    Be it enacted by the Senate and House of Representa-1

    tives of the United States of America in Congress assembled, 2

    That the following sums are appropriated, out of any 3

    money in the Treasury not otherwise appropriated, for the 4

    Legislative Branch for the fiscal year ending September 5

    30, 2021, and for other purposes, namely: 6

    For salaries and expenses of the House of Represent-11

    atives, $1,479,819,000, as follows: 12

    For salaries and expenses, as authorized by law, 14

    $28,884,000, including: Office of the Speaker, 15

    $8,295,000, including $25,000 for official expenses of the 16

    Speaker; Office of the Majority Floor Leader, $2,947,000, 17

    including $10,000 for official expenses of the Majority 18

    Leader; Office of the Minority Floor Leader, $8,295,000, 19

    ALLOWANCE FOR COMPENSATION OF INTERNS IN 11

    For the allowance established under section 120 of 13

    the Legislative Branch Appropriations Act, 2019 (2 14

    U.S.C. 5322a) for the compensation of interns who serve 15

    in the offices of Members of the House of Representatives, 16

    $11,025,000, to remain available through January 2, 17

    2022: Provided, That notwithstanding section 120(b) of 18

    such Act, an office of a Member of the House of Rep-19

    resentatives may use not more than $25,000 of the allow-20

    ance available under this heading during calendar year 21

    2021. 22

    ALLOWANCE FOR COMPENSATION OF INTERNS IN HOUSE 1

    LEADERSHIP OFFICES 2

    For the allowance established under section 113 of 3

    the Legislative Branch Appropriations Act, 2020 (2 4

    U.S.C. 5106) for the compensation of interns who serve 5

    in House leadership offices, $365,000, to remain available 6

    through January 2, 2022: Provided, That of the amount 7

    provided under this heading, $200,000 shall be available 8

    for the compensation of interns who serve in House leader-9

    ship offices of the majority, to be allocated among such 10

    offices by the Speaker of the House of Representatives, 11

    and $165,000 shall be available for the compensation of 12

    interns who serve in House leadership offices of the minor-13

    ity, to be allocated among such offices by the Minority 14

    Floor Leader. 15

    COMMITTEE EMPLOYEES 16

    STANDING COMMITTEES, SPECIAL AND SELECT 17

    For salaries and expenses of standing committees, 18

    special and select, authorized by House resolutions, 19

    $138,100,000: Provided, That such amount shall remain 20

    Arms, including the position of Superintendent of Garages 22

    penses for Business Continuity and Disaster Recovery, 7

    $18,508,000, of which $6,000,000 shall remain available 8

    until expended; transition activities for new members and 9

    staff, $13,000,000, to remain available until expended; 10

    Wounded Warrior Program and the Congressional Gold 11

    Star Family Fellowship Program, $3,975,000, to remain 12

    available until expended; Office of Congressional Ethics, 13

    INITIATIVES ACCOUNT 20

    (INCLUDING TRANSFER OF FUNDS) 21

    For the House of Representatives Modernization Ini-22

    tiatives Account established in section 115, $2,000,000, 23

    to remain available until expended: Provided, That dis-24

    bursement from this account is subject to approval of the 25

    tives. Provided further, That funds provided in this ac-2

    count shall only be used for initiatives recommended by 3

    the Select Committee on Modernization or approved by the 4

    Committee on House Administration. 5

    ADMINISTRATIVE PROVISIONS 6

    REQUIRING AMOUNTS REMAINING IN MEMBERS’ REP-7

    RESENTATIONAL ALLOWANCES TO BE USED FOR 8

    DEFICIT REDUCTION OR TO REDUCE THE FEDERAL 9

    DEBT 10

    SEC. 110. (a) Notwithstanding any other provision 11

    of law, any amounts appropriated under this Act for 12

    ‘‘HOUSE OF REPRESENTATIVES—SALARIES AND 13

    EXPENSES—MEMBERS’ REPRESENTATIONAL ALLOW-14

    ANCES’’ shall be available only for fiscal year 2021. Any 15

    amount remaining after all payments are made under such 16

    allowances for fiscal year 2021 shall be deposited in the 17

    Treasury and used for deficit reduction (or, if there is no 18

    Federal budget deficit after all such payments have been 19

    made, for reducing the Federal debt, in such manner as 20

    the Secretary of the Treasury considers appropriate). 21

    (b) The Committee on House Administration of the 22

    House of Representatives shall have authority to prescribe 23

    regulations to carry out this section. 24

    (c) As used in this section, the term ‘‘Member of the 1

    House of Representatives’’ means a Representative in, or 2

    a Delegate or Resident Commissioner to, the Congress. 3

    LIMITATION ON AMOUNT AVAILABLE TO LEASE VEHICLES 4

    SEC. 111. None of the funds made available in this 5

    Act may be used by the Chief Administrative Officer of 6

    the House of Representatives to make any payments from 7

    any Members’ Representational Allowance for the leasing 8

    of a vehicle, excluding mobile district offices, in an aggre-9

    gate amount that exceeds $1,000 for the vehicle in any 10

    month. 11

    CYBERSECURITY ASSISTANCE FOR HOUSE OF 12

    REPRESENTATIVES 13

    SEC. 112. The head of any Federal entity that pro-14

    vides assistance to the House of Representatives in the 15

    House’s efforts to deter, prevent, mitigate, or remediate 16

    cybersecurity risks to, and incidents involving, the infor-17

    mation systems of the House shall take all necessary steps 18

    to ensure the constitutional integrity of the separate 19

    branches of the government at all stages of providing the 20

    assistance, including applying minimization procedures to 21

    limit the spread or sharing of privileged House and Mem-22

    ber information. 23

    RESCISSIONS OF FUNDS 1

    SEC. 113. (a) Of the unobligated balances available 2

    from prior appropriations Acts from the revolving fund es-3

    tablished under House Resolution 64, Ninety Eighth Con-4

    gress, agreed to February 8, 1983, as enacted into perma-5

    nent law by section 110 of the Congressional Operations 6

    Appropriation Act, 1984 (2 U.S.C. 4917), $212,000 is 7

    hereby rescinded. 8

    (b) Of the unobligated balances available from prior 9

    appropriations Acts from the revolving fund established in 10

    the item relating to ‘‘Stationery’’ under the heading 11

    ‘‘House of Representatives, Contingent Expenses of the 12

    House’’ in the first section of the Legislative Branch Ap-13

    propriation Act, 1948 (2 U.S.C. 5534), $1,000,000 is 14

    hereby rescinded. 15

    (c) Of the unobligated balances available from prior 16

    appropriations Acts from the Net Expenses of Tele-17

    communications Revolving Fund under section 102 of the 18

    Legislative Branch Appropriations Act, 2005 (2 U.S.C. 19

    5538), $2,000,000 is hereby rescinded. 20

    STUDENT LOAN CAP ADJUSTMENT 21

    SEC. 114. (a) INCREASE IN LIFETIME LIMIT.—Sec-22

    tion 105 of the Legislative Branch Appropriations Act, 23

    2003 (2 U.S.C. 4536) is amended— 24

    (1) by redesignating subsections (b) and (c) as 1

    subsections (c) and (d); and 2

    (2) by inserting after subsection (a) the fol-3

    lowing new subsection: 4

    ‘‘(b) LIFETIME LIMIT ON AGGREGATE PAYMENTS 5

    MADE ON BEHALF OF ANY INDIVIDUAL.—The aggregate 6

    amount of payments made on behalf of any individual 7

    under the program under this section by all employing of-8

    fices of the House of Representatives may not exceed 9

    $80,000.’’. 10

    (b) EFFECTIVE DATE; TRANSITION.— 11

    (1) EFFECTIVE DATE.—The amendment made 12

    by subsection (a) shall apply with respect to fiscal 13

    year 2021 and each succeeding fiscal year. 14

    (2) PERMITTING ADDITIONAL PAYMENTS ON 15

    BEHALF OF INDIVIDUALS WHOSE PAYMENTS 16

    REACHED PRIOR LIMIT.—In promulgating regula-17

    tions to carry out the amendment made by sub-18

    section (a), the Committee on House Administration 19

    of the House of Representatives shall include regula-20

    tions to permit payments to be made under the pro-21

    gram under section 105 of the Legislative Branch 22

    Appropriations Act, 2003 (2 U.S.C. 4536) on behalf 23

    of an individual who— 24

    (A) is an employee of an employing office 1

    of the House during fiscal year 2021 or any 2

    succeeding fiscal year; 3

    (B) prior to fiscal year 2021, had pay-4

    ments made on the individual’s behalf under 5

    the program under such section; and 6

    (C) prior to fiscal year 2021, became ineli-7

    gible to have payments made on the individual’s 8

    behalf under the program because the aggre-9

    gate amount of the payments made on the indi-10

    vidual’s behalf under the program reached the 11

    limit on such aggregate amount which (under 12

    regulations promulgated by the Committee) was 13

    in effect prior to fiscal year 2021. 14

    HOUSE OF REPRESENTATIVES MODERNIZATION 15

    INITIATIVES ACCOUNT 16

    SEC. 115. (a) ESTABLISHMENT.—There is hereby es-17

    tablished in the Treasury of the United States an account 18

    for the House of Representatives to be known as the 19

    ‘‘House of Representatives Modernization Initiatives Ac-20

    count’’ (hereafter in this section referred to as the ‘‘Ac-21

    count’’). 22

    (b) USE OF FUNDS.—Funds in the Account shall be 23

    used by the House of Representatives to carry out initia-24

    tives to modernize the operations of the House, including 25

    initiatives to promote administrative efficiencies and ex-1

    pand the use of innovative technologies in offices of the 2

    House. 3

    (c) CONTINUING AVAILABILITY OF FUNDS.—Funds 4

    in the Account are available without fiscal year limitation. 5

    (d) AUTHORIZING TRANSFERS OF FUNDS AMONG 6

    OTHER HOUSE ACCOUNTS.—Section 101(c)(2) of the 7

    Legislative Branch Appropriations Act, 1993 (2 U.S.C. 8

    5507(c)(2)) is amended by striking ‘‘, and ‘Allowance for 9

    Compensation of Interns in House Leadership Offices’.’’ 10

    and inserting ‘‘ ‘Allowance for Compensation of Interns in 11

    House Leadership Offices’, and ‘House of Representatives 12

    Modernization Initiatives Account’.’’. 13

    (e) EFFECTIVE DATE.—This section and the amend-14

    ments made by this section shall apply with respect to fis-15

    cal year 2021 and each succeeding fiscal year. 16

    For salaries and expenses of the Joint Committee on 2

    Taxation, $11,905,000, to be disbursed by the Chief Ad-3

    ministrative Officer of the House of Representatives. 4

    For other joint items, as follows: 5

    OFFICE OF THE ATTENDING PHYSICIAN 6

    For medical supplies, equipment, and contingent ex-7

    penses of the emergency rooms, and for the Attending 8

    Physician and his assistants, including: 9

    (1) an allowance of $2,175 per month to the 10

    Attending Physician; 11

    (2) an allowance of $1,300 per month to the 12

    Senior Medical Officer; 13

    (3) an allowance of $725 per month each to 14

    three medical officers while on duty in the Office of 15

    the Attending Physician; 16

    (4) an allowance of $725 per month to 2 assist-17

    ants and $580 per month each not to exceed 11 as-18

    sistants on the basis heretofore provided for such as-19

    sistants; and 20

    (5) $2,796,000 for reimbursement to the De-21

    partment of the Navy for expenses incurred for staff 22

    and equipment assigned to the Office of the Attend-23

    ing Physician, which shall be advanced and credited 24

    to the applicable appropriation or appropriations 25

    penses are payable and shall be available for all the 2

    purposes thereof, $3,869,000, to be disbursed by the 3

    Chief Administrative Officer of the House of Rep-4

    resentatives. 5

    OFFICE OF CONGRESSIONAL ACCESSIBILITY SERVICES 6

    SALARIES AND EXPENSES 7

    For salaries and expenses of the Office of Congres-8

    sional Accessibility Services, $1,536,000, to be disbursed 9

    by the Secretary of the Senate. 10

    CAPITOL POLICE 11

    SALARIES 12

    For salaries of employees of the Capitol Police, in-13

    cluding overtime, hazardous duty pay, and Government 14

    contributions for health, retirement, social security, pro-15

    fessional liability insurance, and other applicable employee 16

    benefits, $395,720,000 of which overtime shall not exceed 17

    $50,246,000 unless the Committee on Appropriations of 18

    the House and Senate are notified, to be disbursed by the 19

    Chief of the Capitol Police or his designee. 20

    GENERAL EXPENSES 21

    For necessary expenses of the Capitol Police, includ-22

    ing motor vehicles, communications and other equipment, 23

    security equipment and installation, uniforms, weapons, 24

    supplies, materials, training, medical services, forensic 25

    services, the employee assistance program, the awards pro-2

    gram, postage, communication services, travel advances, 3

    relocation of instructor and liaison personnel for the Fed-4

    may be provided under regulations relating to parking fa-14

    CONSULTING SERVICES 11

    SEC. 204. The expenditure of any appropriation 12

    under this Act for any consulting service through procure-13

    ment contract, under section 3109 of title 5, United States 14

    Code, shall be limited to those contracts where such ex-15

    penditures are a matter of public record and available for 16

    public inspection, except where otherwise provided under 17

    existing law, or under existing Executive order issued 18

    COSTS OF LBFMC 20

    SEC. 205. Amounts available for administrative ex-21

    penses of any legislative branch entity which participates 22

    in the Legislative Branch Financial Managers Council 23

    (LBFMC) established by charter on March 26, 1996, shall 24

    LIMITATION ON TRANSFERS 5

    SEC. 206. None of the funds made available in this 6

    Act may be transferred to any department, agency, or in-7

    strumentality of the United States Government, except 8

    pursuant to a transfer made by, or transfer authority pro-9

    vided in, this Act or any other appropriation Act. 10

    GUIDED TOURS OF THE CAPITOL 11

    SEC. 207. (a) Except as provided in subsection (b), 12

    none of the funds made available to the Architect of the 13

    Capitol in this Act may be used to eliminate or restrict 14

    guided tours of the United States Capitol which are led 15

    by employees and interns of offices of Members of Con-16

    gress and other offices of the House of Representatives 17

    and Senate, unless through regulations as authorized by 18

    section 402(b)(8) of the Capitol Visitor Center Act of 19

    2008 (2 U.S.C. 2242(b)(8)). 20

    (b) At the direction of the Capitol Police Board, or 21

    at the direction of the Architect of the Capitol with the 22

    approval of the Capitol Police Board, guided tours of the 23

    United States Capitol which are led by employees and in-24

    terns described in subsection (a) may be suspended tempo-25

    LIMITATION ON TELECOMMUNICATIONS EQUIPMENT 5

    PROCUREMENT 6

    SEC. 208. (a) None of the funds appropriated or oth-7

    erwise made available under this Act may be used to ac-8

    quire telecommunications equipment produced by Huawei 9

    Technologies Company, ZTE Corporation or a high-im-10

    pact or moderate-impact information system, as defined 11

    for security categorization in the National Institute of 12

    Standards and Technology’s (NIST) Federal Information 13

    Processing Standard Publication 199, ‘‘Standards for Se-14

    curity Categorization of Federal Information and Informa-15

    tion Systems’’ unless the agency, office, or other entity 16

    acquiring the equipment or system has— 17

    (1) reviewed the supply chain risk for the infor-18

    mation systems against criteria developed by NIST 19

    to inform acquisition decisions for high-impact and 20

    moderate-impact information systems within the 21

    Federal Government; 22

    (2) reviewed the supply chain risk from the pre-23

    sumptive awardee against available and relevant 24

    threat information provided by the Federal Bureau 1

    of Investigation and other appropriate agencies; and 2

    (3) in consultation with the Federal Bureau of 3

    Investigation or other appropriate Federal entity, 4

    conducted an assessment of any risk of cyber-espio-5

    nage or sabotage associated with the acquisition of 6

    such system, including any risk associated with such 7

    system being produced, manufactured, or assembled 8

    by one or more entities identified by the United 9

    States Government as posing a cyber threat, includ-10

    ing but not limited to, those that may be owned, di-11

    rected, or subsidized by the People’s Republic of 12

    China, the Islamic Republic of Iran, the Democratic 13

    People’s Republic of Korea, or the Russian Federa-14

    tion. 15

    (b) None of the funds appropriated or otherwise 16

    made available under this Act may be used to acquire a 17

    high-impact or moderate impact information system re-18

    viewed and assessed under subsection (a) unless the head 19

    of the assessing entity described in subsection (a) has— 20

    (1) developed, in consultation with NIST and 21

    supply chain risk management experts, a mitigation 22

    strategy for any identified risks; 23

    (2) determined, in consultation with NIST and 24

    the Federal Bureau of Investigation, that the acqui-25

    interest of the United States; and 2

    (3) reported that determination to the Commit-3

    tees on Appropriations of the House of Representa-4

    tives and the Senate in a manner that identifies the 5

    system intended for acquisition and a detailed de-6

    scription of the mitigation strategies identified in 7

    paragraph (1), provided that such report may in-8

    clude a classified annex as necessary. 9

    PROHIBITION ON CERTAIN OPERATIONAL EXPENSES 10

    SEC. 209. (a) None of the funds made available in 11

    this Act may be used to maintain or establish a computer 12

    network unless such network blocks the viewing, 13

    downloading, and exchanging of pornography. 14

    (b) Nothing in subsection (a) shall limit the use of 15

    funds necessary for any Federal, State, tribal, or local law 16

    enforcement agency or any other entity carrying out crimi-17

    nal investigations, prosecution, or adjudication activities 18

    or other official government activities. 19

    PLASTIC WASTE REDUCTION 20

    SEC. 210. All agencies and offices funded by this Act 21

    that contract with a food service provider or providers 22

    shall confer and coordinate with such food service provider 23

    or providers, in consultation with disability advocacy 24

    groups, to eliminate or reduce plastic waste, including 25

    SEC. 211. (a) ANNUAL RATE OF PAY FOR HEADS 6

    OF CERTAIN OFFICES.— 7

    (1) DIRECTOR OF THE CONGRESSIONAL BUDG-8

    ET OFFICE.—Section 201(a)(5)(A) of the Congres-9

    sional Budget Act of 1974 (2 U.S.C. 601(a)(5)(A)) 10

    is amended by striking ‘‘that is equal to’’ and all 11

    that follows and inserting ‘‘that is equal to the an-12

    nual rate of basic pay for level II of the Executive 13

    Schedule.’’. 14

    (2) EXECUTIVE DIRECTOR OF THE OFFICE OF 15

    CONGRESSIONAL WORKPLACE RIGHTS.—Subpara-16

    graph (B) of section 302(a)(2) of the Congressional 17

    Accountability Act of 1995 (2 U.S.C. 1382(a)(2)) is 18

    amended to read as follows: 19

    ‘‘(B) LIMITATION.—The annual rate of 20

    pay for the Executive Director may not exceed 21

    the annual rate of basic pay for level II of the 22

    Executive Schedule.’’. 23

    (3) ARCHITECT OF THE CAPITOL.—Section 1 of 24

    SEC. 212. Notwithstanding any other provision of 18

    law, an entity may use amounts appropriated or otherwise 19

    made available under this Act to pay the compensation 20

    of an officer or employee without regard to the officer’s 21

    or employee’s immigration status if the officer or employee 22

    has been issued an employment authorization document 23

    under the Deferred Action for Childhood Arrivals Pro-24

    gram of the Secretary of Homeland Security, established 25

    LIMITATION ON COST OF LIVING ADJUSTMENTS FOR 5

    MEMBERS 6

    SEC. 213. Notwithstanding any other provision of 7

    law, no adjustment shall be made under section 601(a) 8

    of the Legislative Reorganization Act of 1946 (2 U.S.C. 9

    4501) (relating to cost of living adjustments for Members 10

    of Congress) during fiscal year 2021. 11

    REMOVAL OF OFFENSIVE U.S. CAPITOL STATUARY 12

    SEC. 214. (a) REMOVAL AND STORAGE.—Not later 13

    than 45 days after the date of the enactment of this Act, 14

    the Architect of the Capitol— 15

    (1) shall remove all Confederate statues and 16

    Confederate busts from any area of the United 17

    States Capitol which is accessible to the public; and 18

    (2) shall remove the bust of Roger Brooke 19

    Taney; the statue of Charles Brantley Aycock; the 20

    statue of John Caldwell Calhoun; and the statue of 21

    James Paul Clarke from any area of the United 22

    States Capitol, which is accessible to the public. 23

    (b) STORAGE OF STATUES.—In the case of any stat-24

    ue removed under subsection (a), the Architect of the Cap-25

    (c) DEFINITIONS.— 4

    (1) Confederate statue.—In this section, the 5

    term ‘‘Confederate statue’’ means a statue which 6

    was provided by a State for display in the United 7

    States Capitol under section 1814 of the Revised 8

    Statutes (2 U.S.C. 2131), including a replacement 9

    statue provided by a State under section 311 of the 10

    Legislative Branch Appropriations Act, 2001 (2 11

    U.S.C. 2132), which depicts— 12

    (A) any individual who served voluntarily 13

    at any time as a member of the armed forces 14

    of the Confederate States of America or of the 15

    military forces of a State while the State was 16

    in rebellion against the United States; or 17

    (B) any individual who served as an offi-18

    cial in the government of the Confederate 19

    States of America or of a State while the State 20

    was in rebellion against the United States. 21

    (2) Confederate bust.—In this section, the term 22

    ‘‘Confederate bust’’ means a bust which depicts an 23

    individual described in subparagraph (A) or (B) of 24

    paragraph (1). 25
