ELL students with parent denials will receive a STAAR Progress Measure rather than an ELL Progress Measure and must meet Level II Phase in 1 performance.
ELL students year 2-4 who have exceeded the number of years in their ELL Progress Measure Expectation plan will receive a STAAR Progress Measure.
