MANUAL OF SPORTS & YOUTH SERVICES DEPARTMENT INRELATION TO RIGHT TO INFORMATION ACT, 2005.

Chapter - 1

Introduction : An Act to provide for setting out the practical regime ofRight to Information for citizens to secure access to information under the control of publicauthorities in order to promote transparency and accountability in the working of everypublic authority, the constitution of a Central Information Commission and State Informa-tion Commission to act as the ultimate authority under the act and for monitoring imple-mentation of the provision of the Act and for matters connected therewith of incidentalthereto. The provisions of the Act came into force from 15th June 2005.

Chapter - 2 (Manual-1)

Particulars of organisation, Function and Duties : The Administrative De-partment is headed by the Secretary to the Govt. of Mizoram ( Allocation of Business)Rules 1987. The Secretary is further accountable to the Hon’ble Minister incharge of Sports& Youth Services Department. The main functions and duties of the Department is to ex-ecute various sports policies of the Govt. and to conduct the business of the Govt. as per theRules and Regulations. Hierarchy of the Administrative Department of Sports & YouthServices is shown below :-

A. Directorate of Sports & Youth Services : It is headed by Director and itsOfficers comprising of Joint Director, 2 Deputy Directors, Chief Coach, Superintendentand Youth Welfare Officer. Main functions are :-

(a) Sports & Coaching Wing : Mainly deals with all matters relating toSports, like imparting coaching of different sports disciplines and participation in Nationallevel, looking after Sports Hostel at Thenzawl and Sports Coaching Centre at LuangmualComplex, Organisation of Tournament, Sports Scholarships and players Incentive CashAwards etc.

(b) Scouts & Guides Wing : Scouts & Guides Wing mainly deals withsttudents of Primary to College level by giving them proper training for Scouts & Guidesadvancement so that the students may be able to compete within and outside the State forobtaining Rashtrapati Scouts & Guides. It also organised Teachers training from Basic toAdvance Course so that they may apply the principles of Scouting and Guiding to the stu-dents.

(c) Adventure Wing : Mainly deals with Adventure Sports on land, likeMountaineering, Trekking, Caving Exploration & Expedition, Sports Climbing etc. On water- like Canoeing, Kakaying, Rafting, Watermanship etc. On Air - like Parasailing, Glidingetc. and so on.

(d) District Sports & Youth Offices - Lunglei, Kolasib, Champhai :The Department is having three District establishment at Lunglei, Kolasib and Champhai tocater the needs of these three Districts in regards to the problem of Youth & Sports, accord-ingly District Sports & Youth Office, Lunglei was opened on 15.12.1989, District Sports &Youth Office, Champhai on 18.4.2000 and District Sports & Youth Office, Kolasib on27.4.2002 respectively.

The followings are designated as Assistance State P.I.O in their re-spective Districts :-

1) Pu J.Ropianga Chinzah - District Sports & Youth Officer,Lunglei as Assistant State PublicInformation Officer.

2) Pu R.Lalhluna - Dist.Sports & Youth Officer,Kolasib as Assistant State PublicInformation Officer.

3) Pu Thankhuma - Dist.Sports & Youth Officer,Champhai as Assistant State PublicInformation Officer.

B. Mizoram State Sports Council : For the promotion of Sports in the State,the Mizoram State Sports Council was formed in 1976. It comprises of the following :-

2) Vice President - Elected3) Secretary - Appointed by Government.4) Joint Secretary - Elected5) Fin. Secretary - Appointed by Government.

The Mizoram State Sports Council mainly deals with the State Level SportsAssociations- it looks after their welfare and promotions by giving financial Aids to them.It is also entrusted with the constructions of Sports Infrastructure like playgrounds, In-door Stadia etc. etc.

The Mizoram State Sports Council get its Financial Assistance from StateGovernment and C.S.S and from the N.E.C.

C. National Cadet Corp (NCC) : As per letter No.7763/NCC HQ/Plg/22497/D(GS-VI) dated 16th Nov., 2001, the Govt. of India Ministry of Defence ordered raisingof 1 Mizo Bn.NCC at Aizawl and commenced from 2002 onwards under the eagis of 20Mizoram Indep Coy., NCC, which is already established in 1964. At present Mizoram ishaving one Indep Coy., and one Mizo Batallion.

Col.I.S Matharu and Lt.Col. S.P Singh were posted in the later half of 2003as the first Commanding Officer and Administrative Officer of the Unit and was allotedmake shift Office in the building of Directorate of Sports & Youth Services, Khatla. TheUnit has 1800 Cadets enrolled. It also send a Football team in the Subroto Football Tour-nament 2005.

D. National Service Scheme (NSS) : To involve the students of + 2 Schoolsand Colleges in the Social and Voluntary works, the “ National Service Scheme” wasestablished and to achieve the NSS programme Administrative structure is envisages atState Level and as well as at Institutional Level.

(1) State Level : At the State Levelm there is a State NSS (Cell) headedby State Liaison Officer (SLO). The Govt. of India extends cent percentsfinancial assistance for establishing the State NSS (Cell), State L.O is appointed and the service can be extended upto 2 years.

(2) Institutional Level : An Institution is alloted NSS Units accordingto the strength of students. In every Institutions there are NSS ProgrammeOfficers to look after the NSS. Tenure of NSS Programme Officers are 3years which may be extended for another one year. Pockey Allowances @Rs. 400/- per month is admissible.

At present, the NSS Mizoram covered 53 Institutions and they have 23000volunteers.

Programme & Activities of NSS are :

a) Environment, enrichement and conservation.b) Health, Family Welafre & Nutritionc) Creating and awareness for improvement of the status of women.d) Social Servicee) Relief & Rehabilitation work during natural calamities.

Chapter-3 (Manual-2)

Powers and Duties of Officers and Employees : In the Administrative De-partment specific powers and duties are not allocated to each Officers and employees. How-ever, the Secretary being the Administrative Head of Department is the Chief Adviser to theMinister of Sportsa & Youth Services Department. Represents the Department in variousCommttees. Makes decision and issue instructions whenever necessary. Takes action forsuccessful implementation of various schemes by constituting Committees. Keeping welland fully informed of the work of the Department for making a just, as well as the rightdecision and for immediate disposal of urgent matters. Personally maintain inter Depart-mental endoresment of file. Think and Plan ahead for successful administration of the De-partment of Sports & Youth Services and he is assisted by Joint Secretary, Deputy Secretary,Under Secretary, Superintendent and Ministerial Staff.

The norms for discharge of its functions : All business of the Govt. istransacted as per provision of the Govt. of Mizoram ( Transaction of business Rules 1987).Since the Govt. of Mizoram does not have a separate Manual for Administration, the Cen-tral Civil Secretariat Manual has been followed in the Administrative Department.

Chapter - 4 (Manual-3)

Rules, Regulations, Instructions, Manual and Records for dischargingFunctions : The following Rules are used by Sports & Youth Services Department.

Therefore documents that are held by the Administrative Department or under itscontrol are mainly files (enclosed in Annexure -I)

Chapter - 5 (Manual-4)

Particulars of any arrangement that exists for consultation with or rep-resentation by the members of the public in relation to the formulation of its policy orimplementation thereof : No special arrangement is made. However, all officials of theDepartment are always accessible to members of the Public during Office hours.

A statement of the Boards, Councils, Committees and other bodies con-sisting of two or more persons constituted as its part or for the purpose of its advice,and as to whether meetings of those Boards, Councils, Committees and other bodiesare open to the public, or the minutes of such meetings are accessible for public :

1) Mizoram State Sports Council and2) Sports Incentive Schemes are constituted by the Department. Meet-

ings of these Boards, Councils, Committees are not open to the Public. The minutes of suchmeetings are also not accessible for the Public at present.
