FOREWORD

Maharashtra is always on the forefront for

economic growth of the Nation. The State

contributes 20% of country’s industrial output

with net value addition of 14.93% GDP. The State has

capitalized the highest amount of Foreign Direct Investment

so far. The manufacturing and other industries have

contributed 79% of total revenue of the State.

The State has investment-friendly industrial policies,

excellent infrastructure and a strong & productive human

resource base and has made it a favoured destination for the

manufacturing, export, distribution and financial service

sectors. Nevertheless, many sick industries are to be revived;

steps are to be taken for provision of adequate social and

physical infrastructure, skill development amongst young

generation and entrepreneurial education.

The sustainable growth initiative should be encouraged by

the policy makers to improve governance, raise educational

standards, control inflation, introduce a credible fiscal policy,

liberalise financial markets and improve infrastructure and

environment which will facilitate Maharashtra to continue as

the investment friendly state.

Maharashtra Economic Summit is an initiative to discuss,

elaborate, emphasise and resolve the issues and bottlenecks

hurting the economic and industrial growth of the State.

Involvement of Government to create confidence amongst

existing industry and other stake holders as well as to

showcase Maharashtra’s potential investment and business

opportunities to the investors is inevitable.

This Conference is helpful to chart out a new agenda for the

Government specially to Hon’ble Chief Minister who has

dynamic vision and positive attitude to convert challenges

into opportunities to make Maharashtra, the preferred State

in India.

Enhancing Maharashtra’s economic growth is the prime

priority of my Government and emphasised on easy of

doing business in Maharashtra as well as providing best

infrastructure, power at competitive cost and improvement in

Government Systems to make Maharashtra as the preferred

investment destination”, said Shri Devendra Fadnavis, Hon’ble

Chief Minister in his inaugural address at 3rd Annual Conference

“Maharashtra Economic Summit” organised by Maharashtra

Industrial and Economic Development Association (MIEDA) and

SME Chamber of India on 16th January, 2015 at Mumbai with the

support of Government of Maharashtra, India International Trade

Centre ( Investment and Trade promotion), Larsen and Toubro,

MMRDA, Aditya Birla Finance Ltd, Redi Port Ltd., Blue Star Ltd. and

State Bank of India.

For effective and speedy implementation of the “Make in

Maharashtra” plan and fast track approval of investment proposal,

independent high powered committees will be set up, headed by the

Chief Minister and will have Industry Minister, Finance Minister,

Chief Secretary and will consist of nearly senior officials. To

accomplish this, a draft on “Make in Maharashtra Plan” will be

prepared and work out new strategies to attract investment. So far

we lead industrial investment and are keen to retain the premier

position in future too. Several industrial houses are approaching us,

but they are reluctant to set up their projects in the State owing to

procedural wrangles. We want to end red-tapsim and give red carpet

welcome to entrepreneurs and industrialists. In the State an

entrepreneur needs to obtain a large number of permissions. To

overcome this problem, single window services will be introduced

soon. Government is planning to reduce the number of permissions

with immediate effect and ensure that approvals are granted in a

time bound manner. Government is in the process of setting up

deadlines for each and every permission.

Online facilities for all industrialists and entrepreneurs are one of

the proposals, which will bring in changes in ruels, particularly the

labour laws, so that setting up of a unit will be hassle free. The

Committee will meet at least once in a month and expected to

resolve disputes at the level of different departments and ensure

that all proposals are cleared in a given time-frame.

To make “Make in Maharashtra” a grand success, our prime focus is

on “Ease of Doing Business”. The Government has been interacting

with the people from Industry and people from various sectors and

is trying to figure out the problems and have taken so many

decisions to convene meetings in the designated industrial areas to

sort out the permissions required in various aspects and reduce to

the minimum. The Government has been able to cut down the

permissions required for various business activities to 25% except

for statutory permissions and will be put into auto-pilot mode,

mentioned the Hon’ble CM. If you do not get the required sanction

on any specific requirement within 3 days, you can presume your

application is deemed to have been approved.

Land Reform Act has also been amended in such a way that now it is

has become clearer and rider free to convert into use for real

industrial purpose within a period of 15 days. For this purpose

MIDC and Special Land Regulating Authorities will be empowered

with required power. Decentralization of powers to government

recognised and reputed Institutions working for the common cause

is also underway to solve problems and issues collectively rather

than approaching for sanction for each and every problem by the

single authority to avoid individual preferences and prejudices.

Labour Act reforms are another important area which is being

considered to avoid frequent industrial and labour disturbances for

better industry growth and productivity.

Rationalisation of coal availability by the Central Government and

new policy of allotting the coal block will benefit the State to

generate sufficient power in the State as well as bringing down the

power tariff similar to other States, said Hon’ble CM.

Once we create the atmosphere and eco-system Maharashtra has

everything than any other State and has always been and always will

be the preferred destination for investment since it has land, talent,

resources, knowledge & law and order.

Hon’ble CM welcomed constructive suggestions from one and all for

common good, on which, he assured appropriate action to

implement on priority even if specific law is required to be

introduced, which will be done within a period of maximum 3-6

months. Affordable housing projects are one of the top priority

schemes in the Agenda of the Government and to achieve this

objective, all necessary steps are under way, mentioned Shri

Fadnavis.

Hon’ble CM congratulated Shri Chandrakant Salunkhe, Founder and

President of Maharashtra Industrial and Economic Development

Association (MIEDA) and SME Chamber of India for organising

‘Maharashtra Economic Summit’, which will always be helpful in

understanding the issues & problems, rights, privileges and

aspirations of business community. I also accept the suggestions

made by Shri Salunkhe and Shri Venkataramanan for developing the

State’s status. I know that the Maharashtra has suffered a lot for the

last 10-15 years. To make Maharashtra the preferred destination, we

have to devise polices in tune with the aspirations to face the

competitive world. Competitiveness is not limited to business class

but the State is also to be competitive. Other states are making the

policies to attract the investment and are becoming proactive in all

respects. If we lack in amiable policies and positive mindset, we will

definitely lag behind. That is why the Government has started

changing the policies for making Maharashtra the most preferred

State for investment. He also invited suggestions and

recommendations for economic and industrial growth of the State

as well as policy changes and effective implementations.

Shri Chandrakant Salunkhe in his welcome and introductory

address mentioned that Maharashtra is always on the

forefront for economic growth of the Nation and the State has

largest economy of the country, contributing 14.93% of National

Income. The State economy has registered an average growth of 9%

over the last 4 years. The State contributes 20% of country’s

industrial output and net value addition and expressed his

confidence that with the dynamic leadership of the Chief Minister,

action plan for Government officials and mindset of the politicians

can be converted into opportunity, development, practicality,

aggressiveness, positive mindset to take quick decisions, not like

avoidance, bypass, confusion and delay.

But for the last 15 years, the Congress led Government has not done

any commendable work to the expectations for the growth of

industrial and economic of Maharashtra. Therefore, burden of 3.4

lakh crore debt on people of the State.

The recent vibrant Gujarat has generated 25 lakh crore investments

in various sectors. Also other States are taking initiatives for

encouraging more investment and initiatives for showcasing

potential opportunities especially in Madhya Pradesh, Karnataka,

West Bengal, Tamil Nadu and Rajasthan. Why Maharashtra’s

Government is lagging behind for branding and promoting the

advantages available for growth in all spheres. I am sure that under

the dynamic leadership of the Chief Minister, action plan for

Government officials and mindset of the politicians can be converted

into opportunity, development, practicality, aggressiveness, positive

mindset to take quick decisions, not like avoidance, bypass,

confusion and delay.

Friends, the objective of today’s Conference is to hear Hon’ble Chief

Minister about his vision, action plan for making Maharashtra the

most preferred destination and also to share our views and present

the new development agenda for the growth of Maharashtra and as

well as the expectations from industry, infrastructure, government

officials, SMEs and other stake holders as the partners of growth of

Maharashtra.

Hon’ble CM, I am worried about 3,40,000 cr. debt on the State and

how this can be reduced in the coming years by putting efforts

through public-private partnership. The industry and other sectors

are in the forefront to contribute the largest amount by way of

revenue but still they are not given sufficient time and attention for

resolving their issues and problems by the law makers and

bureaucrats. I know you have taken various steps to change the

system to take care of issues of the concerned sector and I am sure

that you will be keeping a track on the issues arising.

Along with large industries, SMEs are also playing very important

role for economic growth of the State and I realize that Government

does not have serious interest to resolve their issues which are still

on the agenda for implementation, and therefore, many SMEs are

becoming sick and the entrepreneurs are facing tremendous

pressure from their lenders and investors. This is the time now the

Hon’ble Chief Minister should take keen interest to resolve these

issues and also provide red carpet treatment to them as equal to

foreign investors. Currently, if SME entrepreneurs want to start

manufacturing unit or expand existing industries looking for land,

they are unable to get land easily. Therefore, they are shifting to

other states.

He also suggested that branding and marketing in Maharashtra is

need of the hour and appointment of eminent Maharashtrians from

various countries as the Ambassadors of the State to project

Maharashtra and its potential opportunities to encourage

investment, visitors and business partnership as well as suggested

following important points for action plan of the Government:

Remove instantly the bottlenecks of Industrial and Economic

growth.

Also review the industrial policy initiated by earlier Governments

for better implementation and creating confidence amongst

existing industries and prospective investors.

Emphasise on “Making Mumbai’ as the International Financial

Centre by implementing suggestions recommended by the High

Power Committee under the Chairmanship of the then Union

Finance Minister for Infrastructural Development and Tax Region

since since current Central Government is planning to shift

financial hub status to Gujarat Gift City.

Set up Advisory Council for economic and industrial growth of the

State consisting of industrialists, heads of organisations,

personalities of high integrity & expertise from different sectors.

To review all the permits and licenses to ensure that “Ease of

Doing Business in Maharashtra” becomes much easier. This will

accomplish “Make in Maharashtra” faster way so that India will

come down from 142nd rank to the desired level.

Formulate branding and marketing strategy of the State at

National and International level and suggested the Government

to appoint Maharashtrians from various countries as the

Ambassadors of the State to project Maharashtra and its potential

opportunities to encourage investment, visitors and business

partnership for Promotion of Industry and SMEs in foreign

countries.

Review the working of various agencies and their arrangements

for taking care of law and order system of Mumbai city and

allocate sufficient funds for improvement of services to avoid

unrest in the city in any manner in the future

Set up technology parks in each district to generate new

entrepreneurship and new ideas for new businesses.

The Minister of Industries should chair Udyog Mitra Meetings

every month to review and resolve issues of the Industry.

Hon’ble Chief Minister should chair Udyog Mitra Meeting once in

a year to review the problems of the industry and SMEs and

affecting issues towards economic growth and industrialisation

in rural areas.

Development of Quality Infrastructure, Adequate Power and

Water with competitive cost, improvement in skill development

and industrialisation in rural areas. Compared to other States,

the power charges are very high in Maharashtra. (Maharashtra

Rs. 9.5, Gujarat Rs. 5.25, MP Rs. 4.17, Andhra Rs. 5.50).

Scrap down the Mathadi Labour Act which is affecting to

Manufacturing industry and SMEs. This Act was created to secure

political interest during the Congress region.

Remove LBT before imposing GST to create confidence amongst

business community of Maharashtra who have lost hope from

earlier Government.

For achieving “Make In Maharashtra”, a grand success, it is

imperative that abundant land should be made available.

Currently the local industry, especially SMEs are not getting land

from MIDC easily and waiting list becoming like a long tail.

Review why industry and SMEs are moving out from Maharashtra

to other States as well as Government should focus on the sick

industries for revival, which are having large land availability.

Government should notify and recognize private industrial Zones

and Parks and provide common infrastructure as well as support

to stake holders for smooth operations.

Mumbai has large number of vehicles and traffic situation is

becoming more and more congested day by day. Review the traffic

system of Mumbai, Thane, Panvel and surroundings to reduce

traffic mess in the city. Most importantly the SMEs, which play a

vital role for the growth of the State as well as the Nation,

generating large number of employment and contribution for

industrial production and exports. Hon’ble CM should give

importance to resolve the issues and problems of the SME Sector

as the political regime gives importance to the agricultural sector

and farmers. MIDC should consider land allotment on priority

basis to SME Sector as per their requirements especially to

Bhumiputras.

We are also launching today our annual mega events at the hands of

the Hon’ble Chief Minister - “NRI BUSINESS SUMMIT” on 11th and

12th January, 2016, to give a unique platform to NRI Businessmen,

who are keen to connect with the entrepreneurs for partnering for

encouraging investment, advance technology, connectivity with the

foreign companies and representation of Indian companies in their

respective regions so that our SMEs will get exposure in

international market. I am inviting delegates to participate in this

Conference and I request Hon’ble CM to support us for making this

activity a grand success.

Also we will be organizing “World Marathi Summit” – 26th-and 27th

December, 2015,– Integration of Global Marathi NRIs from Industry,

Global CEOs, Scientists, Technocrats, Finance, Media, Research,

Entertainment and Thought Leaders to participate. This Summit is

intended to provide a platform for integration of Marathi /

Maharashtrians settled all over the world to exchange views of

common interest.

Friends, today we are conferring the 2nd “Pride of Maharashtra

Award upon Dr. Anil Kakodkar, who has made immense

contributions to the Nation and the State in Research and

Innovation. He has also been kind enough to guide and support to

improve our activities.

I am sure, under the dynamic leadership of Hon’ble Chief Minister,

Maharashtra can be converted into great opportunities and the most

preferred destination of investment with the positive mindsets of

the bureaucrats and all concerned and expectations of industrialists,

businessmen and all stake holders will be fulfilled, concluded Shri

Salunkhe.

Address by –Smt Pankaja Munde Hon’ble Minister for Rural Development and Water Conservation,

Employment Guarantee Scheme, Women and Child Development, Government of Maharashtra

Smt. Pankaja Munde in her address emphasised the

importance of creating empowerment of rural areas in

Maharashtra to be self sufficient and invited Corporate Sector

to set up industries. Although philanthropic support under CSR for

the rural areas, especially for women and children are highly

appreciative, the actual need is to educate them for capacity

building in order to make them more efficient to find out

occupations to be self reliant, which will bring in change in life style

and per capita income of every citizen in the rural areas of

Maharashtra. To achieve this goal, industrialists and institutions can

play a major role by putting up their units and centres in rural areas,

especially for agro based products. Hon’ble Minister offered all

necessary support for this from the Government.

Lots of efforts are being made for availability of drinking and

agricultural water in the rural areas for which Government is taking

all necessary steps. She welcomed industrialists who can take up

water conservation and storage projects in the rural areas of

Maharashtra for which Government will provide all required

infrastructure facilities. The real and total development of the State

cannot be achieved without the actual development of rural

Maharashtra, concluded the Hon’ble Minister.

If Maharashtra wants to grow better than earlier, Hon’ble Chief

Minister should give priority for Infrastructure Development,

Industrial Growth, Power Generation, SME Development and

other aspects which will be useful for economic growth of the State,

mentioned Shri Venkataramanan, in his special address.

He emphasised the dire need for development of various

infrastructure facilities in Mumbai and for this purpose a dynamic

movement is the need of the hour considering the increase of

population in the city day by day. Although the introduction of Metro

is a welcome step, more and more areas like Navi Mumbai, Panvel,

Thane and other strategic Districts are to be connected with Metro

for making available easy transportation system in the city with

proper and meticulous planning. Simultaneously, other road

transportation facilities should also be considered and encouraged.

Since manufacturing and construction is going to be one of the major

future activities, it is necessary to have skilled manpower for

meeting the needs, which is very much lacking. Since more and more

advanced technologies are coming in every field of activities, it is

imperative that technologically skilled manpower is available in all

fields of activities including construction sector. For this purpose,

there is need for training of skilled manpower especially in

advanced technology. He suggested to the Government for setting up

of adequate Skill Development Institutes to train the required

skilled manpower in every fields, in coordination National Skill

Development Corporation.

He also appreciated the role played by the SME Sector in

manufacturing quality products for Corporate, Government

Departments & Exports and the need for providing facilities to this

Sector for putting up industries by making available the required

land and other infrastructure facilities. Since lot of land is available

in Mumbai, MIDC should ensure that this land is properly developed

and made available to the needy SMEs sector. He mentioned the role

of Larsen & Toubro in associating and developing the SME Sector for

their growth in various ways.

Another important area he mentioned was the need of hi-tech

manufacturing facilities and innovative concepts. To be competitive,

manufacturing sector should adopt advanced technologies for

producing world class products to be more competitive. Emphasis

should also be given for good security system in Mumbai for

attracting investors.

Maharashtra should also explore possibilities for development of

ports in various parts of the State like Gujarat and other States to

meet the export requirements as now the Mumbai port is highly

congested and not sufficient to meet the requirement of exporters.

Hence development of new ports should be given top priority. Since

sufficient and reliable power problem still exists in the State, the

importance of going in for alternate sources of power generation

like solar energy projects should be given due importance for

encouraging manufacturing activities in the State and to make it the

preferred destination of business activities and investment, pointed

out Shri Venkataramanan.

Cluster development and timely implementation of various,

schemes, projects and plans is of utmost importance and suggested

to the Government to look into this aspect.

Though sufficient land is available effective plans and schemes for

adequate affordable housing are not forthcoming for proper

implementation. Realty Sector and builders should be given proper

guidelines, encouragement and support to fulfil this need for which

he suggested to the Government to initiate the required action plan.

India, especially Maharashtra has talent, resources and competence

and if we are proactive in developing it, the State can definitely

become one of the most sought after investment destinations,

concluded Shri Venkataramanan.

Dr. Kakodkar emphasised the importance of advanced

technology for the growth of any manufacturing sector. A

time comes when the technology reaches the stage of

obsoleteness and it becomes difficult to compete. Industry which

has the resources to rejuvenate the technology then only growth

takes place. Others who could not do so for want of resources, they

had to face the problem to be competitive in the market. The key

factor is that the industrial activity and knowledge activity in the

country is not sufficiently connected. If the knowledge segment of

the country, the research institutions and the industries are well

connected in terms of finding solutions to their problems, devising

new technologies, new improvements, quality controls and so on

and so forth, then problems of obsoleteness can largely be

overcome. Number of problems can be solved by adopting new

technology and energy conservation. We need to create a proper

frame work to achieve this goal. Linkage between productive

activity and knowledge activity is crucial for manufacturing quality

products, observed Dr. Kakodkar.

Dr. Kakodkar concluded by recommending adoption of new

LAUNCHING OF NRI BUSINESS SUMMIT

NRI Business Support Centre (NBSC) is initiated by India

International Trade Centre (IITC-India), Maharashtra

Industrial and Economic Development Association

(MIEDA) and SME Chamber of India to integrate NRI entrepreneurs

for developing and establishing contacts with the business

community in India and other countries. The Centre will provide all

kinds of support services to NRI Businessmen who are looking for

establishing business activities in India such as Investment,

Technology Transfer, Mergers and Acquisitions, Contract

Manufacturing Tie-ups, Distributorship, Alliances and Partnerships

and any other business opportunities.

It will also help the business community for setting up business and

industry in India and will support for obtaining hassle free

approvals from concerned State and Central Government

Departments. The Centre will act as “Single Point Contact Centre” for

all business needs of NRIs in India and any part of the world.

The Summit aims to bring together the NRI Business Community

across the globe to enhance connectivity with local entrepreneurs

and SMEs to identify new business opportunities in Manufacturing,

Infrastructure, Power, Health Care, Hospitality, Tourism, Knowledge

Based Industry and Service Sector. This will also help local

entrepreneurs and SMEs to establish business partnership with NRI

and PIO entrepreneurs to enter in their regions to develop business

activities by way of exports, marketing, distributorship, promotion,

business alliances and services.
