State Health announced today at the Governor’s briefing that the UVA study shows Virginia at .727 infection rate (anything below 1 is considered good) and that they are hitting the mark of testing at least 2.4% of the population per district per district per month. 6/25/20

City GIS produced a map showing The concentration of cases across the City, which will help inform testing decisions going forward. 6/22/20

Participated in the Crater Health regional call today. The discussion was again focused around mobile testing that will be starting this weekend. Hopewell’s first tentative test date is set for Saturday July 11th at 9:00 AM. A walkthrough of potential sites will be conducted next week. 6/25/20

Participated in the Crater Health regional call today. The discussion was focused around mobile testing that will be starting at the end of the month. They are going to start with Emporia on Saturday the 27th. The testing will be conducted on Saturday mornings or Thursday evenings for one and a half hours, will allow both drive-ups and walk-ups, and will have 50 tests available for each site. Preregistration will be encouraged. On testing site per locality per month will be conducted. 6/18/20

Crater is moving forward with their mobile testing plan, and have asked each of the Jurisdictions in the district, to identify five possible locations where mobile testing could be set up. 6/17/20

157 people registered for the drive through testing in Hopewell on Saturday May 30th. 105 of those were Hopewell residents. 125 of the pre-registered showed up for testing, and an additional 8 drove up and were registered onsite, for a total of 133 tested. 6/1/20

A point prevalence survey testing was conducted today at a long term care facility in the City that met the criteria. 6/1/20

Registration for the Hopewell testing site is at 140. Plan ready to roll tomorrow. 5/29/20

Registration for the Hopewell testing site on Saturday is currently at 65. A CodeRED message was sent out to the entire City today to try to increase registration. 5/28/20

Registration has begun for the Hopewell testing site. There may be additional tests available for our testing site based on remaining tests from other testing sites around the region. 5/27/20

Testing was conducted at Prince George and Petersburg over the weekend. There were 93 and 80 tests conducted respectively. The extra tests will be made available at the other regional testing sites this week. We can expect a surge in numbers over the next few days as theses test come back. Additional testing this week is listed below. 5/26/20

Riverside Regional Jail will be getting Point Prevalence Survey testing Sunday May 24th, based on a request from the Crater epidemiologist. 5/22/20

Two people and an area for onsite registration for any open slots has been added to the testing site planning to accommodate drive-ups that do not have an appointment. Pre-registration is stressed as no slots may be available for drive up. 5/21/20

Final details for testing sites will be discussed on the Crater Health call ESF 8 coordination call tomorrow. 5/20/20

A flyer has been produced for the COVID-19 testing in Hopewell on May 30th. 5/22/20

The date for the COVID-19 testing site in Hopewell has been confirmed for Saturday May 30th. The details are as follows:

o The testing site will be the parking lot of Hopewell High School at 400 South Mesa drive, Hopewell

o Only those who are pre-screened and registered for testing will be admitted, therefore the sites are closed to the public without proper pre-screening and registration.

o The screening criteria has been established by the Virginia Department of Health and includes

the following: Testing is for persons age 5 and older who have COVID-19 symptoms, have been in contact with someone with COVID-19, who are pregnant, have underlying medical conditions that put them at risk, are age 65 and older or work in a congregate setting. Residents will need to be screened and registered by calling 804.863.1652 option 1.

o Registration for our site will begin four days prior to the event, and no sooner, to prevent those who are sick from delaying medical treatment waiting for a test.

o The testing is projected to last about three hours to get through the 120 tests allotted for the day. The event will run from 9:00 am until noon. Setup will begin at 7:00 am

o Similar testing has been planned for the surrounding Cities and Counties in the Crater region are as follows:

An in-person meeting was conducted at the Hopewell High School parking lot with Fire Law Enforcement, HR, Public Works, Health, and the National Guard to evaluate the site for a drive through COVID-19 testing site. 5/11/20

A conference call was conducted with Crater Health today to coordinate a drive through testing site here in the City. A site visit and planning meeting with the Health Department and the Virginia National Guard has been scheduled for Monday the 11th. Date/time and registration details for the testing site itself will be released as soon as the details have been finalized. 5/6/20

Crater Health is planning a drive through testing site in the City of Hopewell. They would like to enlist the assistance of the National Guard to conduct the testing site. Hopewell Submitted a WebEOC request on their behalf for the assistance. 5/3/20

Crater is only allotted 100 test kits a week from the State lab to conduct testing. This is the main limiting factor for testing in the region at this time.4/30/20

The Governor indicated at his press conference last Friday, that he will be using the percentage of positive tests as well as the percentage of hospitalizations as the numbers he uses to make determinations on his reopening strategy. That being the case, we will begin to track those numbers as best we can at the City level. 4/27/20

Hopewell will be assisting Crater health with fit testing the long term care facility nurses for N95 masks next week. This includes the use of the Community Center for space and Fire employees to help with the process. 4/24/20

Crater Health is working on getting a couple testing providers in the region. They are assisting with the drive up test site that just opened today at the Right Aid in Colonial Heights, due to its close proximity to Crater. Hours are 9-5 7 days. Contact tracing capability will need to be spun up to support additional test results. Crater will be looking for as many as 50 contact tracers to assist from regional local governments via an MOU. 4/23/20

The Governor announced that the VDH Commissioner will be sending a letter to clinicians to encourage them to do more testing, where in the past they had used clinical diagnosis, based on increasing capability for testing. 4/20/20

Crater is also doing outreach to all long-term care facilities in the region to coordinate with them on ensuring the safety of their tenants. Weekly coordination calls with them are being conducted.

UVA modeling was released 4/13/20. There were a lot of complex and indicate data that was shared. The key takeaways from the release were the following:

o Social Distancing is working o Hospital capacity is adequate for the next couple of months. o Decisions on lifting social distancing need to be done in a responsible way.

Crater is working on a method of sharing COVID-19 quarantine addresses with the 911 centers in the jurisdictions they service so that they can warn first responders if they are going to one of those addresses. Implementation targeted for Monday April 6th. Collaborated with Health on language for this procedure 4/5/20. Procedure completed, signed for, and first data delivered 4/6/20 Data uploaded into CAD 4/7/20

The City of Hopewell received notification on 3/28/20 that a City employee tested positive. Any City employees requiring quarantine have been notified, and are complying with the Health Department’s order.

Governor’s Actions: Additional Actions by the Governor/State Government 6/23/20

Governor Northam announced today that the state will be moving into phase three of the Forward Virginia plan on July 1st. Today Governor Northam announced that we would not be going to Phase Three Friday. He also said that he would talk about the details of what Phase Three will look like during his Thursday press conference. 6/16/20

Governor Ralph Northam today announced more than $14.66 million for a new Economic Resilience and Recovery Program to respond to the unprecedented economic conditions facing Virginia and address the near and long-term impacts of the COVID-19 pandemic. This initiative was created through a restructuring of Growth and Opportunity for Virginia (GO Virginia) funding.

Governor Northam announced that the state is on track with all of the factors to continue the reopening process at his press briefing today. Phase II is a minimum of two weeks, but he hopes to make an announcement on Phase III on Tuesday. 6/11/20 Additional Actions by the Governor/State Government 6/9/20

Governor Ralph Northam today announced a phased approach that allows Virginia schools to slowly resume in-person classes for summer school and the coming academic year. The K-12 phased reopening plan was developed by the Office of the Secretary of Education, Virginia Department of Health, and the Virginia Department of Education and is informed by guidelines from the Centers for Disease Control and Prevention (CDC).

The opportunities for in-person instruction in each phase are as follows: o Phase One: special education programs and child care for working families o Phase Two: Phase One plus preschool through third grade students, English learners, and

summer camps in school buildings o Phase Three: all students may receive in-person instruction as can be accommodated with

strict social distancing measures in place, which may require alternative schedules that blend in-person and remote learning for students

Governor’s Executive Order 65 Replaces EO 55 Effective June 5th 2020,

Phase Two will begin on Friday June 5th for the State of Virginia, with the exception of Northern Virginia and Richmond which will remain in Phase One. These new guidelines include:

o Restaurants can have indoor seating at 50 percent capacity o Gyms can have indoor classes/ workouts at 30 percent capacity o Pools can open with some restrictions o Museums and zoos can open with restrictions o Recreational sports allowed but there can be no shared equipment o Gatherings limited to 50 people rather than 10 o Specific guidelines for all business sectors can be found here:

At the Governor’s press briefing today, he announced an online symptom checker to assist people with self-checking for COVID-19 and finding a test if needed. 5/22/20

At the Governor’s press briefing today, he announced additional relief for those facing eviction due to being unable to pay rent because of loss of income due to the COVID-19 response. Additional Actions by the Governor/State Government 5/6/20 The Governor requested an extension from the President of Title 32 status beyond May 31st to support

the continued mission of the National Guard in the State. 5/6/20 Governor’s Executive Order 60 Effective immediately until EO51 expires.

Response to the COVID-19 disaster will require both public and private healthcare providers and other persons to deliver care using personnel, supplies, and equipment in ways that would not be undertaken in conventional practices. Examples could include the need to use a single ventilator for multiple patients at the same time, reuse of PPE, and withholding healthcare services in certain situations. It is in the public interest to afford healthcare providers involved in the delivery of healthcare impacted by COVID-19 with adequate protection against liability for good faith actions or omissions taken in their efforts to combat this health emergency.

Additional Actions by the Governor/State Government 3/29/20

The Governor announced today that there will be no further extension of the moratorium on elective medical procedures, so Veterinarians, Dentists, and other elective medical procedures and facilities will be allowed to resume this Friday, May the 1st. 4/29/20

The governor indicated that Friday he will be showing the graphs he is using to make decisions on the 14 day decline, and therefore the re-opening. 4/29/20

The Governor announced 3/21 that establishments not abiding by the 10 patron rule will have the permits revoked onsite

Governor’s Executive Order 57 Effective April 17th through June 10th 2020, It is anticipated that COVID-19 will result in increased demands on the Commonwealth’s health

professional workforce that will require additional personnel. Authorizing out-of-state licensed professionals, as well as residents, interns, and certain senior students to practice in the Commonwealth will assist in meeting that demand. In addition, permitting experienced nurse practitioners to practice without a practice agreement will increase the availability of primary care and hospital providers. Finally, expanding the use of telehealth will assist in the provision of needed health care services to the citizens of the Commonwealth.

Governor’s Executive Order 55 Effective March 30th through June 10th 2020, On March 30, Governor Ralph Northam issued Executive Order 55, a statewide Stay at Home order.

The executive order takes effect immediately and will remain in place until June 10, 2020. The order directs all Virginians to stay home except in extremely limited circumstances. Individuals may leave their residence for allowable travel, including to seek medical attention, work, care for family or household members, obtain goods and services like groceries, prescriptions, and others as outlined in Executive Order Fifty-Three, and engage in outdoor activity with strict social distancing requirements.

Announced a forthcoming executive order to mandate the delay of elective medical procedures by hospitals to curb the use of PPE.

State parks will now be restricted to day use only. Governor’s Executive Order 53 Effective 11:59 PM on Tuesday, March 24, 2020 Governor Ralph Northam Extended Executive order 53 until May 14th 2020 today 5/4/20

Governor Ralph Northam issued Executive Order 53 that orders the closure of certain non-essential businesses, bans all gatherings of more than 10 people, and closes all K-12 schools for the remainder of the academic year. Governor Northam is also urging all Virginians to avoid non-essential travel outside the home, if and when possible. Food establishments are mandated to offer curbside takeout and delivery service only, or close to the public. This order went into effect at 11:59PM on Tuesday, March 24, 2020 and will remain in place until 11:59PM on Thursday, April 23. City Operations: Objective 1: Implement Social Distancing, Personal Protective Equipment, and Sanitation Policies to protect City employees and the public for the duration of the event.

Based on a notification that the Governor and/or the Health Equity task force may attend the testing event Saturday the 11th, additional plans were put in place to accommodate the change. 7/9/20

Took delivery of the printed materials for delivery with the PPE and sanitizer being distributed to the public through the Health Equity Pilot Program. 7/9/20

Started stuffing all of the materials to be distributed at the testing event on Saturday in the bags for distribution. 7/9/20

Conducted workspace evaluations for proper social distancing in workspaces for the return of all workers. 6/18/20

Initiated the install of the secondary temperature scanning tools in large departments, needing a second device. 6/15/20

Department re-opening plans were sent back to departments today with changes that reflect broad Citywide policies for constancy. 6/8/20

Department re-opening drafts were reviewed today and feedback prepared to be sent back for further consideration. 6/4/20.

Departments were provided a feedback form for the draft re-opening plan to be returned by 6/3 for incorporating into the plan. 6/1/20

City Department directors met today to discuss the draft re-opening plan. A process was identified for moving the plan forward. 5/29/20

Hopewell Recreation and Parks announced today that City playgrounds will re-open for public use on May 30th, as new studies indicate that transmission of COVID-19 via surface contact is unlikely. Restrooms, pavilions and other athletic facilities will remain closed to discourage large groups from gathering. 5/28/20

Public safety agencies met today to draft a mask policy in regard the Governor’s executive order 63. 5/27/20

Started the process of installing the temperature scanners today at the remaining departments that will need them for reopening. 5/26/20

Temperature screening locations set up for DMV and the Courts in preparation for their opening on Monday. 5/15/20

Rented a tent for the line that will form outside of the new DMV select location at the old dispatch entrance of City Hall. 5/15/20

Final temperature check location surveyed today. It will now be working on installing all of the locations. 5/14/20

All completed PPE kits and non-medical face masks for teleworkers delivered to those who had requested them today. 5/14/20

PPE kits will be distributed to the departments who requested them tomorrow. Users will be asked to return the N95, safety glasses and sanitizer in the bag for sanitizing, refilling and re-deploying. 5/13/20

City staff began making site visits to each department to identify the location and logistics of installing the temperature check monitors for employees and the public in anticipation of bringing employees back, and opening to the public at some point. 5/12/20

Additional projected costs going forward through August was requested of departments to include in the new estimate to the State. 5/6/20

A memo was sent out to directors requesting any additional non-medical face coverings that may be needed for employees when they return to work from tele-working, to ensure an appropriate inventory. 5/5/20

Police Station received enhanced cleaning on 3/31/20.

Police responded to areas of concern for social gatherings pursuant to the Governor’s EO 55. They observed no social gatherings.

Fire distributed additional cleaning supplies to departments on 3/31/20 to further accommodate employees sanitizing their personal workspace (phone, desk, etc.).

A conference call with all Fire officers was conducted 3/31/20 to update them on procedures for evaluating exposures, and social distancing practices in the fire station.

Fire and police made additional adjustments to allow more tele-commuting where feasible to limit employee exposure 3/31/20.

The City of Hopewell completely closed its offices on March 30th 2020 in order to accommodate cleaning due to a positive case of COVID-19 in the workforce. Employees will return to work March 31st.

150 N95 masks was donated to the City 3/27/20 by one of our industrial companies.

Additional PPE was ordered through a vetted vendor with the Virginia Sheriff’s Association 3/25/20.

All critical sanitization and personal protective equipment (PPE) supplies have been inventoried and any projected shortfalls of currently available supplies have been ordered for use by City departments who require them. A distribution/training plan is being put in place to get them to the end-user.

Hopewell Fire & Rescue personnel have been trained on the current response plan for possible COVID-19 patients, and provided with appropriate PPE to address the risk. Refresher training on PPE and decontamination procedures, as well as screening and reporting has been provided as well in the training.

PPE that is currently not available through traditional vendors has been ordered through the State.

Daily PPE burn rate was sent to the state today per their request.

We were notified 3/25/20 that we would not be receiving any PPE from the SNS order, as it is being directed to the hardest hit areas.

In accordance with social distancing guidance, Police limited the number of people at outdoor roll call.

Police provided guidance to their employees on interaction with the public in light of CDC and VDH guidance on social distancing.

Sports programs, the Community Center, and Beacon Theatre shows, and the Library have been canceled/closed to limit unnecessary social interaction within the City.

Each department is developing department specific social distancing policies for the employees that come in contact with the public. This includes using Zoom meeting when three or more employees must interact together.

City offices are closed to the public for the next two (2) weeks beginning March 17, 2020. City employees will to continue to report to work as normal. Tele-work per the City’s policy is in effect.

Virginia Department of Health (VDH) has advised that ALL public meetings be cancelled for the next 30 days.

The U.S. Small Business Administration (SBA) approved an Economic Injury Disaster Loan declaration for Virginia. Small businesses and nonprofit organizations throughout the Commonwealth affected by the COVID-19 public health crisis can now apply for low-interest federal disaster loans of up to $2 million from the SBA to pay fixed debts, payroll, accounts payable, and other expenses. Social Services and Emergency Management met with Red Cross staff to review expectations for Hurricane season in the midst of COVID-19. 6/29/20

Had a meeting with the shelter management team about sheltering during COVID-19 in the event of a hurricane, etc. A list of follow-up actions was developed as a result, to get ready for this possibility. 6/23/20

As planning efforts continue, departments have been asked to update their list of essential personnel, should further restrictions on movement come out of the Governor’s office.

Due to the high-risk nature of the Fire Department’s role, especially with EMS, they have implemented temperature checks of employees before being allowed to work starting 4/1/20.

Fire Department ordered no touch thermal readers for checking temperatures of employees.

The City’s Emergency Operations Plan is the current playbook for this emergency, and a declaration of local emergency has been prepared to enact. This is an extremely fluid emergency, and therefore our planning and response is being prepared to match with considerable flexibility.

The City’s Intranet page for Emergency Management is being updated to act as a virtual EOC if needed in concert with conference call and screen sharing capabilities provided through IT.

All departments have initiated a continuity of operations plan (COOP) planning process for their own operations, including a plan for both 15% and 30% reduction in workforce due to quarantine, social distancing requirements, or sickness.

The Public Safety Answer Point (PSAP) or (911 center) has initiated screening of all calls for service in relation to COVID-19s screening criteria. This was developed in concert with VDH guidelines and with the approval of our operational medical director (OMD) to limit exposure to First responders.

Received New guidance from the Old Dominion Emergency Medical Services Alliance (ODMESA) on screening questions and PPE 3/21/20

Updated the PSAP screening tool to reflect new guidance from ODEMSA.

Sent out screening criteria for all City Departments to use for any potential interaction with the public.

In the process of developing training for EMS on new guidance from ODEMSA.

Printed and Provided Copies of the ODEMSA interim COVID-19 guidance for each of the EMS licensed unit in the City.

The purchasing process to track expenses related to COVID-19 is in place to ensure that all cost associated with the response are captured for reimbursement by FEMA if that becomes available.

Current City Human Resource policies have been reviewed for modification as necessary. This includes flex schedule, telework, travel, personal leave, and workman’s comp policies, etc.

IT solutions to support expanded telework, possible social distancing policies, etc. are being rolled out and/or explored as necessary.

Cross training of employees is underway to ensure continuity of operations.

Departments continued their continuity planning and are uploading their planning worksheets into a database for compiling into an overarching City plan.

Individual department planning sessions continued 3/26/20 to cover details of individual department COOP plans.

Tracking of daily Citywide absenteeism was instituted on 3/25/20 to monitor workforce status.

Preparations were completed for an isolation facility for any first responders who contract the virus during the course of their duties. Once supplies that have been order arrive, the facility will be ready to go.

Objective 6: Support public social distancing policies by maintaining public utility, and other critical services to citizens for the duration of the event.

Advocated for funding through the Community Foundation COVID-19 Response fund to be given to organization(s) that support mortgage and rental payment assistance in the wake of COVID-19. 7/1/20

Governor Northam indicated in His press briefing today that the Virginia Legislature took action to protect homeowners and renters from foreclosure and eviction during the COVID-19 crisis. 4/24/20

Virginia American Water Company (VAWCO) has announced that water connection service disruption for non-payment has been halted for the duration of the event.

VAWCO has announced that water is being restored to customers who had theirs turned off recently due to non-payment.

Dominion Power is also suspending power shutoffs due to non-payment during the event.

Homeless feeding operations began to fall off on 3/24/20. Other services to replace the ones lost are coming online.

Thanks to City of Refuge Church, and “God’s Pit Crew” a truckload of food was delivered to the Hopewell Food Pantry to support the increased food needs of the community during this time.

A port-a-John was placed in the gravel lot across form the Library to support the Homeless who have lost normal places to use the bathroom due to business and public building closures.

A number of DSS benefit programs have been increased, extended, delayed renewal certifications, etc. for eligible applicants including:

o SNAP, TANF, and Childcare benefits o Medicaid

DSS reported a significant increase in requests for assistance this week.

Set a goal for Council to set tax rate by May 1st to allow the treasurer to get out notices on time. Investigating the process for conducting regular public meetings as required for a number of City

functions.
