Democracy under threatThe physical disappearance on the 5th of march 2013 of Comandante President Hugo Raphael Chavez Frias, maximum leader of the Bolivarian Revolution who led Venezuela during 14 years in a victorious political process of recovery of the national dignity and the construction of social jus-tice- was seen by the Venezuelan people as an irreparable loss of historic dimen-sions.The kind loving man and at the same time fighter who guided venezuelans with his well aimed words in the transition be-tween two millennia and who could raise society to a higher level as far as meeting their needs in spite of the immense obsta-cles, suddenly he was not there to steer the route of the nation. The Venezuelan people, in the middle of their pain for the irreparable loss of the co-mandante decided to continue continue the revolutionary road and on the 14th of April chose Nicolas Maduro as president. But one day after the presidential elec-tion, followers of the opponent Henrique Capriles took to the streets obeying the call to release the pent up rage and sowed death and destruction in the opposition strongholds governed by right wing mayors. A new phase of the conspiracy began then, the economic war, which following the golpista script, this would act as a wave of pressure to provoke an accumulation of frustration in wide sectors of the population which they would trigger after a while with a

sudden counter-revolutionary explosion During the second half of 2013 unscru-pulous businessmen and merchants led by the employers organization Fedecamaras and with the active participation of Con-secomercio and Venamcham carried out continuous and indiscriminate price rais-ing in all areas even reaching increases of 2000%, as well as gong on to the hoarding of essential goods. As well as this there was a brutal attack against the national currency, carried out through electronic portals based in Miami where they “calcu-lated” a false type of exchange on par with the raise in exchange which served as a reference for the fixing of prices. The measures had the aim of encour-aging feelings of rejection towards the government amongst the populace and move them against the president to whom the measures, the problems gener-ated by the conspiracy were attributed in a systematic campaign. The government of president Nicolas Maduro responded to the economic war with a plan of inspections carried out in thousands of businesses in all the country, with the aim of obliging them to lower prices and sell the merchandise ac-cording to norms established in the Vene-zuelan ordinance which prohibits usury and speculation. The slow fuse of this ongoing coup was supposed to reach the point of

exploding on the day of the municipal elections of the 8th December 2013, which the opposition would dress up as a plebiscite. Throughout the campaign the leaders of the right repeated that a defeat of chavismo in the popular vote of the 8th Dec would bring a quick end to the govern-ment of Nicolas Maduro, preparing in this way for an uprising against the constituted

power.The ample victory in the municipal elections of the revolutionary forces, whose votes beat the opposition with a difference of more than 11 percent, cooled the fuse and allowed Venezuelans to enjoy a peace-ful Christmas.President Maduro won the “plebiscite” of December and the country ended the year with a truce which did not last too long.

Franchising Terrorism :The method of Gene SharpGene Sharp is an ex-military of the USA, and now professor of political science in the University of Massachussets, founder of the Albert Einstein institu-tion and is the author of an essay titled From dictatorship to Democracy, which provides a political and pragmatic analy-sis of supposedly non violent action as a method of undermining established constitutional power. This work, translated into more than 30 lan-guages, describes methods for overturning governments which are divided into three main stages: the protest: non- cooperation and intervention, which are always applied following elections. These three phases are divided into five stages which, as will be shown, have been rigorously applied in Venezuela following the non-recognition by the opposition of the results of the presi-dential elections of 14 April 2013.

1.SoFTENiNG UP (use of the 4th gen-eration war) development of matrices of opinion based on real or potential failures; riding on conflicts and promoting discontent; promotion of factors of discom-fort, amongst which some are prominent as: shortages, criminality ,insecurity, manipulation of the dollar, lock outs, denunciations of corruption, promotion of sectarian intrigues and breaking up unity.

2.DE-LEGiTiMiZATioN: manipulation of

anti-communist and anti-populist prejudic-es: pushing publicity campaigns defend-ing freedom of the press, human rights, and public freedoms; accusations of to-talitarianism and narrow thought; a broken political-ethical system.

3.HEATiNG UP THE STREETS: promot-ing mobilization in the streets: the elabo-ration of a platform for the struggle which broadens the political and social demands: generalizing of all types of protests, showing up government; failings and errors: organization of demonstrations, blockades and seizing of public institutions (disrespect for the institutions) which radi-calize the confrontation.

4.CoMBiNATioNoF DiVERSE FoRMS oF STRUGGLE: organization of marches and taking of symbolically significant institutions; with the aim of monopoliz-ing them and converting them into publicity platforms; the development of psycho-logical warfare operations and armed actions to justify repressive measures and create a climate of ungovernerability; initi-ate rumour campaigns within the armed forces and aim to demoralize the security organizations, promotion of internal iso-lation and an economic blockade.

the president is forced to resign. if this fails pressure is maintained in the streets and action moves towards armed resistance and preparation of the ground for a military intervention or the development of a prolonged civil war. This coup protocol has been applied repeatedly across the world with varying success against governments which op-pose the dictates of Washington. it is clear that in Venezuela the plan is in its fourth phase at this time, the most dangerous of all in that it includes violence with armed actions and permanent provocation of the police with the aim of promoting repression. The principal protagonists of this script for subversion in Venezuela are the members of a diverse group of students known as the “manitas blancas” . . white hands, made up principally of young members of the radical right mostly being students in the private universities. On this point the students the students in the public venezuelan universi-ties, the majority in terms of student enrol-ment, have had little or no involvement in the violent actions in spite of the tradition and historic feeling of their communities. The principal leaders of the movement called “white hands” (manitas blancas) [they paint their hands this colour following the manuals of the soft coup] are suppos-

edly youth (some of them over 40 years old) who have made student representa-tion in the universities a way of life and who have followed interminable studies in their institutions, as is the case of Gaby Arellano and Vilcar Fernandez, experts in destabi-lization thanks to the counsel received in training sessions given for the execution of a soft coup by Gene Sharp. These are the “students” who at the end of January 2014 began simultaneously in different regions of the country a series of supposedly protest actions which changed to violent acts close to the selected universities to start the heating up the streets phase of the coup plot.The “manitas blancas” had received the mobilization order from the right wing leaders Leopoldo Lopez and Ma-ria Corona Machado in a strange press release on the 23rd of January, which at the time was viewed by analysts at the time as an inopportune and politically incomprehensible action. Machado said to her followers “we must take the streets”, whilst Lopez urged his followers to keep up the protest actions until the “departure” of Nicolas Maduro from the presidency at a time when the political situation was calm, following the results of the “plebiscite” of the 8th December which had amply fa-voured the presidency.

The Departure of the President: the Lopez caseThe undeclared truce in the Venezuelan political scene which started following the municipal elections of December created the conditions for president Maduro to call for a national dialogue. None the less amid this climate of eas-ing tension the Venezuelan right started a new adventure, the call from Leoplodo Lopez and Maria Corina Machado to take the streets until president Maduro aban-don his post. This was the first component in the chain which comprises a soft Coup d’Etat. It is an assault against the principles established in the declaration of Caracas of the principles of CELAC, the constitu-tional treaty of UNASUR, the democratic charter of the organization of American states(OAS), the Usuaia protocol of MER-COSUR, in which the duty of the states to defend and preserve the democratic institutions is established. The call from Lopez is the outcome of a plan of assault against Venezuela: docu-ments released from Wikileaks reveal that Leopoldo Lopez, tied with the international Latin American extreme right, sponsored by Alvaro Uribe Velez, is mentioned at least 77 times in the diplomatic cables related to Venezuela. A cable of the 28th March 2008 talks about a meeting between a USA sena-tor Ron Wyden and Lopez indicating that “the senator and his team discussed

possible media strategies and methods to efficiently pass his message on to the USA public.” The record of Leopoldo Lopez in-cludes his active participation in the acts which led to the coup against president Hugo Chavez in April 2002. Lopez who at that time was the mayor of the opulent municipality of Chacao, east of Caracas, took advantage of his authority to initiate a witch hunt chavista leaders, amongst whom was Chavez’s minister of the interior Ramon Rodriguez Chacin, and the revolutionary deputy Tarek William Saab, who were detained the day after the Coup by agents of the Chacao police commanded by Leopoldo Lopez himself. In a televised interview broadcast on 12th April Lopez confessed to have been the leader of an operation which con-sisted of employing the police agents of Chacao to take away the keys of motor-ists, and locate the vehicles in such a way as to impede the exit of troops and of the battalion of tanks loyal to president Chavez and their arrival in Caracas. The conspiratorial history of Leopoldo Lopez includes his active participation in the violent protests of the so-called “Plan Guarimba” plan of the barricades, in 2004.On top of this he did not recognize the results of the referendum which again favoured president Chavez in 2004.

This is the person who gave the call to start the plan for insurrection which is now being carried out against the democratic government of Venezuela with his call made on the 23rd January for people to stay out on the streets until they achieve the overthrow of President Maduro.“Venezuelans are obliged to de-mand the exit of a corrupt government. It was on the 6th February when the ac-tions aiming to “heat up the streets” with acts of violence began, carried out by small groups in the states of Tachira and Merida. In San Cristobal, the capital of Tachira, the demonstrators besieged the governor’s res-idence for several hours and tried to take it, putting at risk tens of children who were receiving social attention in these facili-ties. Several of these people were detained which was taken by the “manitas blancas” as a new excuse to continue the protests. The acts of vandalism extended through-out the country and created the conditions to call for an opposition march to take place in Caracas on the 12th of February, date of the day of the youth in the Venezu-elan calendar.

The day before the opposition march of the day of the youth the recording of a telephone conversation between the ex-ambassador of Venezuela to Columbia, Fernando Gerbasi, and the viceadmiral Ivan Carratu Molina, head of the military complex, Carlos Andres Perez, both well known opposition figures, was released in which Gerbasi warned Carratu that the next day a plan “similar to that of the 11th of April” would be carried out, for which reason to be very careful. As Fernando Gerbasi predicted the bulk of the opposition was fired upon after having finished their demonstration in front of the office of the public prosecutor.Two people died in the midst of the violence produced by the shots. In these happenings the par-ticipation of two functionaries of Sebin who arrived armed in the conflict zone, after having been ordered by their director to be confined to barracks, is being investigated. The violent end to the demonstration pro-voked the “necessary deaths” to stir up the mood of the adversaries of the government and propagate the desire for vengeance throughout the country.

The terrorist GuarimbaStarting from the tragic events of the day of the youth (12th February), the conspir-acy against the legitimate government of Venezuela entered into the fourth phase of the scheme of the soft coup outlined by the strategies of Gene Sharp.The street actions which began to develop from that time in isolated spots of the na-tion followed the pattern of terrorist agita-tion known as the Guarimba which was used by the same opposition individuals as in 2004, during the months prior to the presidential referendum which ratified Hugo Chavez in his post. “Barricade your street until Maduro leaves” is the unique slogan of the Guarimberos, who try to create an unmanageable situ-ation for the government with the mul-tiplication of spots of terrorist violence which would saturate the capacity of the authorities to keep order. The guarimbas are criminal focal points absolutely beyond the law. They are traps to hunt human beings using barbed wire, glass, cables stretched between posts, oil spread out on the roads, ob-stacles placed just ahead of curves on a fast road to create accidents and which have resulted injuries and deaths. We are dealing with terrorist practice supported by the wealthy part of the population, in the form of violent street protests, closing of streets, felling of trees, burning of woods, and the killing of people and animals, destruction of public property, beating pans, threats against the population in general and

especially against the chavistas. Their final objective is to overturn the government by generating feelings of ungovernabilty and overall terror. The guarimbero (person manning or making the guarimbas) fills the defini-tion of terrorist; everyone who uses force or violence, threats or terror to carry out an individual or collective crime with the aim of disrupting order, or exposing the security of society to danger, if that results in harm to peo-ple or strikes terror in them; causes serious damages to the environment, means of transport, goods, private property, or whoever obstructs the public authorities; places of wor-ship; teaching institutions, or who obstructs the application of the law or regulations. There are various treaties and in-ternational accords which have been developed to protect peoples from terrorism, amongst which, the Geneva convention against terrorism of 1937 which defines terrorism as “criminal acts committed against the state with the aim of exposing specific people, or predetermined groups of people or the public to terror”.Despite these classifications the prac-tices of the guarimba involves the use of the youth as a key piece in the terrorist violence making use of the manipulation of their emotions, give the characteristics of this age group: less patience, more inclined to take initiatives and less self-

control.Their ideologue is the ultra right wing Robert Alonso, a cuban-venezuelan resident in Miami, who in his day made up the “Plan Guarimba” and the right wing coalition Coordinadora Democratica, pre-decessor of the MUD. Alonso explained that this terrorist prac-tice has as “its sole objective- as well as paralyzing the country, of creating an anarchic chaos in the country…. with the aim of obliging the castro-communist re-gime of Venezuela to order the ‘Plan Avi-la”..[and provoke] constitutional insubordi-nation creating the need for a civic-miltary intervention.” For Alonso “the Guarimba is totally anarchic and each person does whatever he feels like depending on the degree of frustration and “guaramo” It is in this way that the actions of these guarimberos have reached the terrorist extreme of attacking firefighters, para-medics, police, national guardsmen with the aim of giving their mentors graphic im-ages which serve to accuse government of violating human rights. This action has been increasing to the point of shooting to kill at security personnel. The ecocide and cruelty to animals are other indicators of the destructive and terrorist character of the guarimbas.This happened in 2004, following the public broadcasting on the internet of a script which contemplated “use barricades, the use of vehicles, junk, furniture, tree trunks…whatever you have to hand,” in 2007 with the burning of trees in Bolivar avenue in Caracas and in 2009 with the burning of the national park of Warai-rarepano (Caracas) by the opposition, which burnt 3.5 hectares of green growth in the principal lung of the capital. Between February and March of 2014 there were more than 500 trees

chopped down and indiscriminately mutilated, just in Maracaibo to use them in barricades, and so obstruct free passage in streets and avenues. This is classed by the international criminal court as a crime of human perversion. In February of this year the Nevado col-lective showed that there have been vari-ous crimes of violence against animals in the states of Zulia, Aragua, and in the capital district, for example the burning of street dogs. Robert Alonso was a key leader in the assassination attempt against president Chavez revealed on the 9th of May 2004. On this day, in the Daktari estate, a prop-erty of his in the located in the state of Miranda 153 colombian paramiltary were captured who had been contracted and transferred to Venezuela to take part in a plan to assassinate the president. At this time, and according to Raphael Garcia, ex-director of information of the DAS of Colombia, Alonso was the contact in Venezuela so that the paramilitaries, tied to the government of Alvaro Uribe, should be infiltrated into the country with the support of the director of DAS at that time, Jorge Noguera. Alonso who in the USA created the National Resistance Movement of Ven-ezuela, admits that: ”behind me, or let’s say in my group, there are spe-cialists in the subject, and we also have the advice of international people who, for years have dedicated them-selves to the study of the behaviour of populations, as sociologists and politi-cal science studies. i can mention one of them to you: doctor Gene Sharp.” Although the guarimbas have been lim-ited to the few high class municipalities

where the opposition is in control, their consequences have been been tragic. The majority of deaths in this wave of dis-turbances hav been the innocent victims of these acts of vandalism which charac-terize the Guarimba and have not affected the popular zones where the support for the revolutionary government remains firm. Of the 335 municipalities in Ven-ezuela only in 18 of them have been permeated by the violence inoculated by an arrogant opposition which tries to pass itself off as a government after losing four eletions in one year. Many many popular demonstrations have reached the palace of Miraflores, organized by workers, women, seniors, and labourers who show in this way their unlimited support for president Maduro and the Bolivarian Revolution, but these demonstrations have been ignored by the national and international press who has decided to give into the conspiracy and play the role of principal and permanent agitator in the conflict.The communication fence imposed by the large media corporations has man-aged to ensure that in large parts of the international community Venezuela is perceived as a nation with problems of governability, whilst the reality is that more than 90% of the national territory remains calm with the inhabit-ants dedicated to their normal labours.

VioLENCE AGAiNST PUBLiC SERViCESThe aggression of the Guarimberos has been especially directed against the pub-lic services administered by the national Government.Electricity, telephones, and transport amongst other services have been the target of groups of vandals who try to destabilize Venezuela.

THE CARACAS METRoIn the case of the Caracas Metro, the con-tinuous attacks on stations, metrobuses, and their operators have left a total of 37 workers injured, and more than 60 surface vehicles damaged, 16 riders have suffered from the impact of stones, the theft of uni-forms from four workers, damage to esca-lators, security cameras, entrances, and fire safety systems.The chronology of the attacks on the Caracas Metro includes:

12th February- Violent groups attacked the stations of Parque Carabobo, Bellas Artes, and Parque Central.- In order to shut down access to Parque Carabobo station, masked and armed subjects threatened and beat up two operators and a guard, and wound-ed a head of security with a knife.- At night time, a group of violent dem-onstrators attacked the Chacao station, state of Miranda.

14th February- An object was thrown at unit1236 on route 011 Miranda-Guarenas breaking the window of the last window on the right hand sde.- Continued aggression against the Cha-cao, Altamira and Los Cortijas stations

12th February- Caracas: A radio station located in Altamira was the object of attacks. On the same day a technician of the telephone company Cantv, identifiable by his uniform was attacked with sticks and stones by destabilizing groups.- Maracaibo; violent groups tries to set fire to two trucks full of cellular phones which were being distributed in The Zulian capital.

18th February- Lara: Seven vehicles of Cantv were set on fire following a violent attack at the Moran centre, located in Barquis-meto.

19 February - Lara: the head office of Cantv in Barquisimeto (Torre Lata) had dam-ages in the doors and windows. Vio-lent groups hurled incendiary bombs into the facilities and stole computers and other equipment.

- Caracas: a worker of a cooperative of Cantv was attacked by a violent group whilst he was carrying out his work in the development of Prados del Este.

The media plotThe tasks of spreading rumours and car-rying out operations of psychological war-fare included in the manual of the slow coup have been carried out faultlessly by the private venezuelan media who have had no scruples about falsifying the re-ality by crude methods of manipulation making use of methods of disinforma-tion such as inventing, distorting and omitting. One example of this has been the pre-senting of a multitude of photos of violent happenings in other parts of the world as if they had happened in Venezuela. Im-ages of Syria, Egypt, Brazil, Spain, Chile, Colobia and other countries have served the newspapers and digital media to show fraudulent images of the situation in Ven-ezuela. The international media have served the same function, they have united into a compact block to describe Ven-ezuela today as a country on the edge of civil war requiring an international intervention to protect the citizens of Venezuela from a fierce dictatorship which violates fundamental human rights. Added to this task of the laboratories of the dirty war which make use of the social networks to increase the disinformation and create unrest in the population. In an orchestrated manner they have unleashed a psychological war from the social network Twitter to paint a false pic-ture of the country; there are innumerable messages with photos of violent actions and violation of human rights which origi-

nate in other countries or circumstances and which with obvious malice they have passed off as having happened in Ven-ezuela to provoke indignation and deni-grate the government.Photographs of giant demonstrations which did not happen in Caracas, abuse against demonstrators, dead and wound-ed which have nothing to do with anything that has happened in the country, tortures and ill treatment of detainees, all these are fake images which circulate on the internet as a result of a machination di-rected against the social and emotional stability of the Venezuelan populace.

In this sense, the principal matrices of opinion broadcast by private media and social networks are:

1. The Government of Venezuela vio-lated the rights of pacific protesters.There are numerous killings and tor-ture carried out by the government.

FALSE: Of the 22 deaths to date only 4 of those were investigated for presumed ex-cessive use of force by public forces. The other 18 deaths of citizens and security personnel, were produced in acts tied to the violent protests. Not one single case of presumed torture of detained citizens been denounced in any forum or tribunal of the republic. All the “tortures” have been created and broadcast by the media.

2.Venezuela is overwhelmed by mas-sive protests throughout the country

FALSE: At the highest point there were violent protests in 18 of the 335 munici-palities in the country and within these in zones of the middle and wealthy classes, apart from the state of Tachira, bordering on Columbia. At the centres of most im-portant incidents of street violence there were no more than 50 people.

3.The protests are led by students

FALSE: According to the data from the Ministry, of the 1084 people detained for acts of violence only 39% are students.

4.The protests are pacific, the vio-lence comes from repression of the security forces.

FALSE: The protests are essentially violent and generally arms are present. They consist of closing streets, attacks on public transport, buildings and ser-vices, and the creation of an atmosphere of chaos which serves perfectly to gen-erate spectacular images for the press. They grow in intensity at night, which makes it more difficult to keep public order an adds drama to the videos and photographs. These protests have produced the death of at least three motorcyclists decapitated by hidden wires, and people who have collided with barricades. There have also been deaths of sick people unable to reach hospitals in time.

5. The National Bolivarian Guard is in charge of repression and the violation of Human Rights.

FALSE: the security forces, headed by the GNB (National Bolivarian Guard) have had the job of controlling and avoiding the spreading of the centres of violence. More than 40 government employees have been wounded and at least 3 have been killed, attacked from buildings or the demonstrations by snip-ers. In the cases where excessive use of force has been found by security agents, these individuals have been detained and taken to court. Of the more than twelve thousand military and police who have been in charge of keeping order, only 17 are being investigated by the public prosecutors office, which signifies a minimum in compared with the respect of the forces of order for human rights.

6.The media have been censured or find themselves severely restricted by the government

FALSE: No media have been censured in Venezuela.Only one Colombian chan-nel which brazenly violated Venezuelan law by attacking in editorials and spread-ing war propaganda was removed from one pay channel. 160 high sensitivity public websites, (Pdvsa, ministry of defense, ministry of finance, Cantv amongst others) have been attacked.These attacks have put more than 266,000 sites registered with the Venezuelan domaine (ve) at risk. On the other hand transnational soft-ware companies have released applica-tions which have been used to commit crimes and to organize protests and violent attacks, and for this reason ac-cess to some of these sites has been temporarily limited. The state communications company and its workers have been attacked. Trans-port vehicles, radio stations, cable and telephone centres were attacked with incendiary bombs and gunfire to damage internet service, and in this way blame the government of supposed censorship.

The coverage was totally biased: the time spent covering the opposition was 4 hrs 24 minutes 40 seconds and the cov-erage of the government side 23 minutes 24 seconds. It promoted the idea of chaos and vio-lence, at he same time as they blanked out the vandalism of extreme elements of the opposition all over the country. What stands out in this coverage is the presence of the journalist of NTN24 who constantly repeated talk of the supposed censorship in Venezuela to the media, to stress that in the face of this “censorship” NTN24 was the only channel which was transmitting the facts.You could say that NTN24 played a role similar to that of CNN in April 2002 when they anticipated violence and recorded statements about fatalities when the deaths had not yet happened. The National Telecommunication Coun-cil made the decision to remove the sig-nal of NTN24 on account of its violating article 57 of the constitution which pro-hibits war propaganda, as well as article 58 which establishes ultimate authority in communications, equally article 27 of the law of responsibility in television and ra-dio which prohibits hate messages, those which cause anguish, or those which call for non-recognition of the authorities.

The coverage of NTN24 effectively on account of its alarmist and sensational-ist treatment, given the events, its bias against the national authorities, blaming of the government for the happenings, the language and time given to this cov-erage, could be considered an apology or propaganda for war, against the inter-est of the venezuelan people. In the considerations for removing its removal from the air the fact that NTN24 is a foreign station and for consider-ations of national sovereignty the treat-ment of information can be categorized as in violation of the peace of the repub-lic and the security of the country. Spanish language CNN on this occa-sion characterized itself by presenting the image of Venezuela as a country on fire on all sides dominated by a violent

are minimized as are the government spokesmen in general and anyone who defends the Bolivarian Revolution, at the same time that the leaders of the opposi-tion and especially Leopoldo Lopez are presented as “civic heroes” who head protests against a despotic regime. They insist on the existence of “armed collectives” who act as parapolice follow-ing orders of the government or its politi-cal allies. In addition they insist on a supposed domination of the government over the media and censorship as a political tool of the Bolivarian Revolution and pres-ent Venezuela as a blockaded country, dangerous for the practice of journalism and with few channels for the access to information. All of this became more marked with an unbalance in information: from the

12th February to 6th March of the time Spanish language CNN devoted to Venezuela 83% was given to the oppo-sition. In spite of this media campaign which goes beyond the national borders, tens of governments, 232 social movements and 52 political parties are in solidarity with Venezuela and its National government. It is probable that many citizens of the world have absorbed this campaign of disinformation against Venezuela and in good faith believe that the country needs external help to overcome the present crisis. But we venezuelans are accus-tomed to thwarting the false sources of opinion, over 15 years of learning about the perverse mechanisms of manipulating information which the international com-munication corporations have developed.

Cyber attackAs part of the soft coup and along-side the terrorist violence Venezuela is now the victim of a strategy of cy-ber attack: a series of cyber attacks and informatics which seek to penetrate and destroy the information and communica-tion platforms of the country, a strategy in which not only groups of anti Ven-ezuela activists participate, but also the networks of companies and media corpo-rations. According to international legislation cyber attacks are considered as infor-matics terrorism.In Venezuela there is the special law against informatics which stipulates in aricles 6,7 &9 as actionable any acts against the state systems of computers. Criminal incursions of this kind have happened since the 12th February. Ac-cording to figures from the Ministry of Popular Power for Science, Technology and Innovation more than 160 highly sensitive public internet sites such as Pdvsa, the ministries of Defense and Finance The Cantv telephone enter-prise and the National Telecommuni-cations Council have received sys-tematic attacks to disable them and to penetrate their information systems. There are endless daily attacks on the

databases registered with the Venezuelan domaine (.nic.ve). with the aim of taking control of the database. This put at risk some 266 thousand domains (web sites) public and private. Some public web sites have received up to 10 million attacks in the space of a few hours. There have been attacks against in-stallations, systems and workers of the telephone company, attacks on vehicles, radio stations, telephone centres and service networks which have temporarily disabled internet services in some parts of the country. There has been a fake news report of a supposed communication from Twitter inc denouncing the blocking its photo sys-tems from Venezuela.The company never confirmed this fake communicado but the news spread worldwide. Groups of op-position activists have denounced Ven-ezuela for supposed internet censorship, hiding all these criminal acts which violate the neutral use of the web. Revolutionary groups of activists for free software have shown up these lies and have replied showing the way in which Venezuela is being the victim of these at-tacks and manipulation.

imperial MeddlingThe participation of the United States in the coup plot was exposed in a phone call made on the 16th February, to the ambassador of Venezuela to the oAS, Roy Chaderton from Alex Lee, adjunct subsecretary of the Depart-ment of State. in this communication Lee read to Chaderton a document with a series of demands which would be considered unacceptable by any sovereign country. Amongst the group of requests of the USA government the following stand out: call to the government of Venezuela to begin a process of dialogue with the Ven-ezuelan opposition, free those arrested for the violent actions of the 12th Febru-ary 2014 and days later, to avoid arrest-ing: Leopoldo Lopez, “because it could cause many problems and international consequences”. In reply the venezuelan chancellor, Elias Jaua declared that that the com-munications referred to from the USA constituted a threat to the sovereignty of Venezuela, as also to the independence of the Judiciary of the country who were the ones responsible for deciding the responsibilities in these cases. Later President Maduro ordered the ex-pulsion of the three USA second secre-taries, Breeann Marie Mccusker,.Jeffrey Gordon Elsen and Kristofer Lee Clark, for conspiracy activities in the Venezu-elan universities. These functionaries circulated around the country to visit cen-tres of higher studies with the pretext of

offering USA visas to students. Stangely, it was in one of the universities visited by the diplomats that the wave of dis-turbances began. The foreign meddling has had on this occasion the valuable help of artists of all the world who, without knowing the real-ity of Venezuela, have expressed their solidarity with the guarimberos. Singers, Hollywood actors and other personalities of the arts world have participated in the campaign of disinformation against Ven-ezuela thanks to the massive diffusion of their opinions by international media corporations. The international co-ordination of the campaign against Venezuela was evi-dent when the awarding of the Oscars was used as the scene for more attacks against the country. The words of Jared Leto, who compared Venezuela to the Ukraine in the middle of the ceremony formed part of the libretto elaborated by the trans-nationals of the spectacle to vilify the revolutionary government in front of millions of spectators all over the world. Previously, stars of the spectacle like Madonna and Cher threw strong epithets against President Maduro on twitter. Also the singer Rihanna made unfa-vourable comments about the country, to which tens of latinamerican singers and actors added their voices. There was a new chapter to the whole campaign with a request in the OAS by the government of Panama, ally of the USA, with the idea of calling a convo-

elaborated a joint declaration express-ing solidarity with Venezuela, asking that the dialogue continue and lament-ing the deaths. With this expression the OAS condemned the violence and rejected any intervention in the internal affairs of Venezuela.

Peace For VenezuelaThe 23rd February president Maduro announced the convocation of a Na-tional Peace Conference with the aim of re-establishing the climate of peace which had been affected by the guar-imbas. The president explained that he would ask for the creation of a truth commission in the National Assembley which would investigate the violence unleashed by opposition which to date have caused the death of 18 people and left hundreds of wounded. “I am calling on the whole country to the conference, to look at ourselves in the eye and recognize ourselves as Venezu-elans, to say: we want peace, we want to make the peace” said President Maduro. To date there have been two meetings of the Peace conference which have been attended by the highest authorities of the churches, companies and sectors of the opposition who do not support violence as a method of political strug-gle. Notorious was the absence of the representatives of the so called united democratic round table (Mesa de la Uni-dad Democratica [MUD]), which groups together the most reactionary sector of

the opposition including its most well known leaders such as the governor of Miranda, Henrique Capriles, who refused the invitation from the President. At this stage, the new conspiracy against the revolutionary government of Venezu-ela looks to be disarticulated having failed to include the popular sectors of the popu-lation in the violent actions, without whom there is no insurrection in any part of the world. The guarimbas have remained iso-lated in a few isolated zones of the coun-try where the middle and high class inhab-itants are beginning to reject these actions which expose them and their children to risk and leave them cut off from the rest of the national territory. There is no doubt that Venezuela will overcome this test, as it has in the ear-lier occasions in which it has defeated conspiracies mounted with funds and strategies from Washington. The Ven-ezuelan people will go forward, study and work will continue earlier rather than later and the uncontrolled vandalism of this irrational opposition will remain as an unhappy memory n the history of XXI century Venezuela.

18 April 2013the USA joins in the attempt to desta-bilize the country and the US secretary of state John Kerry announces that his government will not recognize the Presi-dent of Venezuela Nicolas Maduro as long as they do not carry out a recount of the votes.

4th May 2013 Barrack Obama attacks Venezuela and applies methods which today are given more strength; “all of the region has seen the violence in Venezuela, the demonstrations, the repression of the opposition.” As well he did not recog-nize the legitimacy of the presidential elections of 14th April 2013.

24th May 2013The Spanish newspaper ABC published a strange note which distorted the words of President Maduro entitled “Maduro will arm millions of Venezuelan work-ers to defend the revolution” further on in the note it affirms that the president of Venezuela had decided to create an armed body of “worker militias”

17th July 2013The USA ambassador to the United Na-tions, Samantha Power, declares that Venezuela is a repressive nation and that her conduct as ambassador would be to respond to the repression of civilian so-ciety which was happening in countries like Cuba, Iran, Russia and Venezuela.

Since the presidential elections, Presi-dent Maduro has been attacked in differ-ent ways by the national and internation-al right. One of the strategies has been economic war, with the misdirection of foreign currency granted by CADIVI, and the abysmal speculation with consumer products, especially food. The govern-ment of Venezuela answered forcefully and received the backing of the people.

26 September 2013President Maduro announced the ex-pulsion of three employees of the USA embassy, on account of their constant meetings with the extreme right in Ven-ezuela “to finance their actions of sabo-tage against the venezuelan electrical system and economy”

20th November 2013The Venezuelan right threatens the stability of the democratically elected government, taking advantage of new municipal elections which will be hap-pening in the country. Amongst the people destabilizing persons was the ex presidential candidate Enrique Capriles who in reference to the president of the republic Nicolas Maduro threatened him “I am telling you clearly, Nicolas, so that you get it loud and clear, after the 8th December we are going for you and your wretched government.”

At the end of this year the municipal elections were held, which the right planned to turn into a plebiscite against the president, although this was not with-in the statutes of the constitution. In the elections the forces of the Bolivarian Revolution gained an ample victory with 58%, managing to win 76% of the munic-ipalities, the right losing the last electoral action to achieve their objective.

18th December 2013The government of Nicolas Maduro car-ries out a meeting with all the opposition municipalities and governors, with the aim of finding means for the develop-ment of different projects. All of the op-position mayors came to the meeting.

1st January 2014The newspaper the New Herald of the USA published another strange note without referring to any particular happen-ing, entitled: “the collectives, order and Chavista terror in Venezuela,” without any basis or background. The medium pres-ents the picture of armed groups outside of the law, affirming that: ”they are the

violent face of the Bolivarian Revolution, gangs kept by the regime to intimidate civil society and on occasions do their dirty work”.

23 January 2014The political party Popular Will calls for street actions, whose aim would be “the exit” of the president. The convoca-tion was called for the 12th February of 2014, the convener Leopoldo Lopez stat-ed “We do not know when the change will be produced, but if we do not start now it will never happen.” He made a call to “light the streets with struggle”

2 February 2014From the Plaza Brion de Chacaito, Leopol-do Lopez, Maria Corina Machado and An-tonio Ledezma ratified the call for the 12 February march form the Plaza Venezuela. Lopez, principal mover of the mobiliza-tion said that “we have to go out into the streets together. The struggle is for all is the struggle for each one and the struggle for each one is the struggle for all”

6th February 2014Supposed students from the Catholic University of the sate of Tachira sieged and attacked the residence of the gover-nor Vielma Mora, where the first lady and her children were. Following these acts four people were detained, these deten-tions were taken as the excuse for the right to add another slogan for the march of the 12th February, and directed that the march for this day should begin in the Plaza Venezuela and end opposite the vicinity of the ministry of public affairs.

10th February 2014In visits made by Leopoldo lopez the call for the “Gran Marcha” in Caracas was ratified for the 12th February against Maduro and authorities of other powers of the state. On this occasion; “Everyone go now for a total and profound change of who manages the national power, it was clear now that it is not only Maduro but it is all the heads of the public insti-tutions who have taken over the state.” In this way the representative of the Vol-untad Popular party makes an open call for pulling apart the constitution.

11 February 2014From the state channel, Venezolano de Television, the recording of a tele-phone conversation between the opposi-tion leaders Ivan Carratu and Fernando Gerbassi, in which they reveal that in the march of the 12th of February acts of violence similar to those of the 11th April 2002 will be started with the aim of overturning the legitimate government of Nicolas Maduro. In the recording it comes out that the groups had received more than 120 thousand million bolivars to finance the actions of destabilization and overthrow of the National Government.

Leopoldo Lopez declared on television station CNN that “tomorrows demonstra-tion plans to be in the street and say we are here (….) they can’t deal with us, tomorrow will make a big step forward which will enable us to keep advanc-ing, we will march with no respect, the government wants to keep an agenda of violence, and as they control the mo-nopoly of communications in Venezuela they hide it. (… . . )the call we make is for people to stay in the streets”.

12th February 2014The march called by the right wing in Venezuela happens. At the end of the march organized by the “Voluntad Popu-lar” party of Leopoldo Lopez, a group of masked people attacked the seat of the Attorney General of the Republic. In these happenings two people were killed and there were twenty three wounded.

President Maduro in an address to the people informs them that the material authors of the dead and wounded pro-duced in the country had been identified. Amongst the losses produced by the vio-lent acts of the right were five patrol cars of the scientific criminal investigation unit destroyed and set on fire. Amongst the dead were Juan Montoya, a Chavista leader who was in the zone and Bassil Dacosta, a young worker who accompa-nied his cousin in the students march. Following the happenings, Leopoldo Lopez returned to the theory of armed groups outside of the law and with no proof declared that “there are the photos of the armed collectives, there are the videos of the detachment which looked like simple spectators when the were stoning the attorneys office.”

Late at night violent bands who called themselves “pacific” demonstrators moved to other zones of the city to attack and destroy private and public properties. In this event the student Roberto Redman died, attacked in the zone of Chacao.

This same night a radiobase of the na-tional telephone company is attacked as well as a technician of the telephone company. Similarly, violent groups at-

tacked the metro stations of Parque Carabobo, Bellas Artes, Parque Central and Chacao. Likewise armed subjects beat and threatened two Metro opera-tors, one heritage guard and wounded a security chief with a knife.

13th Febtruary 2014A order for detention was issued for Leopoldo Lopez, who was accused of the following crimes: public instigation, property damage, intellectual author in the crime of arson, and association for criminal purposes.

In the state of Zulia, violent groups tries to set fire to two trucks loaded with cel-lular phones belonging to the state en-terprise Movilnet.

14th FebruaryNow a fugitive from justice the person responsible for the violent events, Leo-poldo Lopez, incomprehensibly, now hiding from justice, challenged the president Nicolas Maduro, saying that the President was scared of him and did not have the guts to imprison him. For his part the President stated that the justice system sooner or later would detain him and would judge the intellec-tual author of the violent happenings of the past 12th February who was pres-ently a fugitive.Assaults were made against public transport Metro buses, throwing objects at the buses to set them on fire with the drivers inside. In addition the attacks against the Metro stations of Chacao, Altamira, and Los Cortijos continued.

15th February 2014The secretary of state of the USA sent his first message on the situation of Venezuela, taking for granted that the violence came from the side of the gov-ernment and that they were alarmed by the detention order against the leader of the opposition Leopoldo Lopez, which obstructed the peoples right to pacific demonstration. The same day the there were new attacks on the Metro stations of Chacao and Altamira.

16th February 2014Renewed violent attacks were made against the stations of Chacao and Al-tamira, causing serious damage to the facades, security systems, structures, and ventilation systems amongst others. In this event one worker was brutally beaten.

17th February 2014President Maduro made public the activi-ties of the functionaries of the Embassy of the USA who had met, on several occasions, with right wing students to destabilize the situation, financing one group of students who carried out acts of violence in the country.

A young man Jose Ernesto Mendez was erecting a street barricade in Carupano when a motorist tried to pass and ob-struct the guarimberos, he forced his way and resulted in the running over of the young man which ended his life.

Violent groups attacked units of the Metro on the Charallave-Ocumare route and Santa Monica, causing damages to the units, equally, other violent groups attacked the workers at the control of the Metro station of Altamira.

18th February 2014On account of the barricades placed by the terrorist groups, the third auxiliary prosecutor of the Public Ministry of the state of Carabobo, Julio Gonzalez was killed when his vehicle crashed against a barricade while attempting to avoid the demonstrators In Merida various public transport sta-tions were attacked with clubs

Leopoldo lopez addressed a crowd from in a plaza in the capital inciting the dem-onstrators to take the streets, “now that there is no way we can express our-selves freely in Venezuela ... This exit has to be pacific, within the constitution, but it also has to be in the streets”.

19th Feb 2014In Lara violent groups set fire to seven vehicles in the state, in addition an of-fice of the telephone enterprise Cantv was attacked. In Caracas violent hordes attacked a Cantv worker, Carlos Luis Mayora. Public transport vehicles in Los Teques, state of Miranda, were attacked with clubs when transporting passen-gers. Equally a transport vehicle was hijacked in El Marques and the Metro station of Los Cortijos was attacked.

Barack Obama spoke on Venezuela, he condemned the violence which had been unleashed in the anti government protests and exhorted the release of the demonstrators who had been detained.

In Carabobo Genesis Carmona, a young model, died as a result of a gun-shot wound coming from the right wing demonstrators. The first investigations

confirmed that the bullet came from the demonstration.

20th February 2014Sr Arturo Alexis Martinez is assassinat-ed by a gunshot when he was clearing rubble from the barricades to be able to pass with his vehicle.

The same day in Bolivar state Angel Castillo, a worker from Sidor was as-sassinated by sniper fire when, together with his companions, he was winding up a peace march organized by Chavistas. He died from a shot in the neck.

A motorcycle taxidriver, Asdrubal Jesus Rodriguez Araguazan, died after hav-ing been intercepted by a group of right wing demonstrators in the plaza Altami-ra, he disappeared and then was found dead from gunshot wounds in the Ave-nida Boyaca in Caracas.

21st February 2014In Merida Doris Elena Lobo Arias died after falling from a motorcycle when try-ing to dodge a barricade causing cranial damage complicated with other general-ized trauma.

In Caracas, on account of the barricades a young man, Elvis Rafael Duran de la Rosa died decapitated falling trying to pass by a barricade.

22d FebruaryThe secretary of state of the USA, John Kerry attacked Venezuela again ac-cusing the government of using force against the demonstrators, and asked the government of Venezuela not to use force to repress the dissidents.

In San Cristobal a young Chavista activ-ist, Danny Joel Melgarejo Vargas was assassinated with a knife.

In Carabobo a female citizen Geraldine Moreno Orozco, not a demonstrator, found herself in the middle of a confron-tation between two violent groups and the National Guard when she was hit by a shot gun blast in the face and died the next day.

23rd February 2014The leader of the violence Leopoldo Lopez handed himself in to the venezu-elan authorities after a detention order from the department of public prosecu-tion, following proof that he was behind the violent deaths carried out by the right. The government guaranteed all his rights and his family recognized this.

24th FebruaryIn Aragua Sr Wilmer Carballo Amaya, 40 years old, died from a gunshot wound received in the Fundacion Cagua district during violence of right wing groups.

Sr Jimmy Vargas died after falling from a second story suffering severe craneo-cephalic trauma. It is noted that the fall was by losing balance and not gunfire, as various private media state.

25 February 2014Sr Jhoan Gabriel Quintero Carrasco died in Aragua during the sacking of a super-market, this seems to be a settling of accounts on account of him having re-ceived 12 shots.

26 February 2014President Nicolas Maduro inaugurates an unprecedented Peace conference, attended by diverse sectors: political, social, cultural, sports, and economic. The peace conference became perma-nent after the 28th, and has agreed to tackle subjects in work tables, and also making Regional Peace Conferences. Amongst the proposals a “Truth Com-mission” to investigate who was respon-sible for the assassinations starting from the 12th February 2014.

27th February 2014A large national march commemorates the 25 years since the rebellion of February 1989. In the previous days thousands of marches of women, students, campesi-nos, fishermen and workers of Venezuela expressed their support for the Bolvarian Revolution and their repudiation of the right wing violence unleashed since the 12th February in various spots in Venezu-ela. In the international arena the Boli-varian Revolution received the support of various social movements of America, Asia and Europe, from UNASUR, CELAC, and ALBA. In comparison the government of the USA showed its interventionist strat-egy against Venezuela by appealing to its international allies in America and Europe.

28th February 2014The Department of Public Prosecution had counted 18 victims as a consequence of the barricades, without including the indirect deaths of people who suffered asphyxia or heart attacks on account of being unable the reach the health centres to be seen to opportunely. President Maduro ordered the expulsion of three USA diplomats who had been

Days later, the 25th of February the USA would take the step of retalia-tion with three Venezuelan diplomats in their country.A second sergeant of the Bolivarian Na-tional Guard, Giovani Pantoja died from a bullet in the eye from a terrorist gun when he was removing rubble from a barricade in Carabobo.

4 March 2014The Chamber of Representatives of the USA approved resolution H.R.488 dep-lorng the violence perpetrated against opposition leaders and demonstrators in Venezuela. The same resolution even though with individual sanctions, is be-fore the senate chamber of the USA for approval

6th March 2014The motorcycle taxi-ist Jose Gregorio Amaris was assassinated by a shot to the head while participating in removing a barricade in Los Ruices, Sucre munici-pality, state of Miranda. In the same place another person, second sergeant of the Bolivarian National Guard, Acner Isaac Lopez Leon was hit by gunfire.

7th March 2014Johan Alfonso Pineda Morales, motorcy-clist, 28 years old, died as the result of another barricade.

Since the 12th February, extremist groups in municipalities governed by the opposition maintained the streets and avenues barred, in addition using fascist and terrorist methods which have pro-duced deaths directly and indirectly. The guarimbas in addition have caused ma-jor losses in public and private property: plazas, buildings, trees, streets, street fronts and walls amongst others.

To date 57 members of the National Guard have been wounded while carry-ing out their duties in the country and as a result of the guarimbas.
