Mission at Okayama University: “International Research Partnership Development”** Implement a CULTURE of International Research Project – Excellence
For Instance EU related projects
A number of prestigious Universities rely on a Holistic approachEx: Johns HOPKINS in the USA – The most prestigious medical University in the USJohns HOPKINS is taking care of the Covid Statistics (https://gisanddata.maps.arcgis.com/apps/opsdashboard)
** By relying on excellent research ➔ Nice “projected image” ➔ “reputation” ➔ “Funding” (Professionalize International best practices – Research proposals, Int. Rel., Communication Sciences… )
** Holistic approach – Modern UniversitiesIntegrating Research / Higher-Education, see also ➔ HUMBOLDT strategy
July- 26th -2021 – EURAXESS – On LineConsult: Detailed B-Chenevier “Activity report”
Background
Lab: Laboratoire des Matériaux et du Génie Physique MINATECLMGP ------ https://lmgp.grenoble-inp.fr/
CNRS – Grenoble – for 25 years – Materials sciences –Solid state physics
First contact with Japan – P-Doc 1990-1992 – Tsukuba ➔ “HTc superconductors” at NIMS (ancestor)
Moved to Japan (likely for ever) ➔ Okayama University in 2014
After Tsukuba P-Doc, 25 years mainly at Grenoble (100 papers in International Journals): a number of visits (JSPS, European support) in both ways
Mission at Oka-Dai : Global profile of the University – Research development – Holistic approach
➔ At Oka-Dai, a range of International projects – (probably best in Japan within 4 / 5 years)Among them ➔ 10 EU related ones:
MSCA Staff-Exchange ------2 are running, 4 in re-submission, 4 preparation,MSCA P-Doc Fellowship
ERCResearch and Innovation
➔ 15 Missions (40 prestigious Universities and Research Centers in Europe and N-America)Network: about 1000 strong contacts – High level scientists, President and Rectors….
➔Database of 150 Oka-Dai Professors Fact Sheets ➔ 130 Research topics – Professional Internships

Focus on a (RISE) Staff-Exchange project: « BE-ARCHAEO »
Kick-Off: January-2019 – Extended to end of 2023 (Covid sanitary situation)
Investigating the Tobiotsuka Kofun (Okayama) by using modern and on site archaeology technologies
BE-ARCHAEO Objectives:
Kofun (古墳, from Sino-Japanese "ancient grave") are megalithic tombsor tumuli in Northeast Asia. Kofun were mainly constructed in the Japanese archipelagobetween the middle of the 3rd century to the early 7th century (AD).
OKAYAMA area is a regional majorcenter of Old History of Japan
Archaeology is thus major topics of Research
OBJ-1: from the archaeological site to the museum througharchaeology and science generated by the project.
OBJ-2: excavation of the Tobiotsuka Kofun and challenging studies of other Kofun burial mounds and related archaeological material in ancient Kibi and Izumo area.
OBJ-3: to grow up a new trans-disciplinary vision of archaeologycombined with archaeometry. BE-ARCHAEO activities will be accessible and engaging to the general public throughmedia communication and two final exhibitions

Origins of the MSCA “BE-ARCHAEO” proposal
-- Strong complementarity between Japan and Europe
-- MSCA – Staff Exchange: the easiest format of EU program to implement in Japan (for a range of reasons, logistics)
-- MSCA – Staff Exchange: the most popularEU program among Japanese
** Improved international visibility
** Mobilities of talented International scientists, Ph-Ds, P-Docs, admin. and technical staffALL supported to come to Japan
** A bunch of additional co-authored papers
** Participations in International eventsExample of CMB-INFLATE (cosmology): promoted by EURAXESS, a EU commission agency - June-8th-2021
Benefit for Japanese / TC (not directly funded):TC: Third Country
** NB: Mobilities of Less advanced TC countriesare supported both ways (TO and FROM Europe)
** Additional attractiveness for Master InternationalStudents = 50-60/year at Oka-Dai
-- Basic idea at Okayama University – Close collaboration with Univ. of Turin and Start-up: Techn’Art
Critical stages of the proposal contents:** Mobility program BUT a major component of the Proposal evaluation is on
EXCELLENCE of Research
** Mobility Matrix: objectives and expected achievements of each secondment should be clearly defined
Achievements and Highlights
1 - Kick-Off (40 members from the Partners –EU Delegation in Tokyo – G. Ramanauskas)

Finally:
➔ EU – MSCA Staff – Exchangeprogram
Wonderful tool to help Universities improving
substantially their Global Profile
*** Accepted for funding: August-2018
Wonderful tool to help Japanese Universities/Institutions to play a central role in
a Staff-Exchange project
Provided Universities rely on a professional approach ofresearch understanding and research management
*** January – 2019 ➔ Kick-Off – Okayama University
*** ➔ April 2020 : 50 months of secondment at Okayama Univ.
*** ➔ Covid : extension from January to July 2023.
