The Inormation Management Strategyramework – a brie guide or local authorities

All schools collect and process a great deal o

data and, as both the range and the quantityo data increases, there is a growing need tomanage inormation eectively.

The Inormation Management Strategy rameworkhas been designed in collaboration with schools,local authorities and suppliers to help schools

assess their position and develop their ownstrategy or inormation management.

The Inormation Management Strategy rameworkcan be used alongside other sel-improvementtools rom Becta, including the sel-reviewramework, the Framework or ICT TechnicalSupport (FITS) and the parental engagementand online reporting toolkit.

Why schools should use the ramework

More and more data now comes into school inelectronic ormat, and increasingly schools are

expected to produce data electronically or thelocal authorities, government and other agencies.

This means that schools now rely heavily on thequality o the data and on how eectively datais managed. A good inormation managementstrategy will help schools to deliver their aims

or learning and teaching, management andadministration.

Using the ramework will help schools to improvethe quality o the data they collect and manage itmore eectively. It will also assist schools and localauthorities in meeting the aims o Every ChildMatters, and the requirements or saeguardingchildren, parental engagement and data security.

What the research says

The Becta Review 2006: Evidence on the progress of 

ICT in education (http://publications.becta.org.uk/display.cm?resID=25948&page=1835) reported

that: “... the eective use o data within institutionssupported allocation o sta and resources,management o perormance, monitoringinitiatives and strategies, target setting andidentifcation o pupils’ achievements. Schoolsreported the value o access to pupil data inhelping pupils make the transition rom one

school to another. Data also supported challengesto sta, pupils, parents and others and providedinormation or evidence-based discussions withOsted, local authorities and governors.”

The Becta Review 2006 also highlights: “It is not theprovision o data as such but the embedding oappropriate practices which will enhance learning

and personalisation.”

Using the ramework

The ramework has our key strands:

Each strand is divided into fve levels o ‘maturity’,with short statements enabling schools to assesstheir current practice and identiy the steps they

need to take to progress urther.

In addition to highlighting how schools needto tackle issues such as data security, sharinginormation and proessional development, theguidance also emphasises the importance oadopting a whole-school approach and involving

partners and the wider community.This ramework can be used by local authoritiesto work with their schools on improvinginormation management or by schoolsindependently. It should be read in conjunctionwith the Information Management Strategy 

framework – Guidance for schools.

Q What benefts should we expect romschools using the ramework?

A By using the Inormation Management Strategy

ramework, schools will be able to make moreeective use o their data on pupil perormance.Osted and the Primary and National Strategiesregard this as “an essential part o the schoolimprovement process and one o the key levers orchange”. (Primary and National Strategies)

Q Our schools use the sel-review ramework– why do we need another ramework?

A Many authorities and their schools arenow benefting rom the use o the sel-reviewramework which oers schools a route orassessing and improving use o ICT. The

Inormation Management Strategy rameworkcan be used as part o this process or can standalone to look specifcally at inormationmanagement in schools in more detail. Wherethe sel-review ramework helps schools toextend their use o ICT in all areas o teaching,learning and management, the Inormation

Management Strategy ramework helpsschools to integrate their use o inormationin an eective strategy.

What are the cost implications or schools?

There is no charge or using the InormationManagement Strategy ramework.

Q I this is a tool or schools, why is thereseparate guidance or local authorities?

A Local authorities with their own support teamscan use the ramework to establish a baselineposition or their schools. This can help to ocus

resources and support on areas where it is mostneeded. For example, local authorities could usethe ramework to support inormation managementimprovement workshops or schools.

Q How can I encourage my schools to make useo the ramework?

A Local authorities can use parental engagement,14–19 requirements and universal home access asdrivers or helping schools to improve data quality.

Q Did any local authorities help to developthis ramework?

A Yes. Barking and Dagenham, Lancashire,Hertordshire, Bedordshire and Birminghamall helped.

Q Data quality is the most important part oan eective strategy, so why doesn’t it have itsown section?

A Becta has designed the ramework to givea high-level overview o all the important partso an eective inormation management strategy.Local authorities and schools will have their ownpriorities, so authorities are ree to direct theirocus on local priorities and link to any existingprogrammes already in progress with their

schools at a local level.

Q There are other commercial schoolimprovement tools available – doesn’t this just duplicate those?

A The ramework takes a high-level view

o all the essential components o an eectiveinormation strategy. It does not recommenda particular way o implementing a technicalsolution. Local authorities and schools shouldbe able to use this ramework in conjunctionwith other school improvement tools alreadyin use i they so wish.
