AUSTRALIAN INDUSTRY PARTICIPATION

• Project Engineering / Design Managers will be responsible

for ensuring the incorporation of applicable AIP

considerations throughout the project design / engineering

activities

• AIP will be considered as part of the commercial bid evaluation. Where bids are assessed as being equal in all other respects and both commercially and technically acceptable, preference will be given to the tenderer with AIP qualifications

• To maximise local industry participation, sourcing will consider:

• Darwin local area • Northern Territory • Interstate • International

ABORGINAL AND TORRES STRAIT ISLANDER (ATSI) ENGAGEMENT

• CH2MHILL-UGL GE will actively implement INPEX and JKC

ATSI policy

• CH2MHILL-UGL GE will have a specific point of contact for

ATSI engagement (to be advised when identified)

• CH2MHILL-UGL GE is using the JKC ATSI business register

and ATSI business assessments as a basis to identify and

review the capability of ATSI businesses to undertake

specific Lower Tier Subcontracting (LTSC) opportunities

• CH2MHILL-UGL GE will engage suitable ATSI businesses and

persons to work through use of the JKC ATSI business

register, liaison with local ATSI groups, such as the Larrakia

Development Corporation and Ironbark.

• CH2M HILL-UGL GE in consultation with its engineering

and design departments will review procurement strategy,

particularly in regard to package size and scope definitions

to assist ATSI businesses

• CH2M HILL-UGL GE is already in dialogue with Ironbark,

Industry Services Australia and Larrakia Development

Corporation

• Preference will be awarded to ATSI businesses subject to

technical and commercial comparability

• CH2MHILL-UGL GE will ensure that their LTSC are aware

of the obligations with respect to ATSI employment

opportunities on the project

• CH2MHILL-UGL GE actively supports engagement of

ATSI people into the Lower Tier Subcontractors on

project works, and will:

• Give ATSI people every opportunity to participate,

including aiming to source, train and develop local ATSI

people

• Provide workplace induction and training for ATSI

people

• Provide cultural awareness training for non-ATSI

employees

for LTSC and Supply packages seeking Expression Of

Interest (EOI) on the ICN Gateway (It’s Free )

• CH2M HILL-UGL GE will ensure sufficient duration is

available for prospective bidders to register their EOI’s

• Tier 1: Capability to execute / supply total scope of

package works

• Tier 2: Capability to execute / supply partial scope

• Brief Scope of work for package listed on ICN Gateway

• Prospective LTSC / Suppliers to register interest for

specific packages

• LTSC / Supplier evaluation by ICN and by CH2M HILL-

UGL GE broadly based on :

• Safety, Environmental and Quality capability

evaluation

• Technical capability evaluation

• Previous similar project experience

• Resource capacity

• Extent of value adding in Australia (not necessary in the same order)

LOWER TIER SUBCONTRACTOR (LTSC) and

SUPPLIER SELECTION PROCESS

• Request for expression of interest (REOI) will be

issued to the shortlisted LTSC/ Suppliers.

• REOI will contain confidentiality agreement,

specifications, drawings, draft terms and conditions

and project specific requirement's

• The responses to REOI will be evaluated for work

specific technical capabilities, resource capabilities,

compliance to site requirements, IR compliance and

reference checks

• A final list of shortlisted LTSC/ suppliers will be

generated to which complete tender package enquiry

will be issued
