Event Summary

The Future of Urban Development Initiative by the World Economic Forum (WEF) serves as a partner in transformation for cities around the world as they address major urban challenges, and aims to make innovation accessible to city leaders and businesses in a mutually beneficial setting.

Following a successful pilot in Tianjin in 2012, the initiative will significantly scale up its work in China in 2013-2014 term. Through the scale-up:

• The Champion City Model will be replicated with 2 additional Chinese cities:o Dalian, the host city of WEF’s Summer Davos and a major port city of North Eastern

Chinao Zhangjiakou, an old industry town at the north western corridor of Beijing seeking

sustainable transformation• Through the process, experts and industry leaders will work closely with mayors of the

Champion Cities to formulate innovative recommendations to address 3 common urbanization challenges and then catalyse implementation:o Urban energy management o Integrated urban land and transportation planningo Sustainable industrial restructuring and development

• Insights from the in-depth work with Champion Cities will be shared with a broader audience of cities, industry leaders and experts to maximize impact.

In order to achieve the ambitious goals, a China Working Group (CWG) has been set up to play key bridging role between international experts and industry leaders serving on a global Advisory Board and the Chinese Champion Cities. The CWG consists of senior executives or experts with extensive urbanization experiences in China.

The initiative organized a China Working Group launch event on 14th Oct 2013, to officially kick off the CWG community and brief the participating experts regarding the new Champion Cities, focused urbanization challenges and the outcomes of the initial discussion with the leaders of Dalian and Zhangjiakou during the Future of Urban Development initiative private session at the Annual Meeting of the New Champions (Summer Davos) 2013 in Dalian, as well as obtaining suggestions and feedbacks from the experts regarding how the initiative could best work with the cities to address their urban challenges.

Summary of key discussion points:

• The existing China Working Group members are mostly technical experts and it would be good if more economists are invited to join the group; in addition, more experts from the business community is also helpful, in particular real estate developers, as they are the organizations on the ground implementing urban development projects.

• The initiative should develop mechanisms to track and evaluate the extent of implementation of the Champion Cities regarding the strategic recommendations developed during the 7-step process. The initiative has already launched its “alumini program” with the inaugural Champion City –Tianjin, and the tracking mechamism could be very useful.

• When working with the Champion Cities, in addition to engage the city leaders such as the mayors, it is also very important to involve as many relevant governmental agencies and other key stakeholders as possible to have the most comprehensive understanding of the real challenges cities facing, e.g. local DRCs, functional departments responsible for

The Champion City model is a city-specific activity of the Forum’s Future of Urban Development (FUD) Initiative. The initiative serves as a partner in transformation for cities around the world as they address major challenges, and aims to make innovation accessible to city and business leaders in a mutually beneficial setting.

The World Economic Forum is an international institution committed to improving the state of the world through public-private cooperation in the spirit of global citizenship. It engages with business, political, academic and other leaders of society to shape global, regional and industry agendas. Incorporated as a not-for-profit foundation in 1971 and headquartered in Geneva, Switzerland, the Forum is independent, impartial and not tied to any interests. It cooperates closely with all leading international organizations.

Why Champion Cities?

Cities around the world are grappling with how to effectively manage the impact of rapid urbanization

Land access, security, infrastructure delivery and inclusive economic growth are some of the most pressing issues.

Though these issues may vary in type and severity from country to country and even city to city, there is a unanimous sense of growing urgency that they be addressed.

City leaders are struggling to deliver the required transformational change at the pace required on their own.

The Champion City Model is a World Economic Forum-sponsored public-private collaboration that allows city leadership to engage the private sector to take collaborative action on these challenges.

The model aims to provide actionable recommendations on urban development challenges that city leadership can engage with the assistance of the private sector for financing, implementation and operation of city services.

African Strategic Infrastructure Initiative Accelerating major infrastructure projects

Issue

Development of infrastructure is one of the top political priorities in Africa, to enable economic growth and competitiveness. Without adequate infrastructure endowment, Africa risks sacrificing about 2% of GDP growth per annum. For this reason, and for the first time in its history, the continent has established a commonly accepted plan for its infrastructure priorities: the Program for Infrastructure Development in Africa (PIDA).

It is jointly developed by the African Union Commission (AUC), the NEPAD Planning and Coordinating Agency (NEPAD Agency) and the African Development Bank (AfDB). Within PIDA, a sub-set of 51 “Priority Action Plans” constitute the PIDA Priority Action Programme (PAP), which concern energy, transportation, water and ICT infrastructure. They were selected on the basis of their expected overall economic impact, affordability and potential for regional integration.

The total cost of delivery of these programmes – from 2012 through 2020 – is expected to be nearly US$ 68 billion, or some US$ 7.5 billion annually for the next nine years.

PIDA has received strong political endorsement from all African heads of state and governments. The PIDA programmes provide a sophisticated plan and roadmap for the development of Africa’s infrastructure – it is now time for action.

Opportunity

At the World Economic Forum in Africa in Addis Ababa in May 2012 international and African business leaders endorsed the launch of an Africa-focused business-driven initiative to accelerate the implementation of the PIDA Priority Action Plan. Consequently, the African Strategic Infrastructure Initiative was formally launched in Johannesburg on 9 July

Together, this community of experts will rethink urban development problems through a suite of activities.
