Back About CGHS

For the last six decades Central Government Health Scheme is providing

comprehensive medical care to the Central Government employees and

pensioners enrolled under the scheme started on 1-7-1954 on all India

level. CGHS is the model Health care facility provider for Central

Government employees & Pensioners and is unique of its kind due to the

large volume of beneficiary base, and open ended generous approach of

providing health care.

Presently approximately 37.3 lakhs beneficiaries are covered by CGHS in

72 cities through 441 wellness centres all over India and the endeavour is

to include more cities to improve the accessibility of the services.

CGHS provides health care through following systems of Medicine i.e.,

i)The particulars of organisation- CGHS Hyderabad

The CGHS Hyderabad started on 18-2-1976. The controlling office of

CGHS Hyderabad is the O/o the Additional Director located at

KendriyaSwasthyaBhavan, Prakashnagar, Begumpet, Hyderabad-

500016.

The administrative office along with 13 wellness centres, 2 polyclinics

and 6 units under Ayush Department are working under Additional

Director situated in Hyderabad City, Hyderabad, Telangana.

In addition to this 6 wellness centres in Andhra Pradesh state are

under the administrative control of Additional Director CGHS

Hyderabad namely Visakhapatnam city – 1 & 2 wellness centres, one

each wellness centre at Vijayawada, Guntur, Rajahmundry and Nellore

cities.

We are catering service to 2,30,902 registered CGHS beneficiaries

under CGHS Hyderabad.

ii) Functions and duties

Through the 19 wellness centres (13 across the Hyderabad city, 6 in

Andhra Pradesh), 2 polyclinics and 6 units under Ayush system (Ayurveda

units–2,Homeounits–2, Unani units -2),we provide comprehensive health

care for both serving as well as pensioners of all the central

govtdepartmentsincluding their families .In addition to this we offer free

health care for registered freedom fighters under Govt.of India , all the

MP’s current and Ex-MP’s,Ex Governors, Ex-Supreme court and High court

judges and other categories as specified by Govt of India time to time.

Main facilities include

OPD services,

Laboratory facilities,

Radiological(X-ray) facilities,

Issue of medicines through the wellness centres and necessary

referral, admission at CGHS empanelled hospitalsand follow-up

treatment after discharge from hospital.

Various specialist consultations are also provided n Internal Medicine,

Paediatrics, Ophthalmology, ENT, Dermatology, Gynaecology,

Pathology and Dentistry through polyclinic-1 at Kendriya Swasthya

Bhavan Begumpet and polyclinic-2 at AG office compound,Saifabad .

Apart from these other specialities like Pulmonology (WC No.8),

Psychiatry(WC No.4) and Oncology (WC No. 6) are also available by

Internal Specialists posted at the respective wellness centres.

Family Welfare services are also provided at each wellness centre

level.

Recently we have introduced Tele-Medicine at GDMO level at wellness

centres across Hyderabad city from 25-9-2020 for all CGHS

beneficiaries above 60 yrs in stable and non emergency condition to

reduce the difficulties faced by senior citizens in busy OPD and to avoid

unnecessary exposure during the prevailing COVID pandemic situation.

COVID-19 special Health drive- Jan-Andolan implemented at all

wellness centres .

There are 257 regular employees working under this office including

2 employees are under deputation from other departments. There are 38

security staff and 22 sanitory (house keeping) staff working under this

office in the outsourcing category.

19 WCs under the administrative control of AD, CGHS, Hyderabad are

managed by the CMO/MO I/c of respective WCs. The management of the

WC is under CMO incharge in terms of smooth functioning of the WC and

supervising/guiding the doctors and staff working under him/her. CMO

incharge’s duties are as defined in the CGHS compendium and as per the

updated instructions and guidelines issued by Directorate of CGHS time to

time. Implementation of orders/instructions issued by the Head office

from time to time is the responsibility of the CMO I/c.

(iii) The procedure followed in the decision making

process, including channels of supervision and

accountability –

CGHS, Hyderabad is directly under the control of the Director, CGHS,

MoH&FWGovt of India, New Delhi.All decisions are taken as per the

Directorate’s/Ministry’s guidelines issued from time to time, in the

welfare of its beneficiaries.

(iv) The norm set for discharge of functions –

As per the guidelines of the Directorate/Ministry time to time

and as per the CGHS compendium orders.

In general the beneficiaries will be attended as first come

first serve basis. However, beneficiaries who are very sick or

attending in an Ambulance shall be seen on a priority basis

when brought to the notice of the Medical Officer.

Preference shall also be given to Senior Citizens (80+) and

Persons with Disabilities for an out of turn consultation and

issue of medicines.

However when more than one senior citizen is awaiting their

turn then they shall be seen as per their position in the

queue. Further in the morning hours priority would be given

to school children in uniform and serving Employees needs

to be reported for duty at their respective offices.

For patients who have taken online appointment, the time

slot allotted is only the reporting time and not the

consultation time.

Issue of Medical certificate is at the discretion of treating

Medical officer based on his clinical condition.

Referral letters are not issued to patients who are already

admitted.

As per new CGHS guidelines there is a provision for OPD

referrals for consultation to CGHS empanelled hospitals and

beneficiaries above 75 yrs can consult at OPD of empanelled

hospitals without CGHS referral letter also.

Private Doctor prescriptions from non empanelled hospitals

are not normally honoured except for senior citizen above 80

yrs

(v) The rules, instructions, manuals and records held or

used by employees for discharge of functions –

a) The Additional Director functions as per the administrative

powers entrusted to him by the Directorate/Ministry

b) The doctors and staff at wellness centres discharge their duties as

per compendium issued by Directorate of CGHS, Ministry of Health

&Family welfare, New Delhi and as per the guidelines of the

The Welfare Committees are formed at the WC level by the

representatives of various service as well as pensioner associations.

The CMO I/c conduct a meeting with the Welfare Committee members

on every second Saturday of the month afterthe WC working hours at

the WC. The minutes of these meetings are sent to the Head Office

regularly.

Meetings with various pensioners & freedom fighters, senior citizens

associations under CGHS will be held in every 3 months, latest was

held on 03-08-2020 .The suggestions/feedbacks will be considered for

implementation of various health schemes.

(viii)A statement of the boards, councils, committees

and other bodies consisting of two or more persons

constituted as part or for the purpose of advice and as

to whether meetings of those boards, councils,

committees and other bodies are open to the public or
