In June Dr. Kris Henning and Sgt. Greg Stewart, Supervisor of the Crime Analysis Unit at
Portland PD and adjunct instructor at CCJ, were invited to participate in the panel "Data
and Research: Law Enforcement’s Indispensable Violence Reduction Partner" at the
National Summit on Crime Reduction and Public Safety (convened by the DOJ Task Force
on Crime Reduction and Public Safety). The panel addressed law enforcement and academic research partnerships through the
examination of several violence reduction strategies and theories. Dr. Henning and Sgt.
Stewart discussed how research provides proven violence reduction strategies and
solutions that can assist law enforcement in focusing on crime prevention and intervention
efforts, along with the identification of high-risk offenders, places, and victims. As such,
leveraging proven solutions is vital to conducting effective and efficient violence reduction
efforts.

Restorative Community Service Program Internship
Through the department’s Restorative Community Service Program practicumstudents and interns receive training for the role of Community Mentor. Thesementors work directly with diversion and probation youth, usually in groups,alongside community members at community service projects throughout ClarkCounty. This role involves being available when the projects are scheduled,typically Saturdays. The focus of Restorative Community Service is on givingservice of value back to the community to make amends for harm done, and toprovide an opportunity for these youth to become connected with theircommunity in a positive manner. Mentors act as a “bridge” between the youthand other community members working on these projects. Practitioners working in justice-related fields face a variety of critical incidentsthat may tax agency resources, threaten public safety, and, in some cases,decrease confidence in our system of governance. This course will examinemanagement and organizational strategies that can be applied to thesesituations to safely restore order while respecting the legal rights affordedcitizens under our Constitution. Particular attention will be paid to the NationalIncident Management System and the Incident Command System used in lawenforcement, but application to those working in legal and correctional systemswill also be covered.

SIU Investigator Intern activities may include the following:
Assist in investigations: Conduct online and other research to assistinvestigators and other personnel in investigating fraud, as well as claimsand other insurance transactions.Case load: Managing a small caseload of low-complexity insurance fraudcases. Involves analysis of policy and claim facts, devising investigativeplans, executing plans, conducting online research, managing privateinvestigators conducting field work and preparing cases for lawenforcement.Developing resources: Assist in identifying new online resources for theSIU’s intranet site, which is accessible to all company employees.Industry training: Participate in training courses offered by industryorganizations such as the Oregon Chapter of the International Associationof Special Investigation Units and the Oregon Chapter of the Associationof Certified Fraud Examiners.Company anti-fraud training: Assist in the preparation and delivery ofanti-fraud training materials to integral anti-fraud personnel such as claimhandlers and underwriters.Communicating with law enforcement: Contacting law enforcementagencies and departments of insurance to obtain case status informationon previously on cases previously submitted.

Study the social, economic, political, and physical factors underlyingneighborhood crime and decline. Special attention is given to physical andsocial incivilities, the broken windows theory, crime prevention throughenvironmental design, and problemsolving. The primary goal of this course is togive the students some hands on experience engaging in problem-solving andapplying academic material to real communities. Students will work on acommunity project to explore solutions to real neighborhood problems anddevelop ideas for addressing crime and disorder and lowering criminalopportunities.
