    Dear Comrade,At the annual conference of our Council, which was held

    on March 27 and 28, pt Johannesburg, detailed consideration was given

    to the implications of the vicious NatLve Labour (Settlement of Disputes)

    Act, introduced by Mr. Schoeman, Minister of'Labour in the fascist

    Maian Government.

    Introducing this law, Mr. Schoeman openly stated in Par

    liament that its purpose was to destroy trade unions of African workerjs

    by "bleeding them to death.” The law seeks to replace collective bar

    gaining by independent trade unions with a system of arbitrary fixing

    ‘of wage rates by State-appointed X* boards, *ax*fc to which "represen

    tations” may be made by "xsxknt "works committees" appointed "on

    behalf of the workers" by the employers and the Government. The

    same law, itself an act of grosB discrimination against African

    workers, who fona the majority of the South African working class,

    contains numerous provisions whereby the Minister can enforce yet

    further discriminatory measures against Africans relating to wages,

    conditions of work, and other matters.

    The law is designed not only to destroy our Unions, but

    also to relegate the African people to a permanent state of Beffdom

    and forced labour. »

    The Conference of the Council of Non-European_Trade*

    Unions decided not to s u b m i t ^ (thi challenge to traae union*ism pre

    sented^by tnie law. It decided that the reply of the Counckl to thi«

    law must be a great campaign to enrol 100,000 new members of African

    trade unions. A voluntary levy has been accepted by members of all

    affiliated unions, for organising purposes; and with the funds thus

    raised, fliftd organisers will be sent to factories and mines and f

    throughout the country to win new workers into the traue unions.

    Our conference also heard a report from Comrade Paul

    Joseph, who represented our Council at the Vienna Congress of th*

    fcorld Feueratlon of Trade Unions. All the delegates were inspired

    This is our second appeal to your Organisation for Financial assistance.

    You are probably awaro that 53 workers employed at Meters. Standard Cigar, the Imperial Cigar and tho Royal Cigar Companies, tho only~3 Cigar Factories in South Africa, struck work cn the l4th of March, 1955> after tho employers flatly rejected 51, w Union's demands for higher wages and better working conditions at a Conciliation Board. The Employers alsr refused to refer tho dispute to Voluntary Arbitration.

    During tho 6trlke our Union made several endeavours to moot the employers and their Association with a view to arriving at a settlement. The Employers itner Ignored our approached or remained silent .n the .matter, but one er-ployer wno agreed to meet the Representatives of tne Uni n, again refused t :> make any conots- s i n s whatsoever and stated that ho would n.t consider the Union's demands. The Socrotary of tho Empl.yors1 *»6Goclati ;n ignored the Uni>n '8 endeaf.urs t,, reacn a eettlomont, and up to this day has remained indifferent.

    The workers hud no alternative but to continue with the striko ana the striko is /n its sixth wook. Although some w .rkora have scabbod the majority are ctlll ut on strike.

    Unfortunately, owing to pressure of work arising from the preparations for the Annual National Conference, it was not possible to circulate this appeal at the time.     It is with groat triumph that one oan review the results of^the Congress of the ueoj^le* The ueople have dearly demonstrated their solldiHtj fpr freedom. They have mandated the4bongreases to work Cor the implementation of the freedom charter, and now U we aolemly pledge ourselves to fight at the Congress of the people to "Fight side by siae, throughout our lives, until we have won our liberty" it is our duty to intensity our activity.

    The South Western Region of the Airiosn National Congress (that is Pimville, Orlando, Albertyn 8ville,Koroks#Jabavu and Dube ), previously a model and well organised region which set an example to the ueople of the Transvaal, has now suffered a severe decline in activity.

    The reason for this partly due to the intensification of fascist oppression in South Africa which has caused the banning of mamr of our active workers It is stf opinion that our comrades in the South African National Congress who live in the South . est Region Bust once again rally to the defence of freedom. We cannot overload the inactivity of the South ftest Region, it would be a betrayal of congress, a sell out to the police.

    We have to report that an Emergency Management Committee meeting of the South African Congress of Trade Unions has been held in order to discuss and adopt a detailed plan of action against the proposal of the Government to introduce the Industrial Conciliation Amendment Bill.

    The seriousness of the Bill has been considered at length, and its threat to every section of the working people of South Africa is one of the most dangerous that it has yet been faced with,

    It has been resolved that the South African Congress of Trade Unions, rally every worker, every available democrat,- all who are prepared to protect the lives of the working people of South Africa* - in the fight for the defeat of this Bill, WE MUST NOT ALLOW THIS BILL

    TO BE PASSED.

    COMRADES DO NOT DELAY 1

    This is an important resolution of ours, it is a call to action; it is a call to the working class of South Africa to defend their rights; to challenge the Government, and demonstrate their opposition to this Nazi measure to perpetually enslave the people of South Africa.

    Hereunder are the details of the campaign which the South African Congress of Trade Unions has adopted, and directs you to implement

    (a ) Each Local Committee to immediately convene a Conference of local trade unions in order to discuss the Bill, and waysand means of getting hundreds of thousands of workers of all races

    All Local Committees are to hold Local Conferences of local Trade Unions, by not later than February the 6th 1956.

    fc) These conferences must receive the widest amount ofpublicity and support from workers and all democratic organisations.

    c) Fraternal delegates and messages of all localorganisations are to be invited to these conferences.

    Local Trade Unions muBt be asked to elect delegates to the Local Conference in accordance with the By-Laws governing Local Committees of the South African Trade Unions, but, in addition, Unions must be requested to elect as many observers as possible to these conferences thus giving them a mass character.
