Request for Comments
Open Now-April 27, 2020
NHTSA has developed the Drug-Impaired Driving Criminal Justice Evaluation
Tool and is requesting comments on the usability of it. Reducing drug-impaired
driving is a priority for NHTSA and this tool is one way we are engaged to aid
states and local communities. The tool has been developed to assist with
identifying program strengths and opportunities for improvements.
The Drug-Impaired Driving Criminal Justice Evaluation Tool allows users to self-
evaluate their programs to reduce drug-impaired driving through a systematic
review of activities, polices, and procedures intended to reduce impaired
driving. The tool will allow states and jurisdictions to identify gaps in drug-
impaired driving programs, inform strategies to strengthen programs, and track
progress over time.
NHTSA encourages you to review the Drug-Impaired Driving Criminal Justice
Evaluation Tool over the next few weeks and submit comments on the
completeness and usability of the tool. You can submit comments electronically,
mail, or fax.
Please visit the Federal Register to view the tool and learn more about
submitting comments.

Meeting the Challenges of Treatment
Courts During COVID-19: A Conversation
Judicial Webinar
Thursday April 2nd 3:00-4:30pm (EST)
Moderated by Honorable Neil Axel
This webinar will discuss alternative ways to effectively monitor and su-
pervise Treatment Court participants during the COVID-19 pandemic.
Steps to minimize the spread of COVID-19 have led to unprecedented
court closures, business shutdowns, travel restrictions, and orders to
shelter in place. Typically Drug, DWI, and other Treatment Courts rely
upon the close and coordinated interaction of various individuals and
community agencies to effectively supervise its high-risk participants.
Treatment Courts are working to provide a continuum of treatment and
supervision consistent with court Guiding Principles and Best Practices
during these challenging times. In this webcast, a panel of treatment
court judges from around the country will discuss how to meet some of
the challenges facing treatment court programs caused by our
community’s response to COVID-19

NHTSA Webinar
Webinar Recording Available
Expedited search warrant systems for impaired driving arrests enable law
enforcement officers to request a warrant from a judge on any day and at any
time, provide users with enhanced accessibility to obtain warrants (e.g., availa-
ble on phones, tablets, and computers), and allow for quicker capture of blood
and/or urine samples, thereby ensuring more accurate evidence. NHTSA will
soon release a report on implementing an expedited search warrant program
for impaired driving arrests.
This webinar provides a brief overview of the report, as well as
presentations from three locations that have successfully implemented
expedited search warrant programs:
• Minnesota: Mike Asleson and Troy Woltman of the Minnesota Bureau of
Criminal Apprehension
• Kansas: Wyandotte County: Karen Wittman, Deputy District Attorney,
Wyandotte County
• Maryland: Captain James DeCourcey of the Maryland State Police

NHTSA recognizes that States and our law enforcement and first responder partners are working tirelessly to respond to the current
public health emergency. In order for States to prioritize public health, NHTSA is postponing its currently scheduled traffic safety campaigns,
including the Distracted Driving, Heatstroke Awareness, and Click It or Ticket campaigns.
NHTSA also recognizes that States may have to re-prioritize other actions, and we will re-evaluate other NHTSA-funded activities as warranted in the days ahead. If you have specific State questions about impacts to NHTSA programs or grant-funded activities, please direct those to your Regional
Administrator. We appreciate your commitment to safety.
