Chapter I
Background and aims of the site visit
An external review in the framework of an institutional accreditation in the
Republican state enterprise on the right of operational management «Al-Farabi
Kazakh National University» was conducted from 24 to 26 February, 2014
according to the approved programme.
Main features of the University
15 January, 1934 is the date of official opening of the Kazakh State University
(KazSU), which was established on the basis of the Pedagogical Institute by the
Decree of the National Commissars of the USSR and Kazakh regional committee of
All-Union Communist Bolsheviks’ Party. With the independence of Kazakhstan in
1991 the main objective of the University became choosing a new path. As the main
vector of its development the KazSU defined a consistent advancement towards an
international system of education and a move to international standards of
specialists’ training. The status of the University changed substantially: in the first
year of the state’s sovereignty it received the name of the great philosopher Abu
Nasr ibn Al-Farabi.
On 9 January, 1993 by the special decree of the President of the Republic of
Kazakhstan «On the status of Al-Farabi Kazakh State University» the University
received the status of an autonomus state university and was renamed to Al-Farabi
Kazakh State National University.
Today Al-Farabi Kazakh National University (Al-Farabi KazNU) is a member
of such international organizations as Eurasian Association of Universities (EAU),
International Association of Universities (IAU), European Society for Engineering
Education (SEFI), International Association for the Exchange of Students for
Technical Experience (IAESTE), Consortium of the University of Shanghai
Cooperation Organization, Consortium of Network Open University of
Commonwealth of Independent States, Eurasia Pacific UNINET and IREG
Observatory. Also the University has signed the Magna Charta Universitatum.
Al-Farabi KazNU works on the questions of educational internationalization
and effectively cooperates with leading universities of the world. Today KazNU has
420 university-partners worldwide. From 2010 on the basis of the Memorandum on
French-Kazakhstan Partnership with the National Polytechnic University of
Lotharingia there are available joint programmes for Master’s and PhD students.
Successfully operate joint programmes of double diploma with Strasburg School
(France), Valencia Polytechnic University (Spain), Joint Institute for Nuclear
Research (Russia), Tomsk Polytechnic University (Russia). KazNU was the first
Kazakhstani higher education institution to introduce joint double diploma
programmes in the framework of the University of Shanghai Cooperation
Organization and the Network Open University of Commonwealth of Independent
States.

Training of specialists is conducted according to the perpetual state license for
educational activity АБ N 0137355 dated 3 February, 2010.
The University delivers 220 study programmes: 79 Bachelor’s, 80 Master’s and
61 PhD.
The University has 19492 students, including 10926 students with state grants.
There are 6500 students studying on a contract basis: 6024 full-time students, 476
part-time students, 569 distance learning students. There are 786 international
students in the University. 12376 students (63%) study in Kazakh language on a full-
time basis.
For the beginning of 2012-2013 academic year there were 1151 full-time
lecturers working in 14 Faculties and 62 Departments. The proportion of teaching
staff with scientific degrees is 63,3 %, including 331 Doctors of Sciences, 820
Candidates of Sciences, 89 members of the National Academy of Science and 7
foreign lecturers. The staffing level is 100%. 1462 members (80,4%) of the faculty
teach in Kazakh language. The faculty regularly undertakes qualification
development courses (233 lecturers for the reported period).
Al-Farabi KazNU has a modern scientific and innovative structure. In the
university effectively operate 8 state affiliated enterprises on the basis of the right of
operation control, 4 institutes and 22 scientific centers of Social sciences and
Humanities.
In 2012-2013 the largest library in Central Asia was opened in the university.
The general plan for building and development of the university was designed and
approved. In the near future it is planned to build the Center of Humanities and
Applied Sciences, Cluster of Engineering and High-Tech Technologies, House of
Young Scientists, a medicine center, a student service center, an indoor swimming
pool and new dormitories.
Al-Farabi KazNU has a large corporate information network covering all the
Faculties, structural divisions, an administrative building, the hotel and university
dormitories. The whole university territory has a wireless high speed network, which
satisfies the modern requirements and has high technical characteristics. In the
Strategic Plan of the University a priority development direction was defined as
entering the range of world leading research universities that train competitive
specialists for an innovative economy.

Chapter II
Report on the external review by the expert group
Introduction
In the course of the work the IQAA expert group was committed to the main
principles of conducting an institutional accreditation with the focus on quality
improvement in education, integrity, transparency and accessibility of information
for all participants of the process, objectivity and impartiality of review and keeping
confidentiality of information provided by the Al-Farabi KazNU.
The University’s institutional accreditation was conducted according to the
Standards and Criteria of the Institutional Accreditation of Higher Education
Institutions (Astana, 2013) and the Guidelines on Organization and Conducting a
Self-evaluation Procedure in Higher Education Institutions (Astana, 2013). Both
documents were developed by Independent Kazakh Agency for Quality Assurance
in Education (IQAA) in compliance with the Laws of the Republic of Kazakhstan
«On Education», «On Technical Regulations», based on the European Standards and
Guidelines (ESG) and an international practice on institutional accreditation and
audit in higher education, and taking into account the modern trends of higher
education development.
During the external review according to the programme there were conducted
the following activities: meeting with the first Vice-rector, interview with Vice-
rectors of the university (Vice-rector on academic and methodical work, Vice-rector
on social development, Vice-rector on economic and operating affairs), and
interview with a Chief Accountant of the university. Also there were hold meetings
with the head of Administrative Division and its staff, directors of other structural
divisions, heads of the units and services.
The expert group had interviews with the university’s employers, Bachelor,
Master’s and PhD students, graduates, Deans of the Faculties, Heads of Departments
and teaching staff.
The expert group also examined a material and technical base of the university,
the structure of university’s divisions, sport centers, dormitories, libraries, Faculties
and Departments.
The expert group members attended classes at their choice and acquainted with
the work of the Office Registrar in the Academic and Methodical Unit and in
Faculties.
KazNU is aimed at commercialization of scientific research findings. For this
reason was created a special center for commercial activity (a business incubator).
The expert group visited the Scientific Research Institute of Experimental and
Theoretical Physics, the Scientific Research Institute of Mathematics and
Mechanics, the Scientific Research Institute of Biological and Biotechnological
Problems, the Scientific Research Institute of Ecological Problems, the Center of
Physical and Chemical Research Methods and Analysis, the National

Nanotechnological Open Type Laboratory, the Scientific and Technological Park
and the Laboratory of Engineering Specialization.
Based on the findings, the expert group distinguishes a number of significant
achievements made by the University reviewed.
The university mission relates to the priorities of industrial and innovative
development of economy and a higher education system. By the target indicators the
mission complies with the main regulatory documents: the Address of the President
of the Republic of Kazakhstan to the people of Kazakhstan «Kazakhstan-2030:
Prosperity, Security and Ever Growing Welfare of All the Kazakhstanis» dated 10
October 1997, the Address of the President of the Republic of Kazakhstan «Socio-
Economic Modernization as the Main Vector of Development of Kazakhstan» dated
27 January 2012, the Decree of the President of the Republic of Kazakhstan «The
State Programme on Forced Industrial-Innovative Development of Kazakhstan for
2010 – 2014» dated 19 March 2010 №958, , the Decree of the President of the
Republic of Kazakhstan «Approving the State Programme on Education
Development of Kazakhstan for 2011 – 2020» dated 7 December 2010 №1118, the
Law of the Republic of Kazakhstan «On the State Support of the Industrial and
Innovative Activity» dated 9 January 2012 №534, the Resolution of the Government
of the Republic of Kazakhstan «Approving the Strategic Plan of the Ministry of
Education and Science of the Republic of Kazakhstan for 2011-2015» dated 19
January 2011 №160.
The University developed and approved «The Development Strategy of Al-
Farabi Kazakh National University until 2020», which had formulated the main aim
– formation of a modern research university capable of ensuring world level of
scientific research and scientific developments in hi-tech fields of economy and
social sphere with an effective integration of science, education and innovative
activity; formation of a new generation of specialists for knowledge-based economy,
who are capable of addressing the modern challenges.
In general, the organizational, functional and staff structure of the University
correspond to its mission, aims and objectives. The student self-governance
facilitates effective decision-making on improvement of the university’s activities.
The methods for assessing the faculty, staff and students’ satisfaction with the
governance system of the university are optimal and deserve noteworthy. Various
surveys, which assess the faculty and university administration by the students’
view, assist administration in decision-making.
There is noted a steady growth of almost all indicators of statistical data by the
number of students for the last 5 years (the growth of the total number of students
increased by 1,2%), the number of students with state grants increased by 1,4%, the
number of Master’s students increased by 50%.

Compliance with the standards of institutional accreditation
Standard 1 – Mission, Aims and Objectives
Evidence of compliance with the standard:
The University has a clear and specifically formulated mission in the context
of development priorities of the Republic of Kazakhstan in the field of industrial and
innovative development, social and economic modernization and the national
system of higher education.
Mission, aims and objectives correspond to the available resources and
possibilities of the University and to the market requirements, which is proved by:
- The adopted university system of administration and planning;
- The plan on realization of the University’s strategy until 2015, reviewed and
approved by the Supervisory Board of Al-Farabi KazNU (protocol №2 dated 14 May
2012) and adopted by the decision of the University Academic Board (protocol №7
dated 30 April 2012);
- The current structure of the university administration which is formed on the
basis of a cluster approach and is approved by the Academic Board (protocol №7
dated 27 June, 2011, http://www.kaznu.kz/ru/3318/page).
- The evaluation system of effectiveness of the University’s mission, aims and
objectives: the evaluation results on the implementation of the mission, achievement
of the aims and solving the tasks are reviewed and discussed on the meetings of the
Academic Board, the Board meetings of the Faculties, Departments and Structural
Divisions of the University.
- The internal mechanism of quality assurance in specialists’ training, which
includes the certified quality management system, developed on the basis of ISO
9001:2008 international standard requirements.
Realization of the set mission, strategic aims and objectives of the University
is ensured by the refill, renewal and modernization of the university resource base
through allocation and distribution of relevant financial resources on the main
activities: purchase of computer technique and laboratory equipment, repairs of
study buildings and dormitories, organization of traditional international
conferences, renewal of library fund, professional development of faculty, etc.
The University outlined four main strategic directions for achieving its mission,
aims and objectives, which are reflected in the perspective University Development
Plan for 2012-2015, in the working plans of the Faculties, Departments and
structural divisions of the University.
During the interview with administration, faculty and students it was found that
all of them are aware of the University’s mission, aims and objectives and many of
them directly participated in their development process.

Good practice:
The University’s mission is linked to the priorities of industrial and innovative
development of economy and higher education system. By target indicators the
mission corresponds to the main regulatory documents aimed at development of the
Republic of Kazakhstan, including the State Education Development Programme of
the Republic of Kazakhstan for 2011-2020 (approved by the Decree of the President
of the Republic of Kazakhstan dated 7 December, 2010 №1118).
The University has clearly defined its role in training specialists of a new
formation complying with the modern intellectual requirements and the
Development Strategy of the Republic of Kazakhstan.
The University’s activity is aimed at formation of a research university based
on a tight integration of science, education and business.
Development of the mission, aims and objectives of the Strategy took into
account the proposals from teaching staff and heads of structural divisions. Mission,
aims and objectives of the Strategy are formulated on the basis of analysis of
available resources and capabilities, including those of 14 Faculties, 62
Departments, 2000 persons of teaching staff, 20 scientific research institutes and
international scientific centers.
Recommendations:
To ensure wide awareness of academic and student community of the
University’s mission it is recommended to use active visualization (stands, banners,
newspapers, etc.)
Standard 2. Planning and Effectiveness
Evidence of compliance with the standard:
The University’s mission is linked to the strategic development plans in the
context of realization of strategic aims and objectives of the University, particularly
the Strategy Implementation Plan until 2015 (approved by the Academic Board,
protocol №7 dated 30 April 2012), Plan of the main activities for realization of the
Strategy «Kazakhstan-2050» (approved by the Academic Board, protocol №7 dated
14 January 2013).
The strategy of the University clearly defines its role in training competitive
specialists of relevant fields and the direction at forming a modern research
university based on a tight integration of science, education and business. The
University Development Strategy is available at

«Strategy realization plan» and «Plan of the main activities on realization of
the strategy «Kazakhstan-2050» are directed at ensuring high quality of education

and creation of conditions for the realization of the University’s vision – a modern
research university. The target reference points are expected scientific, innovative
and socially important results.
Al-Farabi KazNU has adopted the system «Result-oriented Administration», a
form of indicative planning with 132 indicators by 4 fields of activity: academic and
methodical work, development of scientific research and innovative activity, social
development, integration of the university into international scientific and
educational area.
The system of «Result-oriented Administration» includes a weekly monitoring
on the basis of reports from teaching staff and structural divisions by the indicative
plan.
The indicative plan of teaching staff might change during the whole academic
year depending on the priority directions of work.
Informing of the internal structural divisions is ensured by placement of
information on the special stands.
Good practice:
The University has approved documents «Plan on realization of the strategy of
Al-Farabi KazNU until 2015» and «Plan of the main activities on realization of the
strategy «Kazakhstan-2050».
There is a systematic discussion on the level of achievement of target
indicators.
Participation of the University’s administration, teaching staff and students in
the formation of priority directions of activity.
The strategy of Al-Farabi KazNU defines 4 priority directions, where the
University conducts active work. KazNU conducts a comprehensive monitoring of
realization of plans in academic and methodical, scientific and innovative, pastoral
and social work; monitoring of achieving aims in educational, scientific innovative
and pastoral programmes and projects; monitoring of effectiveness of these
programmes and projects.
Representatives of student organizations are also involved in monitoring of
teaching staff. Thus, during a year the information is updated on intranet system
«University». The data is submitted to the system by tutors, deputy heads of
departments, deputy deans, heads of student clubs and societies and heads of student
self-governance bodies. Control of conducting the work is also realized by request
and analysis of different reports on educational, scientific research and pastoral
work.
Recommendations:
1. It is necessary to review indicative planning of work of Social Sciences
and Humanities teaching staff, because they have to draw special attention and focus
all resources, including intellectual, on social and image-building work to achieve

the indicators and increase the ranking of their structural division to the disadvantage
of their active scientific research work.
2. The indicators of indicative planning should be simplified retaining the
most significant ones in order to change its direction – not only as monetary
motivation for teaching staff and employees, but also as an incentive for achieving
mission and strategic aims of the University and also for increasing creative
initiative.
3. It is necessary to work on the mechanism of involvement of all
academic structures (with the maximum participation of the teaching staff) to the
processes of discussion on the strategy of KazNU and decision-making. There is a
need to update the information on the University’s website because currently the
website contains outdated information.
Standard 3 – Administration and Management
Evidence of compliance with the standard:
The university management system is aimed at realization of its mission and
strategy. The university management is realized in accordance with the legislation
and regulatory documents of the Ministry of Education and Science of the Republic
of Kazakhstan and the University Statute (protocol №552 dated 4 June, 2012) on
principles of single authority and collegiality.
There should be noted a complex structural modernization of the university on
the basis of a cluster approach: departments were enlarged to maximize the use of
academic staff in the study process.
The management system is supported by sufficient and updated complex of the
regulatory documents: the University Statute, internal university rules, regulations
of structural divisions, Regulations on the work of the Academic Board of Al-Farabi
KazNU (dated 24 November, 2009), Regulations on the Rectorate of Al-Farabi
KazNU (dated 24 November, 2009), Regulations on the Faculty Academic Board
(dated 24 November, 2009) and other internal regulatory, planning and reporting
documents.
The University has a Corporate Portal (http://portal.kaznu.kz), which allows to
automate the information exchange process, facilitates the electronic documentation
by the main activities of the University and electronic document flow.
The Academic Board of the University and collegiate bodies of different levels
annually evaluate the work of the Academic Boards of the University, Faculties,
Departments, structural divisions and administration.
The system of feedback and informing the students, employers and
stakeholders is presented in effective forms: various forms of surveys, an
educational portal and an informational web site, complaints and suggestions boxes,
systematic Rector’s meetings with students and staff, Boards of Faculties, and
student self-governance bodies. There was created a permanent Working Group to
help the university administration promptly respond to complaints and requests of

the staff. The Working Group’s composition is approved by the Rector. There is a
document regulating its work.
The University has a developed staff rewarding system on the results of the
indicative plan. Also there is conducted a social support work.
There is noted a sufficient level of corporate spirit and culture in the University:
the employees of Al-Farabi KazNU strictly follow the norms of the Labour Code of
the Republic of Kazakhstan (dated 15 May, 2007 №251-III) and requirements of the
Code of Corporate Culture for teaching staff and employees of Al-Farabi KazNU
(28 March 2011, approved by the Academic Board).
Good practice:
The university system of consumer monitoring, which systematically conducts
surveys of faculty, university staff, employers and students, allows to accelerate and
smooth the processes of student social adaptation, to increase the staff’s level of
satisfaction with the conditions of their work, studies, living and leisure, to
effectively and promptly take the relevant management decisions and corrective
measures.
Active student self-governance, students’ address to the Student Senate, Rector
and Vice-Rector in reception days and hours, regular Rector’s meetings with
students, «Trust Mail» boxes allow students to participate in decision-making on
improvement of the University’s activities.
The regulatory documentation developed and enacted in the university allows
supporting effective university management.
The structural division employees’ qualification corresponds to the university
management objectives.
Conditions of a collective employment agreement are aimed at the realization
of objectives defined by the Strategy «Kazakhstan-2050», introduction of modern
methods and mechanisms of HR management, qualitative improvement of the
university system of corporate management, and orientation of study programmes at
training of competitive specialists.
Recommendations:
1. The university needs to develop a system of professional development
for its administrative staff to provide the university with qualified medium
managers.
2. It is recommended to develop a mechanism for improving interrelation
between teaching staff of the Departments and administrative structures in the main
decision-making processes that influence the University in general.
3. It is recommended to create a more visible main organization of
graduates with the aim to ensuring stable connection between graduates and Al-
Farabi KazNU (not only with its individual departments).

Standard 4 – Students
Evidence of compliance with the standard:
The University has the Student Guide for an academic year, where students can
find necessary information about the University, their Faculty, an academic
calendar, the study process in KazNU (rules of credit technology and a system of
knowledge control), the intranet system of the university, student life in KazNU,
information on university administration, a telephone book of university structural
divisions. The academic and methodical complexes of disciplines are provided in
the Internet.
A catalogue of elective disciplines by study programmes of the University is
available for students. Students may overview the content of every discipline and
build their own learning paths with the help of their adviser.
During the visit to the Faculty of Politology and Philosophy and the Faculty of
Oriental Studies the expert group examined catalogues of elective disciplines of
Bachelor, Master’s and PhD programmes. There is noted availability of the
catalogues for teaching staff and students.
The quality of knowledge is proved by the results of an external assessment of
graduates, conducted by the Ministry of Education and Science of the Republic of
Kazakhstan. In 2012-2013 academic year in this external assessment took part 1328
final year students (98,37% from the planned composition) from 12 study
programmes in three fields: 1) Education 2) Law 3) Social Sciences, Economics and
Business.
In the course of the interview with students there was noted a sufficient
provision of library resources and computer classes. The expert group wants to
distinguish the Faculty of Oriental Studies, which has literature and digital resources
in foreign languages from such countries as Iran, Turkey, Korea and Japan. The visit
to this Faculty shows availability of lynguaphone classrooms, computer classrooms
with interactive equipment, free access to Internet for students and teaching staff.
The University pays attention to social support of lower-income students,
orphans and students with disabilities. These groups of students are provided with a
monthly material support. For students infected with (or went through) tuberculosis
the university provides free meal coupons.
The university’s Center of Career and Business provides assistance in
employment and annually organizes a Career Fair with invitation of different
companies and employers. On average 79% of graduates find their employment
placements.
To this date in the University operate about 200 student societies which involve
more than 50% of students. These are clubs of patriotic, professional and scientific
directions, art clubs, sport sections, leadership schools, social and educational clubs.
Through the Сenters of sociological and political research, Сenter on study of the
youth criminality problems, the Scientific research center of Ethno pedagogics and
Ethno psychology named after T.Tazhibayev there are realized important social

projects in cooperation with Kazakh Film and the Department on Youth Policy under
the Almaty Mayor’s Office.
On the basis of the visit to the dormitories and an interview with students living
there the expert group noted insufficient provision of places for student
accommodation. The household rooms do not have special equipment for cooking:
ovens, draft cupboards and specialized cooking tables. That is why students have to
cook in their living rooms. There is no special room for drying the clothes after
washing. The study rooms of the student dormitories do not have proper equipment.
Not all of the university dormitories have a Wi-Fi access.
Good practice:
Top students have a possibility to graduate with two diplomas.
The University actively develops a system of patriotic, mental and moral traits
of students, which is the real fact of the mission’s realization.
The system of assessing connections with employers and graduates is closely
linked to the principles of study programmes’ realization and is based on constant
renewal of material and technical base and on graduates’ employment.
The social work implemented in the University allows to cover not only
socially vulnerable groups of students, but also those students actively participating
in scientific work, sports, art, student construction teams (one of the rewarding
measures is student personalized scholarships).
The Center of Career and Business pays considerable attention to and ensures
the quality of internships, organization of introductory, study, professional and
industrial, research internships, which all together provide continuous practical
training for the future professional activity.
The University conducts active promotion of national values, traditions of
Kazakh nation, seriously works on formation of civil and patriotic traits trough the
organization of thematical conferences, seminars, round tables and discussions.
Recommendations:
1. The interview with Master’s, Doctoral students and graduates of the
University showed that postgraduate study programmes are generally followed by
Bachelor graduates of this University. This fact may negatively affect the
development dynamics. Therefore, to diversify the number of postgraduate students
it is recommended to conduct work for involvement graduates from other
universities of Kazakhstan and foreign countries.
2. The University is suggested to motivate its undergraduate and
postgraduate students and graduates for internal academic mobility and their
employment in other universities.
3. It is recommended to activate cooperation of the Center of Career and
Business with the Alumni Association in the fields of employment of graduates,

organization of internships, involvement of employers from real sector of economics
into the development of practice-oriented disciplines of curriculum.
4. The University is suggested to improve the household conditions of
student dormitories (providing washing machines in laundry rooms, specialized
technological equipment for cooking – ovens, special tables in kitchens, equipment
for ironing and drying rooms, and facilities for leisure and study rooms).
Standard 5 – Study Programmes and Their Effectiveness
Evidence of compliance with the standard:
All study programmes delivered by the University comply with its mission.
The expert group underlines that Al-Farabi KazNU is a fundamental university
for development of the Republican exemplar curricula of 144 undegraduate and
postgraduate study programmes of humanitarian, social, natural and technical
directions.
Study programmes developed in the University include a cycle of all mandatory
disciplines in accordance with the State Obligatory Standard of Education and are
composed on the basis of module system principles. The selection of elective courses
is defined by requirements of economics, scientific and technical development,
because in the development of these courses actively participate employers, which
was proved during the interview with them.
The academic and methodical complexes and syllabuses are designed in
accordance with the State Obligatory Standard of Education 5.03.007-2006 «Study
Professional Programmes» and include classical basic and author’s materials
reflecting modern science development. According to the documents presented by
the Department on Academic Affairs there are 8061 academic and methodical
complexes developed for 2013-2014 academic year.
The University offers 64 Bachelor study programmes and 57 Master study
programmes. Experimental study programmes take into account elements of study
programmes of the world leading universities. The proportion of elective courses of
scientific and technical character is increased.
The realization of experimental study programmes allowed effective
implementing of academic mobility of undergraduate and postgraduate students.
The expert group thinks that sufficient number of Bachelor and Master’s study
programmes allow students to continue their education on the next level.
During the external review the expert group found that working curricula of
humanitarian study programmes include technical disciplines. The interview with
students has proved a positive side of such path. Current study programmes are
aimed at training competitive specialists in relevant fields.
The expert group has selectively assessed the quality of 18 classes in 14
faculties. During the opinion exchange the expert group gave a positive assessment
to the presence of lecturers’ journals, academic and methodical complexes of

disciplines available for students and teaching staff. Their content corresponds to the
State Obligatory Standard of Education and exemplar programmes of disciplines,
whereas themes of classes correspond to the content of their syllabuses. There should
be noted a high technical equipment of the study process in Faculties of Journalism,
Oriental Studies, Politology and Philosophy. Also the expert group noted high
activity of students from these Faculties during their classes.
In the course of the interview with students it is found that the University
provides access to the study programmes, sillabuses and a catalogue of elective
disciplines in Departments, the library fund and the university website.
Good practice:
Presented experimental study programmes and their academic and methodical
support are proved by study and laboratory, scientific and industrial basis,
international cooperation with scientific schools of world leading universities.
Being a classical university, Al-Farabi KazNU is an innovative center in the
system of higher professional and postgraduate education ensuring formation and
professional establishment of competitive personality on the basis of introducing
modern science and practice achievements by 79 Bachelor study programmes, 80
Master’s study programmes and 61 PhD study programmes.
The University has developed and is implementing the Education
Humanitarization Strategy, which is aimed at implementation of effective forms of
moral, patriotic and esthetic up-bringing, cultural and educational work. About 20
centers and services of pastoral process development ensure scientific,
methodological and analytical guidance of work with students. A systematic
monitoring and diagnostics of pastoral work is conducted by the Center of
Sociological Research and Social Engineering.
Recommendations:
1. To increase the number of academic groups of technical study
programmes studying in English.
2. To create conditions for teaching staff to learn state language and
English.
3. It is suggested to reveal the mechanism of employers’ participation in
study programmes development (organization of seminars and Department
meetings, Board sessions of Faculties or University together with employers) by
means of developing relevant regulatory documents.
Standard 6 – Teaching staff and Teaching Effectiveness

The expert group during an external review has studied the evidence documents
regulating the teaching staff’s rights and responsibilities (regulations on the work of
an individual Department, job position descriptions), study load (teachers’
individual study plans, mechanism of distribution and composition of work load,
software of the study process). There is an annual perspective plan of teaching staff’s
professional development with the description of academic and pedagogical aims
and ways of their achievement. This plan is oriented on assessment of teaching
staff’s activity for the aims of contract prolongation. Such clear connection between
professional development and assessment is considered as a strong side of the
University.
In the course of the interview with the teaching staff it is found that they are
initially employed by a contract up to 3 years with conducting a comprehensive
assessment of their activity. In case of a successful assessment they are offered a 3-
year contract with an annual assessment of their activity based on key performance
indicators of the Indicative plan. The expert group highlights a positive side of this
approach – there is conducted a monitoring and control of the teaching staff’s
activity, the academic staff is offered performance assessment criteria that allow
them to distribute their efforts properly.
During the interview it was found that the University supports a positive
corporate culture among the teaching staff, where efforts aimed at achieving the
university aims are valued. High corporate culture is explained by the fact that a
majority of lecturers are taken from the number of the university graduates of both
undergraduate and postgraduate study programmes.
After visiting Faculties the expert group noted that teaching rooms of Natural
Sciences Faculties (Mechanics and Mathematics, Biology and Biotechnology,
Geography and Technology) are equipped with modern office furniture. Every
lecturer has an individual working place with a computer. Moreover, every professor
has his/her own room. At the same time at Faculties of Turkology, Journalism,
History, Archeology and Ethnology, International Relations, Philology, Literature
Studies and World Languages, Philosophy and Politology, and Law not all the
teaching staff have their individual working places.
The Ministry of Education and Science of the Republic of Kazakhstan defines
certain requirements on publications and work experience for different academic
titles of an Associate Professor and a Professor. This procedure is clear for new
lecturers. Nevertheless, for obtaining positions of an Associate Professor and a
Professor there should be an available vacancy. Only then, in case of compliance
with the vacancy’s requirements, one can participate in the selection process. This
model does not facilitate envision of teaching staff’s career growth (promotion by
academic titles), because open vacancies are identified by Deans through an
indefinite method. This does not ensure career promotion in the academic field,
while it is necessary for teaching staff not affiliated with KazNU.
Each of 14 Faculties provides methodological support to the teaching staff. For
this reason, there is an operating unit under the Vice-Rector on Academic Affairs,
which is responsible for the study process. One of the functions of this unit – control

for realization of classes cross-visiting (usually young lecturers visit their
experienced colleagues’ classes) and keeping a journal of pedagogical observations.
Almost all teaching staff participate in this process and this is a part of a «corporate
culture» of the University. The support process also includes integration of digital
technologies in the study process.
There is observed the work on commercialization of research findings which
gives the University an opportunity to position itself in the center of Kazakhstani
economic and technological development and for the promotion of entrepreneurship
spirit among the teaching staff and creation of new resources of the University’s
income. At the same time it may impede the teaching staff to realize long-term
research projects in the sphere of their interests and experience, and not only in the
framework of national priorities and requirements of commercial payback.
The expert group has found that at the present time the work load is linked to
the scientific title possessed and is 16-25 credit hours during an academic year,
although there are some differences between the Faculties. Assistants have the
biggest work load, while professors – the smallest. This procedure differs as in the
US research universities new academic staff, as a rule, is given less studies-related
work load in order to give them more time for working in research projects and
developing their research potential.
Good practice:
Training of competitive specialists of relevant fields is conducted by highly
qualified teaching staff, including 331 Doctors of Sciences, 820 Candidates of
Sciences, 89 members of the National Academy of Science and 7 foreign lecturers
(teaching staff with advanced degrees – 63,3%, their average age – 46 years).
The University has developed programmes of international mobility for PhD
students and teaching staff both in short-term forms as participation in international
scientific conferences and long-term training and research activity abroad.
In 2012 the university staff received 124 grants of international funds and
organizations, including 56 grants for joint projects, 68 grants for internships and
participation in conferences and seminars. 254 teaching staff members completed
internships in leading universities and scientific institutions of near and far abroad,
including 149 members from the Faculties of Social Sciences and Humanities and
105 members from the Faculties of Natural and Technical Sciences.
In the basis of development of Al-Farabi KazNU is the use of productive
capacity of the University and intellectual potential of its teaching staff and
employees of scientific research institutes and centers (SRC). These are the SRC of
Mathematics and Mechanics, the SRC of Experimental and Theoretical Physics, the
SRC of New Chemical Technologies and Materials, the SRC of Ecological
Problems, the SRC of Biological and Biotechnological Problems, the SRC of
Combustion Problems, the Center of Physical and Chemical Methods of Analysis,
the open-type National Nanotechnological Laboratory.

Teaching staff and students of the University actively participate in
development and realization of projects for ecological and technological
development of the society. For example, to support Nursultan Nazarbayev’s global
ecological initiatives there was organized a movement «A green bridge through
generations». The University pays a lot of attention to social and youth policy by
means of organizing numerous social and cultural events, movements, competitions
and festivals. Teaching staff and students are organizers of volunteer projects for
supporting socially vulnerable groups of society, urban territory improvement, etc.
Recommendations:
1. To the University aspiring to achieve top 200 best research universities’
list in the upcoming decade it is recommended to seriously consider a question of
broadening its teaching staff with inclusion of scientists from best universities of
Kazakhstan, Asia and the world.
2. There is a need to recruit both experienced specialists and beginning
lecturers. In the long-term perspective it would be not sufficient to assume that a
relatively small percentage of teaching staff going abroad may bring back with them
all the intellectual capacity necessary for the University in its prompt realization of
the aim - entering the list of best universities worldwide.
3. The University should review its staff model. The current model
definitely develops a corporate culture, but restricts the diversity of academic vision
and interaction with international networks (former students now work together with
their former lecturers).
4. The university aspiring to the formation of the new teaching staff as
researchers should review its current policy for distribution of work load from the
perspective of supporting young researchers.
5. The operating system of qualification improvement and professional
development of academic staff is available for everyone, but in 2012-2013 academic
year a relatively small number of teaching staff completed a qualification
improvement course (about 30% from 1800 teaching staff). The University should
develop and adopt relevant regulatory documents that will allow this indicator to
increase.
Standard 7 – Scientific Research Work
Evidence of compliance with the standard:
During an external review the expert group found that Al-Farabi KazNU
conducts scientific research work in five priority areas of science development for
2011-2013, which had been approved by the Higher Scientific and Technical
Commission under the Government of the Republic of Kazakhstan. These are the
following areas: Energy, Deep Recycling of Materials and Goods, Information and
Telecommunication Technologies, Life Sciences and Intellectual Potential of the

Country (Life Science, Biotechnology and Environment; Mathematics, Information
Technologies and Engineering; Chemical and Technological Sciences; Physical and
Technical Sciences, Nanotechnology and Materials Science; Social and
Humanitarian Sciences as the basis of a sustainable industrial, innovative, social and
economic development of the state).
With the aim of commercialization of the research findings Al-Farabi KazNU
has created a business-incubator. This division provides students and researchers
with an opportunity to promote their research in the market. The profile of such
division should be more concrete: from one side there are students working in small
business projects, e.g., tourist offers for students. From the other side KazNU intends
to promote high technological products to the market, e.g. small planes. The parallel
work of both directions in one division suggests extremely heterogeneous structure
and may lead to ineffectiveness.
Research activity comes from different areas: 1) state projects, 2) commercial
research for companies and 3) research conducted by the university employees
according to their own interests. Technical equipment in the field of Natural
Sciences is updated.
The expert group points out effectiveness of scientific research activity. The
university staff aspires to be published in international peer reviewed journals (e.g.
in the Elsevier database). At the same time the University increases the volume of
publishing university books and journals. Information about cited publications is
controlled with the help of the citation index. According to the index the quality of
publications has increased. Motivation for the staff’s publications is ensured on a
high level.
Good practice:
The University has a developed scientific and innovative infrastructure, which
includes scientific research centers, laboratories and schools. The scientific research
findings are used in the study process.
Scientific research work in Al-Farabi KazNU, which is closely connected with
the study process, is an important factor for strengthening intellectual potential and
is the basis for training competitive specialists in labor market.
In last 5 years the University traditionally organizes international scientific
conferences of students and young scientists «The World of Science». In 2012 this
conference attracted more than 4000 students and young scientists from all regions
of Kazakhstan and CIS countries.
The scientific research work of students is developed on a quite high level. It
includes the Board of Young Scientists, the Scientific Student Community, other
scientific groups, clubs and communities. The University has developed scientific
connections in the framework of PhD programmes with leading foreign universities.
The University has 185 contracts on student academic exchange with foreign
universities, including 46 contracts with European universities.

KazNU focuses its attention on commercialization of scientific research
findings. Thus, it ensures the recognition in academic community and increase of
financial resources for further development. The Office of Technologies
Commercialization facilitates establishing contacts with the business sector and
search of potential investors, solving the issues of intellectual property protection
and search for possibilities of licensing the technologies, conducting marketing
research and development of business models of new high technological enterprises.
Recommendations:
1. To avoid the risk of loosing the independent fundamental research the
University should review the assessment criteria of scientific research and
distribution of efforts and interests, without putting forward financial profit as a
priority.
2. It is also recommended to strengthen the work in the field of inventive
activity and obtaining more patents and certificates of authorship.
Standard 8 – Financing and Financial Stability
Evidence of compliance with the standard:
The University has a sufficient level of financial soundness and solvency and
does not have any debts. According to the legislation of the Republic of Kazakhstan
the University is exempted from payment of corporate income tax as the share of the
income from educational services makes more than 90%.
The policy of financial management is conducted through the Department of
Economics and Budget Planning, which includes: 1) Accounting and Reporting Unit
and 2) Budget Policy and Economic Planning Unit. These structural divisions are
accountable to the Vice-Rector on Economic and Procedural Affairs.
Financial stability of the University is defined by the dynamics of both budget
and non-budget financing volume, which depend on the number of students.
Planning of financial activity of the University is conducted with account of the
balance between profit and expenditure, and is based on the applications of structural
divisions that are considered and approved/not approved by the Budget Commission
of the University.
An important indicator in 2008-2012 was a significant improvement of material
and technical base of the University and creation of favorable conditions for the
staff’s work, students’ learning and living. Thus, only in 2011-2012 academic year
target expenses on purchasing study equipment, tools, modern means of
organization and conducting the study process increased in 5 times in comparison
with the 2007-2008 academic year. Due to this fact, there were renewed study and
laboratory equipment in all Faculties and common Departments, Physical Culture
Department and a sport complex. Also significant resources were allocated for

equipment of the Military Training Department: modern visual aids, models, devices
and training weapon had been obtained.
Thanks to the President of the Republic of Kazakhstan Nursultan Nazarbayev’s
direct support the construction of the second stage of the KazNU campus was
recommenced. Thus, in 2009 2,6 billion tenge from the Republican budget was
allocated to complete the construction of the second stage objects.
From year to year the scope of financing is increasing. In 2012 receipt of
financial means made 16633176 thousand tenge, the increase with the previous year
was 15,5%. In 2011 receipt of financial means made 14399091,1 thousand tenge and
increased by 3015895,1 thousand tenge or by 26,4% in comparison with 2010, and
by 88,0% in comparison with 2008.
In the interview with a Chief Accountant of the University there was proved
the fact about sufficient material support of students from socially vulnerable groups
of society. Annually 0,04% of the budget (6 mln tenge) is devoted for provision of
student financial support. In 2012 the scope of financial resources for student social
support and compensation for meal of orphan students increased by 18,7 % in
comparison with 2011, and by 2,7 times in comparison with 2008. Compensation
for clothes of orphan students in 2012 increased by 21,5% in comparison with 2011.
The expert group notes that strategic planning and planning of operating
activities is based on a competent forecasting and existence of a full picture of the
current situation in the University.
The expert group during the site visit studied the evidence documents on
financing the study process and its sources for the last 5 years.
Annually an independent external audit checks the financial reports of the
University. The independent auditors’ reports prove the reliability of financial
reports for the reported dates of the analyzed period in all substantial aspects in
accordance with International standards of financial reporting.
In the beginning of every academic year the Rector reports to the Academic
Board of the University about the results of the University’s activity in the previous
academic year and the objectives for the upcoming academic year, where also the
financial issues are addressed.
The analysis of financial activity by such indicators as financial stability,
profitability and business activity shows a positive dynamics and characterizes the
University’s activity as stable.
Good practice:
The University conducts an effective policy of financial management on
principles of reliability, transparency, usefulness, timeliness, confidence,
comparability, internal consistency, which ensures the adequacy and transparency
of financial resources distribution. This is proved by the concrete plans for
strengthening financial stability of the University and stable growth of profit during
the last years.

The University has a developed mechanism of material stimulation and social
protection of the teaching staff, which promotes preservation of highly qualified
staff.
The University widely uses the mechanisms for diversification of financial
resources, e.g. involvement of potential employers as investors for improving the
laboratory base in Departments (both in monetary form and in transferring of
material values), rendering additional services on pay basis, including to the external
organizations. The tuition cost on a contract basis is specified by the University on
a differentiated basis depending on the study programme and the year of study,
which allows satisfying the needs of renewability of expensive and morally quickly
getting outdated study and lab equipment in corresponding Departments.
A lot of factors are taken into account in the budget process, but the main of
them is an expected number of registered students. The main profit source of the
University is student tuition fee (95% of all university profit). Other profit sources
include realization of scientific technical and scientific research programmes, profit
from the operational rent, etc.
The University allocates more than 93,6% of the annual budget expenses on
direct provision of the main activity (mainly realization of academic programmes
and scientific research projects), the rest is devoted to administrative and household
activities.
The University also develops a strategic financial forecast for 3 upcoming
years, which is based on financial activity of the University in the previous years,
data on registered students, information on general growth of the number of students
by Bachelor, Master’s and Doctoral study programmes, on data concerning the
teaching staff’s expected number and quality and information on the level of
operational expenses necessary for ensuring the University’s activity.
Recommendations:
1. The University should more actively attract external financial sources
for scientific research work – grants and orders from private and state companies for
scientific research projects.
2. The University should consolidate the budget of Al-Farabi KazNU and
its daughter state institutions.
3. Al-Farabi KazNU, which aspires to become one of the leading research
universities, should improve the salary rate of the teaching staff focusing on Kazakh
British Technical University and KIMEP.
Standard 9 – Resources: Material and Technical,
Library and Informational

The expert group made a visual review of the university buildings, study and
laboratory facilities (13 study and lab buildings with the total territory 264000 m2
and useful territory 128831 m2), sports facilities and a business incubator.
In 2011-2012 academic year buildings of four Faculties (Chemistry, Mechanics
and Mathematics, Physics, Geography) were introduced to the service. All new
buildings have modern equipment.
The expert group made a visual review of a new library building equipped with
modern information and book fund. In line with the funds and electronic materials
the users can take advantage of Internet resources, catalogues of large libraries and
distant databases. There is an access to the database websites EBSCO, Rubricon and
many others, as well as to electronic scientific journals. However, the expert group
notes low temperature in all reading rooms and absence of students there. In the
course of the interview with students it was found that this particular reason was the
main factor decreasing the library attendance.
In the course of the external review the living conditions in campus dormitories
were assessed. The accommodation fee is 1500 tenge per month. Rooms have TVs
and fridges.
The cooking units of the university canteen demonstrate low technical
equipment. The canteen has low student attendance and low selection of menu
dishes. The expert group reviewed the mini bars on Faculties, which still do not solve
the problem of satisfaction with hot and healthy meal.
The university sport center has sports and play halls, a tennis hall, male and
female shower rooms and locker rooms, mini football, basketball and volleyball
fields, and an open sports ground. Also there is a special sports hall for sports classes
of students who have special medical conditions and are relieved from heavy
physical load. The expert group notes outdated sports equipment and facilities,
shower rooms and mirrors in gymnastics halls.
Supply of computer equipment increased 5,7 times in comparison with 2008.
Purchase of main resources and equipment of study and scientific laboratories in
2012 was made on 1206635,0 thousand tenge, while in 2011 it was 1088113, 0
thousand tenge (11% increase).
In the course of the site visit the expert group visited computer classes, reading
halls and subscription halls, linguaphone classes and study rooms for lectures and
labs, which are equipped on a sufficient level.
Visit of computer classes and study laboratories showed high efficiency of use
of the available computer equipment of new generation and the license software for
the educational purposes and professional development of students and staff of the
University.
Good practice:
The University has a rich library fund of academic and methodical
developments of teaching staff. Students have free and easy access to the library
fund.

Master plans on development of the campus are developed: construction of new
dormitories in modern style for postgraduate students and foreign professors (House
of Young Scientists), construction of an innovative cluster of buildings, including
Techno Park, Manufacturing Center, Business Center and Innovative Center.
In 2012-2013 academic year a fundamental library for 2 mln books of academic
and scientific literature was put into service. Financial resources are annually
allocated for replenishment of a library stock. The cost of a library stock tends to
increase. The financial resources allocated for acquisition of educational literature
were:

Upon putting into service a new library, replenishment of the library resources
is planned, first of all, by means of electronic sources.
Al-Farabi KazNU has a developed corporate informational network covering
all Faculties, an administrative building, a hotel, dormitories and all structural
divisions. Server room, organized by architecture in a «star» type with a central
management, physically is about 35 km of fiber optic cable with a bandwidth
capacity between the buildings 1Gb/s and 10 Gb/s and 165 km of copper
informational cable, which provides informational exchange between Faculties,
divisions and student dormitories. 72 system and communication hubs created on
the Alcatel and Ciscoco equipment with 101 commutators operate in the University.
Access to electronic resources is available on the library website. Information
about electronic databases is available in sections «Electronic catalogue»,
«Electronic library», «Navigator of Internet resources».
The expert group notes high technical equipment of the Departments of the
following Faculties: Chemistry, Mechanics and Mathematics, Physics and
Geography. At the same time, it is necessary to pay attention to the Faculties of
humanitarian character, e.g. Turkology, Journalism, etc., having equipped a
workplace of each teacher with a personal computer and a desk.
Minor remark:
The expert group notes shortage and obsolescence (aged deterioration) of
material resources for the provision of quality educational services.
Recommendations:
1. It is necessary to buy and install stationary projectors in large study
auditoriums and other interactive equipment, as well as to consider the need of
continuous updating of the university computer park.

2. Whenever possible to provide the teaching staff of Humanitarian
Faculties with an individual workplace equipped with a personal computer and a
desk.

Chapter III
CONCLUSION
Based on the outcomes of the external review, the expert group has identified
the level of compliance of Al-Farabi Kazakh National University with the standards
of institutional accreditation and suggested the following recommendations for
further sustainable development of the quality:
Standard 1 – Mission, Aims and Objectives
Recommendation:
To ensure wide awareness of academic and student community of the
University’s mission it is recommended to use active visualization (stands, banners,
newspapers, etc.)
Standard 2. Planning and Effectiveness
Recommendations:
1. It is necessary to review indicative planning of work of Social Sciences
and Humanities teaching staff, because they have to draw special attention and focus
all resources, including intellectual, on social and image-building work to achieve
the indicators and increase the ranking of their structural division to the disadvantage
of their active scientific research work.
2. The indicators of indicative planning should be simplified retaining the
most significant ones in order to change its direction – not only as monetary
motivation for teaching staff and employees, but also as an incentive for achieving
mission and strategic aims of the University and also for increasing creative
initiative.
3. It is necessary to work on the mechanism of involvement of all
academic structures (with the maximum participation of the teaching staff) to the
processes of discussion on the strategy of KazNU and decision-making. There is a
need to update the information on the University’s website because currently the
website contains outdated information.
Standard 3 – Administration and Management
Recommendations:
1. The University needs to develop a system of professional development
for its administrative staff to provide the university with qualified medium
managers.
2. It is recommended to develop a mechanism for improving interrelation
between teaching staff of the Departments and administrative structures in the main
decision-making processes that influence the University in general.

3. It is recommended to create a more visible main organization of
graduates with the aim to ensuring stable connection between graduates and Al-
Farabi KazNU (not only with its individual departments).
Standard 4 – Students
Recommendations:
1. The interview with Master’s, Doctoral students and graduates of the
University showed that postgraduate study programmes are generally followed by
Bachelor graduates of this University. This fact may negatively affect the
development dynamics. Therefore, to diversify the number of postgraduate students
it is recommended to conduct work for involvement graduates from other
universities of Kazakhstan and foreign countries.
2. The University is suggested to motivate its undergraduate and
postgraduate students and graduates for internal academic mobility and their
employment in other universities.
3. It is recommended to activate cooperation of the Center of Career and
Business with the Alumni Association in the fields of employment of graduates,
organization of internships, involvement of employers from real sector of economics
into the development of practice-oriented disciplines of curriculum.
4. The University is suggested to improve the household conditions of
student dormitories (providing washing machines in laundry rooms, specialized
technological equipment for cooking – ovens, special tables in kitchens, equipment
for ironing and drying rooms, and facilities for leisure and study rooms).
Standard 5 – Study Programmes and Their Effectiveness
Recommendations:
1. To increase the number of academic groups of technical study
programmes studying in English.
2. To create conditions for teaching staff to learn state language and
English.
3. It is suggested to reveal the mechanism of employers’ participation in
study programmes development (organization of seminars and Department
meetings, Board sessions of Faculties or University together with employers) by
means of developing relevant regulatory documents.
Standard 6 – Teaching staff and Teaching Effectiveness
Recommendations:
1. To the University aspiring to achieve top 200 best research universities’
list in the upcoming decade it is recommended to seriously consider a question of
broadening its teaching staff with inclusion of scientists from best universities of
Kazakhstan, Asia and the world.

2. There is a need to recruit both experienced specialists and beginning
lecturers. In the long-term perspective it would be not sufficient to assume that a
relatively small percentage of teaching staff going abroad may bring back with them
all the intellectual capacity necessary for the University in its prompt realization of
the aim - entering the list of best universities worldwide.
3. The University should review its staff model. The current model
definitely develops a corporate culture, but restricts the diversity of academic vision
and interaction with international networks (former students now work together with
their former lecturers).
4. The university aspiring to the formation of the new teaching staff as
researchers should review its current policy for distribution of work load from the
perspective of supporting young researchers.
5. The operating system of qualification improvement and professional
development of academic staff is available for everyone, but in 2012-2013 academic
year a relatively small number of teaching staff completed a qualification
improvement course (about 30% from 1800 teaching staff). The University should
develop and adopt relevant regulatory documents that will allow this indicator to
increase.
Standard 7 – Scientific Research Work
Recommendations:
1. To avoid the risk of loosing the independent fundamental research the
University should review the assessment criteria of scientific research and
distribution of efforts and interests, without putting forward financial profit as a
priority.
2. It is also recommended to strengthen the work in the field of inventive
activity and obtaining more patents and certificates of authorship.
Standard 8 – Financing and Financial Stability
Recommendations:
1. The University should more actively attract external financial sources
for scientific research work – grants and orders from private and state companies for
scientific research projects.
2. The University should consolidate the budget of Al-Farabi KazNU and
its daughter state institutions.
3. Al-Farabi KazNU, which aspires to become one of the leading research
universities, should improve the salary rate of the teaching staff focusing on Kazakh
British Technical University and KIMEP.

Minor remark:
The expert group notes shortage and obsolescence (aged deterioration) of
material resources for the provision of quality educational services.
Recommendations:
1. It is necessary to buy and install stationary projectors in large study
auditoriums and other interactive equipment, as well as to consider the need of
continuous updating of the university computer park.
2. Whenever possible to provide the teaching staff of Humanitarian
Faculties with an individual workplace equipped with a personal computer and a
desk.
