1. PURPOSE The following “procedure for aircraft refuelling" enables to make safe operation of refuelling with and without passengers on board or during embarking or disembarking without the presence of the Fire Brigade as provided in Amendment 6 to the ENAC Regulations for Construction and Operation of Airports and in the D.M. June 30, 2011. The part of the procedure for refuelling with passengers on board and / or during the embarking or disembarking without the presence of the Fire Brigade has been developed taking into account the security analysis for the identification of stands and Apron management compatible with these operations carried out for Fiumicino airport and responds to the identified mitigation measures. This procedure also contains a section on Emergency Management that are activated during refuelling operations due to the occurrence of the following events: fuel fumes inside the fuselage, fuel spillage and start-up of fire and / or fire. In summary, the procedures defined in this document:

• Regulate the technical requirements and the precautions to be observed during aircraft refuelling without or with passengers on board or during embarking or disembarking

• Define responsibilities, areas of activity and actions of the various parties involved in the operations of refuelling / defueling.

ADR in the case of non-compliance with this procedure may suspend the refuelling and send notice of the non-compliance to ENAC Local Airport Authority.

2. SCOPE Without prejudice to the restrictions imposed by Ministerial Decree June 30, 2011, this procedure shall apply:

• To all processes of refuelling / defueling performed on the stands deemed appropriate by ADR;

• To Carriers, Refuelling Handlers and Service Handlers who have submitted to ADR S.p.A. a declaration of conformity of their operating procedures with the provisions of Ministerial Decree dated 30 June 2011 (G.U. June 2011 No. 169) and the Regulations for the Construction and Operation of Airports (Ch. 10).

The application is subject to the activities specified below:

• Training of Refuelling Operators qualified and certified by C.N.VV.F, (see par. 8) • Training of Apron Operators in handling services in case of refuelling with passengers on

board or during embarking or disembarking (see Section 9). References

3. DEFINITIONS AND ABBREVIATIONS Apron: specific surface area used to park aircrafts at the airport, for boarding and disembarking passengers, loading and unloading of cargo and mail, the supply of fuel, parking and maintenance. Refuelling Manager: person identified by the Carrier, which carries out coordination and monitoring activities to ensure compliance with procedures for refuelling. Carrier: commercial air transport company, in possession of the valid Air Operator Certificate (AOC). Refuelling Handler: Company appointed by the Carrier for aircraft refuelling certified by Civil Aviation Authority as ground handling service provider of refuelling services. Refuelling Operator: Refuelling Handler staff trained to carry out the operations of aircraft refuelling. Ground handling service provider operator: staff belonging to a company that carries out ground handling services to the flight to be refuelled Control operator: Staff of the Airport Managing Company that may carry out supervision of the flight to be refuelled. ASA (Aircraft Safety Area): Area of aircraft safety. Delimits the inside area banned for parking ground handling equipment and vehicles. ERA (Equipment Restriction Area): Area of restricted access for ramp vehicles. NPA (No Parking Area): Area of strict prohibition to parking. HRS (Hydrant Refuelling System): Fixed system for the distribution of fuel to be transferred into the aircraft by "dispenser." Dispenser: Equipment used to transfer fuel from the HRS system pits into aircraft. Automotive refuelling tanker: Vehicle equipped with tank and provided with essential devices for the operation of refuelling. Fuel spill: Fuel leak of an extent such that does not require the activation of Emergency. Large fuel spill: Fuel spill of an extent and relative position with reference to the aircraft, that is a danger to the safety and requires the evacuation of the aircraft and the activation of Emergency. Thunderstorm on the field: indicates a thunderstorm event that is within 3 miles from the airport premises. Safety Zone: circular area having a radius of 6 meters from the tanks of the aircraft, from vents and from the equipment and vehicles used for refuelling and 3 meters from the fuel pit. Safety NET

The complexity of refuelling activities requires the establishment of a "SAFETY NET" that with proper assignment of tasks and responsibilities ensure adequate levels of safety to the operational requirements of the airport. In such a context, any failure of one of the parties involved will be compensated by the correct behaviour implemented by all the others. Those contributing to the effectiveness of the safety objectives are:

• The airline companies (Carriers): which identify the Refuelling Manager to perform the coordination and monitoring activities to ensure compliance with the procedures for refuelling and contact with the refuelling handler staff and with personnel that may be present on board the aircraft.

• Ground Handling service Providers at airports:

- Refuelling Handler - Ground handling Providers - ADR Assistance - Other Operators All have the certifications provided, and must ensure strict compliance with all safety standards and training and ongoing training. In particular, for refuelling with passengers on board or embarking / disembarking, the Refuelling Handler ensures the presence of staff with certificate issued by C.N.VV.F according to the DM while the staff of the Ground handling Providers must receive, by 30/06/2012, training in accordance with the program deemed acceptable by ENAC and C.N.VV.F

• The Fire Brigade (VV.F) are fundamental in relation to their official duties made explicitt

with the issue of training programs and certification of training of refuelling service providers , as well as the inspection activity on respect of their own technical discipline related to refuelling of aircrafts.

• Airport Managing Company: ADR S.p.A. holder of the concession for the airport

management, ensures the identification and availability of stands for refuelling operations, ensures also that in the stand where the supply takes place, or in the immediate vicinity of it are present fire fighting devices in efficiency conditions and with technical features and capabilities in accordance with the instructions issued in this regard by the Department of Fire Brigade of the Ministry of Internal affaires.

• ENAC National Civil Aviation Authority: An essential way for the successful

implementation of the safety net is the certification extended to all organizations working in the apron (Airport Managing Company, Carrier and ground handling service providers), developing of specific operating procedures and providing for the qualification and training of their staff.

4. GENERAL RULES - PREVENTIVE MEASURES - EXCLUSIONS General Rules Refuelling operations shall be under the direct responsibility of the Carrier, through the appointment of a qualified person named "Refuelling Manager." The Carrier must possess his own procedures for the refuelling operations drawn-up in accordance with EC Regulation 2407/92 and EUOPS 1.305. Essential requirement to enable for the first time the procedure of refuelling with passengers on board or embarking / disembarking for each carrier is the formal transmission to ADR (Postholder Movement Area through Flights Control by fax) of the Check list shown in Annex 1, drawn in all its parts and signed by the Head of the carrier in FCO airport. The aircraft operator is also required to keep updated the document by sending any change timely. The responsibility of the Refuelling Manager can not be delegated, are allowed the following options: - If refuelling with passengers, some oversight ground activities in the refuelling operations can be carried out with the support of personnel that performs ground handling services on its behalf on the basis of specific agreements, as well as from other crew member or carrier’s ground staff present in the apron. - In case of supply without passengers on board the Carrier and Refuelling Handler may agree that the refuelling supervisory functions are carried out by Refuelling Handler’s qualified staff (ref. R.C.E.A.) The "Refuelling Manager", as for his competence, has the task of coordinating and overseeing the compliance, during refuelling, with this procedure and applicable regulations, Refuelling of aircrafts is performed by Refuelling Handlers, who must be in possession of the certificate issued by ENAC, giving evidence for the adequacy of the organization and of standard and emergency operating procedures, must also ensure the presence of staff certified by C.N.VV.F (in accordance with DM 30/06/2011) and referred to as "Refuelling Operator" Refuelling Handler also ensures:

• The suitability of the fire fighting devices; • The availability of a copy of the "Declaration of proper training" of operators is always

available during refuelling (see R.C.E.A. cap. § 10 paragraph 6.2.3); • That at least one operator in charge of the activity of refuelling, is properly trained and

certified for performing refuelling operations; • That refuelling equipment are equipped with fire-fighting devices in efficient conditions with

technical capacity and compliant with regulations. • The presence of staff required for each refuelling vehicle to ensure, if necessary, the fast

removal and any other security requirement. • The presence of at least one certificate refuelling operator for each connecting point, if the

supply is performed simultaneously from two connecting points not placed on the same wing. The operator shall have with him a copy of the C.N.VVF certification.

Ground handling Services Providers must be in possession of the certificate issued by ENAC and ensure, for fire-fighting purposes:

• Training (by June 30, 2012), of staff in accordance with a program that provides adequate knowledge on the management of risks associated with these operations. The program must be deemed acceptable by ENAC and C.N.VVF;

• The suitability of ground handling equipment. Refuelling operations must be carried out in aircraft parking stand within the ERA / ASA areas specifically identified and equipped. During the operations is provided a circular area of safety having a radius of 6 meters from the tanks of the aircraft, from vents, from the equipment and vehicles used for refuelling. Special handling operations: It is allowed the boarding / disembarkation of passengers with reduced mobility with "Ambulift" (the activity will start from the moment stabilizers of the equipment are placed and end at their removal), on the same side of the aircraft where the supply operations take place, provided that the following conditions are granted: - The procedure of passengers and operating personnel on board the aircraft evacuation is

provided by the carrier in case of emergency. - The transport and re-protection in a safe area for passengers and operating personnel on

board dell'ambulift procedure is provided by ADR Assistance proceeded transport and re-protection in case of emergency;

- During refueling, permission by Pilot to attack the ambulift to aircraft must be obtained; - The Refuelling Operator is notified before the start of operations of boarding/disembarking of

passengers using dell'ambulift; - The activity of boarding/disembarking of reduced mobility passengers through "Ambulift"

must be carried out after coordination between the refuelling Manager and ground handlers, so as to guarantee the visual contact between Refuelling Manager and refueller;

Inside the aircraft, the management of emergencies is ensured by the air carrier. Stand fixed Equipment During refuelling operations, in the vicinity of the safety zone, ADR (maintenance Post holder) ensures the presence of fire-fighting devices in conditions of perfect efficiency and maintenance, for a total of not less than:

• 50 kg of dry chemical powder of extinguishing capacity not less than <A-B1-C>, and • 50 liters of foam of extinguishing capacity not less than <A-B4>.

as provided in D.M. June 30, 2011 (art. 4 par.16). Precautions Each operator part of the Safety Net during refuelling operations must comply with the following conditions:

• No garbage and / or combustible wastes; • No free flames, cigarettes, sparks from impact of metal parts; • Prohibition of the use of electronic equipment, unless they are ATEX certified and

authorized • Prohibition of the use of flammable substances (excluding fuel for supply)

• Prohibition of the use of tools and other electrically operated equipment capable of producing flames or sparks;

• Prohibition of the use of photographic equipment with stranded or electronic flash; • Prohibition of the use of vehicles without appropriate protection and shielding of the exhaust

Exclusions The main operational limitations that prevent the aircraft refuelling or determine its interruption are reported:

• Refuelling Manager absence; • Unavailability of the fire protection devices provided • Presence of people unrelated to operations within the safety zone; • Stand occupied by equipment unrelated to the ramp operations; • Vehicles in transit or parked under the wings, with the exception of those used for the

supply of fuel, lubricating or hydraulic oil, for the time required for operations; • Drive of the tanker parked under the wings; • Maintenance service equipment parked less than 3 meters from the vents of the fuel system

of the aircraft; • Refuelling equipment, as well as the vents of the aircraft tanks, are at a distance less than

15 meters from any building, except for the infrastructures associated with the relevant airport operations

• The refuelling vehicles are not equipped with efficient fire extinguishers. • Lack of personnel of handling company necessary for the refuelling • Presence of electrical discharges arising from thunderstorm on the field, as described in

paragraph 5 " Notification of adverse weather conditions: thunderstorm on the field or in its immediate neighbourhood "

• There is ongoing work / maintenance activities (change of the bulbs of lighting towers, repair of ramp equipment, new construction facilities, etc..), near the refuelling area;

• Operation, even for test, of radar equipment in the immediate vicinity; • Activation of hazard levels (Emergency or Accident), of Airport Emergency Plan

(Emergency Plan Red Manual "A") Additional exclusions of the possibility of refuelling in the event of pax on board or embarking/disembarking

• Activation of the LVP procedure (Low Visibility Procedure) • Embarking/disembarking on the same side where the aircraft refuelling operations take

place unless embarking/disembarking via loading-bridge; • Special handling operations: embarking/disembarking passengers with reduced mobility

with "Ambulift" on the same side where the aircraft refuelling operations take place. • Loading / unloading of dangerous goods, and / or bulky items such that their movement

does not permit compliance with the requirements referred to in paragraph C of Security Analysis.

• Aircraft up to 20 seats. • Exceeding the maximum number of 20 contemporary refuelling operations. • If the stand is equipped with a refueling point (PIT) only on the left side of the aircraft,

refuelling by the supply dispenser is not permitted during embarking/disembarking or with passengers on board. The refueling will only take place on the right side of the aircraft via tanker.

• Lack of authorization by the aircraft Captain

• Contemporary operations on two adjacent stands. • Lack of " Ground handling service provider operator " staff for the management of the flow

of passengers. • Presence of obstacles on the footpath • Ban of refuelling with Avgas or wide cut type fuel (eg Jet-B or equivalent) or their mixture

(ref. EU-OPS 1.305); • Inoperability of fuel emergency buttons system in stands with fuel distribution system.

ADR, following Security Analysis, excluded some stands for performing refuelling and / or fuel intake with passengers on board or embarking / disembarking. These are listed in paragraphs 5 and 6. Suspension of refuelling The CEA / ADR (tel. 3022), in case becomes aware of any of the conditions which exclude the possibility of refuelling referred to in this chapter, SUSPENDS and DOES NOT AUTHORIZE the refuelling activities in involved stands until the restoration of conditions of security. The CEA / ADR (tel. 3022), in the event of electrical storms within 3 nm from the airport premises displayed by CESI SIRF, and / or activation of the Red Manual "A" (Yellow or Red level), SUSPENDS all refuelling activities and DOES NOT AUTHORIZE new refuelling activities with passengers on board by providing timely information to that effect to the Refuelling handler and the ground service handler dedicated to flight / flights through their Coordination Centres. Upgrade eligibility of aircraft parking stands ADR has developed safety analysis for the identification of stands compatible with the operations of refuelling with passengers on board or embarking / disembarking on the basis of which has been prepared this procedure. It is the responsibility of the individual Post Holder, each for its own responsibilities and in compliance with the regulations, provide the report to the Movement Area P.H. and Safety Manager about new conditions of exclusion not included in the safety analysis, also through the application of the procedure SMS/10 "Checking airside initiative ". In particular, the following possible situations will be considered:

• Change the layout of an existing stand (for example, due to works or reconfiguration); • Banning the use of infrastructure and stand services; • New developments of stands.

This information will be used by the Station Coordination in the authorization of refuelling operations.

5. NOTIFICATION OF ADVERSE WEATHER CONDITIONS : THUNDERSTORM ON THE FIELD OR IN ITS IMMEDIATE NEIGHBOURHOOD

The condition of " thunderstorm on the field " means an event of thunderstorms with lightning, which is within 3 miles from the airport premises. This is the situation in which airport operators , transport , human resources and passengers may be exposed to risks arising from the presence of electric shock . At the Airport of Fiumicino, the Aeronautics Meteorological Service is provided by ENAV in accordance with the requirements of the Civil Aviation Authority Regulation " Meteorology for Air Navigation ," which provides that the aerodrome meteorological information is made available to operators and flight crew members for flight planning and navigation aid for aircraft during flight. The detection of a thunderstorm is therefore carried out by the local weather station considering a large area that includes the directions of approach and departure . This information is not suitable for the exact definition of the boundaries of thunderstorms and to distinguish if the event occurs within or outside the 3 miles from the airport premises, and for this reason, ADR has signed with CESI ( Italian Experimental Electro-technical Centre ) a contract to supply SIRF data ( Italian Lightning detection system ) for real-time detection and spatial localization of electrical discharges that developed between clouds and the ground. In particular, the CESI SIRF provides real-time and accurate time and location of the storm, including the geo-referencing of individual discharges.

5.1 Reading CESI data The program CESI SIRF is able to detect thunderstorm activity and to provide time and location in detail . It provides in fact, information on the location of the storm in place with respect to the apron , in fact it detects the presence of electric shock and their position detecting geographic coordinates and displaying their location with respect to the following pre-defined areas , which are represented in concentric circles, with the centre coincident with the TWR building, and with a radius respectively 3 , 5 , 10, 20 nautical miles. Therefore, you can see the exact location of the discharge measured with respect to predefined areas and consequently its presence "on the premises", see Annex 3 . 0 - 3 miles Starting from the airport area within three miles away from it, or if the electrical discharge is detected at a location inside the smaller circle ( red area) . 3 - 5 miles Starting from 3 miles from the airport area until 5 miles, if the electrical discharge is detected at a position inside the area of the yellow circle , excluding the red area . Over five miles More than 5 miles from the airport area , if the electrical discharge is detected at a location within the area of the green circle , excluding the yellow and red areas .

5.2 Transmission of meteorological information The Weather Station ENAV shall inform the CEA ADR via telephone warning , about the beginning and / or end of Storm on the airport or in its neighbourhood, as reported in the weather reports type Metar , Met and Special Reports already available to users for aeronautical navigation aid . The CEA ADR on receipt of the presence of storm, through the display of CESI SIRF data, reads the distance of the ongoing electrical discharges with respect to the Apron 1 . Early warning stage It is activated by the presence of at least one electrical discharge detected by CESI through SIRF, between 3 and 5 miles ( yellow area excluding the red area) . The CEA ADR forwards the information via Telex and messaging ( similar to that used for block / unblock of ACDM procedure) , to all airport operators . This activity is for information only , is intended to facilitate the scheduling of the implementation of the actions to be taken if the storm should approach the premises within 3 miles ( red area) . 2 . ALERT stage It is activated by the presence of at least one Storm electrical discharge detected by CESI , through SIRF within 3 miles ( red area) . The CEA ADR , as soon as displays the storm on the ground: - Informs in a timely manner all airport operators , spreading the data, via Telex and messaging (similar to that used for block / unblock of ACDM procedure) , relating to adverse weather conditions , indicating the distance of the electrical discharge. - Suspends all refuelling activities previously authorized and does not authorize new refuelling activities with passengers on board by providing timely information to that effect to Refuelling

Manager, the Refuelling handler and the ground service handler dedicated to flight / flights through their Coordination Centres. The CEA ADR will monitor the evolution of the Storm , within and outside the 3 miles, through the reading of the data provided by CESI through the SIRF system, activating from time to time the proper alert procedures. 3 . THUNDER ENDING The event thunderstorm with electrical discharges can be considered concluded from the thirtieth minute since the last download detected within 3 miles. This data is detected by the CEA ADR and consequently reported providing the time of the last Storm electrical discharge. 4 . UNAVAILABILITY OF THE DATA SUPPLIED BY CESI THROUGH SIRF If it is not possible to access the data provided by CESI through SIRF due to malfunction or interruption of the data flow, the CEA ADR will inform via Telex , each airport operator of the unavailability of data provided by CESI SIRF . For the suspension and reactivation of the refueling service purpose , the CEA ADR will forward the information of the beginning and end of Storm provided by ENAV Weather Service, which although covering a larger area , however, is the best solution in the interest of safety precaution the refuelling operations .

6. REFUELLING WITHOUT PASSENGERS ON BOARD The following procedure can not be applied in presence of at least one of the operating limitations described in paragraph 4.

6.1 Limitations Stand 801: You can not refuel with tanker on the left side of the Aircraft.

6.2 Precautions before refuelling Refuelling Manager (in collaboration with the Safety Net) Verifies:

• The presence near the stand of the fire-fighting devices provided by DM 30.06.2011 (intact and accessible);

• That no vehicle and / or staff unrelated to the refuelling, assistance and supervision operations, is within the safety zone;

• That the drive of the tanker is not parked under the wing; • That the service vehicles and equipment are positioned in such a way to:

- Allow access to the aircraft for fire fighting and rescue vehicles; - Do not obstruct the evacuation path of personnel on board the aircraft from emergency exits; - Ensure the quick removal of the refuelling equipment.

• Any over-temperature condition of the aircraft landing gear; • That HF transmitters, transponders and aircraft radar are idle to avoid the onset of the fuel

fumes; • That the wheel chocks are housed as provided by the Carrier; • That aircraft engines (APU excluded) are turned off to allow the refuelling; • That the battery of the aircraft is not installed or removed, nor actions of connections,

disconnections or hiring of equipment for their charge, including GPU and 400Hz plug, take place;

Guarantees within its competence

• That the supply is not made in the presence of hindrances described in chap. 4, contraindications resulting from those checks, on the recommendation of the Safety NET or in cases of emergency as described in Sec. 7.

Activates

• The refuelling operations with its own Refuelling Handler Refuelling Handler Checks supporting the Refuelling Manager with a view to the Safety Net, that:

• the fire-fighting device are present; • The emergency buttons of the automatic delivery system (in the case of refuelling with

dispensers) are attainable • That no vehicle and / or staff unrelated to the assistance operations, is within the safety

6.3 Precautions for refuelling Refuelling Manager Guarantees within its competence:

• Checking for the suitable conditions to proceed with the refuelling; • The removal of any vehicle or equipment being obstacle before the refuelling operations

start; Ensures consistently, with the support of the Safety NET:

• The absence of personnel and equipment unrelated to the assistance operations to aircraft; • That the possible access of emergency vehicles and / or the quick evacuation of carrier

staff or of other Handler possibly on board the aircraft is not prevented by the presence of vehicles or equipment;

• The rapid removal of Refuelling Handler’s equipment without hindrances. Acts

• To immediately stop refuelling operations in the presence of the hindrances mentioned in chapter 4, falling under its responsibility, or whether unexpected contraindications or hindrances should have been reported or in cases of emergency as described in Sec. 7.

• To coordinate the rapid evacuation, if necessary, of personnel who might be on board the aircraft.

7. REFUELING PROCEDURE WITH PASSENGERS ON BOARD OR EMBARKING/DISEMBARKING

The following procedure can not be applied in the presence of at least one of the operating limitations described in paragraph 4.

7.1 Exclusions The flights parked on the following aircraft parking stands: 207, 208, 209, 210, 801.

7.2 Activations before operations Carrier Besides its own procedures for refuelling developed and certified according to EC Regulation 2407/92. Applies the provisions for refuelling with passengers on board or embarking/disembarking in accordance with EU-OPS 1.305 or similar, which define:

• The tasks and competence of the crew; • The on-board activities compatible with the refuelling operations; • The information to passengers; • The use of on-board devices, such as alerts and use of safety belts; • The use of emergency exits and slides • The interruption in the refuelling operations in case of the presence of fuel fumes in the

Receives daily from the Carrier the planning for refuelling with passengers on board or embarking/disembarking (via e-mail, see attached diagram, Att. • That are observed in the "Refuelling Zone " the following additional security measures: - Do not power on / off engines during refuelling or in the presence of spillage of fuel; - That the battery of the aircraft is not installed or removed, nor actions of connections, disconnections or hiring of equipment for their charge, including GPU and 400Hz plug, take place;

Guarantees

• That the supply is not made in the presence of hindrances described in chap. 4, falling within its competence or in cases of emergency as described in Sec. 8 reported to him.

• Effective communication with Refuelling Handler and the two-way communication with the crew (Cockpit)

• The contact (visual or with appropriate radio devices) with the staff of Refuelling Handler Activates the refuelling operations with its own Refuelling Handler Refueling Handler Checks in support of the Refuelling Manager with a view to the Safety Net, that:

• the fire-fighting device are present; the stand is equipped with fire extinguishers (of not less than 50 kg dry chemical powder and 50 liters of foam);

• The emergency buttons of the automatic delivery system (where present) are reachable • That no vehicle and / or staff unrelated to the assistance operations, is within the safety

zone; • That the drive of the tanker is not parked under the wing; • The access of any rescue vehicle is not prevented by the presence of vehicles or

equipment; • The prompt removal of the refuelling equipment is not prevented by the presence of

vehicles or equipment (for this purpose the refuelling handler staff, before the beginning of the refuelling operations must therefore ensure that adequate escape routes are made available for the prompt removal of the refuelling equipment, each refuelling equipment must also be attended by the staff necessary to ensure the rapid removal in case of emergency or for any other security requirements).

7.4 Special precautions during refueling Refueling Manager Guarantees:

• Checking for the suitable conditions provided by the present procedure and law in force, within is competence, before proceeding with the refuelling;

• The removal of any vehicle or equipment being obstacle before the refuelling operations start;

Ensures consistently, with the support of the Safety NET:

• The absence of personnel and equipment unrelated to the assistance operations to aircraft; • The coordination of the activities of embarkation and disembarkation of passengers with

reduced mobility with the use of ambulift on the refueling side; • That the possible access of emergency vehicles and / or the rapid evacuation of carrier staff

or of other Handler possibly on board the aircraft is not prevented by the presence of vehicles or equipment;

• The quick removal of Refuelling Handler’s equipment without hindrance. Acts

• To stop refuelling operations in the event of unavailability of the Fire Department for emergencies that occurred within the airport, if informed;

• To immediately stop refuelling operations in the presence of the hindrances mentioned in chapter 4, or whether unexpected contraindications or hindrances should have been reported or in cases of emergency as described in Sec. 7.

• The stairs have been correctly positioned for the entire duration of the refuelling • The flight attendants inform passengers NOT to fasten the seat belts, do not use cell

phones and electronic devices during refuelling operations, also through on board announcement.

Refueling Manager Deputy for Supervision functions (specified by Carrier in Annex 1) Ensures that:

• Passengers are always kept out from the safety area and respecting the smoking ban. • safety conditions are in place for passengers to be properly routed so as not to interfere

with refuelling operations or with other ground handling operations. • The path of the passengers is not blocked by vehicles or equipment. • Delimiters (tensor), if provided by the Carrier, have been positioned correctly to ensure that

passengers do not interfere with the refuelling operations following the pedestrian path • The stairs have been positioned correctly for the entire duration of the refuelling • There is sufficient staff to maintain the flow of passengers in an orderly manner, within the

pedestrian path, from the aircraft to the arrivals terminal (only in case of landing by foot) and to monitor their movements and, if necessary escort them in small groups in their movements to and from the aircraft.

• All vehicles and equipment for loading / unloading of baggage are prepared before the start of refuelling operations.

Ramp operator Ensures, in relation to the DM 30/06/2011, that:

• passengers are properly routed so as not to interfere with refuelling operations, which, however, may not concern the tanks on passengers ascent and descent side, unless embarking/disembarking with loading bridge, or with the other ground handling operations;

• The path to follow is clearly indicated; • the movement of passengers are ordered and are accompanied where necessary in small

groups in their movements to and from the aircraft • The ambulift, will be assisted by ramp handler's staff in approaching and removing from the

aircraft;

8. EMERGENCY MANAGEMENT RELATED TO REFUELLING WITH AND WITHOUT PASSENGERS ON BOARD AND / OR EMBARKING/DISEMBARKING.

Premise All staff present in apron, pending the intervention of the fire brigade and within the limits of their abilities, contributes to emergency management acting to limit the area covered by the event, using the available extinguishers if the conditions allow it. Rescue potential reduction Following an emergency related to refuelling operations, where the use of personnel and fire equipment would result in Rescue potential reduction, the firemen chief must notify it to the Airport Managing Company for the application, pursuant to art. 705 of the Navigation Code, the necessary interdictive measures of a temporary nature. The CEA / ADR (tel. 06-6595-3022), in the case of with electrical storm discharges within 3 nm from the airport premises displayed by CESI SIRF and / or activation of the Red Manual "A" (Yellow or Red level), SUSPENDS all refuelling activities and DOES NOT AUTHORIZE new refuelling activities with passengers on board by providing timely information to that effect to the Refuelling handler and the ground service handler dedicated to flight / flights through their Coordination Centres. The CEA/ ADR (tel. 06-6595-3022), in the case of activation of the LVP (Low Visibility) procedure SUSPENDS all refuelling activities and DOES NOT AUTHORIZE new refuelling activities with passengers on board by providing timely information to that effect to the Refuelling handler and the ground service handler dedicated to flight / flights through their Coordination Centres. The CEA / ADR (tel. 06-6595-3022), in case becomes aware of any of the conditions which exclude the possibility of refuelling referred to chapter 4, SUSPENDS and DOES NOT AUTHORIZE the refuelling activities involved in stands until the restoration of conditions of security, providing timely information to that effect to the Refuelling handler and the ground service handler dedicated to flight / flights through their Coordination Centres.

8.1 Fuel fumes in fuselage The member of the Safety Net that detects fuel fumes in the fuselage immediately notifies the Refuelling Manager. 9. REFUELLING HANDLER TRAINING These provisions are not replacement for the training requirements, provided by DM 10/03/1998, of personnel from the employer as a result of the risk assessment required by the DL 81/08. Refuelling operators are qualified and certified by C.N.VV.F. after attending and passing the final examination of the training course held in accordance with the program of "Refuelling Operators Qualification " The qualifying courses, updating and exams for the certification of operators held by C.N.VV.F. are provided under payment in accordance with the procedures and the rates provided by law for the training activity and exams. Refuelling Handler Ensures

• The holding of provided certifications issued by ENAC and C.N.VV.F.; • The qualification of the personnel and the compliance of equipment for fire fighting; • The availability of the "Declaration training suitability " during refuelling operations • The timely compliance with all safety standards, training and ongoing training.

Checks • Full knowledge and understanding of this procedure by all employees involved in the

process to take all appropriate measures to prevent and respond to emergency or abnormal situations.

Fire Brigade Provide qualification, updating courses and tests for the certification of refuelling operators

9.1 Refuelling operators qualification course detail Day 1: Legal framework on the operations of refuelling aircraft

- Regulations for the Construction and Operation of Airports (section 10 c.6) - Technical requirements for refueling operations, ICAO and EU standards. Chemistry and physics of fire: - Principles of combustion; The main causes of fire in relation to the specific work environment; extinguishing substances, the risks to people and the environment; Behavioural Measures to prevent fires; - The importance of monitoring and maintenance on fire-fighting devices.

Day 2: Flammable liquids: - General, Fuel, Fuel for aeronautical use; mineral oil deposits; Extinguishers: - Water, foam, powder, CO2

Day 3: Operating Procedures: - Support to the operations of refuelling with passengers on board. Operational procedures in case of an accident: - fuel spill ; fire during refuelling; - Procedures for evacuation; Collaboration with the Fire Department in case of intervention.

Day 4: Exercises with fire with extinguishers use and simulation of operational procedures; assessment of theoretical - practical modules of the course.

10. OPERATING PERSONNEL IN APRON TRAINING These provisions and regulations are not replacement for the training requirements, provided by DM 10/03/1988, of personnel from the employer as a result of the risk assessment required by the DL 81/08. On 30/12/2011 the Projects Directorate of ENAC with letter prot. 0168076/IOP indicated to Airport Managing Companies, to Assaereo, to Ibar, Assohandler the "Guidelines for the preparation of the program of training of the Apron operating personnel ", which indicates the minimum content of the training that each handler, as well as employer, must provide to its staff working in apron during refuelling aircraft with passengers on board or embarking / disembarking. A program of staff training prepared by the handler in accordance with the Guidelines is deemed adequate to the requirement dictated by Chapter 10, point 6.3.5 of the Regulations of Civil Aviation Authority. Consequently, without the need for prior approval from the Civil Aviation Authority and C.N.VV.F., the handler will deliver the training no later than 30/06/2012, as provided in the aforementioned point 6.3.5.

10.1 GUIDELINES for the preparation of the program of training of the Apron operating staff

Premise The training of staff working in the APRON area during refuelling aircraft is the essential element for:

• The mitigation of the risks associated with those activities; • Proper management of emergency procedures in incidental cases.

ENAC and C.N.VV.F. have jointly established the standard program showing the minimum content of the training that each service provider of ground handling (handler), as well as the employer, must provide to their personnel working in the APRON area on handling services during refuelling aircraft operations. The handler will schedule the syllabus of staff training taking into account:

a. Frequencies and categories of services provided to the Carrier; b.The provisions of the Ministerial Decree 30.06.2011 and the ENAC Regulations for the Construction and Operation of Airports (Chapter 10, par. 6); c. Operating procedures at local level to implement the provisions of the preceding paragraph; d. Training courses conducted by its staff under art. 37 of Decree Law 81/08 with particular reference to those carried out in accordance with DM 10.03.1998.

10.2 Typical Training Programme for ramp handler or other apron handler 1. Knowledge of art. 4 (preventive measures and prohibitions) of Ministerial Decree 30.06.2011 2. Knowledge of art. 5 (refuelling aircraft with passengers on board or embarking / disembarking) of D.M. 30.06.2011 3. Conceptualization of the "safety net" 4.
