Frymer and Hawn (1970) : “ Persons responsible for curriculum development in local schools can and must assume primary responsibility for initiating and continuing curriculum improvement efforts in their schools

They suggest that the basis for curriculum change should be “ hard” data and “ soft” data.

They point out that responding to the demands of outside “experts,”, national programs” or “ local tradition” is no substitute for valid information produced as a result of studying teaching and learning in one’s own school.

They believe that curriculum improvement through research and evaluation is one particular aspect of the local educational system that needs to be strengthened and vitalized.
