  • BANTEN EXPOSE Banten is not also one of the youngest provinces in the Republic of Indonesia but also one of the richest. Situated in west Java, it can be reached about an hour from Jakarta. Along with the prevailing regional government changing, in respect to the insistence of Banten People's aspiration to demand the separation from West Java Province, and after long process based on Law Number 23 Year 2000 concerning the Formation of Banten Province dated 17th October, 2000, the Government finally established Banten Province as the 30th Province. Banten Province consists of 4 Regencies and 2 Cities, 94 Districts, 128 sub districts and 1,339 Villages. Geographically, the location of Banten Province is strategic because of the link between Java Island and Sumatra Island as well as the capital of Republic of Indonesia and West Java Province as a potential market of Banten's products.

The economic sector, that has a great potential and various resources to be developed, namely sectors in agriculture, industry/ trade, tourism, mining / exploration, and also supported by the availability of variety natural resources in great amount. Industry sector contribute more than 52 % from total of Banten's GRDP, because in Banten there are 17 Industrial Zones equipped by good facilities and managed by professional private companies.

The province combines many of the most important Industrial Zones in Indonesia and also has the extended recreation areas along the western coast of Java and in south the Ujung Kulon National Park and the mountainous areas that are home to the Baduy people. Banten has the easiest access to Jakarta being merely an enclave in this province. Geography The total area of Banten is 8,800.83 Km2, consisting of 4 Regencies and 2 Cities, which are divided into as follows: - Serang Regency: 1.724,09 km2 - Lebak Regency: 2.859,96 km2 - Pandeglang Regency: 2.746,88 km2 - Tangerang Regency: 1.110,38 km2 - Cilegon Town: 175,50 km2 - Tangerang Town: 177,20 km2

Banten region is surrounded by Java Sea in the North, Sunda Straits in the West, and facing the India Ocean in the South. These make Banten as a region with very great of sea product resources. Despite a new province, Banten has complete infrastructure support. The region has international airport, seaports, toll roads, industrial estates and satellite areas sharing border with Jakarta.

Compared to other provinces, Banten possess strategic advantages by sharing several parts of the provincial territory directly bordered with Jakarta. The position is beneficial economically because the areas directly sharing border with the capital have considerable economic potential. Banten province has continued to develop. Gross Regional Domestic Product (GRDP) rose from Rp. 58 trillion in 2002 to Rp. 80 trillion in 2005. Per capita GRDP as an indicator of welfare also increased to Rp. 9.09 million per annum, slightly higher than the average monthly regional minimum regional wage in Indonesia. So does the provinces economic growth rate, rising from 3,95% in 2001 to 6,24% in 2006.

Pulp milling industry was not affected by the 1996 2001 financial crises as the industry was backed up by favorable global paper market and financially supported by international banks. Government financial support to pulp industry was considered favorable by the investors and weakening Rupiah as marked by the rising USdollar exchange rate was a blessing in disguised by export oriented pulp industry. In 2001-2005, Indonesian pulp export destined to 12 major countries more than 19,000 tons per year. In 2005, they were PR. China followed by South Korea, Italy India, Japan, France, the Netherlands, Vietnam, Germany, the Philippines, Malaysia and Taiwan.

In 2001, Australia and Singapore included in the major importing countries, each 37.0 thousand tons and 34.2 thousand tons respectively. Overall paper export development followed similar trend of rapid development in 1996-2000, but slowed down in 2001-2005 and remained so in 2006. In 1996, total export was 1,777 thousand tons then increased by only 1.2% to 1,800 thousand tons in 1997. But, then it shot up by no less than 51.8% to 2,733 thousand tons in 1998, when Indonesian economy contracted drastically by 13%. Therefore, many other companies going bankrupt during the crisis.

Indonesian paper producers were fortunate to have money and capital to increase their production, while in the global market Indonesian pulp and paper industry were getting more competitive. By value, significant growth of paper export took pale in 2004 and 2005 when world prices of paper increased very notably. It rose to US 303 million (28.6%) in 2004 and to US 625 million (24.7%) in 2005. China and India, the two rapidly growing economies, have increased their demand for many commodities, including pulp and paper, buoyed by rising global demand. Related to this, the Indonesian Government is now trying to revive investor interest in pulp and paper industry. Indonesian pulp and paper industry is supported by two major producers.i.e. Sinar Mas Group APP (pulp and paper products) and Raja Garuda Mas Group control 75% of pulp industry and 40% of paper industry. Sinar Mas Group is larger controlling 42% of pulp and 33% of paper production capacity, compared to 33% of pulp and 7 % of paper production capacity respectively by Raja Garuda Mas.

  • INVESTMENT OPPORTUNITY Fishing Complex Industry

Marine fish source within Southern side of Banten Province has not been fully exploited. It is predicted as fish catching technology applied the coverage fishing ground would be larger and it would bring to the higher fish catching production. Market Prospect Kabupaten Lebak which is located on the Southern side of Banten Province possesses potential fish source of 3,700 tons within offshore and 6,800 tons within Economic Exclusive Zone (EEZ). Currently, the existing fish captured production is only 1,200 tons due to lack of modem fish captured technology and vessels applied. Banten fishing grounds are available on Northern and Southern territorial, namely Java Sea and Indian Ocean.

Banten potential annual fish source is 26,000 tons while its fishery production has reached 58,000 tons. This means that there has been over fishing in Banten offshore (within 12 miles fishing grounds). Moreover, there has been fish catching activities beyond 12 miles fishing ground within EEZ and high seas (beyond 200 miles fishing ground). These areas possess a huge potential as they are unexploited. In addition, the big pelagic fish like tuna and skipjack which have been one of the most demanded commodities for international and Japanese market in particular, can mostly found in EEZ and high seas Southern territorial.

These potential resources have opened an opportunity to explore the territory by implementing better fishing technology for the fishing activities in EEZ and high seas areas. Currently, there are only traditional fishery activities. Fishermen objectives are mainly to sell fresh fish directly. Mid scale business enterprises which will develop the industry may require an investment of around US$ 1.6 million to 2 million for property site. A partnership scheme with surrounding fishermen is required to develop this industry. The provision of fishing vessels would push up initial investment. The price of the wooden vessel equipped with standard fishing devices is around US$ 250,000.
