Group 3 Commander’s Message

As we reflect on this past Memorial Day, we honor those that served and fought till the end, defending our freedom. I am reminded of a remark Marine Corps Gen. John Glenn replied when questioned about him never having a “job”.

“I served 23 years in the United States Marine Corps. I was through two wars. I flew 149 missions. My plane was hit by anti-aircraft fire on 12 different occasions.

“I was in the space program. It wasn’t my checkbook, it was my life that was on the line. This was not a 9-to-5 job where I took time off to take the daily cash receipts to the bank.

“I ask you to go with me, as I went the other day to a Veterans Hospital, and look those men with their mangled bodies in the eye and tell them they didn ’t hold a job.

“You go with me to any Gold Star mother, and you look her in the eye and tell her that her son did not hold a job.

“You go with me to the space program, and you go as I have gone to the widows and the orphans of Ed White and Gus Grissom and Roger Chaffee, and you look those kids in the eye and tell them that their dad didn ’t hold a job.

“You go with me on Memorial Day coming up, and you stand on Arlington National Cemetery — where I have more friends than I like to remember — and you watch those waving flags, and you stand there, and you think about this nation, and you tell me that those people didn’t have a job.

“...you should be on your knees every day of your life thanking God that there were some men — SOME MEN — who held a job. And they required a dedication to purpose and a love of country and a dedication to duty that was more important than life itself. “And their self-sacrifice is what has made this country possible.

“I HAVE HELD A JOB!”

Use this form to quickly gather information for each bodily injury

mishap. Getting this information now will save you time later! The

purpose of reporting mishaps is to learn how to prevent them. For every mishap, it is

important we know what happened, why it happened, and what would have prevented

it. Whenever possible, interview the person involved in the mishap to see what they

would do differently. ASK THE CADET or SENIOR MEMEMBER involved for the

answers. This form may be filled in and saved on a tablet or laptop. If those aren’t

available, print blank copies of the form to be written on until the mishap can be

reported. When ready to file this mishap, sign-in to eServices, enter SIRS, then click

on “File New Mishap.”

How do I become a CAP Pilot?

If you do not meet the minimum qualifications to be a CAP Mission

Pilot, you may be eligible to qualify as a CAP Transport Mission Pilot

(TMP; see qualifications below). If you require more experience to

become a CAP TMP, you are limited to checking out in the local aircraft and maintaining

your personal and FAA currency at your own expense. The general qualifications to be-

come a CAP pilot are:

1. Be an active CAP member at least 17 years of age (16 years of age for CAP glider

pilots)

2. Possess a valid FAA private, commercial, or airline transport pilot certificate.

3. Possess a class III or higher medical certificate (not required for gliders)

4. Possess a current flight review IAW FAR 61.56

5. Satisfactorily complete a CAP flight check

See the below flowchart for further information on becoming a CAP pilot or contact a

CAP check pilot. While this flowchart provides a lot of useful information it is your

responsibility to ensure you meet all the requirements and follow the regulations outlined

in CAPR 60-1.

POLICIES AND REGULATIONS

CAPM 39-1 Civil Air Patrol Uniform Manual

This month we are continuing to review a section of

CAPM 39-1. It is important we adhere to the

regulation and standards not just because they have

been set by National but because we are

representatives of the Air Force. When the public

sees us, they see us as a member of the Air Force and they may not know

about the Civil Air Patrol. Even though we are a volunteer force we need to

be as professional as the members of the Air Force we represent. From

our uniforms to our airplanes and everything in between, we are

professionals.

1.1.2.1. COMPLIANCE WITH THIS PUBLICATION IS MANDATORY.

This publication is the sole source for wear instructions and authorized

items for various uniform combinations as prescribed within. Variation

from this publication is not authorized. Items not listed in this publication

are not authorized for wear with uniforms. Local commanders do not

have the authority to waive grooming and appearance standards.

1.1.2.2. The Commander, CAP-USAF, with the approval of Headquarters

USAF, prescribes the wear of the USAF-style uniforms, as well as the

insignia, badges, and devices worn on these uniforms.

1.1.2.3. The CAP National Commander (CAP/CC) prescribes the wear of

the Corporate style uniforms, as well as the insignia, badges, and devices

worn on these uniforms. 1.2. Wear of the CAP Uniform.

1.2.1. Individual members will obtain and maintain for wear either of the

minimum basic uniforms described here. These combinations meet the

requirements of most CAP events. A commander may require cadets to

wear other optional uniform items only if the purchase is voluntary (such

as requiring a specific uniform for participation in a National Cadet Special

Activity) or if the uniform is supplied without expense to the cadet.

1.2.1.1. Minimum USAF-style Uniform: The minimum basic USAF-style

uniform is the Blue Service Uniform (Class B) with short sleeve shirt

(male) or blouse (female) as appropriate. Cadets authorized to wear the

USAF-style uniform are required to maintain this uniform.

1.2.1.2. Minimum Corporate-style Uniform: The minimum basic CAP

Corporate-style uniform is the Aviator Shirt Uniform with short sleeve shirt

or blouse as appropriate. Cadets aged 18 and older who meet weight

standards for wear of the USAF-style uniform must maintain the USAF-

style Class B uniform as noted in the previous paragraph.

1.2.2. Wearing the USAF-style uniform is a privilege extended to CAP

members who meet weight (see Attachment 2) and grooming standards

(see paragraph 3.2). Commanders and activity directors are expected to

enforce these standards and ensure that members wearing USAF-style

uniforms understand these requirements, that members wearing USAF-

style uniforms accept personal responsibility for meeting these

requirements, and are expected to provide remedial education and

counseling if required.

SQUADRONS IN THE SPOTLIGHT

Big Bear Valley Composite Squadron 6750

On Thursday, May 11, "LAW ENFORCEMENT DAY", took place at the Long Beach Veterans

Affairs (LBVA) Hospital and was sponsored by the LBVA Police. Again, the LA/OC Joint Chapter

of the Air Force Security Forces Association (AFSFA) participated in this year’s annual event for

recruitment and high visibility with the community. Many agencies were present, which included

The Office of Homeland Security, ATF, FBI, LAPD, LBPD, VA Police, ICE, Border Patrol, Torrance

PD, LASD EOD, and LASD K9 to name a few.

MSgt. Larry Breazeale, (USAFR ret.) and retired LA County Deputy Sheriff (27 years), is an

honorary member of the LA/OC chapter, and he brought along the canopy, table cloth banner,

flagpoles and flags of the Air Force and Security Forces. The display which represented the Air

Force Association, Air Force Sergeants Association, Air Force Security Forces Association, and

the Civil Air Patrol, was situated in the middle of the event area, making it the center point and

easy to see. Several dozen people came by and inquired about the different Air Force

organizations.

"Whenever I go out to promote AFSFA, I also promote the other very important Air Force

organizations, that I am equally very proud to be a member of ", said Breazeale.

Edward West, always attends this event, wearing his popular "1505's, and Air Police uniform, with

white cap, leather gear and authentic first series of Air Police badges. West also brought his badge

case collection to share. West is a former USAF Air Police/ Security Police, and retired from Long

Beach School Police and Long Beach VA Police.

Gerry Scott, a former Air Force Captain, and Air Police Squadron Commander ( Korean War) was

also present. Scott is also a WWII veteran, as a former US Army Air Corps Military Policeman. He

transferred to the USAF, in 1947, when the Air Force became a separate service.

West and Scott are both very vital AFSFA members, and Breazeale, serves as the Western States

Regional Area Director, Region Six, and is a member of the nearby March Field Chapter, that

meets at nearby March Air Reserve Base.

"I strongly recommend, to other AFSFA chapters, to consider this type of venue, to show your

stuff", said Breazeale. Breazeale recommends checking with your nearest VA HOSPITAL, to see

if their own VA Police, sponsor such an event every year for Law Enforcement Support, that

AFSFA can participate in.

Chino Cadet Squadron 20

For some turning 30 is no big deal, for others it’s a MAJOR

accomplishment. For the Commander of the Squadron, turning 30

has an entirely different meaning. While Lt. Col. Benjamin Edwards

may not look 30 years old, he has accomplished what few have. Lt.

Col. Edwards has surpassed 30 years of Civil Air Patrol Service! It

may not be a birthday, but to him, the CAP, and the members of the

CAP he leads and serves it’s more than just a number, it’s

dedication to Service and Country. When you see Lt. Col. Edwards

make sure to wish him a Happy CAP Birthday and thank him for his

service.

Cadets from Big Bear Valley Composite Squadron 6750 visit NASA Jet Propulsion Laboratory (JPL)

The Squadron had the pleasure to tour NASA JPL. The Squadron explored laboratories to include the Cassini, Mars Curiosity space missions. The cadets saw the first building stages of Mars River 2020.

On May 13, cadets and almost cadets (2 meetings) ran a recruiting booth and flew (off duty) with the Young Eagles program today. Our "almost cadets" flew with Assemblyman Jay Obernolte, 33rd District in his jet.

Riverside Senior Squadron 5

On May 23, ATC Specialist Major, James Morimoto (USAF) and MSgt, Paul Burchill (USAF) gave a presentation on the relocation of California Air National Guard, 163rd Attack Wing, MQ-9 Reaper Operations from Victorville Airport to March Air Reserve Base (MARB) and the proposed expansion of the MARB Air Traffic Control Airspace Service Expansion. The presentation was informative and many topics were discussed such as MQ-9 routing and patterns. As some of you know the airspace around the LA basin, especially around March is

going to go through a realignment due to the Drone (Predator and Reaper) traffic being launch at MARB. This will have an affect how we navigate through this area. The drone program will begin in June of this year. The pattern is only a proposal at this time and notification to the appropriate agencies will be made upon the finalized plan. Squadron 5 has also been invited to MARB to tour the ATC facility and we will keep you posted on the date.

GROUP 3 Members attend Region Staff College

Maj. Michael Yamada, Capt. Raymond Gould, and 1st Lt. Connie Holt, were selected to participate in seven days of intensive management training with approximately forty-five other Civil Air Patrol (CAP) officers from all parts of CAP’s Pacific Region at the 2017 Region Staff College (RSC) held from May 13 to May 19 at Nellis AFB, Las Vegas, NV.

Executive-level leadership, communications, and management training comprise the Region Staff College curriculum. RSC curriculum offers a wide range of instruction to develop leadership and management skills to assist CAP members (who receive no pay) carry out the duties and responsibilities required in their CAP jobs.

Agenda activities included lectures on predetermined leadership/management topics, followed by seminars in which participants discuss specific points from the lectures and relate them to their experiences in their home units. Guest speakers offer insights into topics generally related to, or interest to, Civil Air Patrol and its more than 60,000 members.

The weekly meetings have changed to Thursday nights. Same

time, new night. Make sure to adjust your calendar or you might

miss the meeting.

The Encampment has reached our maximum capacity for both student and ATS applications. The registration module is still active but no payment is being collected. Any registrations received will be added to the waitlist, which we HIGHLY encourage your cadets to put their name on if they are at all interested in Encampment!

The acceptance packet was emailed on Saturday morning to all students who have a spot at the Encampment, it was emailed to the address they provided when submitting their registration. Please make sure your cadets have received and understand the instructions in this packet.

The exercise will utilize four aircraft, ground and base staff. Training is available in all positions, however, may be limited due to the scope of the

exercise and the number of interested trainees.

Uniforms SHALL conform to CAPR 39-1 (No Class A’s).

All wear of the USAF uniforms will conform to USAF regulations.

The purpose of this exercise is to train as many members as possible, provide a fun and exciting event, build camaraderie and team work and prepare Group 3 for the missions

we are expected to perform.

We will collect $15 per member per day for food and may be paid at registration online in advance, at the event, or you may bring your own food. Please indicate on the registration if you will be bringing you own

food in one of the comment boxes so we may plan accordingly.

Safety of all CAP members is not an accident! Safety first and always as we perform our missions. We will not become the mission purpose!
