NON-ADMITTED PATIENT DATA COLLECTION: REPORTING REQUIREMENTS FOR SERVICES PROVIDED FROM 1
JULY 2019
PURPOSE
The purpose of this Information Bulletin is to inform NSW Health service providers and source system administrators of changes to the classification and code set standard for reporting non-admitted patient services provided from 1 July 2019 in an EDWARD extract format.
KEY INFORMATION
As part of the transition from WebNAP to EDWARD extract formats LHD/SHNS will need to align their source system classifications and code set builds to the latest EDWARD classification and code set standards and ensure they have all of the classification categories available to source system end users.
As outlined in Guideline GL2015_012 - Non-Admitted Patient Data Collection Transition from WebNAP to EDWARD Reporting non-admitted patient services are expected to be reported in an EDWARD extract format from 1 July 2017. As such the codes presented in this information bulletin refer to EDWARD code standards, rather than WebNAP code standards.
The changes are of the following type:
Some new categories become effective
Some existing categories expire
Some continuing/common categories have descriptive label changes.

IMPLEMENTATION
The classification changes must be implemented for non-admitted patient activity reporting of services provided on or after 1 July 2019.
These changes will require LHD/SHNs to:
Modify local source system classifications / pick lists as appropriate

Map the local source system categories to the appropriate EDWARD alias code values.
LHD/SHNs are responsible for instructing and working with their information system developers or support providers to ensure changes are made as required to meet the new reporting requirements.
Where a source system is shared between multiple LHD/SHNs, are compliant with a State Based Build, and / or are subject to application support services provided by eHealth NSW, it is the responsibility of each LHD/SHN to ensure the technical implementation of the modified reporting requirements are raised through the appropriate application support mechanisms. This includes:
The LHD/SHN Application Advisory Group (AAG) representative ensuring that the change requirements are on the AAG meeting agenda, discussed at the AAG meetings and are approved within a timeframe that will enable the implementation due date to be met.
Directing and authorising eHealth NSW to make the application build change by raising the request for change on the State-wide Service Desk and tracking the change through to its delivery.

The NSW Ministry of Health will provide clarification advice regarding the changed reporting requirements outlined in the attachments. 1 Overview
This attachment outlines new, modified and expired reporting requirements for non-admitted patient services provided on or after 1 July 2019.
As outlined in Guideline GL2015_012 - Non-Admitted Patient Data Collection Transition from WebNAP to EDWARD Reporting, non-admitted patient services were expected to be reported in an EDWARD extract format from 1 July 2017. As such the codes presented in this attachment refer to EDWARD code standards, rather than WebNAP code standards.
2 Modified business rules for existing data elements
2.1 Request for Service Correspondence Date
The mandatory status for Request for Service Correspondence Date has changed from mandatory for all non-admitted patient services and non-admitted support services to conditional mandatory.
If the source of referral is informal, the request for service correspondence date is to be reported as null.
Note: Request for Service Received Date/time remains mandatory for all services.
2.2 Service Contact Mode
2.2.1 No Client Contact - Case Conferences
As outlined in Guideline GL2017_017, the reporting of case conferences where the patient (or his/her proxy) does not participate are mandatory for reporting as non-admitted patient services.
Where these services have 3 or more health care providers with 3 or more clinical disciplines / specialties reported for the same service unit and same client, the case conference service may be eligible as a national service event and may attract national weighted activity units (NWAU).

Definitional change
Historically the category ‘NAX.06’ covered support services provided to people with a disability. Many of the support services provided to people with a disability have transitioned from the NSW Government to the Australian Government as part of the roll-out of the National Disability Insurance Scheme (NDIS). The NDIS is only available to people under the age of 65. Older people with a disability who are not eligible for the NDIS may be eligible for support services funded via the Commonwealth Continuity of Support (CoS) Programme covered by Financial Class ‘NAN.11’ or the Commonwealth Home Support Programme (CHSP) covered by Financial Class ‘NAX.10’. The transition of responsibilities means that the category ‘NAX.06’ (NSW Department of Family and Community Services) will not cover any services funded

5.1 Overview

5.3 Client Characteristics
The EDWARD data element definitions, classification standards and guide for use
for concepts relating to client characteristic are outlined in the Client Characteristics
Extract Data Dictionary. It is expected that clients / patients receiving non-admitted
patient services will registered in the central enterprise PAS and the client
characteristics will be reported for all clients / patients in line with the Client
Registration Policy PD2007_094 and Client Registration Guidelines GL2007_024.

1 Overview
1.1 Purpose of this document
This document provides the NSW Health State classification and code standards applicable to services provided from 1 July 2019 for data elements in scope of the Non-admitted Patient Data Collection Core Minimum Data Set.
The NSW Health State classification and code standards applicable to services provided and in scope of a Non-admitted Patient Data Collection Data Set Extension for specialist service units will be published in separate Information Bulletins.
2 Extract control fields
2.1 Overview
Extract control fields are essential mandatory fields that allow EDWARD to manage the submissions and records reported to it.
2.2 Record Source System Identifier
The record source system identifier has alpha characters to define the instance of the source system that supplies the data to the EDW. This classification should not be used for any other source system identifier field.

4.1 Overview
For clients who are registered in iPM, the Cerner HNA Millennium eMR or St Vincent’s Health Network CorePAS, and whose characteristics are maintained with effective date/time stamps in those master client registration systems, the Client Identifier Type Code and Client Identifier Issuing Authority Code must be reported. EDWARD will then use these two codes with the service event date/time to look up the client details from the client characteristics reported to it via the iPM or Cerner HNA Millennium eMR systems.
