Some drivers have no respect to traffic rule, they become heartless too, they didn’t give any chance to others and this is not a good attitude. Sever to this is their bad driving habit that tends to cause accident that led to heavy traffic.

Inadequate Traffic Law Enforcers
It has been a problem long before there were less cars in Metropolis but it grew and like the Metro population burst to millions which more than the adequate laws enforces to put some order to the chaotic traffic situation in the urban centers, but many of the traffic enforcers would rather look the other way to boost their meager income than discipline erring drivers with traffic tickets and fines.

Poorly coordinated infrastructure projects in metropolis the government has to boost public infrastructure spending rather than investing to urban housings in the business center.

As cities grows so does the needs of transportation and this puts an increased pressure on the infrastructure. Thus it is of great importance to have a reliable and redundant infrastructure for the traffic, to make sure that it works even during bad conditions.
