Meaning of the innovation, public administration innovation as well as social innovation have been mystified and institutionalised in Europe

Social capital is the degree to which a community or society collaborates and cooperates (through such mechanisms as networks, shared trust, norms and values) to achieve mutual benefits.
Social capital is oriented towards development and growth of welfare if values and norms of the members of the community are trustful and cooperative
