Cooperation between The Ministry of Marine Affairs and Fisheries (MMAF)
and Statistics Indonesia are implemented with the signing of a
Memorandum of Understanding on 10th
September 2015

The scope of the Memorandum of Understanding include:
The areas of cooperation's in the MoU between Ministry of Marine Affairs and Fisheries – BPS Statistics Indonesia :
1. Calculation of Exchange
- fishermen and fish culture (NTN /NTPi)
- Salt culture exchange rate (NTPG)- Fish processor exchange rate
(NTPHP)
2. Joint Calculating on the data of The Gross
Domestic Product of Marine and Fisheries
3. Capacity building through conducting short term training
4. Study on Socio-Economic
Indicators Coastal Communities
5. Strengthening the regulation for improving career
of statistician
6. Provision raw data of Census eg: Agriculture Census 2013, Susenas,
PPLS, data of Marine and Fisheries for
Province/Distric/City)
7. Data Collection for number of Fish Processing Unit
(Small , Medium and Large Scale)
8. Marine and fisheries data exchange (import - export, resource of marine and fisheries)
Agust 2015 – Pilot project in several sub distric in Central Java Province to redesign the methodelogy of survey in each household.
Updating the frame to get information aquaculture household business in new condition.

Activities on 2015 : BPS and MMAF agreed to improve statistical data collection on aquaculture:
One stage stratified sampling design
As sampling frame is a list of aquaculture household at each subdistrict and each type of fish (for rising, hatchery, and ornamental fish)
Every year, doing update for list of aquaculture household at each subdistrict and then draw a number of household as sample to get data for detail information
Data from each subdistrict can be sum up to get data at district level, province level, and national level

CHALLENGING
1. • Enumerators in the sub district need to educate for full understanding of the way to fill in the questionnaire
2. • Verification of data in the district and provinces need to be supervised, as well the data processing
3. • In the Fisheries Provincial Services validated those all data respectively ,and analizying as the data province.
4. • Then, send it to the centre, MMAF to be validate as national data
5. • Operators of SIMSTAT fully understand their fuction for sending data quartely.

8.14.1 • Census of Agriculture 2013 includes a business unit of households, firms, and other (military dormitory, Islamic boarding school , etc.) engaged in agriculture sectors including fisheries subsector either aquaculture or fishing.
• For household level,census are done using special instrument (questionnaire) to get the general characteristics (number of commodities that are cultivated, number of household members who manage agricultural businesses)
• For enumerators and other companies, we routinely use questionnaires yearly

8.14.2 • A household is categorized as an eligible household unit fishing effort if one or more members of the household is engaged in business in the capture fishery, although many households also have other agricultural enterprises as the mainstay of business.
• Since the census counted household, the economic units which exist in the household are aggregated according their sub sectors. For example, if a householder has the fishing effort and the son also works in fishing with different management , then all economic activities which are actually in two units are combined, will be computed as one

8.14.5 • This census only collects data of fishermen who are directly involved in the business of capture fisheries, and not as the labour working in other business.
• The follow up Agriculture survey 2013 calculated the number of members of fisheries households
8.14.6 • In the computation of enumeration identify the number of households involved in the fish processing.and also the number of households involved with fisheries services management

8.14.7 • Fishing Categories are marine and inland open water fishing using motor boats, outboard motor boats, boat without motor and without boat. Equipment covered ranging from the modern to traditional even without tools (empty-handed) except with explosives and other prohibited materials. Commodities captured are all kinds of fish and other aquatic biota in accordance with Act 45 of 2009.
• The fish rearing activities covered in the fish farming activities
8.14.8 • Other fishing activities such as for research, entertainment / hobbies are not covered.

8.14.10 • Member of household involved in more than one fishing activities both within the household and outside the household, either as a business manager or as workers, in the fisheries subsector and outside the fisheries subsector, should be fully identified by the census, to determine the main activities by looking at the main revenue of all the activities. .
8.14.11 • On household survey on fishing, the volume/contribution of member of household’s work involved is not asked, only the number of workers paid and unpaid by gender asked.
• On Household Survey on fish cultivation business, the volume of work per activity is asked only for unpaid and paid labours.
• Categories of unpaid workers could be members of the household , workers from outside the household or other relatives who are not in household.

Supporting JICA for MMAF through the Project for Sustainable Fishery Resources Management and Utilization
Japan is supporting the MMAF for human capacity building. specifically by a short term training in Fisheries Census that will be conducted on November 2016, which will be attended by the staff of MMAF and NSO.This will be considered for conducting Intersensal census on 2018.
