INTRODUCTION:

Indian Overseas Bank, Lucknow Region intends to empanel Jewel Appraisers and invites

Applications from Jewel Appraisers from Goldsmith family having 5-10 years of experience

in assaying the weight, value and fineness of Gold in the ornaments studded with or

without stones. Indian Overseas Bank, a Nationalised Bank, with its branches spread across

the country is into Banking Business which includes extending Jewel loans to its customers

against pledge of Gold Ornaments. Empanelled Appraisers herein after termed as

“Appraiser” will be allotted to various branches in Lucknow Region consisting of eighteen

Districts of Uttar Pradesh namely Lucknow, Agra, Faizabad, Unnao, Bahraich, Barabanki,

Rae Bareli, Kanpur Nagar, Jhansi, Etah, Etawah, Farrukhabad, Fatehpur, Firozabad,

Kanpur, Hathras, Kheri and Sitapur for appraising Jewels to be pledged by customers.

Applications are invited from eligible candidates for being appointed as Jewel Appraisers

1.2 APPLICANT'S QUALIFICATION CRITERIA:

a) The applicants should be from Goldsmith family having 5-10 years of experience in

assaying the weight, value and fineness of Gold in the ornaments studded with or

without stones. (community Certificate to be enclosed)

b) The applicant should have preferably undergone necessary training for assaying

jewellery from any recognized organization and if so, copy of the certificate should be

enclosed with the application.

c) The applicant should be known locally for their work and should have good track

record. Applicants should produce at least TWO Testimonials from respectable persons

preferably known to the Bank in support of their family background, character,

conduct and experience as per Annexure –A provided in this RFP.

d) The applicant should not be a Minor and the Maximum age of the applicant should

not exceed 55 years of Age. Relevant Age Proof in the form of Birth certificate issued

by Department of Births & Death / SSC certificate/Aadhaar Card/PAN card /Driving

License to be enclosed.

e) The applicant is not allowed to appraise Jewels for Other Schedule Banks and should

give a self declaration to the effect as per Annexure-B. The applicant appraising

Jewels for other Rural & Semi-urban branches of Indian Overseas Bank cannot apply.

f) The applicant should be willing to serve and be present at the allotted branch during

office hours for assaying of Jewel ornaments. He should have the experience in

assaying the weight, value and fineness of Gold in the ornaments studded with or

without stones and should certify the gold ornaments to be financed by the bank. The

applicant should provide a self declaration for having the said condition in Annexure-

C.

g) The applicant finally selected by the bank and engaged by the bank for assaying of

Jewels will be purely on piece work basis and cannot claim employment in the Bank. A

self declaration to the effect is to be provided as per Annexure-D by the applicants.

1.3 SELECTION PROCESS AND SCOPE OF WORK

1.3.1: Selection Process:

a) The candidate will be called for an interview and after verification of his/her

antecedents / original documents.

b) An interview will be conducted by Bank’s panel, to judge the candidates acceptance

by the bank and if found successful, he /she will be empanelled by the Bank for

providing Jewel Appraiser services. Applicants who are empanelled will be allotted

one Branch for assaying the Gold Jewels to be pledged by the customers.

c) Bank reserves the right to shift the appraiser from one branch to another. At times the

appraiser may be required to assay jewels of more than one branch customers as per

the requirement of the bank and appraiser shall not resist from such requirements of

the bank.

d) Separate engagement letters will be sent directly to selected applicants. The

applicants are required to sign a duplicate copy of the engagement letter and submit

the same to the bank/branch concerned within 7 days of receipt of the same in

having accepted the terms and conditions of the engagement letter and terms

stated in this RFP.

1.3.2: Scope of Work:

e) The applicant will be allotted to one of the branches that require the services of the

Jewel Appraiser from amongst the branches listed herein above. If the appraiser is not

willing to appraise the jewels of the branch to which he/she is allotted, then the

empanelment request of the applicant will be summarily rejected and the caution

money (Rs. 500.00) forfeited.

f) The applicant is required to be present in the Branch premises during working hours or

at times directed by the branch management and do all such work connected with

Jewel Assaying and certification of genuineness and grading of the fineness of the

Jewels to be pledged by the customers.

g) Appraiser is engaged principally for doing the work which is ordinarily or customarily

done by “Jewel Appraiser” or upon the understanding that he is or may be engaged

of his own business or trade, provided that he shall be bound to attend to hours as

may from time to time be fixed or determined by the Bank and notified to him orally or

in writing and during such times or hours he shall devote all his attention to the work of

the Bank alone provided further that the Bank will not engage the Appraiser after the

business hours of the Bank.

h) Appraiser shall faithfully and diligently do or perform the work or duties from time to

time assigned to him at the allotted Branch and or at such other Branch or office of

the Bank as may be mutually agreed upon between the appraiser and the Bank and

shall in all respect, faithfully and diligently observe and obey all regulations, circulars,

rules orders , directions or Instructions in force in the Bank or from time to time issued by

the Bank or by any person or persons placed in authority over him in time to time

assigned or entrusted to him. In relation to his work as Jewel Appraiser, he may be

required and shall be bound to follow such procedure and to complete or fill such

forms or declarations as may from time to time be prescribed by the Bank.

1.3.3 Responsibility of the Appraiser:

a) Appraiser shall be responsible for certifying the weight, value and fineness of Gold in

the ornaments studded with or without stones, and the genuineness of all gold

jewellery assessed by him/her, which may be accepted by the Bank for pledge, on

the basis of his appraisal and hence shall be liable to make good on demand any loss

which the Bank may sustain in consequence of the erroneous or defective appraisal of

the pledged articles.

b) Appraiser shall be liable to make good to the Bank any loss or damage which shall or

may be caused to the Bank in consequence of any mistake, default, omission, neglect

or misconduct made or committed by him in the performance of his duties.

1.4: OTHER TERMS AND CONDITIONS:

1.4.1 Confidentiality clause:

Appraiser shall be bound to observe strict secrecy with regard to all affairs of the Bank, all

dealings and transactions of the Bank with other Banks or with its customers or others on all

matters pertaining thereto. Appraiser shall not either before or after his termination,

divulge or disclose any secret or confidential information entrusted to him or arising or

coming to his knowledge in the course of his work or duties or otherwise in or relating to

the business of the Bank or of the customers or others having business of dealings with the

Bank.

1.4.3: Security Deposit:

Selected candidates has to deposit Rs.25000/- as Security Deposit, which will be

retained by Bank till his services are terminated. Bank will mark lien on this security

deposit and no loan against the same will be eligible. This Security Deposit duly

discharged by the Appraiser will be kept in Bank’s safe custody.

1.4.3: COMMISSION:

a) Appraiser shall not be paid any wages and shall be paid commission for assaying

of Jewels on per loan amount basis, as per Bank’s approved service charges rate

and the same shall be credited directly to the appraiser’s account with the branch

concerned, on a daily basis. No other allowances would be paid. The appraiser

shall thus be paid for the assaying services on per Loan amount basis and the

appraiser shall at no point of time claim any employment / wages. Details of

service charges payable currently is as per Annexure- E

1.4.4: ACCEPTANCE OF ALLOTMENT:

Separate engagement letters will be sent directly to selected applicants. The

applicants are required to sign a duplicate copy of the engagement letter and

submit the same to the bank/branch concerned within 7 days of receipt of the

same in having accepted the terms and conditions of the engagement letter and

terms stated in this RFP.

1.4.5: Termination of Engagement Order:

a) The Engagement order shall be reviewed annually or at periodicities required by

the bank, and shall remain in force till the services of the Appraiser are terminated

by the bank. Bank reserves the right to cancel the engagement order by giving

one month’s notice in writing. However Provided always that if the Appraiser shall

be guilty of negligence or gross carelessness in the performance of his duties or of

fraud, dishonesty or gross misconduct or if there shall be a breach of trust with the

Bank, it shall be lawful for the Bank to put an end to his services forthwith by giving

him a written notice of its intention to determine it forthwith, whose decision shall

be final and binding on the Appraiser.

b) The appraiser can also express his/her unwillingness to continue with the

engagement and in such case he/she needs to serve a three month Notice to the

bank for its acceptance, before which the engagement can be terminated.

1.5 AMENDMENTS TO RFP TERMS AND CONDITIONS:

Banks reserves its right to issue any amendments to the terms and conditions, at any

time prior to the deadline for opening of the applications. Such amendments to RFP

shall be webcasted through Bank’s official website.

1.6 BANK’S RIGHT TO ACCEPT OR REJECT ANY OR ALL APPLICATIONS:

Notwithstanding anything contained in any of the clauses, Bank hereby reserves its

right to accept or reject any or all applications.
