Committee (NEC) and the Technical Committee (TC) headed by Mr. Sudhakaran Nair, President IPA.

Besides the well established Plumbing Education to Employment Program (PEEP), Green Plumbers India (GPI) training and accreditation program and the personal Certification program, IPA and IAPMO have now launched few short term courses of 1, 2 and 4 days’ duration in plumbing for different audience groups.

Neeta’s dynamic leadership will certainly take IAPMO India to new heights in plumbing, mechanical and product certification domains.

2013 World Plumbing Day at Pune World Plumbing Day is an international event celebrated on every March 11th everywhere. Initiated by the World Plumbing Council the day is celebrated to highlight the important role plumbing plays in the health & safety of peple.

The WPD was celebrated by IPA Pune chapter by organizing a meet with Public Works Department. More than 200 Junior and Senior engineers attended. Mr. Nitish Phansalkar, Chairman IPA Pune Chapter offered background of the World Plumbing Day and also introduced IPA and its various activities including Plumbing lab.

Mr. Rahul Dhadphale read out the message from WPC chairman Mr. Russ Chaney on the occasion of WPD. Mr. Dinesh Shah showed the video on WPC India and invited all to attend the conference in November 2013 at Delhi.

Mr. Subhash Deshpande, Director Plumbing, IAPMO India enlightened the audience with importance of plumbing and introduction to UPC-I. Chief Engineer Mr. E.P. Ugile and ____Superintendence Engineer both were impressed with all activities of IPA and IAPMO. Mr. Ugile assured IPA and instructed the audience to start using UPC-I in their future projects. CE promised:

• Plumbing in all new buildings will be as per UPC-I. • For that more PWD engineers from the entire Pune circle will

attend UPC-I training courses. • PWD contractors and plumbers-on-roll will also be asked to

attend the training. • They will also visit the plumbing lab at COEP.

MoU with IBSI, Pune Pune is known as an Oxford of India in education field. The institute of Building Services (India) Pvt. Ltd. The like minded professionals in the building services field have come together and formed the first educational institute which will educate people in building services including Plumbing, Electrical, Lighting, HVAC etc.

The MoU signing ceremony was held at Hotel Pride, Pune on March 11, 2013. Vinod Abhichandani offered welcome remarks. Dinesh Shah showed the video on WPC India and invited all to attend the conference in November 2013 at Delhi.

The MoU was signed by Nitish Phansalkar, Chairman IPA Pune Chapter, Subhash Deshpande Director Plumbing, IAPMO India, and Salil Karkhanis, and Rahul Dhadphale, both Director IBSI. After the signing ceremony Rahul Dhadphale made presentation on IBSI and explained the audience about the proposed activities of IBSI.

About 35 members of IPA were present. The program was sponsored by Deccan Environmental Consultants Pvt. Ltd. Amod Ghamande – Director (Sales & Marketing) of DEC gave the presentation.

Train the Trainers IBSI, Pune is an unique education institution in the sense that every one of the members of IBSI team are well qualified and experienced, most of them already familiar with the UPC-I. At the same time, it was essential IBSI’s proposed trainers undergo the Train the Trainers program of 3 days. The Train the Trainers (TTT) program was successfully conducted for 6 trainers of IBSI at COEP, Pune on April 8 & 9, 2013.

Unforgettable visit to Yamgarwadi Subhash Deshpande visited Yamgarwadi near Solapur on April 14, 2013 to inaugurate the first TAP batch of IIEDR there. With about 15 hours drive in a day, it was quite hectic but at the same time worth the trip. Yamgarwadi is a very dry area, with almost no rains, a river that flows less than 25 days in a year. There is no agriculture and industry to provide jobs. The school is located on 18 acres of land and provides residential education up to 10th standard to the children of ‘Bhatke and Vimukta’ society.

This is the first time that a skill development program for self employment is being run in the school. All students are 10th /12th standard pass. They all belong to tribal casts such as Pardhi, Bahurupi, Gondhali, Lamani, Vanjari, Kolhati, Nath Jogi, Wadar, Kaikadi, Smashan Jogi etc. These tribes are known as criminals, mainly thieves, and their parents are generally on ‘wanted’ list. That is why they never stay at one place. They do not have voting cards or any identity that they are residents of India. They have 48 dialects and many do not understand Marathi or Hindi. To bring them together and that too for education was a huge challenge and a social cause achieved by IIEDR.

In and Around the Plumbing Industry: Municipalika 2013

‘Municipalika 2013’ - International Conference and Exhibition was held at Delhi between March 13-15, 2013, with participation of more than 850 delegates from 112 cities of India from mega and metro cities, small and medium towns represented by Mayors, Municipal Commissioners, Local Self Government, Urban Development, Housing and Infrastructure Development departments, professionals, technology and service providers, and academia etc.

Municipalika 2013, was inaugurated by Dr. Sudhir Krishna, Secretary, Urban Development, Ministry of Urban Development, Government of India and presided over by Mr. Arun Kumar Misra, Secretary, Housing and Urban Poverty Alleviation. The Presidential Address was delivered by Mr. Arun Kumar Misra and the Inaugural Address by Dr. Sudhir Krishna.

Outcome:

During the conference and open house the following observations and recommendations emerged relating to plumbing services:

The session on urban sanitation threw light on several relevant issues related to the subject. India is country where large sections of urban and rural population do not have access to clean, hygienic toilets with disposable systems. The conference strongly endorses the need for providing sanitation for all in all cities as one of the fundamental action areas AT ANY COST. A major citizenry drive would be needed for making 100% sanitation a reality.

Access to public and community toilets that are safe, clean, hygienic and socially and culturally acceptable should be provided at all public places to also take care of gender sensitive needs.

While some cities have sewerage systems, many still lack sewage treatment plants. Still worse is the lack of efforts for waste water recycling. India does not have a single city with waste water recycling

system, excepting some oasis initiatives in the private sector townships and few public new town development entities.

The need for a waste water recycling plant in every city was exhorted. Almost every speaker stressed the need for maintenance of existing sewerage system with periodic clean up and the need for removal of trap gases as part of the overall sewerage management plan.

Municipalika 2013 also strongly endorsed the need for sustainable city development in different parts of the India and also to strengthen the initiatives for creating sustainable green and smart cities.

Seminar on Chapter 11 of NBC 2005 Seminar on New Chapter on Sustainability in National Building Code of India 2005 was organized jointly by Bureau of Indian Standards (BIS), New Delhi & School of Planning and Architecture, New Delhi on March 5, 2013.

Background: The National Building Code of India 2005 (NBC 2005) is a prestigious publication of BIS. Through its various chapters, it covers detailed provisions on building planning, design and construction. These information are covered through 11 Parts (Part 0 and Part 1 to 10) and various Sections/Sub-Sections there under. Apart from requirements concerning quality and safety, NBC 2005 takes care of aspects relevant to sustainability, provisions for which are interwoven in various chapters relating to building planning, fire and life safety, materials, structural design using various material streams, constructional practices, building and plumbing services, etc. However, in order to fulfil the need for highlighting the provisions for sustainability and providing the treatment thereof in a further comprehensive manner, a new Chapter namely Part 11 Approach to Sustainability is being brought out, a draft of the same has already been prepared and is currently under wide circulation for eliciting public comments. Some of the major discussion points were: 1. Small and medium buildings are intentionally included in the

chapter, as most buildings in India are of that category. 2. In 2005, 20 billion sft buildings existed in India. By 2018,

additional 80 billion sft is expected to built, totalling 100 billion sft. Therefore there is no need to address sustainability of existing buildings and refurbishing, in this code.

3. The document is both – a directive and guide, but it is not mandatory.

4. In future all CPWD buildings of certain size will be green based on this chapter. Code will first be implemented by municipal authorities and then will be routed through central government.

5. Code will be modified to add reference to 5 climatic zones of India.

6. On the use of Gray water and reclaimed water for landscaping, Gray water shall be clearly defined and the hazards in gray and reclaimed water need to be highlighted. The code expects that the reclaimed water, after primary, secondary and tertiary treatment shall be as good as domestic water quality.

7. The following comments were offered for consideration in the chapter on water.

a. Hot water is major source of energy conservation through recirculation and proper insulation.

b. Reclaimed water for flushing also needs colour coding, hazard signs and backflow prevention devices. Many prefer to have flush valves instead of flush tanks due to hazard of bacterial growth.

c. Water conservation shall ensure performance, health and safety by using water efficient fixtures.

Committee comprising 9 working groups with total 19 worked on the draft. The draft in hand is the 8th revision made by the committee. Comments are invited by March 11, 2013. The document will be published 3 months after.

National Bureau of Water Use Efficiency National Bureau of Water Efficiency is being set up by the Ministry of Water Resources, Government of India. Indian Environment Law Offices (IELO) has been involved in developing a framework for the Bureau from the legal, regulatory and institutional standpoint with the focus on industry, commercial, domestic and urban sectors (ICDU).

This independent study spanned over a period of 15 months of desk and field consultations with industry, government and non-government in four states of Maharashtra, Chhattisgarh, Meghalaya, Himachal Pradesh, in order to come up with a National Framework on water use efficiency so as to supplement the efforts of the Government to bring about systemic efficiency in all water intensive sectors. Efficiency (ICDU) consisting of a set of general principles and legal options for setting up a National Institution on Water Use Efficiency. Towards this objective, a National Roundtable to discuss the Model framework was organized by IELO on February 27, 2013 at India Habitat Centre, New Delhi. Mr. Subhash Deshpande, Director, IAPMO India attended the roundtable representing both IAPMO India and IPA, and participated in the deliberations. A Background Note outlining the discussion points for the Roundtable and copies of (1) the Draft Model National Institutional Framework on Water Use Efficiency and (2) a Legal Brief on Regulatory and Institutional Mechanism were distributed to the delegates. About 30 delegates were present from various ministries and government departments, NGOs and few from the industry. Amongst them, members of TERI, CSE and Intertek were present. The IELO documents elaborated on (1) wastage of water through transmission and (2) distribution and (3) actual usage, and excluded (4) agriculture. One of the aims of the Bureau is to establish benchmarking for all three above. The first two targets controls over municipalities, councils and corporation. Under #3, initially, cement and steel industries will be targeted for water conservation. Actual usage in the residential and commercial buildings is not given due importance. Further, the focus is only on the quantification of usage. Quality parameters are not significant and therefore not addressed. In her welcome speech Ms. Archana Vaidya, Partner, IELO gave the background of the need and objectives of setting up the Bureau. IELO has worked over 15 months gathering data and information on the subject from 4 states at state and district levels. The proposed framework is the result of discussions with various stakeholders. Mr. Shashi Shekhar, Additional Secretary, Ministry of Environment and Forest (MoEF) assured that the Bureau will be established immediately under the Environment Protection Act (EPA). He compared the Bureau with Bureau of Energy Efficiency (BEE) which focused on four points namely, Awareness, Self regulation, Labelling and Mandate.

The four points were implemented in the same order and we all witness the success of BEE. He stressed the need to communicate with people and municipal authorities and sensitise the issue of water conservation through attitude and behavioural change. At the same time, he said, mandating has its own role and we have seen successes after mandating rainwater harvesting and reuse of reclaimed water. Mr. Mukesh Sinha, Sr. Jt. Commissioner of Ministry of Water Resources (MoWR) appealed to all delegates to contribute towards finalizing the framework of the Bureau. After the tea break, the house was open for discussions. Mr. Subhash Deshpande, Director, IAPMO India, briefed the audience about Indian Plumbing Association and IAPMO India, their contribution to the Indian plumbing industry by way of developing the plumbing codes and code based plumbing education. The Uniform Plumbing Code-India (UPC-I), Green Plumbing Code Supplement-India (GPCS-I) are base on which Water Efficient Products-India (WEP-I) is published in 2011. WEP-I is a rating system for plumbing products. It ensures the performance as well as water conservation. The industry has voluntarily adopted these codes. The UPC-I is revised in 3 years, GPCS-I is being revised and the new version of WEP-I will be available soon to the plumbing industry. As such, the benchmarking, rating system and system being dynamic - are all achieved. He further informed that IAPMO India and IPA has worked in close association with Centre for Science and Environment (CSE) and Ministry of Urban Development (MoUD) on WEP-I. Indian Green Building Council and The Energy and Resources Institute (TERI) have accepted WEP-I as the reference document for rating of Green Building under LEED and GRIHA rating system. On the definitions of Water Use Efficiency, he restricted his comments on the Indoor water use. He stated that the benchmarking, rating system, 3 star rating, third party testing, certification and labelling by third party lab has already been established and IAPMO India and IPA will be glad share this with the Bureau.

Even before the water efficient products are mandated, the Indian plumbing industry has voluntarily adopted it. Hindware is the first company to have received the three star rating for some of their products, Mr. Deshpande informed. He informed the august gathering the hazards associated with using the recycled water from either rainwater harvesting system, gray water system and/or reclaimed water from the sewage treatment plants. These hazards are often overlooked while striving for water conservation. In response, Ms. Archana Vaidya admitted that plumbing was one sector missing in the discussions and will ensure that both IAPMO India and IPA’s representatives will be on the Technical Committees of the Bureau working on Water Appliances Standards and Plumbing Standards. Responses from other delegates:

• Ms. Archana informed that agriculture is excluded at present since the benchmarking is difficult. Majority delegates insisted on inclusion of agriculture sector under the Bureau. Almost 80% water is used for agriculture, 12-15% by industry and only a small percentage by domestic and commercial buildings. Crops such as sugar and rice consume unlimited water. They argued that saving water in agriculture costs less than saving water in industry since the cost of change in technology of production is very high.

• BEE was successful due to high cost of energy people have to pay through metered system. In case of water, the price is very low and sometimes zero. Metering is not done in many areas. In multi-apartment buildings, meters for each apartment are not feasible.

• Like carbon credits, are there water credits? • Any savings of water through efficiency shall be passed on to

those who do not have water. The Bureau should achieve equity in water use.

• It was explained that the Bureau will be an Authority to prepare the ‘legislations’ under EPA and based on its suggestions, GOI will publish the ‘rules/mandates’.

India Water Week The 'India Water Week' held by the Ministry of Water Resources has been an excellent national water event every year. 'India Water Week-2013' was held during April 8-12, 2013 at New Delhi focusing on the theme: "Efficient Water Management: Challenges and Opportunities". Management of water in an efficient manner affects three sectors below and the event aimed at developing a 3 streams dialogue for a common pool of utilizable water, shared by all the sectors.

• Agriculture and Irrigation Sector, which is presently the largest consumptive use of water resources,

• Energy generation (Hydro & Thermal), Industrial Production-key inputs like steel, cement etc. and Demand Management,

• Urban and Rural Water Supply, quality, quantity and recycling/regeneration issues urban and rural drinking water supply.

In the session 'Efficiency Labelling of Water Appliances, Fixtures and Processes' Mr. Ramani Iyer, on behalf of IPA and IAPMO India mafe presentation on Water Efficient Products-India (WEP-I). He made best use of the opportunity to spread the 'IPA/IAPMO's pioneering message and received overwhelming response.
