The Norwegian Emergency Preparedness System

The Norwegian Emergency Preparedness System, NOREPS, is established as a network between the Norwegian Ministry of Foreign Affairs, the Norwegian Red Cross, major Norwegian humanitarian NGOs, the Norwegian Directorate for Civil Protection and Emergency Planning and more than 50 selected Norwegian suppliers of relief goods and services. NOREPS is mandated from the Norwegian Ministry of Foreign Affairs to strengthen international emergency preparedness and respond to emergency relief needs. NOREPS administers funds from the Ministry provided

to the UN and national humanitarian actors to enhance emergency preparedness in humanitarian operation. A key feature for the funds is prepositioning of relief items in areas such as water and sanitation, shelter and protection, nutrition and health, sustainable energy, telecommunications and logistics. The funds can further enable field-testing of new technology and innovations that can increase humanitarian effectiveness. NOREPS is administered by Innovation Norway, the Norwegian Government's most important instrument for innovation and development of Norwegian enterprises and industry. Being part of Innovation Norway NOREPS fosters innovation in humanitarian operations by supporting product development,

new ideas, and sustainable solutions. The NOREPS network includes suppliers that have long experience in serving the humanitarian market. These suppliers are important partners in developing humanitarian innovative and sustainable solutions. UN agencies and humanitarian organisations utilize the NOREPS network to identify private sector partners and develop new technology to help overcome challenges and increase effectiveness in humanitarian operations.

AnsuR Technologies provides unique RAIDO software for mission critical geo-/time tagged photo/video communication, over satellite & radio networks. Spending a fraction of normal bandwidth, RAIDO offers full precision and low delay using eg. smart phones and Web. AnsuR improves situational awareness by offering improved visual information for real-time decision making.

ASIGN is software for rapid interactive communication of geo- and time-tagged photo and video clips. ASIGN Senders run on PC, smartphones or embedded Linux boards, and can also run in UAVs. A sender sends a preview initially, and a receiver side can pull detailed content in full precision as needed. The interactive approach typically saves 99% of the bandwidth. ASMIRA is software for adaptive sending of live video from remote sites, including UAVs, where network capacity may be low, unstable and difficult. ASMIRA let´s a receiving user decide how live video shall focus on resolution, quality, frames per second and regions of interest. ASMIRA geo-tags the video, and can save video clips as original quality at the sender side and as received quality at the receiver side. AIR is software for smart networking and routing, and supports communications over multiple networks at the same time, or automatic or remote controlled selection of networks.

The KSAT Emergency response service allows rapid set-up of a complete multi mission satellite based service for any given area. The monitoring density will be adapted to each individual case and can be adjusted as the situation develops.

Multi-mission near real-time services Satellite imagery provides extensive coverage of the earth’s surface, and has become a critical part of operational decision-making in emergency and crisis, as well for decision-making for day-to-day operations for a variety of different users. For a lot of operations and users time and timeliness is critical and KSATs global network is the best solution for providing up-to-date information and decision-support. Multi mission Planning and ordering KSAT has a highly qualified order and support centre and is a true one-stop access point for multi mission data users. Our services include planning and ordering support, scheduling, data acquisition, processing, value adding and dissemination of data. KSAT is continuously working to reduce delivery times for supported operations. New concepts and service chains are being developed and tested in close cooperation with satellite operators and end users such as defence organizations, UNOSAT-UNITAR and major Oil Companies.
