COMPETITION VENUE

The venue for the 2021 Euro Masters Regatta is the Olympic Rowing Centre Bled, also the host of the 2011 World Rowing Championships and the record breaking 2017 World Rowing Masters Regatta. The Olympic Rowing Center is a walking distance (15 min) from the town center of Bled. Shuttles will run regularly from the town center to the Boathouse Area. ACCREDITATION PICK UP

All participants of the Euro Masters Regatta are advised to bring a copy of an ID or passport. It must be carried as means of identification at all times including in the boat during racing and can be checked for security reasons at any moment. There will also be spot checks on the out-going and in-coming pontoons and no medal will be handed out without appropriate ID shown.

You can pick up your accreditation in the Information and Accreditation Office. Accreditation will be approved and issued only to the participants fulfilling the COVID-19 RULE OF RECOVERED/VACCINATED/TESTED (test carried out in the previous 72 hours (PCR) or 48 hours (RAT) submitting a proper certificate.

The Covid-19 Digital Certificate or hard copies of certificates will be checked for every individual arriving to the venue and picking up the accreditation. The certificate along with the accreditation will be checked on regular basis on all entrance points to the venue. Please note that entrance to the Boathouse Area and the Finish Area will be regularly checked since you are entering the regatta bubble. If you have two verifications on the accreditation (in case you have a certificate of vaccination or have a certificate of recovery from SARS-CoV-2 infection) you will have a fast track access to the boathouse area. In case you only have one verification on your accreditation, you will be asked to re-visit the Information and Accreditation Office to get the second verification after 72-hours (PCR) or 48-hours (RAT) of the presented test. Those who will have a negative result of a molecular or antigen test will need to be re-tested after 72/48 hours. Tests can be made in the Bled Health Center. When the second negative test will be presented, the accreditation will be verified again. This procedure corresponds to the current government regulations. The operational protocols of the Organizing Committees may be subject to further implementations or corrections following any guidelines issued by other national authorities.

COVID-19 MEASURES

All measures presented at the 2021 Euro Masters Regatta are based on the current Slovenian Government regulations and Slovenian National Institute for Public Health. The main actions to be taken to be able to carry out sporting events safely and according to the guidelines of the authorities are:

• social distancing obligation, a minimum of 1.5 meter,

• obligation to use masks all around the venue (inside and outside),

• wash or sanitize hands frequently,

• limit gatherings as much as possible and prevent potential risk situations,

• frequently sanitize the sports facility and all areas of potential contagion,

• carry out the event behind closed doors, access to the event only for athletes, staff and volunteers after accreditation and authorization of the state of health,

• temperature measurement before accessing the sports facility. Access will not be allowed in the event of temperatures above 37.5 °C.

The Slovenian Police has launched a web application called Enter Slovenia to facilitate travelling to Slovenia. It is intended for passengers travelling to Slovenia or entering the country in order to transit through its territory. Using the application is not mandatory.

COVID TESTS DURING THE EVENT & RETURN TO HOME COVID TESTS

Covid-19 tests (PCR or RAT) will be available at the Bled Medical Center (Mladinska cesta 1, Bled):

Monday – Friday: 7:00 – 11:00 (PCR and RAT) Saturday – Sunday: 7:00 – 8.30 (PCR)

Saturday – Sunday: 8:30 – 11:00 (RAT)

The price for a RAT test is 12€ and for a PCR test is 80€. Payment is done directly at the testing point. No pre-booking possible. It is in the participants’ responsibility to be aware of the demands and restrictions (what kind of test and when it needs to be conducted) to comply with the rules during the events and travelling back home. It is also the participants’ responsibility to pay for the tests.

Substitutes

Crew Changes are possible up to four hours before the start time of the first heat of the respective race at https://max.m-start.de. As a maximum, only half of the rowers of a crew may be substituted. The substitutes have to be members of the same club (or, in the case of composite crews, of one of the clubs concerned). A substitute shall not be permitted if the age of the substituting rower would lower the average age of the crew by more than one year or change the age category of that crew.

Withdrawals

If a crew cannot or does not want to start in a race, the crew must cancel its entry as soon as possible at https://max.m-start.de. For fairness reasons for the other crews in this race and for crews who want to participate instead by late entry, the withdrawal should take place until 13:00 hrs of the day before the race, at the latest two hours before the start time of the first heat of the respective race.

Training will be possible within the following time slots:

BOAT RENTAL

The boat rental service is provided exclusively by Filippi Boats and boats have been available for reservation using the on-line system https://max.m-start.de. All participants who made bookings before 28 August 2021 have their boat rentals secured. After this date, bookings are subject to availability and other solutions may be proposed. Rental for the mixed events will be possible until 18 September 2021 midday (local time), based on boats’ availability. Payments can be done by PayPal/bank transfer or by cash or credit card at the Information Office. The Filippi Boat Rental designated area is located at the main entrance to the venue. Only participants with a reservation can access the area and pick up their boat up until 40 minutes before the start time of their race and must return it 20 minutes after the race. For trainings, the boat can be picked up at the time agreed. There is no Boat Rental designated pontoon available, all the participants are advised to use the same outgoing and incoming pontoons. General rules of Filippi Boats apply for all renters: Boats will be set to standard pitch and span. Only foot stretchers, oarlock height and oars/sculls length/inboard can be adjusted. Any damage should be reported directly to the Filippi staff.

TRAFFIC RULES

All participants are requested to study the traffic rules for training and racing that are available in this bulletin and on the website. They will be also displayed at the Regatta venue.

PARKING

There will be no parking facilities in the Boathouse Area, however there will be a Bled Rowing Park&Ride available about 1,2 km from the Boathouse area. Participants will be able to walk (15-26 mins) or take a shuttle bus (5 mins) to the venue.

Daily parking fee: 8€ Regatta parking fee (14. 9. – 19. 9.): 30€

You can buy parking tickets at the Information and Accreditation office – cash or credit card.

ARRIVAL TO THE BOAT PARK

All participants arriving to the boat park with boat trailers will be given a special one-time accreditation permission to access the trailer parking place at the Boathouse area (located next to the boat park) and unload their boats. After unloading boats, towing vehicles must leave the venue immediately and be parked at the Bled Rowing P+R parking area. There will be volunteers helping unloading the boats and parking trailers. To make the process as smooth as possible, we kindly ask you to indicate your approximate arrival time and number of trailers and boats you are bringing with you to the following email [email protected] by 10 September 2021.

After racing is done you will be able to collect your boat trailers only within the designated slots during the Regatta:

- Thursday: 18:00 – 19:00 - Friday and Saturday: 17:00 – 19:00 - Sunday: after 10:00

The pick up of a trailer must be announced by a Team Manager at the Information Office one day ahead of the planned time. Drivers must follow the instructions of OC volunteers and Security staff carefully.

SHUTTLE TRANSPORTATION

There will be a shuttle bus running on the following route: Bled Sports Hall (Ljubljanska cesta 5) - stopping at Hotel Astoria (Presernova cesta 44) - Bled Rowing P+R parking area (Reciska cesta 2) - Boathouse area (Zupanciceva cesta 9) - Bled Rowing P+R parking place – Hotel Astoria – Bled Sports Hall.

Shuttle bus will be available from Tuesday, 14 September till Sunday, 19 September. The detailed schedule is below and also published on the webpage.

Daily shuttle pass: 8€ Regatta shuttle pass (14. 9. – 19. 9.): 30€

Shuttle bus tickets can be bought at the Information office (cash or credit card) or ordered in advance in the registration system.

Nevertheless participants, accommodated in Bled hotels, are encouraged to either walk or cycle from Bled town center to the Boathouse area.

TEAM FACILITIES AND SERVICES

Boat park

The boat racks are located in the field behind the boathouse. The Organizing Committee will assign the boat racks according to the boat types. Teams are responsible to make sure that their boats are safely tied to the racks at all times and that there is no risk of damage due to adverse weather conditions.

Team tents

Team tents can be set up without fees in designated areas in the boat park. As the available space is limited, please contact the regatta management at [email protected] in advance by 10 September 2021 indicating the amount of space needed. The preparation of meals is not allowed in these tents.

Bow numbers

Bow numbers can be collected 1 hour before the start of each race at the Bow numbers hut at the Boathouse. After the races bow numbers will be collected by OC volunteers at the incoming pontoons.

Pontoons

There are 2 incoming and 2 outgoing pontoons available.

Boat washing

A dedicated area for boat washing will be located at the right side of the boathouse. No chemical detergents or other sources of environmental pollution should be used during boat washing.

Ergometers

Ergometers for training, warming up and cooling down will be provided and located in the gym of the Club house (first floor) in the Boathouse area. There will be opportunity to try and train on the ergometers from our partner RP3.

Drinkable water

Please note that in general tap water in Bled is drinkable, including the accommodation facilities, restaurants and boathouses which all have a suitable certificate issued by Infrastructure Bled.

Photographic services

A photographic service will be available to all participants so they can obtain photos taken during the regatta. Photos can be seen and purchased at the QR code or at https://www.lukavovk.si/ There will be a photo slot 30 minutes after each racing session for taking crew photos. The special photo spot will be located next to the incoming pontoons at the Boathouse area.

Catering

During the event, food and drinks will be available on site at the Catering point in the Boathouse area as well as in the Finish area (limited offer). Payments by cash or credit card.
