    since his March 26 Dubai World Cup (UAE-I) win, while

    Kaleem Shah's Dortmund made his 4-year-old debut

    and his first start in nearly eight months.

    The path to the Breeders' Cup for Dortmund has

    always set up for a run in the Pacific Classic, but the Big

    Brown colt's game second in the San Diego sealed the

    deal.

    "He was training well going into the race and we

    expected him to run well," Shah said of the Bob Baffert

    trainee. "But it was his first race back. Building up to

    the Breeders' Cup Classic (gr. I), the natural progression

    was always the San Diego, Pacific Classic, and Awesome

    Again (gr. I), but we take it one race at a time."

    Dortmund will have the benefit of an outside draw

    in the field of nine, as opposed to his rail spot for the

    San Diego. He'll be in post 8 with first-time jockey Rafael

    Bejarano, just inside Dalmore—the only 3-year-old in the

    field—while California Chrome drew the rail this time.

    Trainer Art Sherman said the son of Lucky Pulpit will

    likely have to show more speed early from that spot to

    get positioned under jockey Victor Espinoza.

    "I wouldn't have been my top choice, but what hap-

    pens is what happens," Sherman said. "We might have

    to ride a different race from there. He just seems to run

    more comfortable on the outside. He likes to be in the

    clear when he's running.

    "But with his kind of speed, he's going to come away

    from there running. From then on, we'll see."

    Like her two rivals, Beholder is coming off a hard-

    fought prep. In the Clement L. Hirsch (gr. I) Aug. 30 at

    Del Mar, she finished a tight second to fellow champion

    Stellar Wind.

    The loss ended an eight-race win streak for the

    Spendthrift Farm mare dating back to 2014, and Hall

    of Fame trainer Richard Mandella waited as long as he

    could to decide whether to have the three-time champi-

    on defend her title in the Pacific Classic, a race she won

    by 8 1/4 lengths in 2015.

    "What put us over the hump was Richard," said Spend-

    thrift general manager Ned Toffey. "(Spendthrift owner

    B. Wayne) Hughes was very clear that he did not want to

    get in the middle of this. The Pacific Classic was the plan.

    We've all known that for a while and hoped that would

    be what materialized, but after she got beat, Mr. Hughes'

    approach was to stay out of it and let Richard tell us.

    "She was going to tell him and he was going to tell

    us."

    "I looked for a week to find a reason not to run in this

    race because it is a hell of an undertaking, and I couldn't

    find any," Mandella said. "She had a great work, came

    out of it great, and you only live once."

    Mandella said Beholder's strategy will likely be to

    stalk the early pace after breaking from post 7 under

    Gary Stevens, just as she did in her Pacific Classic score

    last year, when she blew by the frontrunners with a

    breathtaking move in the final turn. In the Hirsch, Be-

    holder took to the front, allowing Stellar Wind to stalk

    and pounce just to the outside.

    "If Beholder runs back to her Pacific Classic last year,

    I don't think anybody has much of a chance to beat her,"

    Toffey said.

    Sherman also spoke to the tactics of the race, but

    admitted with three horses that essentially have the

    same running style, it is hard to separate one.

    "You get to this caliber and it's going to be tougher

    now. … It’s not going to be an easy go for anybody,"

    Sherman said. “You've got three horses with similar

    running styles and something has got to give."

    Although the focus is on the three favorites—Cali-

    fornia Chrome is 8-5 on the morning line, followed by

    Dortmund (5-2) and Beholder (3-1)—connections of

    the star runners are not ruling anyone out. The race

    also drew grade I winners Hoppertunity and Hard

    Aces, graded victors Imperative and Dalmore, and

    graded stakes-placed runners War Story and Win the

    Space.

    "Everybody is talking about these three horses, but

    I wouldn't rule out any horse pulling an upset. … Even

    Cigar lost (the 1996 Pacific Classic),” Shah said.

    The prevailing sentiment from practically every-

    one involved is appreciation. One of the most signif-

    icant races on the West Coast deserves a standout

    field to draw the attention of the racing world.

    "That's the competition of the business—who is

    going to be the better horse?" Sherman said. "I'm

    sure they all think they can win it. You've got the

    three best handicap horses in the country in one

    race, and that makes it exciting."

    "This is what horse racing is all about," Shah said.

    "It's good for the fans and good for the sport. Let the

    best horse win. ... The drama of the superstars in the

    race—that's what it's all about." BH

    POSTPONED TAKES DOWN JUDDMONTE INTERNATIONALBy Frank Angst

    For a race that saw no order change in the top two finishers after a decisive move at the top of the stretch, Postponed's victory in the £546,542.62

    ($710,505) Juddmonte International (Eng-I) supplied a

    heaping dose of late intrigue.

    Already racing near the center of the York course,

    Postponed moved farther outside in deep stretch

    under jockey Andrea Atzeni and finished the race just

    a path away—at most—from the outside rail, a move

    that left third-place finisher Mutakayyef, who also was

    racing near the outer rail, short of running room late.

    Meanwhile, Highland Reel continued on well to

    finish second after relinquishing the lead to 15-8

    favorite Postponed soon after the field turned for

    home. The most serious late threat to Postponed

    appeared to be Sheikh Hamdan's Mutakayyef, who

    entered Wednesday's test off an easy win in the one-

    mile Fred Cowley MBE Memorial Summer Mile Stakes

    (Eng-II) July 9 at Ascot and continued that good form

    when stretched out in the Juddmonte International.

    It appeared jockey Paul Hanagan wanted to take

    Mutakayyef outside the winner, but Atzeni and Post-

    poned took that lane away.

    "I thought he was going to win. Paul (Hanagan)

    said he just ran out of room," Mutakayyef's trainer,

    William Haggas said. "The winner started his run

    down the middle but ended up near us on the near

    side. I would have just liked them all to run in a

    straight line so we could have known."

    Postponed again was in good form during his first

    run in 74 days, a stretch that included a respiratory

    infection that knocked him out of the July 23 King

    George VI and Queen Elizabeth Stakes (Eng-I), a race

    he won last year. The 5-year-old son of Dubawi com-

    pleted the 1 5/16-mile race in 2:06.58 on good to firm

    turf.

    "He turned the corner two weeks ago. In the last

    seven days, he looks to have blossomed," said win-

    ning trainer Roger Varian, who said Postponed can

    improve off Wednesday's win. "A week ago I wouldn't

    have known if I was running him here. We're not hav-

    ing loads of winners at the moment, so you're never

    quite sure. I trusted in the horse's condition and he

    delivered."

    With the win, Postponed is ensured a spot in the

    Longines Breeders' Cup Turf (gr. IT), as the Juddmon-

    te International is a Breeders' Cup Challenge "Win &

    You're In" event. Varian did not mention that pos-

    sibility, but did say he was leaning toward training

    Postponed up to the Oct. 2 Prix de l'Arc de Triomphe

    (Fr-I), scheduled this year for Chantilly.

    SONGBIRD SET TO STRETCH OUT FOR ALABAMABy Will Robbins

    Six challengers will attempt to dethrone undefeat-ed champion Songbird in the $600,000 Alabama Stakes (gr. I) Aug. 20 at Saratoga Race Course.

    Fox Hill Farm's untouchable filly has displayed re-

    markable versatility in nine career starts, winning by

    a combined 47 3/4 lengths at distances ranging from

    six furlongs to 1 1/8 miles. The 1 1/4-mile Alabama

    will mark the farthest she's ever run.

    "Based on appearances and looking at her record

    on paper, you'd have to think that she wouldn't

    have any trouble getting a mile and a quarter,"

    trainer Jerry Hollendorfer said the morning of Aug.

    17. "I firmly believe that if we had decided to run in

    the Delaware Handicap on the 15th (of July) instead

    of coming here and running in the Coaching Club

    American Oaks (gr. I), we were fully prepared to go

    a mile and a quarter. I feel like an extra eighth of a

    mile should be right up her alley.

    "She's trained well on every racetrack—Keene-

    land, Santa Anita, and Del Mar—she just trains well

    on any surface. She's so consistent and such a sweet-

    heart around the barn. She came here to Saratoga

    and settled right in, and you know I'll probably take

    her home after the race and I think she'll settle right

    back in at Del Mar. We're looking forward to running

    on Saturday. It'll be interesting."

    Hollendorfer won the 2010 Alabama with cham-

    pion 3-year-old filly and six-time grade I winner Blind

    Luck. Songbird will break from the 6 hole under reg-

    ular rider Mike Smith. She breezed a half-mile Aug.

    15 in her final work for her second start at Saratoga,

    and was clocked in splits of :24.22 and :47.49, with a

    gallop out in 1:01.19.

    "It was smooth, in her regular Songbird fashion,"

    said assistant trainer Christina Jelm.

    Last year's Alabama winner Embellish the Lace,

    who did not run in the CCA Oaks, ended a three-year

    streak of consecutive CCA Oaks-Alabama winners;

    Questing, Princess of Sylmar, and Stopchargingmaria

    all brought home the grade I double.

    Coffeepot Stables' CCA Oaks third-place finisher

    Flora Dora returns in this spot, adding blinkers after

    two bullet works with the new equipment.

    "She's been a bit more focused," said trainer Mari-

    alice Coffey. "Instead of looking at the horses as she's

    passing them, she seems to be looking down the

    lane a little bit better. She went like a monster, but

    she isn't trying; she's just

    doing it very easily."

    Other contenders

    include WinStar Farms'

    Dark Nile, who won the

    Delaware Oaks (gr. III) in

    her last start, Mike Tarp's

    Black-Eyed Susan (gr. II)

    winner Go Maggie Go,

    Already a two-time graded winner going two turns, Tara's Tango added a sprint score to her resume Aug. 17 in the $100,000 Rancho Bernardo

    Handicap (gr. IIIT) at Del Mar.

    Stonestreet Stables' homebred 4-year-old

    Unbridled's Song filly won just her second race

    sprinting in Wednesday's feature at 6 1/2 furlongs.

    Her only other victory in a one-turn race came in

    2014 at Del Mar, where she won her five-furlong

    debut as a 2-year-old. She now has a 5-3-2 record

    from 12 starts and $738,004 in earnings.

    The Jerry Hollendorfer trainee was all class in

    the stretch of the Rancho Bernardo. Under Mar-

    tin Garcia—also aboard for her score in the Santa

    Maria (gr. II) in February before her victory in the

    Santa Margarita (gr. I) with Rafael Bejarano in the

    irons—she advanced on the early leaders entering

    the bend after tracking 2-1 favorite Sensitively's early

    fractions of :21.76 and :44.79, then angled out to find

    space after encountering a three-wide wall of horses

    heading into the stretch. The gray or roan filly passed

    35-1 shot Coniah as other runners tired, then held

    off a late drive from Enchanting Lady—who closed

    from last—to win by a half-length. The final time was

    1:15.60

    Coniah managed third, 5 1/4 lengths ahead of

    Pretty N Cool. Lost Bus and Sensitively completed the

    order of finish. BH

    d'Ellon, the €125,000 sale-topper sold to pinhooker

    Roger Marley.

    Heronniere enjoyed great success this season with

    a daughter of Siyouni in Volta, while the maternal

    side of the family features Prix Maurice de Gheest

    (Fr-I) heroine Porlezza as second dam.

    "He's a lovely individual," said Marley. "We had

    two Siyouni's this year and they were both very fast.

    It's a nice pedigree. ...We hoped to give a little bit less

    but we wanted the horse. This is one of our picks of

    the day."

    The second six-figure Siyouni was offered by Haras

    d'Etreham, the second-highest grossing vendor on

    the day. Jim McCartan was pleased to get the colt at

    €105,000 shortly before departing for Ireland.

    "I thought he was one of the nicest horses here to-

    day and I was hoping he'd sell before I had to leave,"

    said McCartan, who sold one of the stallion's first

    crop at the 2015 Saint-Cloud breeze-up for €260,000.

    It should not come as a huge surprise that Jean-

    Claude Rouget is ready to support first-season sire

    Declaration Of War, having been responsible for the

    son of War Front in his unbeaten 2-year-old season

    before he was transferred to the care of Ballydoyle

    and Aidan O'Brien at three.

    Rouget parted with €100,000 for a colt by the

    sire—the second foal out of the winning Pivotal mare

    Super Pie—hailing from the sale's leading consignor,

    Haras des Capucines.

    Rouget will also take a Dabirsim colt from the

    Haras de Montaigu after Nicolas de Watrigant went

    to €85,000. Out of the listed stakes-winning Soave

    mare Calahorra, De Watrigant's purchase was for a

    new Qatari client.

    Haras de la Cauviniere's Sylvain Vidal signed for three

    of the top eight lots, led by the priciest filly at the sale,

    a €90,000 sister of the Prix Jean-Luc Lagardere (Fr-I)

    runner-up Maiguri purchased on behalf of Gerard Au-

    gustin-Normand. He also continued his support of Cau-

    viniere's stallions, paying €85,000 for a Le Havre colt and

    €75,000 for a Rajsaman filly.

    Although the clearance rate was fractionally down

    from last year, the sale proved solid through other

    key indicators. The registered turnover of €3,481,000

    was a 14% gain from last year, and the average price

    set a record in the sale’s four-year history at €39,897,

    up 17.6% as 30 horses sold

    for €50,000 compared with 14

    a year ago. The median price

    rose 13% from €30,000 to

    €34,000.

    "This sale is beginning to

    attain its own identity, with a

    more precocious type of ped-

    igree," said Arqana president

    Eric Hoyeau. "This year there

    was a fair uniformity in the

    shape and size of the horses of-

    fered, while the number of lots

    that made more than €50,000

    increased significantly."

    PRINCESS HAYA IFHA CONFERENCE KEYNOTE SPEAKERBy Blood-Horse Staff

    HRH Princess Haya Al Hussein, one of the promi-nent leaders in equine sport, will be the keynote speaker at the 50th International Conference of

    Horseracing Authorities, organized by the Interna-

    tional Federation of Horseracing Authorities Oct. 3 in

    Paris.

    As president of the Federation Equestre Inter-

    nationale from 2006 to 2014, Princess Haya led the

    global equestrian sports governing body to a number

    of significant milestones, including the FEI Solidar-

    ity program, FEI Clean Sport, an affiliation with the

    World Organization for Animal Health, a 10-year term

    partnership with the renowned Swiss watchmaker

    Longines, and the securing of numerous long-term

    broadcast arrangements for the distribution of

    equestrian sport.

    Also during her tenure, the FEI and the IFHA joined

    forces to create the International Horse Sports Con-

    federation as a vehicle for dialog and

    cooperation between the two global

    federations on a number of funda-

    mental issues, such as horse welfare,

    movement of horses, and doping

    control. Princess Haya has been a not-

    ed owner of racehorses and was the

    leading owner in Great Britain in 2008,

    highlighted by the Epsom Derby (Eng-I)

    victory of New Approach. She received

    the Longines Ladies Award in 2015.

    "Her Royal Highness Princess Haya

    has been one of the most prominent fig-

    ures in equestrian sport throughout her

    distinguished career," IFHA chairman

    Louis Romanet said. "Her accomplish-

    ments as an Olympian, as FEI president,

    and as a racehorse owner are equally

    Romanet at the conference will com-

    memorate the accomplishments of

    lenges to international horse racing for the future.

    The three vice chairmen of the IFHA will lead

    the other main sessions of the conference. Horse

    Racing Ireland chief executive Brian Kavanagh will

    oversee the topic "Promoting and Attracting Race-

    horse Ownership," The Jockey Club (USA) president

    Jim Gagliano will moderate a panel titled, "Providing

    Aftercare Solutions at a Global Level," and Hong Kong

    Jockey Club chief executive officer Winfried Engel-

    brecht-Bresges will chair the session "Strategies to

    Secure and Grow Revenues for Racing."

    The full agenda will be released in the weeks

    leading into the conference.

    conference will be available on the IFHA's website. A

    NYRA DEFENDS FINANCIAL REPORTBy Tom Precious

    The head of the New York Racing Association tan-gled with a state financial oversight board mem-ber Aug. 16 in a dispute over how the racing corpora-

    tion reports on its financial performance.

    "Stop," said Steve Newman, a member of the New

    York state Franchise Oversight Board, who interrupt-

    ed a NYRA executive who was presenting an other-

    wise pro forma report on NYRA's second-quarter

    financial results.

    Newman complained NYRA was again offering a

    rosier-than-reality presentation by including revenue

    from the casino at Aqueduct Racetrack. NYRA gets a

    portion of the revenue from video lottery terminals

    operated by Genting Group.

    NYRA reported a loss on racing operations of $4.3

    million between January and the end of June; NYRA

    president and chief executive officer Chris Kay told

    Newman NYRA typically performs financially better

    in the second half of years because of revenues from

    Saratoga Race Course.

    Newman said NYRA was giving the board a false

    impression by allowing it to "claim that a $5 million

    loss is somehow a profit," accused NYRA of "obfus-

    cating" the facts to the public, and said NYRA should

    show proceeds from the Aqueduct casino separate

    from racing operations. NYRA has been criticized for

    using VLT proceeds to mask financial issues on its

    racing side.

    Instead, Newman said, NYRA is "clearly sending a

    message to the public that's just not real."

    "I respectfully disagree with you," Kay told New-

    man from a meeting room at the state Capitol.

    Newman was video-streamed from a New York City

    location.

    "We are doing nothing to obfuscate any of the

    facts, and we answer all of your questions," Kay said.

    NYRA was taken over by the state in 2012 in what

    was originally supposed to be a three-year reorgan-

    ization period. Gov. Andrew Cuomo and lawmakers

    again this year could not agree on a privatization plan

    and extended the state's control until at least the end

    of 2017.

    In a less combative period during Tuesday's

    oversight meeting, the panel approved a final

    environmental impact statement for future devel-

    opment at Saratoga.

    Robert Williams, head of the Franchise Oversight

    Board who is also executive director of the New York

    State Gaming Commission, said the plan—including

    changes to the front and backstretch areas, new

    buildings, and additional parking—amounts to the

    "quintessential long-term planning" document for the

    track for the next 10 years.

    Williams, though, cautioned that individual capital

    projects must still ace separate reviews, including

    by the Franchise Oversight Board and the New York

    state parks and historic preservation agency.

    In its financial presentation, NYRA reported gross

    pari-mutuel revenue of $72.1 million during the

    second quarter of the year, down $647,000 from the

    same period a year earlier. When various payments,

    including purses, were taken out, NYRA was left with

    net wagering revenue of $32.9 million for the quar-

    ter, or $339,000 below a year earlier.

    Its net revenue from racing operations stood at

    $44.7 million in the second quarter this year, down

    $643,000 from 2015.

    NYRA raced 59 days during the period, down from

    63 days during the second quarter of 2015; the state

    approved a NYRA plan to reduce two days this year

    as part of a "strategic reduction" to, in part, increase

    HORSEMEN STRUGGLE IN WAKE OF LOUISIANA FLOODSBy Frank Angst

    As trainer Sam Breaux evacuated horses from his flooded farm near New Iberia, La., he witnessed a life-saving rescue of a pick-up truck driver.

    While there have been no reported deaths of

    horsemen or Thoroughbreds during the deadly

    storms that left widespread flooding in Louisiana and

    claimed the lives of at least 11 people, the severe

    weather has forced racing cancellations, put horse-

    men in some dangerous situations, damaged proper-

    ty, and necessitated a lot of extra work.

    Breax, currently the second-leading trainer at

    Evangeline Downs, had to evacuate 69 horses Aug.

    13 from his 70-acre farm and training center when

    water quickly rose to two feet throughout his stable

    area after more than 20 inches of rain fell in the area.

    Breaux said the evacuated Thoroughbreds are largely

    his racehorses, while his mares were safe on higher

    ground on his property.

    With all 12 of his farm employees and three addi-

    tional workers helping, a high-clearance cane tractor

    was used to haul out trailer after trailer of horses as

    the road that provides access was covered in water for

    two or three days. The trailers were pulled to higher

    ground where they could be hooked up to a pick-up

    truck and hauled about three miles to SugArena at the

    Acadiana Fairgrounds.

    Breaux said five vehicles have been washed away

    near his property. He can’t recall a flood of this level

    in the area.

    "It’s the first time I’ve ever seen Highway 90 under

    water," Breaux said.

    The New York Times reported that as floodwaters receded in Southern Louisiana Aug. 17, door-to-door

    searches of properties were being conducted. State

    officials said at least 11 people died in the flooding

    that damaged 40,000 homes and required 30,000

    people to be rescued.

    So far, area horsemen's stories have not been as

    life-altering, but the rain and flooding has resulted

    in considerable hardship. Evangeline Downs had no

    flooding but canceled racing Aug. 12-13 because of

    the heavy rains. The Opelousas, La. track was open

    the evening of Aug. 17 with no turf racing.

    Many horses have been displaced. Breax said

    besides his 69 horses, the SugArena has welcomed

    another 20 or 30 evacuated racehorses.

    Louisiana Thoroughbred Breeders Association

    president Tom Early said his farm avoided the worst

    of the flooding but still he esti-

    mated that floodwaters covered

    47 of his farm's 58 acres. He

    noted the flooding will impact

    available feed and hay for

    horsemen.

    Early said a lot of horse own-

    ers with "backyard horses" were

    impacted. The Lamar Dixon

    Expo Center near Gonzales, La.

    has provided shelter for thou-

    sands of people and welcomed

    hundreds of animals, including

    displaced horses, pets, and

    livestock.

    In his new location, Breaux is

    adjusting. He's using the covered

    arena to exercise each of his

    horses for about 10 minutes a

    day. He hopes to have the horses

    On a day when 2015 Longines Breeders' Cup Turf (gr. IT) heroine Found heads postward in the Dar-ley Yorkshire Oaks (Eng-I), another potential super-

    star climbs the rung to the next level.

    The Aug. 19 Sky Bet Lowther Stakes (Eng-II) at York

    is the main supporting race on the Yorkshire Oaks

    program, and features Khalid Abdullah's Fair Eva,

    the first stakes winner for white-hot European sire

    Frankel.

    Fair Eva is a perfect two-for-two. She followed up

    her June 8 Haydock Park success at first asking by

    landing the July 23 Princess Margaret Stakes (Eng-III)

    at Royal Ascot by four lengths over Kilmah, who will

    also run as one of eight in the six-furlong Lowther.

    "Fair Eva has done everything asked of her so

    far in her career and is our clear 8-15 favorite," said

    Michael Shinners, racing PR manager at Sky Bet.

    "A number of the other runners do have proven

    ability. ... It will be fascinating to see how the race

    unfolds."

    Back in the Yorkshire Oaks, Found is one of 12 and

    joins fellow Aidan O'Brien trainees Even Song and Sev-

    enth Heaven. Found lost the June 15 Prince of Wales's

    Stakes (Eng-I) last time out, when she was headed

    by My Dream Boat; Seventh Heaven won the July 16

    Darley Irish Oaks (Ire-I); and Ribblesdale Stakes winner

    Even Song must rebound from a well-beaten seventh

    in that race as the 4-5 favorite. BH

    Kentucky-bred Syphax became the 60th stakes win-ner for the late Arch (Kris S.) when the 2-year-old colt won the Aug. 17 Tattersalls Acomb Stakes (Eng-

    Kevin Ryan, Syphax took the seven-furlong event by a

    head over Best of Days to remain undefeated in two

    starts.

    Danka, the second dam of the Acomb winner, was

    acquired in foal to grade I winner Geri from Allen

    Paulson's Brookside Farm. That foal, grade III winner

    and $500,000-plus earner Bedanken, was the first of

    six consecutive stakes-performing offspring of Danka

    (Strawberry Road), a Paulson-bred half sister to four

    stakes winners, including grade II winner Ganges

    (Riverman) and grade III winner Apolda (Theatrical).

    Paulson bought into the family that traces back to

    Newstead Farm foundation mare Legendra when he

    purchased Paloma Blanca (Blushing Groom) at a 1988

    dispersal of noted breeder Nelson Bunker Hunt's

    stock.

    Syphax is one of two black-type winners from 12

    starters by Arch out of Kingmambo mares (16.7%).

    Overall, the late Claiborne Farm sire has 33 graded

    WV COMMISSION PUSHES FOR ACCREDITATIONBy Tom LaMarra

    West Virginia Racing Commission staff will ex-plore, among other things, whether capital im-provement money racetracks get from a video lottery

    terminal fund can be used to pay for accreditation

    through the National Thoroughbred Racing Associa-

    tion Safety and Integrity Alliance.

    The state's two Thoroughbred tracks—Hollywood

    Casino at Charles Town Races and Mountaineer Casi-

    no, Racetrack & Resort—aren't among the more than

    23 accredited tracks in North America that account

    for more than 70% of North American pari-mutuel

    handle.

    Alliance executive director Steve Koch, based in

    Lexington, outlined the accreditation program during

    the Aug. 17 meeting of the WVRC. He was asked by the

    commission, not the tracks, to attend the meeting.

    "In all cases so far, the alliance was hired by the

    racetrack," Koch said, "but it's not unheard of for a

    racing commission to require accreditation for licen-

    sure."

    The accreditation process, performed every two

    years after the initial go-around, would cost Moun-

    taineer about $10,000 and Charles Town $15,000.

    WVRC member Bill Phillips asked if capital improve-

    ment funds from the excess VLT fund can be used for

    safety improvements.

    The racetracks regularly are approved for im-

    provements that have any tie to horse racing at their

    facilities, which also offer full casino gambling. On

    Aug. 17, for instance, Mountaineer was approved

    to use $91,000 from the fund to repave parking lots

    used by racing patrons and horsemen.

    The accreditation costs "seem like a small amount

    of money in terms of safety," Phillips said.

    Senior deputy attorney general Kelli Talbott, who

    represents the WVRC, said she would research the

    funding matter as well as whether the commission

    can, by statute, require the two tracks to engage the

    services of the alliance.

    Koch said the alliance, formed in 2008, is "driving

    the idea of continuous improvement. It has been a

    provocative change agent for the better of the racing

    program."

    Accreditation covers six primary areas: injury

    reporting and prevention of injuries; creating a safer

    environment for racing and training; encouraging

    adoption of uniform rules for medication, testing,

    and penalties; jockey health and safety; aftercare for

    retired racehorses; and ensuring wagering security.

    "Racetrack management alone cannot achieve ac-

    creditation," Koch said. "You need horsemen, jockeys,

    veterinarians, and regulators (to participate). And it's

    not just for the well-funded. We've seen

    enormous obstacles overcome (to pay for

    accreditation)."

    WVRC member Greg McDermott sug-

    gested, and the other two commissioners

    agreed, to "invite stakeholders to inform us

    of their positions on accreditation." Track

    representatives opted not to comment dur-

    ing the meeting, but Charles Town Horse-

    men's Benevolent and Protective Associa-

    tion president Randy Funkhouser offered

    his thoughts.

    "We as horsemen have talked about and

    support the alliance," he said. "We thank

    the commission for its interest in looking at

    this in the future."

    The WVRC at its September meeting will

    include an update on staff research into

    accreditation and the commission's options

    ROBERTO'S BENSON AND HEDGES GOLD CUP DELIGHTBy Tom Hall

    Weeks before its first running, the 1972 Ben-son and Hedges Gold Cup (now the group I Juddmonte International, which celebrated its 45th

    renewal Aug. 17) was hailed as the "race of the

    century."

    That was not exaggeration, for the anticipated

    field included Paul Mellon’s brilliant Mill Reef, the

    previous year’s winner of Europe’s middle-distance

    jewel, the Prix de l’Arc de Triomphe; the undefeated

    Brigadier Gerard, the last horse to beat Mill Reef (in

    the 1971 Two Thousand Guineas at a mile); and John

    Galbreath’s Kentucky-bred Roberto, winner of the

    Epsom Derby.

    The race lost much luster when Mill Reef had to

    be scratched because of a swollen right hock. Never-

    theless, Brigadier Gerard made a magnificent picture

    in the York paddock—big and powerful. Roberto also

    was in fine fettle—a medium-sized, well-conformed

    bay with a narrow blaze. Derby runner-up and Grand

    Prix de Saint-Cloud winner Rheingold joined the fray,

    as did well-seasoned, consistent stakes winner Gold

    Rod; along with Mill Reef's pacesetter,

    Bright Beam.

    When Roberto’s regular jockey

    Lester Piggott chose Rheingold, Gal-

    breath summoned his go-to United

    States-based jockey Braulio Baeza,

    who had never ridden Roberto. The

    two were a perfect match, as Baeza’s

    style of riding suited Roberto well.

    From the outset Roberto and

    Baeza set a peppered pace with Bright

    Beam, who quickly abandoned his fu-

    tile effort. Gold Rod and Rheingold too

    were struggling against the front-run-

    ning tactics, which left the highly

    favored Brigadier Gerard to close the

    sizable gap. For a few strides, it looked

    as if Brigadier Gerard might mount a

    valid challenge, but the brief hope fled

    quickly. Roberto maintained his as-

    sault to the wire and left a valiant but

    spent Brigadier Gerard three lengths behind. Gold

    Rod was another zip code away, some 17-lengths

    back third. The time was a course record.

    The Gold Cup was the only race Brigadier Gerard

    lost in 18 starts. He ended his career by defeating

    Riverman in the Champion Stakes at Newmarket.

    For Roberto, the remainder of the year was less than

    stellar. He returned at 4 to win the Coronation Cup

    (Eng-I) before retiring to stand at Galbreath’s Darby

    Dan Farm in Kentucky.

    A son of Hail to Reason out of the good

    stakes-winning Nashua mare Bramalea, Roberto was

    inbred 5x4 to the grand broodmare Mumtaz Begum

    through the three-quarter brothers Royal Charger

    (Hail to Reason’s grandsire) and Nasrullah (sire of

    Nashua). Roberto sired 85 stakes winners from 507

    foals (17%). His 42 graded stakes winners include five

    champions. Roberto is a source of stamina in U.S.

    pedigrees, siring progeny with an average winning

    distance of 8.93 furlongs. Among his most notable

    offspring are group I winner Sookera, the dam of

    blue hen mare Hasili; quality sire Lear Fan; leading

    Japanese sire Brian’s Time; Darby Dan’s valuable

    foundation mare Plenty of Grace; and the excellent

    stallions Dynaformer and Red Ransom.

    Roberto has also been a valuable broodmare

    sire, with 156 stakes winners (81 graded), 10 of them

    of common ground, as well as opportunities to

    grow the business with strategic planning and

    defined objectives.

    As HKJC chief executive officer Winfried Engel-

    bretcht-Bresges noted Aug. 14, during The Jockey

    Club Round Table Conference, each racing juris-

    diction has its challenges. In Hong Kong, demand

    isn't easy to satisfy. Only 350 Thoroughbreds can

    be imported each year, and owners must wait an

    average of three years

    to obtain an import

    permit.

    The overall number

    of horses in training

    each year tops out at

    1,200. Because the

    two Hong Kong tracks

    combined offer just

    over 80 programs dur-

    ing the racing season

    each year, ensuring

    competitive racing is

    paramount to attract-

    ing strong pari-mutuel

    betting.

    "We had to focus on how we could turn our

    limitations into strengths," Engelbrecht-Bresges

    said. "We had to decide what should be the (race)

    distances, what should be the race conditions,

    and which racing surfaces we want to offer."

    About 90% of races in Hong Kong are on turf.

    The objective, according to a strategic plan, is

    "optimal field sizes" of 12 horses per race at

    Happy Valley and 14 at Sha Tin.

    Interest in the racing product is high even

    though Hong Kong, like the U.S., is not without

    competition from casino gambling in other

    regions as well offshore betting sites. Govern-

    ment tax changes about 10 years ago led to a

    rebound in pari-mutuel handle to $13.8 billion

    (in U.S. dollars) for the 2014-15 racing season.

    What makes the total more impressive is the

    fact the HKJC also oversees fixed-odds betting

    on soccer and runs a lottery, which respectively

    produced $10 billion and $1 billion in U.S. funds

    in 2014-15.

    Engelbrecht-Bresges said the HKJC in 2009-10

    embarked on a 10-year, $800 million (U.S.) im-

    provement plan with to "create experiences" for

    owners and gamblers—regardless of the demo-

    graphics. For "hardcore" racing fans, the focus

    is on "convenience and efficiency," which in-

    cludes quality digital connectivity and "unlimited

    access" to betting

    and handicapping

    information.

    worked hard at

    enhancing the

    digital experience

    to fit their enter-

    tainment need

    and research- and

    information-driven

    behavior through a

    much richer and graphically interactive online

    experience," Engelbrecht-Bresges said.

    The CEO noted that the cornerstone of Hong

    Kong racing is substance-free competition and a

    stringent testing program at the HKJC laboratory.

    "It's essential for public support and consum-

    er confidence," he said. "We've invested signifi-

    cantly to upgrade our testing laboratory and will

    invest even more to (identify) drugs. Testing is

    an end-to-end process. This involves in-training

    controls, having every starter tested for prohib-

    ited substances before the race, and the usual

    post-race control." BH

    Already a two-time graded winner going two turns, Tara's Tango added a sprint score to her resume in her first start since April. Stonestreet Stables' homebred 4-year-old Unbridled's Song filly won just her second race sprinting in Wednesday's feature.
