Terry provided feedback about how difficultthe current units are to transport andinstall. Overcoming this issue provides aninstant benefit. We’ve also updated thecabinet’s comms capabilities with aweather and vandal resistant networkableaudio-visual system.”

The cabinet’s other components includea push button direct dial phone system,LED low energy lighting, two mandatoryfire extinguishers and a flush mountedemergency stop button.

Terry adds;

“The product exceeds our expectations.If the spring trials go as we all hope, theplan is for them to become our go-tocabinet on those sites that require them.”

Drip Trays

Having been first approached back in2018 about supplying drip trays, STA hasdeveloped a tray fabrication process thatmeets the unique requirements of eachpump and can be produced for pumps nolonger in production.

Warren explains;

“When we first started looking at drip traystwo years ago, we investigated a range oftooling options that enabled us to form theradiused upstand, but everything wascoming out too expensive. It all went quietfor six months or so, but then momentumreturned to the project as we wereapproached by another company asking forthe same thing.

“Initially we were trying to over automatethings, so we stripped everything right backand have now found a competitively-pricedway forward. We’re in full manufacture, withpositive feedback from clients and canproduce small batch numbers at verycompetitive rates.

“Whilst most of the pump manufacturersmake drip trays, fabrication is mostly inEurope, We’re now able to offer shorterlead times and as our trays andmanufacturing are here in the UK it meansthere’s no chance of product being delayeddue to Brexit or any disruption at the ports.”

Car registrations February 2020Registrations for both diesel and petrol cars fell in February,(27.1% and 7.3% respectively).

Hybrids (HEVs) increased almost 72% to 4,154.Battery electric vehicles (BEVs) rose more than three-foldto 2,508 and plug-in hybrids (PHEVs) increased by nearly50% to 2,058.

Can the UK energy grid really cope with a huge increasein the number of electric vehicles being plugged infor charging?

There are two aspects to whether we have the capacity tomanage lots of EVs being plugged in at once:

1. Whether we have enough energy

2. Whether we have sufficient capacity on the wires that carrythat energy to where it’s needed.

With the first of these; the energy element, the most demandfor electricity we’ve had in recent years in the UK was for62GW in 2002. Since then, due to improved energy efficiencysuch as the installation of solar panels, the nation’s peakdemand has fallen by roughly 16 per cent. Even if theimpossible happened and we all switched to EVs overnight,we think demand would only increase by around 10 per cent;so we’d still be using less power as a nation than we didin 2002 and this is well within the range of manageableload fluctuation.

More complicated though is the issue of when that powerdemand actually happens; is it all at once or spread throughthe day and week?

The traditional evening peak of electricity demand is between6 and 8pm, and this might well coincide with people returningfrom their commute and plugging in their cars.

If we want to provide sufficient infrastructure and energy forEVs as cheaply as possible for consumers, we ideally don’twant to add to that evening peak and need to spread thatdemand better.

With this in mind, recently the Government’s EV EnergyTaskforce recommended that all future car chargers should be‘smart by design’. This means that no matter what time youcome home and plug your car in at, it will charge when youneed it; but will pause during that evening peak when energyis most expensive and demand on the grid is highest.

When it comes to the capacity of the wires required to deliverthat power to the nation’s EV charging points, National Grid’stransmission system is ever-evolving and suitably robust tocope with the forecast uptake in EVs. That said, some targetedinvestment is likely to be needed to ensure there areappropriate places where drivers can access sufficienthigh-power charging away from home. This particularly

needs to be on the motorway network to give confidence tothose travelling longer distances, to ensure charging does notinterrupt those journeys. Fortunately, there is already a lot ofelectricity infrastructure right next to our motorways, as powerlines are often run beside them for practical reasons.

The other point to bear in mind here is that the switch to EVswon’t happen overnight and will occur gradually over thecoming years.

Surely all you’re doing is moving harmful emissions from cartailpipes to power stations?

From the start of the Industrial Revolution up until 2017, the‘dirtiest’ thing we did as a country was make electricity.However, the way we generate power has evolved and ourenergy system is getting greener all the time. Last year, 2019,was a record breaking year and more electricity was generatedby clean sources than fossil fuels. With the growth in onshoreand offshore wind farms and the closure of a number of coalplants, transport is in fact now the most polluting thing we doas a nation.

EVs are much more expensive than petrol and dieselequivalents

It’s true that products based on new technology do tend to bemore expensive for early adopters, but as they become moremainstream and volumes increase, prices typically comedown. EV battery prices are already falling, which helps withthis. So, we absolutely expect the upfront cost of new EVs toreduce over the next few years.

For those looking to buy used rather than new, the currentuptake of supply in new EVs will hit the second hand EVmarket in three or so years’ time.

It’s important to look not just at the initial outlay for your carbut the ‘whole life cost’, which means considering how well itretains its value and its running costs. It seems that EVs aredepreciating less than petrol and diesel cars, so you might wellget more payback when the time comes for you to trade in orsell on.

Even though EVs currently have higher purchase prices, they’recheaper to run; costing much less than petrol or diesel, at aslittle as 2p per mile if you charge at the right time of day ornight. EVs have fewer moving parts too, meaning they shouldalso have lower servicing costs.

New petrol and diesel cars will no longer be sold in theUK from 2035, so before long, far more of us are goingto be behind the wheel of electric vehicles (EVs).Here Graeme Cooper, National Grid’s Project Director -Electric Vehicles, offers his perspective by addressingsome of the myths about them.

My mobile phone battery is ruined after two years,so aren’t we going to end up with car batteries litteringthe landscape?

The lithium ion technology in our mobile phones is notdissimilar to those in an EV, but what is different is that thesecars have effective power management systems that guard thelong-term health of their batteries. Most manufacturers areoffering battery warranties of seven or eight years, or around100,000 miles; but there’s a reasonable expectation thatthey will actually last longer than that and indeed outlive thecar itself.

Even if a battery became no longer fit for use in the car it won’tend up in that landfill site, as it can either be recycled, or givena second life as an energy storage unit for homes orbusinesses.

Electric vehicles don’t go far enough on one charge, aren’tthey annoying and inconvenient?

Really simply the sweet-spot for the range of an EV is between200 and 300 miles, this gives the optimal balance betweencost and range. Most people don’t need a range of more thanthis; after the time it takes to drive this distance most of usneed a pit stop anyway.

Statistically the first car in a family does around 37 miles a dayon average and any second car covers around 11 miles daily.Understandably, people don’t buy for their average journeys;they buy for the longest ones they do. In reality, when we takelonger trips, most of us already do stop for

15 to 20 minutes at a service station to grab a drink andperhaps head to the loo or fill up on petrol or diesel.

That would be all the time it takes to power up your EV, via thenew range of ultra-rapid chargers that are already available.This is why National Grid has proposed the optimum locationsfor adequate grid capacity; to enable others to provide ultra-fast chargers, ensuring that nobody on the strategic roadnetwork (motorways and principle dual carriageways) is furtherthan 50 driven miles from ultra-rapid charging. This will givedrivers consistency, continuity and therefore confidence thattheir first or only car can be electric.

Electric vehicles :addressing the myths

Government fundingEV chargingThe Transport Secretary recently announced that government fundingwill be doubled to £10 million for the installation of chargepoints onresidential streets. This could fund up to another 3,600 chargepointsacross the country and make charging at home and overnight easier forthose without an off-street parking space.

The government is also looking at how to make information about allpublic chargepoints including locations and power ratings openly availablein a standard format for the first time.

Ensuring that charging an electric vehicle is a convenient and simpleprocess is crucial to meeting the government’s ambitions of phasing outpetrol and diesel cars.

Transport Secretary Grant Shapps said:

“We want to make electric cars the new normal, and ensuring drivershave convenient places to charge is key to that.

By doubling funding again for chargepoints on streets where people liveand opening up data we are helping drivers easily locate and useaffordable, reliable chargepoints whether at home or on the road.”

The UK now has one of the largest charging networks in Europe with morelocations where you can charge your car than there are petrol stations.

The government has already challenged industry to provide debitand credit card payment at all newly installed rapid chargepoints anddevelop a roaming solution across the charging network, allowing electricvehicle drivers to use any public chargepoint through a single app orpayment method.

E10 consultationThe government has recently publisheda consultation on proposals to introduceE10 petrol as the standard fuel acrossthe UK.

The lead proposal would introduce aminimum ethanol content of 5.5% forstandard ‘premium’ fuels in 2021, whilstmaintaining the current E5 blend in the‘super’ grade. The consultation seeksviews on the proposed mechanism,definitions and derogations. It alsoincludes a call for evidence on potentialchanges required to existing policymechanisms (including targets under theRenewable Transport Fuel Obligation)following an introduction of E10.

The consultation will close on 19th April.

Alongside the new consultation, is alsopublished the government response tothe 2018 call for evidence on E10.

Most biofuels are produced from agricultural crops and arecalled conventional biofuels. New technologies and processesthat produce fuels from waste, inedible crops or forestryproducts are being developed. These fuels are known asadvanced, or second-generation biofuels. Hydrogen is one of the most abundantelements in the universe and could play asignificant role in the transition to a clean andlow-carbon energy system. Hydrogen: The facts

HOW IS HYDROGEN PRODUCED?

Hydrogen is abundant but is rarely found in its pure form. Ithas to be produced through chemical reactions. Around 99%of hydrogen today is produced through fossil-fuel reforming, aprocess that produces a reaction between natural gas andsteam. Hydrogen can also be produced from renewablesources, using biogas, a gaseous form of methane obtainedfrom biomass, or through electrolysis using electricitygenerated by renewable sources.

Here’s how each of these processes work:

ELECTRIC MOTORS!

Hydrogen Fuel cell electric vehicles (FCEVs) can play animportant role in decarbonising the transport sector. FCEVsconvert compressed hydrogen from the fuel tank intoelectricity that powers the electric motor of a vehicle. Whendriven, such cars do not produce carbon dioxide (CO2) fromtheir tailpipe; the only emission is water vapour. Whenrenewable electricity is used to make the hydrogen, the vehiclecan effectively be powered without generating any emissions.

FCEVs are also quick to refuel. They can drive up to 700kilometres without refuelling.

The high energy density of hydrogen makes it particularlysuitable for trucks, trains and potentially ships, which carryheavy goods over long distances.

WORLDWIDE PARTNERS

Shell is part of several initiatives to encourage the adoption ofhydrogen in transport. In Germany, Shell is working withprivate-sector partners and the German government in the H2Mobility joint-venture to develop a nationwide network ofhydrogen fuelling stations for passenger cars. Shell also havehydrogen stations in California, USA and in the UK. In 2018,

Shell opened its first hydrogenstation in Canada, inVancouver; and announcedplans to open three newstations in the Netherlands.Shell is also developingrefuelling capability forhydrogen trucks, workingclosely with Toyota, Kenworthand the Port of Los Angeles.

In the UK, Shell has partneredwith ITM Power, a companyspecialising in electrolysers, tomake hydrogen fuel availableat three Shell retail sites incentral and south-eastEngland. At these stations thehydrogen is produced on siteusing electricity from certifiedrenewable sources.

Alternative fuels are key to supporting the transition to alow-emission future. Shell GTL Fuel, a cleaner burning drop-infuel, is one of a number of alternative solutions helpingbusinesses to immediately reduce emissions from heavy dutydiesel engines.

WHAT IS SHELL GTL FUEL?

Shell GTL is a cleaner burning alternative to conventional diesel.It is a member of the paraffinic family of fuels and falls underthe EN15940 specification.

Paraffinic fuels are liquid fuels that can be synthetically createdfrom feedstocks such as natural gas (GTL), biomass (BTL) orcoal (CTL); or through hydro-treatment of vegetable oils oranimal fats (HVO).

These high-quality fuels burn cleaner than conventionalcrude-oil based diesel fuels and can therefore help to reducelocal harmful emissions such as nitrogen oxides (NOx) andparticulate matter (PM) without having to change existingfuel infrastructure.

HOW DOES IT DIFFER FROM DIESEL?

Rather than being derived from crude oil, Shell GTL Fuel iscreated from natural gas, using the Fischer-Tropsch process.This produces more consistent and uniform moleculescompared to conventional crude oil refining.

The Fischer-Tropsch manufacturing process creates a fuel thatis almost purely paraffinic, with hydrocarbon molecules of onlynormal-paraffins and iso-paraffins. This results in a highercalorific, value which delivers more energy per unit mass of fuel.

Shell GTL’s higher purity gives it a higher cetane number andlower density than conventional diesel, as well as uniquecolourless and odourless characteristics.

WHAT ARE THE BENEFITS OF SHELL GTL?

This Fuel has improved and more efficient combustionproperties inside standard diesel engines, resulting in loweremissions of air pollutants, such as NOx and PM, by up to 37%and 50% respectively.

As a direct, drop-in replacement for diesel, no modifications arerequired to engines, storage or infrastructure when switchingfrom diesel to Shell GTL Fuel. This means there is norequirement to invest in any expensive equipment upgrades andno interruptions to productivity when onboarding. Furthermore,as a paraffinic fuel, Shell GTL can be used asa blend component in conventional diesel or as a 100%finished fuel.

In addition to emissions reduction, this fuel offers a number ofadded-value performance benefits.

More uniform combustion helps to reduce engine noise, withreductions of between 3-5dB reported by some customers; asignificant benefit in noisy city centres. For vehicles equipped

with diesel particulate filters (DPF), the reducedparticulate formulation of Shell GTL Fuel can also significantlyelongate the regeneration cycle of DPFs compared with regulardiesel, in some cases by up to 70%. In cold conditions, it willmaintain a high cetane number and have better startingperformance compared to running on conventional diesel.

This fuel also offers additional environmental benefits.It is classified as ‘readily biodegradable’, and tests show thefuel is not detectable in soil 51 days after being introduced.

To address longer-term climate objectives, Shell GTL Fuel isavailable with Carbon Offsets from Certas Energy. The schemeoffsets carbon dioxide (CO₂) emissions by purchasing carboncredits from activities related to the protection, creation orredevelopment of natural ecosystems. These nature-basedactivities remove CO₂ from the atmosphere, equivalent to thosecreated by the production, delivery and use of the product.

HOW IS SHELL GTL USED?

As a cleaner burning diesel alternative, Shell GTL can be usedas a drop-in replacement for diesel in heavy duty engines. Thefuel is available in on-road, off-road and marine grades, and iswell suited to heavy duty markets with limited alternatives todiesel; including construction, rail, public transport, haulage,power generation, marine and agriculture.

DAF, Scania, MAN, Bosch, JCB, Wärtsilä, Caterpillar, Cumminsand John Deere are amongst the growing list of manufacturerswho have issued approvals for its use.

WHO IS USING SHELL GTL FUEL?

The product has been onboarded by businesses across sectorslooking to reduce their impact on air quality and theenvironment. Early adopters in the UK include Brakes Group,Morgan Sindall, Harwich Haven Port Authority, Go Plant FleetService, Bedford Borough Council and many more.

A RANGE OF CHARGING OPTIONS

In 2017, Shell bought one of Europe’s largest charging providersand a leading expert in smart charging solution; NewMotion.Together they are installing workplace chargers; for example bypartnering with brands such as Jaguar Land Rover who haveinstalled over 150 charging points for employees at their Gaydoncentre in the UK. Through NewMotion, Shell also providescustomers with the option of charging their EV at home. In the UK,Shell Energy Retail customers can now get a home charge pointinstalled for a discounted price. Following an agreement withIONITY, Shell will also offer super-fast 350kW charging points acrossten European countries, starting with 80 of Shell’s biggest highwaystations, allowing drivers to travel long distances with confidence.

Another leading European provider of charging solutions, PEIMFmember, Allego, is providing Shell Recharge EV charging points onShell forecourts. In the UK, Allego recently installed Shell’s 70th EVcharger, and late last year they installed the UK’s first 150kWcharger on a forecourt at Shell’s station in Battersea. Allego willcontinue to install such chargers on Shell forecourts across the UKin the coming year, in line with consumer demand, with the aim ofinstalling 200 EV charge points on Shell forecourts by the end of2020. Allego also manages the operation and maintenance ofShell’s EV chargers on forecourts in the Netherlands.

ELECTRIC VEHICLE CHARGING:

Electric mobility is one of the solutions that will helpmeet growing demand for transport in a lower-carbonworld. Shell is exploring how best to serve an increasingnumber of electric vehicle drivers, on and beyond theirforecourts, to ensure that customers can choose from arange of refuelling options over the coming decades.

As the number of electric vehicles on our roadsincreases, a suitable network of recharging infrastructurehas to be developed to ensure customers have access toa wide choice of charging options. This includes regularcharging options for homes and businesses and theprovision of faster, high-powered charging options atforecourts and other publicly accessible locations.

Collaborative and coordinated action from industryplayers such as power suppliers, charging providersand vehicle manufacturers, will be essential to developan adequate charging network that meets the needsof electric vehicle drivers, while helping to managepower-supply systems more efficiently. Similarly,considered and consistent support from governmentwill help create the right environment that encouragesthe use of electric vehicles.

Triscan build new fuelling facilityKent Fire and Rescue Service is the statutoryfire and rescue service for the administrativecounty of Kent and the unitary authority areaof Medway. This covers a geographical areasouth of London, to the coast and includingmajor shipping routes via the Thames andMedway rivers.

Together, The Triscan Group successfullyprovide fuel management and support to19 Kent Fire sites.

When Kent Fire opened a new site inRamsgate, they reached out to Triscan toprovide their new fuelling facility. As thiswas a new site, it was essential to workwith Kent Fire to reduce time on-site andorganise appropriate delivery dates.

Pre-installed equipment

To help with the process and to meetvarious health and safety protocols, allequipment was pre-installed off-site priorto the 10,000-litre cylindrical diesel tankbeing delivered. Our engineer worked toinstall the 56 LPM dispensing pumpand Sigma 750 fuel managementsystem inside the lockable cabinet.This cabinet ensures the equipment is tidy,

in one place and is further protected byroller shutter doors to for extra securityagainst damage and fuel theft. On top ofthis, a specialist lockable manway coverwas installed to the top of the tank, as thecustomer had directly had a problem withfuel theft direct from the tank prior tothis installation.

The project management team thenworked together to organise the tankdelivery followed by a fuel delivery. Liningup fuel deliveries like this enables our

team to ‘wet test’ the tank and ancillaries.This ensures there are no leaks or damageand everything is working correctly. On thisoccasion, electrics hadn’t yet been turned onon-site, so our engineer revisited a few dayslater to complete the commissioning of fuelmanagement and check the pulse rates.

The customer was then provided with acalibration certificate and warranty.

Fuel microbiology sits at the intersectionof engineering, chemistry and biology.Industry knowledge varies, and specialistssuch as ourselves have been providingadvice for over thirty years. The issueaffects any hydrocarbon in storage where,under optimal conditions, microbes canreplicate exponentially, leading to rapidgrowth of sludges and slimes on tankbottoms and walls which lead to filterblinding, fuel starvation as well asmicrobial induced corrosion (M.I.C.).

Snake oil?

Whilst sampling & testing arestraightforward, the use of biocidescan be unclear. Over many years, we haveheard industry professionals decry theiruse completely; often described as ‘snakeoil’. Others believe they cure a huge rangeof issues and are used too frequently,but most industry leaders maintainbiocide procedures.

The simple equation formicrobial growth is;

‘No Water’ = ‘No Bug’

If water can be completely removedfrom the fuel supply chain storage,microbes have nomedium onwhich to live and breed. However,even the best fuel housekeepingprocedures and storage systems cannotcompletely prevent the buildup of water.

If supply chain partners cannot preventthe growth of microbes in their fuel,how can end users maintain their fuelstorage if it is potentially beingcontaminated every fuel delivery?This is where fuel biocides come in;as a curative or preventativemaintenance solution.

What are fuel biocides?Fuel biocides are chemical fuel additivesthat are designed with chemicalmechanisms to partition between the fueland water phases of a fuel tank (andmicrobes may reside in both parts of thetank). Good biocides are often describedas ‘broad spectrum’ i.e. they eradicate asmany species of microbes as possible andneutralise a tank of live, microbial growthin 6-7 hours.

Where end users have discovered microbialgrowth, biocides can be used in less severecases as a complete solution. However, theiruse must not replace tank cleaning, becauseother contaminants may continue to residein fuel storage that requires physicalremoval. Conversely, in some instances,microbial growth is so severe that biocidesmay not penetrate a large buildup of sludgeswithout physical agitation.

On-going maintenanceIn all cases, biocides should be used aspart of an ongoing maintenance regime:with bottom sampling, testing and tankcleaning. However, where microbial growthhas been detected and biocides thenused, it is important to remember that thebiocide does not remove the dead matter,the microbial biomass, even though ‘dead’,will continue to reside in the tank withoutsome form of physical interaction. In lesssevere or moderate cases, a biocide canbe employed quickly and cost effectively tosolve the contamination issue and, in mostcases, can be caught by bulk filtration afterbeing broken up.

Finally, when tank cleaning has beenemployed, biocides can help break up thecontaminants prior to man entry, reducingthe time spent within a dangerousenvironment, but also used when tankcleaning has been completed. Tankstorage systems are only as clean as thefuel delivered. If your tanks have beencleaned at great expense, using a biocidewith the first refill, or thereafter on apreventative basis, can prevent thereoccurrence of microbial issues.

Monitor contentand bund levels

Kevin Attrill (Technical support at OLE)explains the importance of monitoringhigh level as well as bund levels.

“The idea of a bund / outer tank level probeis to provide a warning if the inner tank hasa weep or a split. However, as most innertanks have an overfill pipe venting into thebund, any significant overfill can put liquidinto the bund as well.

We frequently see tanks that have liquid inthe bund that has been left there for years.This liquid in the bund / outer tank is likelyto suffer from SRB’s (sulphur reducingbacteria) corrosion more than the innermain tank, as there is almost certainlysome water moisture, fuel, and very littlefluid movement. This in theory could meanthe outer tank corrodes sooner than theinner tank.

On the OLE Gauge systems; if the bundalarm activates, a local siren sounds and a“B” is shown on the display. When thealarm is acknowledged a set of crossed

hairs are shown on the gauge, so you canalways tell if the bund has liquid in it.If it isn’t already, this should be part of thetank inspection process.

Tina Clarke (Sales Manager at OLE) pointsout that the new T6100-2 Blind Tankmonitor range also has the capability ofmonitoring bund condition, along with tankcontents, and reports this to thewww.yourgauge.com web site. Tank Gauges for marinas and boats havebeen notoriously vague, often just showing¼, ½, ¾ and full. The OLE 5020 series hasthe option to enter strapping tables whichbasically is a table of the dip expectedvalues in litres against height. This can beentered manually or pulled in as a .csv fileformat. So, we can provide accuratereadings for any shape of tank.

Over the years, biofuels have been gainingincreased public and scientific attention;driven by factors such as oil prices, theneed for increased energy security andthe concern around fossil fuels and globalwarming. But they also come withincreased problems, particularly in theway they are stored.

Biofuels create a nutrient-rich breedingground for bacteria, which in turn causesmajor problems for storage tanks. Biofuelis produced from biodegradable material,giving it the characteristics that make itattractive to biodegrading organisms.

Bacteria corrosion, also referred to asmicrobial induced corrosion (MIC), is aform of corrosion caused by the presenceof microorganisms. These microbes cancause product deterioration, sludge andserious corrosion in tanks and pipework.Biofuels are particularly prevalent tobacteria corrosion. Diesel fuel, forexample, provides ideal conditions forrapid growth of microbes even in the bestmaintained tanks.

Pitting corrosionPitting corrosion is a localised form ofmetal deterioration which displays as smallpits or holes on the surface of the steel. Itis probably one of the most common typesof corrosion found in storage tanks andcan lead to some very serious problems asthe thickness of the metal is lost. If leftuntreated, eventually these pits will causea breach and any stored product in thetank will enter the surroundingenvironment. Microbial bacteria canseriously increase the rate of pittingcorrosion within a storage tank.

When looking at ways we can prevent abreach and damage to storage tanks fromthis serious form of corrosion, the mostcritical action we can take is proactiveprotection of the internal steel. Solving theproblem before it begins.

The best solution to this is the applicationof a solvent-free resin coating, which isresistant to the stored fuel, either as asingle skin or a monitored double skinsystem. This will stop any bacteria beingable to attack the steel, preventingcorrosion. The solvent free coating acts asan internal ‘skin’ within the tank, providinga barrier between the steel and the storedproduct and any bacteria which may existwithin that product.

A solvent free coating is a coating thatdoesn’t contain, or contains very little,solvents and volatile organic compounds(VOC’s) which are harmful to people andthe environment. Solvent free coatingsalso have a high solid content whichmeans they are fast curing, resultingin minimum tank downtime. A coatingcan also be found to protect againstmost petroleum products as well asmany chemicals.

Using a solvent free coating to proactivelyprotect the internal tank steel has manybenefits; importantly a greater level ofthickness can be achieved when applyingthe coating, making solvent-free epoxy’stypically one coat systems. The ability toachieve the required film thickness in asingle coat along with the fast curing abilityof most solvent free resins is a massivetime saver and allows for a quicker returnto service of the storage tank.

Adhesion to steelThese types of coatings also provideexcellent adhesion to the steel and willdry to form a smooth tile like finish. Theyhave a long and successful track recordin tank lining.

Another option for proactive protectionis to install a solvent-free double skin liner,which includes a monitoring system tosupervise tank integrity, giving the operatorfurther piece of mind.

When installing a lining system to protectyour storage tanks, it’s always worthremembering that it makes better financialsense to install whatever system youchoose in a series of tanks on the site, asthe costs are spread more evenly betweenthe tanks.

Biofuel usage will increase in theforeseeable future, so proactiveprotection is important to ensurevaluable assets are safeguarded andthe environment is shielded from potentialspills and damage caused by microbialinduced corrosion. This allows youa greater level of management andplanning; it also makes better financialsense in the long-term.

Free survey

After a free survey (preferably with theclient on site) a decision can quickly bemade regarding the level of refurbishmentrequired. The work can range from simplyvinyling over stained glazing panels with agraphic, to a full strip down, re-cladding,new lights, painting and vinyl pictures.

A recent project in Wentworth consisted ofa wash building, looking very tired withfaded and dirty cladding, dim lights andwindow panels; damaged by years ofchemical exposure. The wash wascompletely stripped of old cladding, andnew white panelling installed throughout.All the wash machinery was stripped down,painted and new graphics applied.

On the outside, the old windows had fulllength, high resolution picture vinylsapplied to complete the new look. Finally,new lights were installed to make the washbright and inviting for customers. Thecustomer was extremely pleased with thefinal result and customers have beencommenting on how much more appealingthe facility is after the refurbishment work.

The FuelQuip TG3M is a cost-effectivealarm, which detects any rapid drop in fuel,and then sends warning alerts. It indicatesa possible serious problem with the tank,such as the integrity of the tank beingcompromised or with a possible major fuelspillage. Or, as in the case withManchester, that fuel is being stolen.

“A lock only stops an honest person”Unfortunately, onsite fuel storage tankscan be an easy target for thieves. It istherefore imperative to ensure that asmany precautions and deterrents aspossible are put in place.

Having a fuel management systeminstalled is one of the first steps inhighlighting any discrepancies betweentheoretical and book stock. If these figuresdon’t tally, it can be a good indicator thatsomething is amiss; either the equipmentneeds recalibrating, there is a possibletank/fuel line leak, or fuel is being stolen(which was the case for ManchesterCity Council).

The initial action was to calibrate the tankgauge and the pump meter with the fuelmanagement system, to rule out thepossibility of any fault with the refuellingequipment. Despite several checks of thepumps, gauges & management system,sadly the problem continued to persist.Something much more serious wasobviously happening.

Here today, gone tomorrowManchester Council would receive a fueldelivery during the week but, comeMonday morning, stock levels would besignificantly out of sync again.

It became apparent that the fuel thief wasutilising the weekends, when fewermembers of staff were about. The tankwas sited on the border of the compound,backing onto woodland, so the thief wastotally hidden from view.

Location, Location, LocationWhen clients approach Pennine Pump andTank to install or relocate a tank, theyusually suggest along the perimeter fence,out of the way. However, wheneverfeasible, we always suggest the tankis positioned centrally in the yard. Thisserves two purposes; it creates anaccessible refuelling island and also helpswith visibility to prevent theft.

Manchester needed a cost-effectivesolution, and quickly. Moving the tank wasnot really an option; neither was hiringextra security guards and it would take toolong to install and monitor extra cameras.Pennine suggested installing a costeffective, long life battery poweredFuelQuip TG3M tank alarm; to producewarning alerts and notifications when arapid drop in fuel is detected. These canbe installed in under 5 minutes.

TeamworkThe Council alerted the Police to theproblem and informed them of the newalarm. They agreed to work with theCouncil to try and catch the thief in action,giving consent to receive the alerts and toattend site.

Pennine Pump & Tank installed theFuelQuip TG3M Tank guard on the Fridayand, at 1am Saturday morning, GMPreceived the notification that the Councilwere experiencing a rapid drop in fuel.

Units were immediately dispatched andarrived at the scene within minutes of thealert coming through. Officers found thethief in the midst of siphoning diesel intoan IBC in the back of his van. He wasswiftly arrested and placed in custody

The old adage of “A lock only stops anhonest person” is very true when it comesto fuel theft, as Manchester City Councilexperienced first-hand; and more units arenow being installed across their depots.
