From a customer stand-point we achieve this by providing ev-erything from a single source – enginee-ring, financing and lease-to-purchase;installation and commissioning; main-tenance and repairs, and training. Advantages lie in the time and moneythey save as well as in the planning andtechnical support they are given, not tomention financial security as well.

The examples given below demons-trate how all these benefits are tied together.

Planning and configuration fromSiemens

The challenges presented by traffic inlarge conurbations are growing steadilyevery day. Against this background, local traffic planners are constantlyconfronted with new, sometimes con-flicting demands by residents and asso-ciations as well as by politicians. In spite of stretched budgets, they wanta smoother traffic flow, greater road safety (especially for areas aroundschools and playgrounds), less traffic inthe city, more consideration given tothe needs of the disabled, and generalimprovement of urban life as such. Nevertheless this is possible and is be-ing demonstrated by Siemens everyday with SITRAFFIC Engineering. Withover 100 employees and our manyyears of experience, we work togetherwith our customers today to set thestandards for tomorrow's traffic.

Example: the town of Bietigheim-Bissingen

In Bietigheim-Bissingen the primarygoal is to keep buses on schedule; to-gether with private vehicles buses useup nearly all the available traffic space.As is typical public and private traffic isconcentrated on the transit road, theB27, that goes through the town.

Depending on the time of day, intra-zonal and through traffic has to be con-trolled in such a way that it does not interfere with the regular bus services.In order to shorten bus traveling times– especially by reducing the time lost attraffic lights – and increase the attrac-tiveness and acceptance of the publictransportation system, Siemens was gi-ven the job of working out new signalprograms.These were developed in close collabo-ration with the town of Bietigheim andthe local bus company.

The needs of the other road users, thelocal conditions, the safety aspects, thetechnical equipment and facilities, andthe various traffic-policy stipulationswere all incorporated into this integralconcept.

As a measure of success for the project,there was a 30 percent drop in the timelost at traffic lights and a 26 percentaverage rise in the traveling speed of public transportation vehicles – de-spite an overall increase in traffic of 7 percent.

With our highly trai-ned, highly qualified and strongly mo-tivated personnel, we will continue tobe able to meet the demands of our customers into the future as well.Due to the complexity and variety ofthe systems to be installed and also be-cause of the high safety standards in-volved, the installation personnel mustposses the latest available know-how inorder to carry out changes, commissio-ning and inspections of traffic lights ina cost-effective manner.

Indispensable special knowledge

As a result of the variety of productsand systems, it is necessary to havespecialist knowledge about detectors,transmission methods, traffic compu-ters, supplies, commissioning and, ofcourse, the hardware and softwareneeded. Comprehensive knowledge ofguidelines and legal directives for traf-fic light systems and the road traffic regulations are essential.

Apart from the classical traffic controltechnology, the equipment that has tobe put into operation includes trafficguidance systems, fog sensors, trafficcongestion warning installations, emer-gency call systems on freeways, trafficmanagement systems, parking spacemanagement installations and pay anddisplay machines featuring electronicpayment.

Example: „Traffic Eye“ measuring station

In November 1997, the DDG (societyfor traffic data) gave Siemens the job of supplying, installing, commission-ing, maintaining and repairing all theflexible „Traffic Eye“ measuring stationsin Southern Germany.This was followed by an order in July2000 for the erection of a further 1,000detection systems for the freeways inthe northern half of Germany, whereour Traffic Eye was being used. Due to the reliable maintenance workand fulfillment of the contract, therewas a follow-up contract in August2003 for freeways in the south of Ger-many. Completion of the work for thefreeways in the north is scheduled forAugust 2004.

The standard configuration for this de-tection system comprises a bracket, thehousing with fitted solar panel, andalso two infrared detectors.After the traffic data are collected theyare transmitted via mobile radio to acontrol center. The complete system ismounted on the railing of an overpassover the central reservation of the free-way with the detectors aligned to theovertaking lanes.

Installation and commissioning werecarried out above the flowing trafficand therefore special safety precautionshad to be taken. All the parts that hadto be mounted, as well as all the tools,had to be secured against falling. Within a period of twelve weeks, up toeight teams from many different reg-ions worked on the project. Punctualprovision of the equipment needed atthe different locations was a huge log-istical challenge.

Additional measuring stations havebeen installed within the framework ofthe plan to expand the existing networkso that our detectors are now able tosupply reliable traffic data covering approximately 5,000 kilometers of the freeways in Germany.

The following examples are a demon-stration of how to successfully expandyour business operations on the basisof comprehensive maintenance.

The Aberdeen tunnel in Hong Kong

1.8 km long, the Aberdeen tunnelconnects Wan Chai and Aberdeen andis the most important traffic artery bet-ween the north and south of HongKong Island. The 20 year old tunnel hasbeen completely re-equipped and hasbeen fitted with the latest traffic signsbased on LED and prism technology. Installation and the cabling involved fitting copper and glass-fiber cables, video cameras over the whole route as well equipping the traffic controlcenter.

The traffic data is acquired by meansof video cameras along the road to au-tomatically detect accidents or trafficcongestion. When such an event oc-curs predefined programs connectedto the traffic control center will warnmotorists or, if there is a hazard, blockoff the tunnel.

High-speed repair service for London

In London for the first time a rapid-response motorcycle service has beenintroduced to help reduce the time ittakes to repair traffic control equip-ment. In collaboration with „Transportfor London“, a new Honda Deauville650 with the SIEMENS logo, fitted withside panniers, a top box and a flashingamber beacon is now providing a high-speed alternative to responding to faultcalls and distributing spares. Initially,the Siemens motorcycle is being usedas a speedy method for delivering spareparts to service engineers.

There are, however, plans to extendthis service to encompass the fast re-solution of simple faults that do not necessarily need the attendance of an engineer.

The training centers of Siemens ITS inMunich and Poole (U.K.) offer a widerange of courses and seminars.This allows the learner to continuallyexpand competence and thus to adaptappropriately to changing markets andproducts.

From the beginner to system specialist– Starting with beginners' courseswhich provide a general insight into theworld of intelligent traffic systems thetraining continues on to special coursesrelating to all products and systems.The main emphasis is placed on acqui-ring knowledge and on training forcommissioning as well as on mainten-ance of the highly complex traffic sys-tems and equipment. The participantscome from local communities whowant to maintain their installationsthemselves and from the Siemensmaintenance teams as well.

Overview and specialization

Complex knowledge is conveyed in thecontext of courses conducted on thesubject of computer-aided signal con-trol systems for medium-sized and largecities. This starts with special know-ledge concerning system architectureand goes on to include the strategictraffic-dependent control methods thatare used in such systems. The aim is notonly familiarization with the latest oper-ator-friendly user-interfaces, but alsotraining with modern PC tools for trafficplanning, visualization, documentation,statistics and data supply in the overallsystem.

In the two training centers, a team ofexperienced trainers focuses on the im-plementation of new concepts and newmedia in the context of learning andteaching; as well as on the efficientrunning of the study courses them-selves. Strong emphasis is placed on contin-uously updating the study documentsavailable and the learning environmentas well as on self-controlled learningcombined with practical training.

Maintaining a culture of learning

Both of the training centers provide ge-neral, basic information on ITS topicsas well as on courses in the fields oftraffic management and control sys-tems. At the end of each year of study,a user meeting takes place for key-account customers. Here, the participants have the oppor-tunity to exchange ideas and to findout about the latest developments.

The training teams in Munich andPoole have a common goal: to conveytechnical knowledge to customers andinterested system engineers in order tohelp them in their day-to-day work. During the courses, many different topics are dealt with – from installing a controller to corresponding systemconfigurations.
