At the recent Wing Conference and Awards Banquet held in Indianapolis, I was proud to join almost 140 of our members in participating in a wide variety of educational seminars, and then to recognize members like Major Hugh Cameron, Major Dallas Wilson, and Cadet David Engel who were award winners in the Adult Officer, Wing Staff Member and Cadet of the Year categories. Similarly, the work that the Kasler Senior, Shelbyville Composite and Weir Cook Cadet Squadrons performed to earn recognition in the unit awards program was truly impressive as the award justifications were read out. These recipients only represent a small number of the training awards, decorations and trophies that we handed out. The evening was capped off by a truly impressive presentation by Mary Feik on her life and career in aviation. The conference, I think, turned out to be a great event. If you missed this year’s conference, I would highly suggest you begin planning to attend the 2008 Wing Conference. With Col Carr's announcement of my appointment to serve as the Commander in a more permanent status, we need to transition from appreciation of our work in 2006 to preparing ourselves for a very busy year here in 2007. In the next few weeks your Wing staff will be finalizing our responses to our last Compliance Inspection, preparing for our Search and Rescue Evaluation this summer and transitioning several new staff members into place. I would ask that as you head into the summer, please consider whether your Operations qualifications are in place. The National Emergency Services Academy is still taking applications for all of its schools. This is a great opportunity to learn and earn those operational qualifications that are so valuable to our Wing. In addition, we will shortly be conducting several tabletop activities to hone our skills in mission base management in preparation for the SAREVAL. If you have qualifications in Mission Base and associated activities, please take the time to participate in these table top exercises.  Additionally, there are some challenges ahead of us that will require the Wing, the Groups and the Squadrons to work closely together to ensure our success. One challenge will be that the Great Lakes Region Commander has directed all Wings to transition to the Wing Banking Program by 1 October and assume responsibility for direct management of the squadron financial accounts. This will require significant changes in our way of conducting business so please work with us to help us be successful. The Chief of Staff, Maj Tim Turner, will shortly be announcing a few opportunities to serve in a state-wide role in several positions. Assignment to a wing-level staff position is a challenge that can be quite rewarding, but also requires both dedication and an understanding of Civil Air Patrol. If you have been successful in running a program in your squadron or at the Group-level, and you are ready to manage a program that impacts all of our 970 members, please keep an eye out for these opportunities. I am excited about the opportunity to serve as your Wing Commander in a more permanent status. I ask that you begin to engage at your squadron and with your group commander to help us get through these upcoming challenges and ensure that Indiana Wing is prepared to execute our "Missions for America"!

It is that time of year again. CAP activities are in the increase.We will be seeing more missions, more training, more, more,more.

Don’t forget to sign up for the CAP National Board andAnnual Conference in Atlanta, GA from August 8-11, 2007.Details are at available at www.cap.gov .

The Great Lakes Region Staff College is also being held fromJuly 15-21 at Grissom ARB, IN. Additional information is athttp://glr.cap.gov/files/GLRstaffcollege.htm .

As Civil Air Patrol members, we are often called, or callourselves, "volunteers". Under the strict dictionary definition,I suppose that is true. Heck, it is even the name of our NHQissued magazine. However, I think the better term of referenceis "unpaid professionals". After all, that is what we are.Members of the Indiana Wing, and across the nation, spendcountless hours (and dollars) in training, honing their skills, soas to be ready will the call for action is heard.

Are you ready to heed the call? Pilots have you taken yourform 5 and form 91 rides? Are you night current? Do you havea flight bag ready to go at a moment's notice? Ground team

members, did you remember to repair, repack, and refit yourequipment from the last outing or is it all stuffed in the garagesomewhere? Is your uniform clean and ready to hit the field?

An important aspect of being an unpaid professional is toproject a professional image both within CAP and without.How do your uniforms look? Do they really meet theregulations, or just what you think the regulations are, orshould be? Remember, we are an auxiliary of the UnitedStates Air Force. We are not the Army, Navy, Marine, orCoast Guard auxiliary. We must follow CAP uniformguidelines. Just because you or they wore it that way in the

Army doesn't mean you can wear it that way in CAP. So,check your uniform, check the regulations. Be a leader whoknows how to follow the regulations. When our SAR/DREvaluation comes, the Air Force will take notice.

Let’s show why we are the premiere air and ground search andrescue asset in Indiana in both the way we perform our dutiesas well as the way we present ourselves.

International Air CadetsComing To Indiana

Capt Philip FoustIndiana Wing will be hosting four cadets and an internationalescort officer from the International Air Cadet Exchange from20 July 2007 through 30 July 2007.

The International Air Cadet Exchange is one of the mostimportant, memorable, and educational National Cadet SpecialActivities that Civil Air Patrol conducts. Cadets participatefrom a variety of countries including the United Kingdom, theNetherlands, Israel, Turkey, and Australia. We have not, yet,received word

on whichcountry ourparticipants willbe coming from.Regardless, theExchange ishighly visible nationally and internationally and warrantsspecial attention by everyone in the wing to ensure its success.

The current Exchange schedule is for our visitors to spendapproximately the first half of their trip in Central Indiana andthe second half in the Chicago/Northern Indiana area.

Additionally, we are planning on day trips to Monroe Countyand the Lafayette/Purdue University area.

Captain Philip Foust ([email protected]) and Lt Col JohnBryan ([email protected]) are coordinating our efforts forthe central and northern portions of the trip respectively.

If you have an interest in serving as a host family, are part of abusiness or another organization that would be interested inoffering support, or would like to find a way to become moreinvolved, please contact either of them.

With your help we can showcase the best that Indiana has tooffer and make this a once-in-a-lifetime experience for ourforeign guests!

Indiana Legislature Enacts ProtectionFor CAP Members

Senate Bill 166, which provides employment protection forIndiana Wing CAP members, has been signed by GovernorMitch Daniels. In addition, Senate Bill 342, providing forexcused secondary school absences for Indiana Wing CAPmembers has also been signed into law. Both acts are effectiveJuly 1, 2007 .

Senate Bill (SB) 166 provides employment protection forIndiana Wing CAP members. Members may not be disciplinedby an employer for leaving or being absent from work for

certain emergency service operations if the member hasnotified their immediate supervisor in writing that they are aCAP member. Also, certain emergency essential designated

employees are notprotected under thislegislation. If you arealready at work when theemergency arises, youMUST notify yoursupervisor, get permissionto leave your duty station,and take a written letter

from the commander orOIC back to your supervisor stating that you were engaged inemergency CAP services on the day of your absence to provethe emergency when you return to work.

For SB 166, "emergency service operation" includes:

(1) Search and rescue missions designated by the AirForce Rescue Coordination Center.

(2) Disaster relief, when requested by the federal orstate emergency management agency.

(3) Humanitarian services, when requested by thefederal or state emergency management agency.

(4) United States Air Force support designated by theFirst Air Force, North American Aerospace DefenseCommand.

Please note that normal CAP operations, includingtraining missions, are not covered under this bill.

Senate Bill (SB) 342 provides for excused school absences

for secondary students to attend certain CAP activities, up tofive absences per school year. The student MUST submitappropriate documentation to school authorities from theIndiana Wing detailing the reason for the student's absence. Astudent excused from school attendance under this sectionmay not be recorded as being absent on any date to which theexcuse applies and may not be penalized by the school in anymanner.

For SB 342, excused activities include:

(1) The International Air Cadet Exchange (IACE)

program

(2) Emergency service operation, including:

- search and rescue missions designated bythe Air Force Rescue Coordination Center

- disaster relief, when requested by thefederal or state emergency managementagency

- humanitarian services, when requested bythe federal or state emergency management

- United States Air Force supportdesignated by the First Air Force, NorthAmerican Aerospace Defense Command

- United States Air Force military flights, if the flights are not available on days whenschool is not in session.

Ardent Sentry – Northern Edge exercise!!!!

Count on it getting more interesting shortly! This is a FullScale Exercise with the primary goal of exercising playbetween several States National Guard Units and FederalMilitary and DHS. The Indiana portion of the exercise will testemergency-response capabilities involving the fictitiousdetonation of a 10-kiloton nuclear device in an urban area andwill involve deployment of more than 2,000 active-duty troopsand almost 1,000 Guard members to Camp Atterbury and theMuscatatuck Urban Training Area. We could be getting a callalmost anytime, but most likely some where around the 10 th!We expect our potential involvement will be supplying someSDIS assets, but you never know! SONS 07 (Spill of National Significance 07)

This is a multi-state Full Scale Exercise headed up by theCoast Guard and the Environmental Protection Agency. The

part of the “exercise” we may get involved in will be centeredaround the Evansville area. Our involvement will most likelybe limited to some interaction with their Incident CommandStaff, some photo flights over a spill on the Ohio and possiblya few VIP/Media flights. Other news includes the fact that we are progressing towardsfinalizing an MOU with the Indiana Department of HomelandSecurity and an MOU with the Indiana Department of Environmental Management. This is due totally to the effortsand perseverance of many other people in the Wing. TheMOUs will go a long way towards clarifying our relationshipswill the State, and hopefully drum up some business for us!Keep up the great work guys!

Wing Medical News

1Lt Myer Blatt, RN

Maj Carl Holt has been part of an effort to change First

Responder certification law in Indiana. He informs me thatthere is a meeting scheduled for the beginning of June, atwhich State officials will discuss the lowering of thecertification age to 14 years old. If this occurs, Wing Medicalwill be working on a First Responder certification program forCAP Seniors and Cadets. The thinking is that real-world SARmissions may be more effective in having members withenhanced first-aid capabilities.

Chaplain Notes

Chaplain (Capt) David K.Harness

I would like to thank Major Reeves for theconfidence in extending tome the opportunity to stayon as Wing Chaplain.

Months ago I was very happy to hear that the RegionalChaplain Service Staff College was to be held in Indiana 2007at Grissom ARB. This happened from April 30 through May03. The emphasis this year appeared to be on preparing theChaplains to become Mission Chaplains.

We were introduced to a wide range of topics needed byChaplains and Moral Leadership Officers (MLO's) that arenecessary in an actual Mission setting. The Air Reserve wasvery kind in accommodating our group and, overall, I felt theyseemed appreciative of what is done by CAP.

The College was highlighted by a night out at the GoldenCorral where we were treated to a good meal and fellowship.

Throughout the entire time spirits were high and much wasgained by attendance. There is hope held that this importantfunction within the Chaplain's service will return to Indiananext year.

RiverCity Cadet Squadron LaunchesRockets

Seven members of the RiverCity Cadet Squadron launchedrockets from the Southwestern Indiana Model Rocket Clublocated in Holland, IN on Sunday, April 15, 2007. Membersattending were: Maj. James Tate, C/Lt Col Cade Spivey,C/1Lt Daniel Dieckmann,C/SMSgt Tristan Selby,C/SrA Ben Baker, C/A1CJake Whitacre, andC/Amn Zech Schaad.
