    PrimeMinistersAddressatthe66thSessionoftheGeneralAssembbly AddressingthesixtysixthsessionoftheUnitedNationsGeneralAssembly,inNewYorkCityonSeptember24,PrimeMinisterDr.ManmohanSinghsaidthattheworldneededtoembracetheprinciplesof

    internationalismandmultilateralism,theaxiomsonwhichtheUnitedNationswasformed,tofacethechallengesthattheworldwasfacingtoday.HefurtheroutlinedtheneedtorenewpeoplesfaithinthecharterandobjectivesoftheUnitedNations,addingthatIndiastoodreadytoplayitspartinthatendeavor.FollowingisthetextofthePrimeMinistersaddressontheoccasion:PleaseAllowmeattheoutsettocongratulateyou,Mr.President,onassumingthePresidencyoftheGeneralAssembly.IwishtoassureyouofIndiasfullcooperationintheconductofthesixtysixthsessionoftheAssembly.Itisalsomygreatpleasuretowelcomeinourmidst

    thenewStateofSouthSudan.WemeetatthissessionoftheUnitedNationsGeneralAssemblyatatimeofgreatuncertaintyandprofoundchange.Tillafewyearsagotheworldhadtakenforgrantedthebenefitsofglobalizationandglobalinterdependence.Todaywearebeingcalledupontocopewiththenegativedimensionsofthoseveryphenomena.Economic,socialandpoliticaleventsindifferentpartsoftheworldhavecoalescedtogetherandtheiradverseimpactisnowbeingfeltacrosscountriesandcontinents.Theworldeconomyisintrouble.Theshootsofrecoverywhichwerevisibleaftertheeconomicandfinancialcrisisof2008haveyettoblossom.Inmanyrespectsthecrisishasdeepenedevenfurther.ThetraditionalenginesoftheglobaleconomycountriessuchastheUnitedStates,EuropeandJapan,whicharealsothesourcesofglobaleconomicandfinancialstability,aretodayfacedwithcontinuedeconomicslowdown.Recessionarytrendsinthesecountriesareaffectingconfidenceinworldfinancialandcapitalmarkets.Thesedevelopmentsareboundtohaveanegativeimpactondevelopingcountrieswhichalsohavetobeartheadditionalburdenofinflationarypressures.Decliningglobaldemandandavailabilityofcapital,increasingbarrierstofreetradeandmountingdebtposeathreattotheinternationalmonetaryandfinancialsystem.QuestionsarebeingaskedabouttheefficacyoftheBrettonWoodsinstitutions.TherehasbeenunprecedentedsocialandpoliticalupheavalinWestAsia,theGulfandNorthAfrica.Peopleoftheseregionsaredemandingtherighttoshapetheirownfuture.Energyandfoodpricesareonceagainspiralingandintroducingfreshinstability,especiallyfordevelopingcountries. ThePalestinianquestionstillremainsunresolvedandasourceofgreatinstabilityandviolence.IndiaissteadfastinitssupportforthePalestinianpeople`sstruggleforasovereign,independent,viableandunitedstateofPalestinewithEastJerusalemasitscapital,livingwithinsecureandrecognizableborderssidebysideandatpeacewithIsrael.WelookforwardtowelcomingPalestineasanequalmemberoftheUnitedNations.Terrorismcontinuestorearitsuglyheadandtakeagrievoustollofinnocentlives.Newthreatstointernationalsecurityhaveemerged.Atatimewhentheworldneedsmoreinternationalcommerce,thesealanesofcommunicationacrosstheIndianOceanareunderasiege.Actsofpiracyarebeingcarriedoutwithimpunityfromlandsthatarebeyondthewritofanyfunctioningstateorinternationalaccountability.Iniquitousgrowth,inadequatejobandeducationopportunitiesanddenialofbasichumanfreedomsareleadingtogrowingradicalizationoftheyouth,intoleranceandextremism.Wehavenochoicebuttomeetthesechallengesheadon.Wewillsucceedifweadoptacooperativeratherthanaconfrontationistapproach.WewillsucceedifweembraceonceagaintheprinciplesonwhichtheUnitedNationswasfoundedtheprinciplesofinternationalismandmultilateralism.Moreimportantly,wewillsucceedifoureffortshavelegitimacyandarepursuednotjustwithintheframeworkoflawbutalsothespiritofthelaw.Theobservanceoftheruleoflawisasimportantininternationalaffairsasitiswithincountries.Societiescannotbereorderedfromoutsidethroughmilitaryforce.Peopleinallcountrieshavetherighttochoosetheirowndestinyanddecidetheirownfuture.Theinternationalcommunityhasaroletoplayinassistingintheprocessesoftransitionandinstitutionbuilding,buttheideathatprescriptionshavetobeimposedfromoutsideisfraughtwithgravedanger.ActionstakenundertheauthorityoftheUnitedNationsmustrespecttheunity,territorialintegrity,sovereigntyandindependenceofindividualstates.Correspondingly,governmentsaredutyboundtotheircitizenstocreateconditionsthatenablethemtofreelydeterminetheirpathwaystodevelopment.Thisistheessenceofdemocracyandfundamentalhumanfreedoms.Therearemanyotherthingsthatwecanandwemustdo.Wemustaddresstheissueofthedeficitinglobalgovernance.

    WeneedastrongerandmoreeffectiveUnitedNations.WeneedaUnitedNationsthatissensitivetotheaspirationsofeveryonerichorpoor,bigorsmall.ForthistheUnitedNationsanditsprincipalorgans,theGeneralAssemblyandtheSecurityCouncil,mustberevitalizedandreformed.ThereformandexpansionoftheSecurityCouncilareessentialifitistoreflectcontemporaryreality.SuchanoutcomewillenhancetheCouncilscredibilityandeffectivenessindealingwithglobalchallenges.EarlyreformoftheSecurityCouncilmustbepursuedwithrenewedvigourandurgentlyenacted.Weshouldnotallowtheglobaleconomicslowdowntobecomeatriggerforbuildingwallsaroundourselvesthroughrecoursetoprotectionismorerectingbarrierstomovementofpeople,servicesandcapital.Effectivewaysandmeansmustbedeployedtopromotecoordinationofmacroeconomicpoliciesofmajoreconomies.Thereformofgovernancesystemsofinternationalfinancialinstitutionsoughttobepursuedwithspeedandefficiency.ThedevelopmentagendamustbebroughtfirmlybacktothecentrestageoftheUnitedNations`priorities.Weneedamuchmoredeterminedefforttoensurebalanced,inclusiveandsustainabledevelopmentforthebenefitofvastsectionsofhumanity.Eachofuscancontributetothistask,butwecanachievefarmoreifweactinpartnership.InthelastfewdecadesIndiahasliftedtensofmillionsofitspeopleoutofabjectpoverty.Weareinapositiontofeedourpopulationbetter,toeducateourpeoplebetterandtowidentheireconomicchoices.Butwestillhaveaverylongwaytogo.WewishtoacceleratethepaceofIndiastransformationinpartnershipwiththeinternationalcommunity.AfastgrowingIndiacanexpandtheboundariesfortheglobaleconomy.Ademocratic,pluralandsecularIndiacancontributetotoleranceandpeacefulcoexistenceamongnationsoftheworld.Developingcountriesneedinvestment,technologyandmarketaccessfortheirproducts.Theyneedassistanceintheareasofeducation,health,womensempowermentandthedevelopmentoftheiragriculture.Duringtherecentlyheld4thUnitedNationsLeastDevelopedCountriesConference,IndiahasstrengtheneditspartnershipwiththeLDCsthroughsignificantlyenhancedlinesofcreditandassistanceincapacitybuilding.WehavetopayparticularattentiontoAfrica.Africasrichestresourcesarenotitsmineralsbutitspeople.Wehavetoempowerthemandopenthedoorsforthemtohumanadvancesinscienceandtechnology,educationandskilldevelopment.AtthesecondIndiaAfricaForumSummitinAddisAbabaearlierthisyearIndiaofferedlinesofcreditworthfivebillionUSdollarsandanadditional700millionUSdollarsgrantassistanceforhumanresourcedevelopment,transferoftechnologyandbuildingnewinstitutions.TheUnitedNationsshouldleadeffortsintheareaoffoodsecurity.Weneedmorecooperationinagriculturaltechnologies,inwaterconservation,inlandusageandproductivityandstabilityincommodityprices.Developingcountriesneedapeacefulexternalenvironmenttogrow.Thefightagainstterrorismmustbeunrelenting.Therecannotbeselectiveapproachesindealingwithterroristgroupsortheinfrastructureofterrorism.Terrorismhastobefoughtacrossallfronts.InSouthAsiathereareencouragingsignsofcooperationintheareaofsecurity,asexemplifiedinIndiasgrowingcooperationwithBangladesh.Suchcooperationisaddingtothesecurityofbothourcountries.TherecentassassinationofProfessorBurhanuddinRabbaniinKabulisachillingreminderofthedesignsoftheenemiesofpeaceinAfghanistan.ItisessentialthattheprocessofnationbuildingandreconciliationinAfghanistansucceeds.Thisisvitalforensuringpeaceandstabilityintheregionasawhole.IndiawillplayitspartinhelpingthepeopleofAfghanistantobuildabetterfutureforthemselves,justaswearedoinginothercountriesinSouthAsia.Wewilldosobecausewebelieveprosperityandstabilityinourregionareindivisible.Wewishtoseeanopen,inclusiveandtransparentarchitectureofregionalcooperationintheAsiaPacificregionandpeacefulsettlementofdisputes.IcallupontheUnitedNationstoevolveacomprehensiveandeffectiveresponsetotheproblemofpiracyintheRedSeaandoffthecoastofSomalia.AsalittoralstateoftheIndianOcean,Indiaisreadytoworkwithothercountriesinthisregard.Simultaneously,theinternationalcommunityshouldcontinuewitheffortstorestorestabilityinSomalia.WehavejoinedinternationaleffortstoprovidehumanitarianassistancetothecountriesafflictedwithseverefamineanddroughtintheHornofAfrica,specificallySomalia,KenyaandDjibouti.Nuclearproliferationcontinuestoremainathreattoglobalsecurity.TheActionPlanputforwardbyPrimeMinisterRajivGandhiforaNuclearWeaponFreeandNonViolentWorldprovideseventodayaconcreteroadmapforachievingnucleardisarmamentinatimebound,universal,nondiscriminatory,phasedandverifiablemanner.IcommendtheUnitedNationsforitseffortsinfocusingworldattentiononnuclearsafety.Ourplansforutilizingnuclearpowertomeetourenergyneedshingeuponfullsatisfactionaboutthesafetyofnuclearenergy.Wehaveundertakenathoroughreviewofthesafetyofournuclearplants.WesupportinternationaleffortsundertheaegisoftheInternationalAtomicEnergyAgencytoenhancelevelsofsafetyandsecurity.TheperspectivesthatIhaveoutlinedtothisaugustassemblyaretheonesthathaveguidedouractionsintheSecurityCouncilsinceIndiabecameanonpermanentmemberoftheCouncilinJanuarythisyear.Therearestillmillionsofpeoplelivinginpovertyacrosstheworld.Theirplighthasworsened,fornofaultoftheirs,duetotheglobaleconomicandfinancialcrisisofrecentyears.Theactionsofgovernmentsaroundtheworldarethereforeunderclosescrutiny.ItisvitallyimportantthatthroughouractionsanddeedswerenewTHEpeoplesfaithinthecharterandobjectivesoftheUnitedNations.Iamconfidentwecandothisthroughactsofstatesmanship,foresightandcollectiveefforts.Indiastandsreadytoplayitspartinthisnobleendeavour.

    India'sFormulaOneDebutahugesuccessIBEF:NewDelhi:IndiahasmadeagrandentryintotheworldofFormulaOne.Itsdebuthasbeenhighlysuccessfulonaccountoffactorssuchasanexcellentracingfacility,warmthinhospitality,andahugecrowdofpassionatefans.F1supremoBernieEcclestonesaidthat,"Indiadeliveredonallcounts".TheracersleftIndiawithmemoriestocherishanddesiretoreturn.AdministratorslaudedtheorganisersJaypeeGroupforcreatingasupercircuitwithachallengingracingtrack.SebastianVettel,theproudwinneroftherace,said,"It'soneofthecircuitswhichdefinitelygetsabigtick.I'mlookingforwardtocomingback.TheIndianpeoplehavewelcomedus.I'veneverseensomanypeoplesmilingbefore.Thecrowdhavebeenwonderful.There'sprettygoodadvertisingforthisplaceandIthinkthewordisgoingtogetout."Ferrari'sFernandoAlonso,whostoodthirdbehindMcLaren'sJensonButton,gaveIndiaaratingofnineonascaleof10.

    Focus:Pharmaceuticals

    Indiapresentsvastopportunitiesforpharmaceuticalcompanies,accordingtoastudybyE&Y.Thestudystatesthat"By2015,fouroftheemergingmarketsareexpectedtorankamongthetop10globalpharmaceuticalmarkets,withChinaandIndiaemergingasthelargestgainers."PharmaceuticalsmajorGlaxoSmithKline(GSK)hassetasideUS$12billiontosupportitsexpansionplansinIndia.Thecompany'sglobalCEOAndrewWittysaidthat"Wecanaffordadealworth$12billionintheIndianpharmaceuticalspace.However,wearenotinahurrytocloseadealatahighervaluation."Significantly,anotherglobalpharmaceuticalsmajor,SanofiAventisGroup,issettingupitslargestvaccinemakingfacilityinHyderabad.Theplant,whichislikelytobeoperationalin2012,ispartofSanofi'sstrategytorealise40percentofitssalesfromemergingmarketsby2015.Further,BritishconsumergoodsmajorReckittBenckiserisconvertingitsacquiredBaddiplantinHimachalPradeshintoaglobalhubformanufacturingoverthecounter(OTC)pharmaceuticalproducts.ThefacilitywillexportReckittbrandsaswellasdomesticParasbrandssuchasMoov,D'Cold,Krack,ItchGuardandDermicool.     InfrastructureinIndiaTheIndexofeightcoreindustriescrudeoil,petroleumrefineryproducts,coal,electricity,cement,steel,fertilizersandnaturalgashavingacombinedweightof37.90percentintheIndexofIndustrialProduction(IIP)withbase200405stoodat143.22inJuly2011and registered a growth of 7.8 per cent compared to 5.7 per cent registered in July 2010, according to data released by theUnionMinistryofCommerceandIndustry.Theinfrastructuresectoraccountsfor26.7percentofIndia'sindustrialoutput.ThePlanningCommissionhasprojectedthat investmentin infrastructurewouldalmostdoubleatUS$1,025billioninthe12thPlan,compared toUS$514billion in the11thPlan.Of theUS$1,025billion, 50per cent is expected to come fromprivate sector,whoseinvestmenthasbeen36percentinthe11thPlan.AccordingtoinvestmentbankingcompanyGoldmanSachs,India'sinfrastructuresectorwillrequireUS$1.7trillioninvestmentinthenext 10years.With a view to streamlining and simplifying the appraisal and approval process for public private partnership (PPP)projects, a Public Private Partnership Appraisal Committee (PPPAC) has been constituted under the chairmanship of Secretary,DepartmentofEconomicAffairsandSecretariesofPlanningCommission,DepartmentofExpenditure,DepartmentofLegalAffairsandthe concerned Administrative Department as its members. The project proposals are appraised by the Planning Commission andapprovedbythePPPAC.

    InvestmentPolicyUpdates

    FDI up to 100 per cent under the automatic route is permitted in exploration activities of oil and natural gas fields, infrastructurerelatedtomarketingofpetroleumproducts,actualtradingandmarketingofpetroleumproducts,petroleumproductpipelines,naturalgas/LNG pipelines,market study and formulation and Petroleum refining in the private sector.     ReinventingMobilityTheAutomotiveIndustryinIndiaIndia has come a long way from the days when the

    automotiveindustryinIndiawascharacterizedbylimitedchoice,oldtechnology,obsoletedesignsandendlesswaitingperiodtobeaproudowner of a vehicle. In sharp contrast, today, India is the seventhlargest vehicle manufacturer, the second largest two wheelermanufacturerand the fifth largest commercial vehiclemanufacturerin the world. The Indian auto industry today churns out a largenumber of newmodel and variant launches every year and exportsalmost 12% of the vehicles produced by it to themost competitiveautomarketsglobally.Eventhebravestanalystcouldnothavetakentheriskofmakingsuchaboldforecastnotsofarbackintime. Thepasttenyearshavewitnessedasixfoldincreaseintheauto industry turnover and the automotive exports have grown byalmost twenty times. As a result, the automotive industry todaycontributes 22% to the manufacturing GDP and 21% of the totalexcisecollectioninthecountry. In201011,thetotalturnoverand

    export of the Automotive Industry in India reached new pinnacle of US $ 73 billion and US $ 11 billion respectively with thecumulativeannouncedinvestmentsreachingUS$30billion.ThissectortrulyrepresentsashiningexampleofaneffectiveIndustryGovernmentcollaborationandthekindofresultsthatcanbeachievedinarelativelyshortspanoftimewiththerightkindofsupportfromtheGovernment,combinedwiththeentrepreneurialskillsandmanagerialtalentthattheIndianIndustryhastooffer.Althoughthereseemstobeabitofaslowdownofgrowthoftheautoindustryintherecentpast,thisisjusttransientandnowtheindustryisfullybackontrackforachievingtheAutoMissionPlantargetsfor2016,whichwereunveiledbythePrimeMinisterin2007. Thegrowthofthetransportationsectoralsobringswithitthechallengesassociatedwithrapiddepletionandtherisingcostoffossil fuels, the impact of vehicles on the environment and climate change. These are areas of grave concern not only to theGovernmentsaroundtheworldbutalsotoindustryexpertsandautomobileleadersalike. Inordertobringaboutaparadigmshiftintransportation,thereinventionwillneedtohappenfromtheindividualfirmleveltothe industry levelasawholedulysupportedby theGovernment. Each individualorganizationwillneed tocontinuouslystrive tooffer completely new products and solutions. However, inertia and resistance to change, especiallywhen times are good, is thegravestthreatasnothingstopsanorganizationfasterthanpeoplewhobelievethatthewayyouworkedyesterdayisthebestwaytowork tomorrow. The Indian automobile industry will need to pay greater focus on R&D and invest more for sustainabletransportationthroughdevelopingoracquiringnewer&bettertechnologies. Thiswill includetheintroductionofalternatedrivesand fuels, especially electricmobility, to lessen the dependence of fossil fuels and also tomitigate the impact of vehicles on theenvironmentandclimatechange. Inordertohelpthe industrymeetthesechallenges, thegovernmentwillcontinuetoplayakeyfacilitativeandsupportiverole. Inthisregard,therequiredenablingmechanismsformeetingthesefuturechallengesarebeingsetup.Inthisregard,twoverysignificantinitiativesfortheautomotivesectorarebeingpresentlyundertakenbytheGovernment.Forspurringgreateradoptionofelectric mobility andmanufacture of electric vehicles, including full range of hybrid vehicles, the Government has approved theNationalMissionforElectricMobility.Inordertotakethiskeyinitiativeahead,theNationalCouncilforElectricMobility(NCEM),withtheUnionMinistersofallstakeholderMinistriesandleadersfromtheIndustry,academiaandresearchinstitutesasmembershasalreadybeensetup. Inaddition,theNationalBoardforElectricMobility(NBEM),whichwillassisttheNationalCouncil, withsecretariesofthestakeholderministries,industryandacademiaasitsmembers,hasalsobeencreated.Thisstructurewillbringonacommonplatformallthekeystakeholders,therebyhelpingachievegreatersynergy,settingcommonpriorities,vision,objectivesandalsoleadingtohighlevelownershipforthiskeyfutureinitiative.TheBoardhasalreadymetonceandislikelytomeetagainsoontofinalizetheirrecommendationsforsettingtheNationalMissiontargetsfor2020andthevariousinterventions,investments,policies,programmes,subsidies,incentivesandprojectsthatwillberequiredinthisregard. GloballyitisseenthatGovernmentshavetoplayakeycatalyticroleinspurringresearchanddevelopmentforcreationandadoptionofnewertechnologies.EffortmadegloballyforR&Dintheareaofelectricmobilityisonesuchclearexample.Therefore,oneofthemostimportantobjectivesbeforetheGovernmenttodayistofacilitatecollaborativeR&Dinitiativesbybringingtogetherthe industry, research institutes and the academia. The Government of India,with the continued and unflinching support of thePlanning Commission, is in advance stages ofmaking available state of the art automotive R&D facilities through the flag shipNATRIPproject.Inordertoleverageandmaximizethebenefitsfromthehugeinvestmentsmadeinsettingupofthesefacilities;itis essential that proper structure is created not only for monitoring & coordinating the synergistic functioning of the variousautomotivetestingcentrescreatedandupgradedthroughNATRIPbutalsotoensurethatthesefacilitiesareavailablefortheindustryfortheirdevelopmentalneeds.Forthispurpose,theGovernmentisintheadvancedstagesofcreatingtheNationalAutomotiveBoard(NAB). TheNABwill alsobe the catalyst thatwill spur collaborative automotiveR&Dactivities by bringing together and cratingconsortiainvolvingtheacademia,industry,governmentautomotivetestingcentresandotherresearchanddevelopmentfacilitiesinIndiaandabroadforvariousprojects. TheNABwill be a single umbrella agency, comprising technical& domain experts and having representation from all keystakeholders.Itisenvisagedtobetherepositoryofknowledge,dataanddomainexpertiserelatingtotheautomotivesectorandwillalsohelp,aidandadvisethevariousgovernmentdepartmentsinformulatingtheirstrategies,futurepoliciesandregulationsfortheautoIndustry.ThisagencywillplayakeyroleinthetransformationoftheIndianautomotivesector.
