President’s Column

Congratulations go out to 1st LT Sarah Beard USAMU of Danville on recently earning her International Distinguished Rifle Badge; she is the 516th recipient of that prestigious award. The first International Distinguished Badge was awarded in 1963. Sarah joins her dad, then Capt. William Beard USAR who was the 271st recipient of the same award. Although I’m not sure who can verify this but I would bet that they are the first Father/Daughter Distinguished pair in the country! Congratulations to both but most especially Sarah, and by the way THANKS to both of you for your service to this great country. More congratulations to Sarah for also earning a spot on the Women’s Three-Position Rifle Team for the 2019 Pan American Games in Lima, Peru. The XVIII Pan Am Games will be held Jul 26-August 11, 2019. Congratulations again and GO GET “EM SARAH! Also congratulations to Michael King of Fort Wayne on becoming Indiana’s latest Distinguished Rifle Badge recipient. Finally, congratulations to Indiana Congressmen Ben Smaltz, R-Auburn and Jim Lucas, R-Seymour on being presented NRA/ILA Defender of Freedom Award at the Convention.

“This award honors Lucas and Smaltz for leading the fight in Indiana to promote our fundamental right to self-protection”, stated Chris Kopacki, Indiana ILA State Director.

* * * ISRPA made a good showing and realized a net profit of over $7,000 at its booth at the NRA Annual Meeting and Convention in Indianapolis on April 26-28. Between the raffle proceeds and direct donations $3,000 of the total will go toward junior shooting activities. CMP very generously offers an M-1 Rifle at reduced cost yearly to State Associations for use in fund raising for junior shooting activities. ISRPA took advantage of that offer and acquired one for the raffle, so those proceeds must go where CMP specifies. All this money was a result of members, and even some non-members working many long hours for the cause. See a list elsewhere of all those who participated in this undertaking.

* * * I’m sure that by now everyone knows that NRA is moving all the National Matches, formerly shot at Camp Perry, OH, to Camp Atterbury in Indiana. The camp is located about 40 miles south of Indianapolis. High Power Rifle is presently being shot at Atterbury, Smallbore at Bristol IN, and Pistol at Camp Perry…all will be shot at Atterbury in 2020. This announcement was made jointly by the NRA and Indiana Governor Eric Holcomb at the NRA Convention and will involve tremendous efforts on the part of the Indiana National Guard and NRA to prepare ranges and equipment for the events. Present facilities at Camp Atterbury are more than adequate to house competitors and support personnel as far as room and board are concerned. There are both single and double rooms available on par with commercial hotel/motel rooms, and the rates are more than reasonable. There is camping available on the “civilian side” of the Camp. And for

the really brave there are facilities in barracks available for rent! There are eating facilities on base and restaurants are available in great numbers in nearby Edinburg and Columbus. NRA is presently working with the State of Indiana, Indiana National Guard, and Indiana DNR to construct additional facilities at the site in order to make a premier training and shooting facility in Indiana. The next time you see Charlie Hiltunen, an ISRPA Board Member, thank him for his tremendous personal effort in this endeavor.

* * * In closing I wish all of you a safe and sane summer. Go shooting often and in case you forgot to take someone new to the range, preferably a junior, now is the time.

ISRPA Rifle Raffle Winners Drawn at the NRA Convention

Patrick Harbeson of New Albany was the winner of the Ruger 10/22 raffled at the NRA Convention in

Indianapolis. The raffle was held Sunday of the NRA Convention…and the other winners of the raffle include Blake Midlam from Muncie who won the M1 Garand and Ben Swartz from Evansville who won the Savage Axis 270. All proceeds from the raffle go to the support of junior shooting activities in the state of Indiana. Thanks to all who participated and made this a successful venture.

ISRPA Across the Course High Power Governor’s Cup and EIC

Leg Match June 1-2 By Sue Mogle, Exec. VP

June 1-2 was a beautiful weekend with perfect weather for the ISRPA Course High Power Governor’s Cup and EIC Leg match! We had a great turnout for our first “big” match on the new Silver Mountain Electronic Targets. Many thanks go to Dave Schnell and Steve Reisman for their help in getting the targets up and running and keeping them running smoothly. Thanks to Nate Scott, who did an outstanding job running the match and the grill on Saturday. Congratulations to Dave Schnelle, who took top honors both days with a 777-25 on Saturday and 483-18 on Sunday. Congratulations to Mark Richard, who won First High Master, 770-17, First Master Ryan Hyslop, 776-14; First Expert Brad Wise, 760-18; First Sharpshooter Andrew Beckort, 587-3, and High Junior Andrew Beaver, 745-24. On Sunday Congratulations (and Leg points) went to Pete Yarbro, 478-12 9 (8 points) and Mike King, 477-15, who Legged out with 6 points! Good shooting. Fashion & Firearms 2019

ISRPA Girls With Guns and REALIZE firearms awareness coalition presented “Fashion & Firearms; Where concealed is Revealed” April 27 at the Indiana War Memorial. A great crowd came out despite the weather to enjoy delicious hors d' oeuvres, shop local vendors, win prizes, try out the SIRT Laser range, and see leaders in the firearms industry modeling and demonstrating a variety of concealed carry options. The magnificent War Memorial - just minutes from the Convention Center - proved to be a perfect venue for the event. Our goal was to bring together a variety of concealment options and answer all your concealment questions. What carry options are out there for all of the things “I” have to do? What does that type holster really look like when wearing it? Does it really conceal a firearm? Wearing business attire… sportswear…a fancier occasion? You see an ad for something…looks interesting but…how does it really work? Is it inconspicuous…comfortable…safe? Like wearing a seat belt, you fervently hope you never need a firearm…but you definitely want to be wearing it if you ever do! No one designs a car around a seat belt. Why should you design your wardrobe and lifestyle around your chosen firearm? Fashion & Firearms did just that. Featuring models of all shapes and sizes and a variety of carry options for both men and women that fit into any lifestyle. From work to working out, there was something for everyone. Attendees also got to meet the models and view the products close up. Visually Impaired Able to Compete in Rifle

This May in Hanover Germany the first World Shooting Para Sport tournament for visually impaired (VI) athletes was held. Twenty visually impaired athletes competed in 10 meter air rifle using an audio tone to guide their aim. The tone rises in frequency as it approaches the center of the target. The goal will be to include a VI class in Paralympic competition in the future. In Northeast Indiana, the Carol High School Rifle Team will welcome its first VI athlete to high school competition this fall. Daphne Urban is legally blind but participated in air rifle summer camp at The X Count. This summer camp prepares athletes for high school competition in the fall. Daphne uses the audio tones of a SCATT Trainer and headphones to guide her shot to the center of the target. Indiana and USA Shooting are anxious to include more visually impaired athletes in the sport. Partnerships are currently being developed to mobilize resources for these young people and to allow them to develop a love of our great sport.

Precision Rifle Summer Camp

By Diane Rice, Director NE This June The X Count hosted its 9th annual Precision Rifle Summer Camp. Athletes in grades 7-11 are given an opportunity to experience precision rifle shooting. Forty-three athletes from Indiana and Ohio spent five days learning the basics in the prone,

standing and kneeling positions. It is a pleasure to watch each athlete grow in their skill. Camp started with the frequent zero but by weeks end, most were shooting fives or better on every shot. The culmination of camp is a three position match allowing athletes to gauge how much they have learned. Interested athletes from the local area may choose to continue training throughout the year in the hopes of ultimately qualifying for national competitions such as Junior Olympics, CMP Nationals, and the United States Army Marksmanship Unit Junior Air Rifle Nationals.

LEGISLATIVE REPORT By Bill Dowden, Legislative Director

With one of the most important elections in many years, the 2020 elections, just around the corner, campaigns and fundraising have already started. Now is the time for Hoosier gun-owners to learn where the candidates stand on what our Founders from time to time referred to as “unalienable” and “inherent” rights – one of those being the right to “keep and bear arms.” In drafting the Constitution, they made sure that right was protected against any government body “infringing” upon that “inherent” right. In recent years, Indiana state legislators have faced the opposition of some mega - businesses and mega - donors against legislation which protected Hoosiers’ constitutionally protected right. Although we are centered on the right to keep and bear arms, much of the opposition to that right comes from the same groups who are opposed to “religious freedom” bills or advocate for what some on the Left call “hate crime legislation.” In measuring the level of commitment by the candidates it is not sufficient to hear “I believe in the 2nd Amendment “– too often, office holders who have said that are willing to compromise on such things as style of firearm, bump stocks, magazine capacity, universal background checks, etc. – or, in the words of the founders, are willing to infringe upon that unalienable right. Fortunately for Hoosiers, the state government has stood for the upholding of that right. Next year half of the Indiana Senate will be up for election, all 100 Indiana House seats and the Governor will be on the ballot. Hoosiers who value their right to keep and bear arms need to be involved in supporting candidates who will stand with them in the ongoing struggle to exercise that unalienable right. 2019 NRA Annual Meeting & Exhibits Report

81,283 patriots from across the country united for the 148th NRA Annual Meetings & Exhibits in Indianapolis. This year's event boasted the largest exhibit hall ever, featuring 15 acres of guns, gear and outfitters from more than 800 exhibitors. As exhibitors ourselves in other shows, we try to manage the NRA Show knowing what our exhibitors experience when making the decision to exhibit in a show, as well as what you hope to accomplish. We've included below some results from the survey we sent you. As always, we learn some valuable information from these surveys and thank the roughly half of you who took the time to respond. Once again, thank you for making the 148th NRA Annual Meetings & Exhibits a huge success. 68% attend specifically for the Exhibit Hall 75% participate in target shooting on a regular basis 75% participate and train in personal protection and CCW 75% will spend more than $500 a year on shooting/hunting equipment 94% will purchase products from an exhibitor in the next year Hope to see you next year in Nashville, TN April 17-19. Women’s Corner

By Dawn Hillyer, V-P Women of the ISRPA Welcome to the Women’s Corner of ISPRA aka Indiana Girls with Guns! My name is Dawn Hillyer, the new VP of Women of the ISRPA. I’m thrilled to have been chosen to take the reins. As most of you know, Linda Levan has retired

as the VP of IGWG. She built this group and did so many amazing things. We’re sad to see her step down, but excited to watch her next chapter in life evolve. Thank you, Linda, for everything you’ve done, we wish you the very best life has to offer… (and hope to see you on the range). Having said that, I’m so very excited to step in and try to fill Linda’s shoes – not an easy task I might add. I’ve been in the firearm industry for 4 ½ years as the Founder and CEO of HidingHilda, LLC., specializing in ways for women to conceal carry safely and fashionably. I lead the Fort Wayne Chapter of The Well-Armed Woman for three years prior to converting it to a private group that now meets three times a month at Freedom Firearms. HidingHilda has allowed me to travel all over Indiana bringing women’s products to gun shows, stores, and ranges, meeting and working with trainers, hunters, sport shooters, and most importantly women across the state interested in shooting. Whether for self-defense or sport, women shooting is on the rise. My goals are to bring these groups together, provide resources and information, and hold events, helping to build a strong Second Amendment community. My first project as VP was the Fashion & Firearms: The Concealed is Revealed fashion show held the weekend of NRA AM in April. It was an amazing event, held at the beautiful Indiana War Memorial. The fashion show featured a variety of CCW products for both men and women, some of the top names in the Second Amendment world from across the country, vendors, giveaways, and even a Shot Indicating Resetting Trigger- SIRT Range. It was a huge success, drawing positive publicity from as far away as the U.K! Look for the article elsewhere in this magazine, and on the ISRPA website. I can’t wait to do more events. New High Power Service Rifle Record

FORT BENNING, Ga. – U.S. Army Sgt. Benjamin Cleland set a new national record by shooting the first-ever, perfect score of 800-34 with a service rifle at the 2019 Charlie Smart Memorial Regional in Oak Ridge, Tennessee on June 2. The highest recorded 80-Shot Regional Course score prior to Cleland’s 800 was a 798 set by Gunnery Sergeant Julia L. Watson of the U.S. Marine Corps Reserve. Former USAMU Service Rifle Team veteran, Sgt. Sherri Gallagher, is known to have the ‘Service Record’ for shooting a score of 800. However, Gallagher’s record was shot with a match rifle. Service rifles are limited to M16s, M14s and M1 Garands with a 4.5x scope whereas a match rifle can be any caliber and size of scope. A small, but critical, factor in the record 800 Cleland shot on his service rifle. Coming in second place with an aggregate score of 794-31 was USAMU teammate, Fort Wayne, Indiana native Staff Sgt. Erin McNeil, who recently transferred over to the Service Rifle Team from the International Rifle Team. Close on her heels was another USAMU teammate, Sonora, California native Staff Sgt. David Bahten, with a 793-36.

2019 Scholastic Shooting Sports

Foundation All Scholastic Team The Scholastic Shooting Sports Foundation (SSSF) is proud to announce the 2018 SSSF. The All Scholastic Team recognizes student athletes involved in the Scholastic Clay Target Program (SCTP) and Scholastic Action Shooting Program (SASP) for their accomplishments in the classroom, in their communities and on the range. Through an application process, 2019 All Scholastic Team Members have proven academic excellence by posting 3.0 or better grade point averages, shooting excellent scores in recent competition (95% in trap or skeet, 85% in sporting clays, 88% in international or 75 seconds or less for SASP) and by demonstrating outstanding community involvement. Those recognized from Indiana are;

Justin Borowski - Columbus East High School - Grade 11. Qualifying Disciplines: Pistol and Rifle How the SCTP / SASP has helped me: It has helped me develop my skills in fire arm handling and safety. It has given me an appreciation of the process and rules on range safety. It has also helped me to manage my time well as I balance club and high school swimming, and robotics. I appreciate and respect the

Coaches and others who have taught me. It has given me clear goals on making myself better along with helping teammates who are new or inexperienced. Ethan Buck - Rossville High School – Grade 11. Qualifying Disciplines: Trap

How the SCTP / SASP has helped me: SCTP has helped me to develop as a leader, communicator, and a mentor. I enjoy working with my team to help each member feel confident in their shooting abilities and communicating with others in my high school on becoming a new member of our team. I had the honor of speaking at our local Friends of the NRA Banquet, about the benefits of SCTP and Cass Co. Clays accomplishments as a youth shooting team. With the amount of responsibility that comes with being in shooting sports, I have done my best to lead by example for others in my team and my school to look up to. SCTP gives youth so many opportunities to bring out the best qualities of each team member and I am proud to be involved in such a trusted organization.

Through the SCTP, I have met many friends and developed relationships with coaches and teammates. I have always strived to push myself to become a better person, and the SCTP has provided me with a new angle to better myself from. I enjoy the challenge presented by shooting clays. The opportunities provided by the Scholastic Clay Target Program are rich and bountiful. I have attempted to take advantage of the opportunities provided to me; through this, I have grown in responsibility and I have expanded my personality.

2019 SCTP Indiana State Sporting Clays, Skeet and Trap

VP The Scholastic Clay Target Program (SCTP), governed by the Scholastic Shooting Sports Foundation, provides kids from elementary grades through high school and college with the opportunity to participate in the fun and challenging sports of Trap, Skeet and Sporting Clays, as well as the Olympic disciplines of Bunker Trap, Trap Doubles and International Skeet. SSSF is the official feeder program to USA Shooting and a path to the U.S. Olympic Shooting Team. AIM—Academics, Integrity, Marksmanship- is the official youth program of the Amateur Trapshooting Association. For more information on AIM, visit aim4ata.com. For more information on SCTP, visit sssfonline.org. Indiana Gun Club, Fishers, was the host for the 2019 SCTP Indiana State Sporting Clays Shoot June 8. Mother Nature suspended the rain for a while so approximately 75 junior shooters had an opportunity to compete. It was a good day for all! New for 2019, the first combined

Scholastic Clay Target Program/Academics, Integrity,

Marksmanship State Championship the weekend of

June 29 (skeet) and 30 (trap) was hosted by St. Joe Valley Trap and

Skeet in St. Joe. 70 shooters representing 29 teams came out to compete on Saturday. 150 juniors

expected on Sunday. High school, college and club teams

and individual youth compete for awards from both organizations.

St. Joe Valley Trap and Skeet hosts some of the biggest shotgun events in the country, such as the Kolar Mid-America, and hosted

the Junior World last year. St. Joe Valley Trap and Skeet is an all-volunteer club and has been named

Top All-Volunteer club for a number of years. More information from SJV can be found
