Other considerations:
Off target effects
Bees and other beneficial terrestrial invertebrates.
The product is toxic to bees and other terrestrial invertebrates as indicated by the 9.4B classification.
However, the use situation as an urban pest control product means that its placement is targeted and
precise and its application is generally in urban areas which are not frequented by bees. The sealing of
cracks after application further limits any potential for exposure by foraging bees.
The principal mode of toxicity of indoxacarb to bees is via direct contact (e.g. during a spray application) it is
only minimally toxic via the oral route (e.g. foraging bees).

10.2. Effects on public health
The overall effects on public health in approving this substance will be beneficial from the point of view that
the product controls pest infestations in public, industrial and commercial premises.
The use pattern of the product is such that it is used in a targeted way in cracks, creases and voids which
are not easily accessible to adults, children or workers.
The low overall human toxicity profile and the low usage rates mean that potential exposure is highly
unlikely and were it to occur any effects would be negligible and transient.

10.3. Effects on the relationship of Māori and their culture and traditions with their ancestral lands, water, sites, wāhi tapu, valued flora and fauna, and other taonga
The applicant recognises the role of Māori in relation to cultural, spiritual, ethical and socio-economic values
pertaining to the use of hazardous substances in the environment however the applicant is unaware of any
adverse impacts the approval of this substance would have on these values primarily because of the
proposed use pattern which confined to targeted crack and crevice treatments and hence is not wide
dispersive use.
The active ingredient in Doxem Precsie ®, Indoxacarb, has already been approved by the authority in a
variety of different trade name products having the same or a similar use pattern. None of these
applications or EPA decisions identified any significant risks to Māori when these products were used as
intended.
It is the applicants view that the controlled use of Doxem Precise® will not breach the principles of the
Treaty of Waitangi.

10.4. New Zealand’s international obligations
This application will not affect NZ international obligations. The use situations and use patterns proposed
are consistent with similar products available to commercial and domestic users of pest control products.
When used in food producing establishments which service export markets, the product must be approved
or recognised by MPI for the intended use pattern.
An application for this use pattern will be submitted to NZ Food Safety/MPI in due course for uses in dairy
maintenance and non-dairy maintenance compounds.
