This timeline shows the development of the NT AHW and community worker professions, and the community controlled health, education and child and family services. These stories arose from work by the Central Australian and Barkly Aboriginal Health Worker Association (1995–99). We hope people will find both fond memories and matters to reflect on as they walk this line of time and hear the call of the Land. The AHW movement first began in the NT following the tradition of ngangkaris and midwives. Nationally NT AHWs were the first to be professionally registered and the first to develop a professional association. While many AHWs have worked tirelessly in their community primary health care role, others became health specialists, managers, educators, health board members, or used their training in other roles. This is an oral history, based on memories. We thank the many people who told us their stories and offered corrections to our earlier 2007 edition. Intially AHW professional development was driven by community selection and and apprenticeship based training, supported in partnerships with other professionals. Today pathways are more driven by academic qualificatons and managerialism. Aboriginal community workers, teachers, child and family workers and police have experienced the same processes. In 2012 NT AHW registration was replaced by national registration under the Aboriginal and Torres Strait Islander Health Practice Board of Australia. The name registered AHW changed to Aboriginal Health Practitioner (AHP) or Aboriginal & Torres Strait Islander Health Practitioner. AHWs and AHPs can both join the new National Aboriginal and Torres Strait Islander Association. We hope you enjoy these stories and send your stories & feedback back for a next edition. A History of Aboriginal Health Workers & Aboriginal Community Workers 1870–2013

From Dreamtime to present time. This timeline shows the development of the NT AHW and community worker professions, and the community controlled health, education and child and family services.

These stories arose from work by the Central Australian and Barkly Aboriginal Health Worker Association (1995–99).

We hope people will find both fond memories and matters to reflect on as they walk this line of time and hear the call of the Land.

The AHW movement first began in the NT following the tradition of ngangkaris and midwives. Nationally NT AHWs were the first to be professionally registered and the first to develop a professional association. While many AHWs have worked tirelessly in their community primary health care role, others became health specialists, managers, educators, health board members, or used their training in other roles.

This is an oral history, based on memories. We thank the many people who told us their stories and offered corrections to our earlier 2007 edition.

Intially AHW professional development was driven by community selection and and apprenticeship based training, supported in partnerships with other professionals. Today pathways are more driven by academic qualificatons and managerialism. Aboriginal community workers, teachers, child and family workers and police have experienced the same processes.

In 2012 NT AHW registration was replaced by national registration under the Aboriginal and Torres Strait Islander Health Practice Board of Australia. The name registered AHW changed to Aboriginal Health Practitioner (AHP) or Aboriginal & Torres Strait Islander Health Practitioner. AHWs and AHPs can both join the new National Aboriginal and Torres Strait Islander Association.

This timeline, A History of AHWs and Aboriginal Community Workers in the NT 1870–2013, is a unique story telling and history machine, recording and celebrating the achievements of generations of NT Aboriginal Health Workers, child and family community workers and educators.

This timeline seeks to build up community and workforce capacity through recording people’s own stories. This edition spans 143 years, from 1870–2013, from early NT colonisation to the present day in terms of health, community service and public policy. It honours the names and events that shaped both NT and Australia wide health and community services.

This timeline was developed by Kathy Abbott AHW and Rosie Elliott, arising out of their work together with the former Central Australian and Barkly AHW Association.

These stories are a living oral history, recorded as people informed us and as we heard and selected them. We asked people to tell us a year, an event and the names of significant people involved. Their stories have all the strengths, truths, errors, details and omissions of this approach. We have corrected some first edition entries and we ask you contact us to identify any others.

We are proud to record the many achievements of so many of those who played their part in this extraordinarily complex story, to remember and praise all those people who dared bridge so many cultural barriers.

These stories cover the community controlled services, mission and community council services and the departmental health services. It puts the pioneer NT Health Worker movement in the wider national context.

Whilst this story started as a history of the NT Aboriginal health workforce, it soon became clear it could not be easily separated from the community service stories, the family and children’s services. As the work progressed, it also became clear that the Aboriginal education workforce

has travelled a similar pathway. The implications of the National Training Reform Agenda 1984–1996 continue to this day to ricochet through NT Aboriginal employment settings.

The first edition of A History of AHWs and Aboriginal Community Workers in the NT was printed in April 2007. Over 2000 copies were distributed, free, NT wide to health services, schools, councils, women’s centres, children services, educational organisations and policy makers. The Aboriginal and Islander Health Worker Journal then reprinted another 2000 copies and sent it to their national readership (May/June 2007, Vol 31 – Number 3). The April 2007 timeline was launched by the NT Minister for Health Dr Chris Burns and inducted into NT Parliament at the First Cabinet meeting in Alice Springs by Minister Karl Hampton MLA.

Over the years the authors have received very many requests for reprints, additions, corrections and updates. The printing, consultation and distribution costs of this edition were made possible due to funding support for printing, consultation and distribution costs. All labour costs have been provided gratis by the authors. The authors hope to recoup some labour costs through sale of the poster where appropriate.

This second edition was launched 29 April 2014 at CARHDS in Alice Springs. Two thousand free copies were distributed within the NT and nationally.

The authors are mindful of the recent title changes under the Aboriginal and Torres Strait Islander Health Practice Board of Australia. This includes the titles Aboriginal and Torres Strait Islander Health Practitioners, and Aboriginal Health Practitioners. However in respect of the generations of Aboriginal Health Workers and the continuity of this timeline story, we have retained the title as Aboriginal Health Workers.

We hope you will enjoy walking and talking along this line of time. We are sure you will marvel at the contributions of so many people and communities, a story told in such detail, growing so fast, in such a short time, moving from Dreamtime to Ourtime.

• Some of these AHWs remained in the profession for many years, others moved on to work in other areas, using their AHW skills;

• Some worked in a few communities, but names are only noted once;

• Some remote health services employed community selected AHWs but they do not become registered and their names may not appear;

• Some worKED effectively as AHWs before Basic Skills registration;

• Many AHWs trained in the post Basic Skills period are not recorded as this timeline records more the early years of the AHW movement.

The following Aboriginal Health Practitioner Cultural Statement was developed as a broad response to the Aboriginal Health Worker Review 2009–2010. The AHW Professional Review Report Implementation Committee, a partnership between the NT Department of Health and AMSANT (Aboriginal Medical Services NT), developed the following Aboriginal and Torres Strait Islander Health Practitioner Cultural Statement. This statement which was signed at a Aboriginal Health Practitioner Forum in October 2013 by Jeff Moffat, CEO

of the NT Department of Health and John Paterson, CEO of AMSANT.This statement seeks to promote workplace cultural diversity. These cultural security principles have now been written into new job selection criteria both in the Department and other services. The way organisations use this statement to promote Aboriginal Health Workers in the workforce will grow over time.

Our culture defines who we are, how we think and feel, and how we make sense of the world. For health services to be effective in Aboriginal health they must operate in ways that both show understanding and respect for Aboriginal ways of organising and doing. ATSIHPs are central to this task of ensuring cultural understanding and respect.

Our Commitment to Aboriginal HealthWe assert that ATSIHPs are central to improving Aboriginal Health and wellbeing outcomes and bring a unique strength based approach to health care service delivery in the NT.

The vast majority of ATSIHPs are recruited from the local communities in which they work. ATSIHPs therefore have community and cultural knowledge which makes their inclusion at the heart of the local health team vital for effective primary health care services in Aboriginal Communities.

The roles of clinicians, allied health staff and ATSIHPs are equally important as a multi-disciplinary health care team. The role and contribution however of the ATSIHPs are often less acknowledged, understood or valued.

As partners we are committed to ensuring that all health programs and services:

• Work within a multi-disciplinary team approach to provide the best possible health care with respect shown to all professions;

• As part of a multi-disciplinary team, recognise and respect the important role and status of the ATSIHPs as an appropriate frontline position, as a cultural broker and clinician within the health service;

• Encompass good holistic care and continuity of care within a primary health care framework that is co-facilitated by the ATSIHPs and other Aboriginal members of the health workforce;

• Are informed by, and based upon, the needs identified by Aboriginal people and communities;

• Promote and respect the cultural identity and rich family relationships of Aboriginal clients;

• Are as far as practicable, provided and coordinated by Aboriginal people and/or ATSIHPs;

In cultural terms, ATSIHPs have the capacity to ensure cultural security for Aboriginal clients of services and also for non-Aboriginal health practitioners working in the field. In return they require committed support from the health care team to ensure that the cultural security of ATSIHPs themselves is maintained in the workplace.

This unique cultural focus is also apparent from an organisational perspective. As part of ongoing professional development, the partners are committed to ensuring that:

• All health staff undertake initial cross-cultural orientation at commencement of employment and regular cultural training throughout their tenure

• All health services strive to be compliant with the principle of cultural safety.

ATSIHPs have been first contact clinical practitioners in Aboriginal communities in the NT for over 30 years. To consolidate this role they be actively supported to gain confidence and competence as clinicians and assisted to take up management positions in primary health care teams at every opportunity. To this end the partners agree:

• That all ATSIHPs are encouraged and supported in addressing their individual workplace and professional and cultural responsibilities;

• That career pathways and succession plans are adopted in relation to all ATSIHPs;

• That the roles and responsibilities of non-Aboriginal health professionals working in Aboriginal health include the need to support ATSIHPs including trainees to build their clinical and professional capacities.

TheNorthern Territory Department of Health and the Aboriginal Community Controlled Health sector in the Northern Territory endorse the Aboriginal & Torres Strait Islander Health Practitioner Cultural Statement and are committed to ongoing engagement as partners to ensure the statement remains active, valid, relevant and appropriate to the high value placed on the ATSIHPs working on our frontline.

The story tellers An (incomplete) list of practicing Aboriginal Health Workers of the Northern Territory and the cross-border regions from the 1960s onwards

Kathy Abbott and Rosie Elliott first started working together in 1995 with the Central Australian and Barkly Aboriginal Health Workers Association. The idea for this timeline and the very heart of these stories come from Kathy. The listening, design and layout was by Rosie. A loving team.

Kathy Abbott AHW Kathy was named co-patron of the Northern Territory 2011 Year of the Aboriginal Health Worker. At the 2011 launch celebrating the year, AMSANT chair said ‘Kathy Abbott is an Arrende woman of Central Australia. She is a trailblazer in Aboriginal health in Central Australia, being recruited by Trevor Cutter in the early 1970s. She was one of the first four Central Australian Aboriginal Congress’ Aboriginal Health Workers, and went on to become a leading educator of new Aboriginal Health Workers through the Health Department. Kathy remains active as one of the Territory’s most senior Aboriginal Health Workers ... an inspiration to new members of the Aboriginal Health Worker profession...’ Kathy was also the President of the Central Australian and Barkly Aboriginal Health Workers Association, Foundation Chair of the National Aboriginal and Torres Strait Islander Health Worker Association

(NATSIHWA), coauthor of Rhetoric and Reality – a report on the roles and responsibilities of Aboriginal Health Workers of the NT, Clinic Practitioner and Health Educator and Wallace Rockhole Community NT., inaugural establishment and centre director for the Akeyulerre Apmera Healing Centre (Alice Springs).

Rosie Elliott Rosie is a director of Black Wattle Consulting. She develops resources, communications and organisational tools. Her previous work includes service and resource development with SNAICC – the Secretariat of National Aboriginal and Islander Child Care; for the NT Department of Health and Community Services Office of Children and Families (Kids Tracks newsletters); AMSANT – Aboriginal Medical Services Alliance; the NT Remote Workforce Agency. Rosie was EO for the Central Australian and Barkly Aboriginal Health Workers Association. 1995–98. Rosie has developed many resources for the Aboriginal health and family sectors eg Through Young Black Eyes Facilitators Guide, You’re A Dad, SNAICC News, Kids Tracks Newsletter, Working With Families, National research tour report of Aboriginal and Torres Strait Islander child and family services.

The authors

The Central Australian and Barkly Aboriginal Health Workers Association CABAHWA was the first ever professional association of AHWs. Established in 1995, it was a dynamic and professional group of Centralian AHWs, both departmental and community controlled. Its deliberations were expert, professional and complex. They were moving to become an NT-wide organisation. This professional association was funded through a visionary process by the federal General Practitioners Divisions, indicative of the strong professional relationship between NT doctors and AHWs. The association was defunded under the Howard government and folded in 1999. The insights and vision of this group have been borne out as time has passed. CABAHWA called for: community selection of AHWs, on-the-job training on a living wage, workplace training support and literacy training, flexible employment policies, meaningful career structure recognition of cultural competencies, and Aboriginal health industry trainers. Kathy Abbott first suggested this timeline in her role as CABAHWA Chair. This poster honours CABAHWA in using their logo, as designed by a Johnny Brisco (No.1) led group in 1996.

Black Wattle Consulting have provided pro-bono support for timeline authors to develop this second edition, including online support and timeline distribution. Black Wattle Consulting develop print and online resources, based on community consultations, research, policy and graphic design, specialising in work with Aboriginal communities in parenting support; child and family; and health and disability; and workforce development.

David Ross, CEO of the Central Land Council for his advocacy of this project to Centrecorp and Yipperenye Centre for funding for printing and consultation travel. Without his assistance this community development project would not have proceeded.

• that we can help AHWs/ATSIHPs in other states develop a similar project. We have a dream of a combined national poster arising from state projects, formed under the banner of the National Aboriginal and Torres Strait Islander Health Workers Association (NATSIHWA);

• that over time the authors may transfer copyight to a suitable NT AHW agency and we are open to discussions on this matter.
