Principally the LEMC is a cooperative planning committee focussing on all

aspects of emergency management within their constituted LGA

under the provisions of the SERM

Act (1989), not the Local

Government Act (1993).

The LEMC does not fall under

authorities, conduct or regulatory

• Provide assistance to develop and maintain local emergency plans, sub plans and supporting plans.

• Assist the LEMC to design, conduct and evaluate EM “all agency” exercises at the local level.

• Establish and maintain appropriate stakeholder relationships and provide guidance on their involvement in emergency management at a local level.

• Provide technical expertise, advice, recommendations and assistance to the Chair of the LEMC to undertake recovery functions,

• Assist the LEOCON to establish and maintain an EOC within the local EM area.

• Provide technical expertise, advice, recommendations and assistance to the LEOCON to undertake operational response functions.

OEM is revising the NSW Disaster Assistance arrangements to comply

and remain eligible for future funding assistance from the

Commonwealth Government.

The most significant changes under the DRFA impacting local Councils

relate to the restoration of Essential Public Assets, which includes

public roads, bridges and other infrastructure

In addition, OEM are reviewing Interim Day Labour Arrangements

(including internal plant and equipment hire) for Councils who opt-in to

a co-funding model.
