    1.0 PURPOSE AND SCOPE

    This document contains the guidelines and procedures for the assignment and use of International Mobile Subscriber Identities (IMSIs) in the United States with consideration given

    to other North American Numbering Plan (NANP) countries In certain circumstances! theseguidelines ma" also appl" to Territories of the United States

    ## The IMSI was created and formatted to provide the uni$ue internationalidentification of mobile terminals and mobile users and to enable these terminals andusers to roam among public networ%s which offer public mobilit" services

    #& These assignment guidelines pertain! in one section or another! to all segments of the IMSI The IMSI Administrator (IMSI'A) participates in the management of allsegments of the IMSI! but directl" administers onl" the ome Networ% Identit" (NI)segment NIs are assignable to operators of public networ%s offering public mobilit"services with international roaming capabilities The NI uni$uel" identifies the home

    networ% of a public mobilit" service subscriber and contains the Mobile ountr" ode(M) and the Mobile Networ% ode (MN) The remaining segment of the IMSI! theMobile Station Identification Number (MSIN)! is directl" administered b" the networ% operator to which the NI is assigned

    3.0 IMSI FORMAT, FUNCTION, AND MANAGEMENT

    *# The IMSI format and function are based on ITU'T 1ecommendation 2& Theaddition of a definition for an NI! not contained in the 1ecommendation! is necessar" ina countr"! such as the United States! allocated multiple Ms b" the ITU

    *& 2ach IMS I uni$uel" identifies the mobile terminal5user! the home networ% of themobile terminal5user! and the home countr" of the networ% and of the mobileterminal5user

    ** The IMSI enables mobile terminals5users to roam among public networ%s!domesticall" and internationally! b" providing a uniform and uni$ue home networ% andmobile terminal5user identification that is recogni6able b" all conforming public

    networ%s 7hen transmitted between visited and home networ%s! the IMSI enables thee,change of subscription and billing information for the visiting mobile station

    MSINs in the United States are nine digits in length and in the format =========!

    *#& The IMSI Bversight ouncil (IB)! a committee of the Alliance for  Telecommunications Industr" Solutions (ATIS)! manages the IMSI resource in the UnitedStates and oversees the performance of the IMSI'A The management of the resourcesincludes such functions as Assignment Cuidelines maintenance! ensuring the ade$uac" of the resource inventor"! and ensuring the appropriate function and use of the resourceAnne, < of these Cuidelines contains the IB Bperating Procedures This Anne, is anintegral part of these Cuidelines

    4.0 ASSUMPTIONS AND CONSTRAINTS

    These guidelines are based on the following assumptions and constraints8

    -# These guidelines and procedures should provide the greatest latitude to those providing public mobilit" services! while permitting the effective and efficientmanagement of a finite resource

    -& Although the $uantit" of IMSIs available within the seven Ms currentl"allocated to the United States is substantial! the demand for NIs ma"! at some time in

    the future! e,ceed the capacit" of the seven Ms initiall" assigned to the United StatesPlanning for M e,haust and obtaining additional M resources are discussed inSection ##

    -* The guidelines and procedures for IMSI assignment in the United States! as setforth in this document! remain in effect until there is either industr" consensus or regulator" polic" direction to change them

    5.0 ASSIGNMENT PRINCIPLES

    The assignment principles defined below allow public networ% operators the greatest possiblelatitude in providing public mobilit" service and the users of these services the widest possibleroaming capabilities

    .# NIs are to be assigned and used onl" b" public networ%s offering publicmobilit" services (Section #&)

    .& Upon application! the IMSI'A will assign one NI for each valid networ% operator Nothing shall preclude a networ% operator! however! from aggregating multipleor merged networ%s5licenses within a single NI

    .* The ;'digit NI! as part of the #.'digit IMSI! is to be assigned so as to uni$uel"identif" the home networ% of the terminal5user

    .- MSINs are assigned b" networ% operators to their subscribed mobile

    terminals5users An IMSI is uni$ue to a single mobile terminal5user! but a mobileterminal5user ma" have multiple IMSIs

    .. IMSIs and NIs shall be assigned to permit the most effective and efficient use of a finite resource in order to ma,imi6e the e,isting allocated resource inventor" and todefer! as long as practical! the need to re$uest additional M resources

    .; IMSIs are a public resource The assignment of an" portion of an IMSI (ie! NI!MSIN) does not impl" ownership of the resource b" either the entit" to which it isassigned or b" the entit" performing the administrative function

    . Should an assignee transfer control of the M1S license or a portion of its

    serving area under an e,isting license! then the use of the assigned NI is transferable tothe new license owner

    .4 The IMSI'A will8

    9 Assign NIs in a fair! timel"! and impartial manner to an" applicant that meets thecriteria for assignment (Section ;)

    9 Assign NIs on a first come! first served basis from the available pool of unassignedNIs

    9 Ma%e all assignments based on the procedures in these guidelines (Section 4)

    9 Treat sensitive information received from applicants as proprietar" and confidential!and not to be shared with those outside the IB and IMSI'A

    .3 Information that is re$uested of applicants in support of an NI application shall be uniform and %ept to a minimum

    .#> Assigned NIs should be deplo"ed as soon as possible! but no later than twelvemonths after assignment If the assignee can demonstrate that an assigned NI has not been deplo"ed solel" due to dela"s be"ond its control! the time period can be e,tendedfor up to 3> da"s At the discretion of the administrator! one additional 3>'da" e,tensionma" be granted without the approval of the IB

    .## An entit" which is denied an NI assignment or e,tension under these guidelineshas the right to appeal that decision (Section #&)

    .#& These guidelines have no effect on NI assignments made prior to the guidelines0approval Use of all assigned resources shall be consistent with these guidelines

    .#* A wor%ing NI returned to the administrator for reassignment will remaindormant for a period of not less than #4> da"s! from the date of return to the NI pool! before reassignment An NI recovered in accordance with reclamation procedures willnot be reassigned until confirmation is received from the IB If an NI is returned andwas never wor%ing in the current assignee0s networ%! the NI is immediatel"

    reassignable (ie! no dormanc" is re$uired)

    .#- There is an administrative fee associated with an application for an NI

    .#. As re$uired! applicants for NIs must compl" with all applicable local! state! andfederal regulations relative to the provisioning of public mobilit" service

    6.0 CRITERIA FOR HNI ASSIGNMENT

    The assignment criteria in the following paragraphs should be considered b" a potential NIapplicant before submitting an NI application and will be used b" the IMSI'A in reviewing and processing an NI application8

    ;# The NI applicant must be! and certif" that it is! a public networ% operator  (commercial or government)! or an authori6ed agent operating on behalf of a publicnetwor% operator! offering mobilit" services in the United States with a need to roamonto5from commercial networ%s! or that it is a provider of a service profile management

    s"stem (eg ome Docation 1egister ED1F! ome Authentication! Authori6ation! andAccounting EAAAF! or ome Subscriber S"stem ESSF) based in the United States for end user devices that can access public networ%s in the United States

    ;& The applicant5assignee of an NI must have and provide evidence of  authori6ation! if re$uired! from the appropriate federal! state or local regulator"authorities to operate in the area in which it intends to provide mobilit" services

    ;* Applicants offering commercial services must offer non'discriminator" access of this resource to users That is! such applicants must offer the availabilit" of services toan" end'user customer re$uesting the service

    ;- The applicant must certif" that the NI will be used for mobile applications Thatis! the applicant must certif" that the service provided will have at least two of thefollowing characteristics8

    9 Access to a service profile# management s"stem / Service profile management is theabilit" to access and manipulate a service profile The user! the subscriber or the provider can perform service profile management

    9 Terminal Mobilit" / The abilit" of a terminal to access telecommunication servicesfrom different locations and while in motion! and the capabilit" of the networ% toidentif" and locate that terminal

    9 Personal Mobilit" / the abilit" of a user to access telecommunications services at an"terminal on the basis of a personal identifier! and the capabilit" of the networ% to provide those services according to the user0s profile Personal mobilit" involves thenetwor% capabilit" to locate the terminal associated with the user for the purpose of routing

    ;. At least one radio interface protocol used b" the networ% e$uipment or end user devices of the Applicant must be from the following list of protocols %nown to re$uireIMSI for identification and signaling8

    9 CSM'based protocols including Ceneral Pac%et 1adio Service (CP1S)! 2nhanced:ata for CSM 2volution (2:C2)! 7ideband :MA (7':MA)! and igh SpeedPac%et Access (SPA)

    9 :MA&>>> protocols including :MA&>>> #= (a *CPP& cellular technolog" providing voice and data services) and igh 1ate Pac%et :ata (1P: E2G:BF)

    *# Assign and efficiently manage the MSINs (last nine digits of theIMSI) associated with the assigned HNI. Maintain up-to-date and accurate

    assignment records that match MSINs to mobile terminals/users. These records

    may be required for audit purposes (Annex A).

    *& Inform the IMSI'A of changes in the information associated with

    an NI assignment b" using +orm : / 1e$uest for hange in ome Networ% Identit" (NI) Assignment Information hanges ma" occur because of thetransfer of an NI! through merger or ac$uisition! to a different networ% (Section.) The initial assignee of the NI involved in a transfer occurring throughmerger! ac$uisition or other means must immediatel" inform the IMSI'A when

    such a change becomes effective Timel" submission of change informationenables the IMSI'A to maintain accurate NI assignment records

    !.0 RESPONSIBILITIES OF THE IMSI"A

    The role of the IMSI'A is to manage the entire IMSI resource and to directl" administer the NIsegment of the IMSI In this conte,t! the IMSI'A shall8

    4# Provide to the industr" general and specific information on the structure and proper use and management of IMSIs

    4& Provide copies of these guidelines and forms to NI applicants and assignees! and

    assist them in completing the re$uired forms4* 1eview and process NI applications as follows8

    4*# Review the application to determine if all re$uested information is

     provided and credible If not! return the application to the applicant re$uestingthat an" deficienc" be corrected

    4*& Inform applicants of the status of their re$uests using +orm < /  ome Networ% Identity  (NI) Application :isposition There are three possible

    dispositions8 approved! denied! or additional information re$uired Notif" theapplicant in writing of the disposition within ten wor%ing da"s from receipt of 

    +orm A The response will include8

    9 If assigned! the specific NI(s) assigned!

    9 If denied! the reasons for denial and instructions on how and where to appealthe decision!

    9 If additional information is re$uired! the specific information re$uired

    should not be used until all MNs in the preceding M have been assigned

    4-& There ma" be technical considerations or limitations on the part of  the applicant that require a specific assignment or preclude them being able to use

    the ne,t consecutive MN assignment These e,ceptions are set forth below andin the Addenda (if an") to this document

    $MI!s%  The following NIs are not available for assignment in order to supportinter'networ%ing with wireless networ% licensees re$uiring bac%wardcompatibility for e,isting public networ%s offering public mobilit" services onl"

    4-* NI applicants eligible for multiple MNs ma" re$uest that suchMNs be assigned in the ne,t available bloc% of numericall" se$uential codes(e,cepting those MNs reserved or unavailable for assignment! pursuant toSection 4-& or an" subse$uent addenda to these guidelines) In such cases! aseparate +orm A should be submitted for each MN re$uired! along with a cover letter re$uesting their assignment in a se$uential bloc%

    4-- 7hen reassigning an HNI that has been returned or reclaimed, theIMSI-A will ensure that the NI has remained dormant for the re$uired period

    (Section .#*) and confirm with the IB that the NI is no longer in use for reclaimed MNs (per Section 3&)

    4-. A returned or reclaimed NI should be reassigned! following there$uired dormant period! prior to the assignment of an" NI from a M of higher numerical value than the returned or reclaimed NI

    4. Maintain accurate and current NI application and assignment records Updatethe records as re$uired to respond to re$uests for changes in assignment informationreported b" NI assignees (Section *&) 1espond to these re$uests within ten wor%ing

    da"s using  Form - – onfirmation of hange of ome !et"or# Identity $!I% Assignment Information

    4; Publish! at least monthl"! via the agreed medium! a list of assigned NIs The listwill include the NI number! the NI assignee! and the entit" contact and number Trac% the number of IMSIs assigned and the assignment rate and report this data regularl" tothe ATIS IB

    4 4 Investigate an" NI that has not been deplo"ed within the re$uired timeframe! and issue e,tensions if appropriate (Section .#>) The IMSI'A will forward aletter to each NI Assignee that has not reported the implementation of an assigned NI(s) in conformance with Section .#>! ie! at the # "ear initial implementation date and at

    the end of an implementation e,tension(s) The letter will re$uest the implementationstatus of the assigned NI(s) and state that if implementation confirmation! or ane,tension re$uest! is not received within *> da"s the NI(s) is subect toreclamation5reassignment Notif" the IB if an assignee fails to deplo" an assigned NIwithin the allotted e,tensions

    43 At the determination of the IB! the IMSI'A ma" be re$uested to performassignment audits This re$uirement is not considered to be the ongoing responsibilit" of the IMSI'A unless agreed to b" the IB The IMSI'A ma" recommend to the IB that a
