I also started the application process for an individual in McCurtain County. Both should be able to start by the end of February.

Conducted interview for a PC. LaQuita and I did a second round of interviews with the other two qualified applicants to decide. The job was offered to another employee, Curistie McGuire. She accepted the position, will give her employer at least a two week notice. She will begin working for INCA on March 1st.

I still have to meet with the DDSD Case Manager on several new clients in McCurtain County. We will be meeting to get them started on adding them to our client list once Curistie gets started. She will take over those cases.

HRC update: The HRC met on December 17th for the quarter; October, November and December, 2012. This was the last meeting of the 2012 year. There were 5 non-critical incidents and 2 seizure reports reviewed at the meeting with the discussion of the child-placing policies submitted to the board for approval. Erica Pogue and Brenna Moore attended the EEO Webinar. The information was very

informative about laws regarding EEO. One particular interesting subject focused on if

employees filed false discrimination claims that they could not be terminated if found out.

January 16, 2013 – Task Force Meeting – Erica Pogue

Attending this Task for Meeting in Durant Oklahoma was very insightful. There is plans to

turn highway 69/75 into an interstate highway because of the traffic flow. There were

handouts given about how much traffic is traveling the highway right now and the

projection in the next 20 years. Right now traffic flow estimates at 29,000 cars daily. There

were also statistics that stated that 70% of all semi trucks traveling are on 69/75.

January 16, 2013 – OTA Teleconference – Erica Pogue

The teleconference focused on the new laws that are taking place around Oklahoma

regarding grants. Right now there is an estimated 5 billion dollars going to be coming to

public transit within the next 10 years. Each year they must apply for the money though and

it is not guaranteed. Hopefully public transit will keep the current grants and they will

increase in the future.

Budget Clarification

Our 2013 budget has reached final approval from our funder TSET! Fiscal Year Transition TSET has informed us that they will be transitioning from our October-September FY to a July-June FY to align with the Oklahoma State FY. Much to our frustration, TSET will be revising our workplans and budget again in order to correspond with our new calendar year. This will affect our timeline for grant outcomes, although we do not yet know to what extent. TSET is currently conducting internal reviews of all state programs to determine the feasibility of their outcomes. We should be getting a site visit this month or the beginning of March for further clarification. Shaping Policy for Health Workshop February 7-8th I attended the “Shaping Policy for Health” workshop at the Metro Technology Center in Oklahoma City. During this workshop, we worked on developing skills for defining a health problem. The workshop guided us in considering how problems are socially constructed, and how economic and other determinants can be identified as root causes of problems that lead to health disparities. Evidence is considered as leverage for policy officials. We were introduced to systems thinking to establish a boundary around the scope of a problem, and to point toward the type of solution to pursue. The workshop introduced skills for framing and reframing messages, and concludes with a template for developing a problem brief for specific stakeholders (e.g., politicians, interest groups, administrators, or the general public). Atoka Elementary School Health Fair On February 12th we set up at the Atoka Elementary Health Fair to promote eating better and moving more to students and their parents. Certified Healthy Programs Grants We are in the process of assisting Bentley Schools and Coalgate Schools in applying for incentive grants. They were awarded as being “Certified Healthy Schools” for having policies that met a certain criteria for promoting a healthy school environment and as a result were given the opportunity to apply for an incentive grant. Project Active Nutrition & Fitness Subcommittee Meeting Our next meeting will be on February 15th at 9:45 AM in the conference room at the Atoka County Hospital.

Success Story: We have 3 staff members who are diligently pursuing their CDA’s. We have a number of staff working to complete care courses to finish up for their directors credential and to be ready to start the CDA process.

Head Start – Kathy Castleberry – Health Manager Health Screenings are completed on students that have been here 45 days with referrals being made to the LEA’s at this time. New students are being screened at this time.

15 INCA Community Services Board Report

We currently have 38 students on IEP’s at this time with others in progress. We have written 5 Behavior Plans successfully this year. Mental Health Observations for the second part of the year are now being scheduled. Reports will be prepared for parents.

Head Start – Teresa Workman – Family Advocate – Atoka Co. I try to be evolved in the community as much as I can. On one Friday out of the month I have four meetings with community partners. The first one I attend is Active Nutrition and Fitness Committee. We work together in the community to help inform and encourage healthy life styles. The second is the Tobacco subcommittee. We inform and encourage the community to have smoke free homes and business. The third meeting I attend is the Substance Abuse committee. This committee is focusing on educating our communities on prescription drug abuse. The last meeting I attend is the Atoka/Coal Partnership for Change. I am the president. Different organizations, business, schools and interested citizens in the community come together to discuss what our community needs to do, to grow and be healthier. Everyone works together to improve our communities. I have been busy this month updating Community Partnerships. I have given my parents information on the effects of tobacco. Flyers on Your Health and Tobacco, The Facts about Secondhand Smoke, The Facts about Third hand Smoke and Smoke –Free Cars Guide. I received all this information from Amber Gammon from the Health Department. She is the manager of the tobacco subcommittee I attend monthly.

HEAD START – Melissa Manning – IT and Operations Manager LaQuita Thornley, Sue Ishmael, and I met with Jerry Efford from the USDA office. We gave him a tour of the Atoka Head Start and Caney Head Start so that he could see what we have accomplished with the USDA grants that we have received over the past couple of years. He was very impressed and thanked us for being good stewards of USDA Funds. I attended the Atoka Public Schools Board meeting on Monday, January 28, 2013. They had never signed our lease agreement for the Atoka offices and Head Start. I invited them to come and tour the facility to see all that we have put in to the building and grounds. Several school board members commented on how nice the outside looks and some had been on the inside of the building and realize how much we have put in to improvements on the building. They signed the lease agreement and are happy to continue their partnership with us.

Head Start – Sue Ishmael – Facilities and Transportation Manager The Facility Books have been up-dated. Each of the County offices has a newly bound copy you can look at. Mary Spence and LaQuita Thornley has a copy in the Tishomingo Office, Sandy Bonham has a copy in the Sulphur office, Chuck Coulter has a copy in Marshall County and I have a copy in the Atoka Office. It’s amazing how many improvements and changes we have made over the last few years. I feel very confident that monies approved for the buildings and playgrounds have made them more safe and appealing to the eye.

Head Start Educational Manager Report – Christi Whiten INCA Head Start has embraced the School Readiness Initiative of 2007 by setting school readiness goals, aggregating the data required and participating in the School Readiness calls with the Dallas office. Below is OHS's definition of School readiness and the 5 essential domains of early childhood development. Head Start defines school readiness as children possessing the skills, knowledge, and attitudes necessary for success in school and for later learning and life. The Head Start Approach to School Readiness means

that children are ready for school, families are ready to support their children’s learning, and schools are ready for children. Head Start is a leader in the early childhood field with a strong, clear, and comprehensive focus on all aspects of healthy development, including physical, cognitive, and social and

emotional development, all of which are essential to children getting ready for school. The five essential domains include (1) language and literacy development, (2) cognition and general knowledge, (3) approaches toward learning, (4) physical well-being and motor development, and (5) social and emotional development. School readiness goals must, at a minimum, address these essential

domains of development and early learning [§ 1307.3(b)(1)(ii)]. The five essential domains apply to infants, toddlers and preschool-aged children and are noted at the center of the Head Start Child Development and Early Learning Framework [PDF, 248 KB] wheel.
