Good day!
Today, 25 June 2017, is the seventh Day of the Seafarer (DotS). The purpose of DotS is to recognize the unique contribution made by seafarers from all over the world to international seaborne trade, the world economy and civil society as a whole. This year the theme issued by the IMO is "Seafarers Matter".
About 90% of world trade is carried by the international shipping industry. Without shipping, the import/export of affordable food and goods would not be possible - half the world would starve and the other half would freeze!
At this special time, IMLA sincerely appreciates all members as MET instructors and beyond, for your enormous dedications to educating and training highly-qualified seafarers for this industry.
IMLA also would like to take this opportunity to express our wholehearted regards to all seafarers and their family members!

NEWS
During his visit in Shanghai on 15-16 May 2017,
IMO Secretary General Mr. Kitack Lim was
welcomed by Prof. Jin Yongxing, IMLA Chair and
Chairman of Shanghai Maritime University
Council.
Prof. Jin highlighted IMLA’s strong legacy of
global forum for maritime education and training,
bringing together maritime lecturers,
professionals and experts, as a means to enhance
the overall standards of the world MET. He
stressed the unique role IMLA plays as an IMO
NGO in a wide spectrum of areas, including its
most recent commitments to the revision and
updates of IMO Model Courses.
Mr. Kitack Lim expressed great appreciations to
IMLA’s active involvements with various IMO
meetings and activities in the last few decades,
and shared his observations and views on the
world maritime education to status quo. In further
he spoke highly of the MTCC-Asia (Maritime
Technology Cooperation Center for Asia, hosted
by Shanghai Maritime University) that aims to
address energy efficiency issues from the
maritime sector, which he believed would also
help achieve the goal of sustainable development
for the city of Shanghai and areas beyond.

IMLA Co-organized the IMO
Regional Training Course on
the Assessment and
Examination of Seafarers
Mr. Milhar Fuazudeen addressed at the opening of the Seminar
The IMO Regional Training Course on the
Assessment and Examination of Seafarers is held
in Shanghai from 24 to 28 April. It was
co-organized by IMLA, China MSA, and Shanghai
Maritime University.
Some 50 participants from maritime authorities of
South Korea, Malaysia, Myanmar, Indonesia,
Vietnam, Singapore and China attended the
training course. Mr. Milhar Fuazudeen, IMO’s
Head of Maritime Training and Human Element,
Maritime Safety Division, and were the leading
instructors throughout the week-long course.
Prof. Jin Yongxing spoke to welcome the
attendees on behalf of IMLA and Shanghai
Maritime University, and hoped the course would
provide an ideal opportunity for exchanges and
learning for those who involved in the seafarers
assessment and examination.

Mr. Chang Fuzhi, Deputy General of Shanghai
Maritime Administration gave an introduction
about seafarers assessment and examination
executed by China MSA, and briefed on the
effectiveness of implementation of STCW
Convention in China.
The course provided updated knowledge and
skills on seafarers assessment and examination,
and it also aimed to enhance exchanges and
understanding between maritime authorities from
Asia.

IMLA Lifetime Membership
Shield Award at
IMO Headquarters The IMO HTW4 convened this February saw the
IMLA Lifetime membership Shield Award to two
delegates from USA. The shield award was
presented by the IMLA Secretary Prof. Clive Cole,
Head of the IMLA delegation, with all other IMLA
delegates at the meeting as witnesses.

Coordinator from Maritime Institute of
Technology and Graduate Studies (MITAGS) and
the Pacific Maritime Institute (PMI), and Ms
Melany Saramago, Curriculum Developer/Quality
Management Coordinator from Maritime
Professional Training, both became IMLA lifetime
membership some years ago. They have been
frequent participants at IMLA conferences and
activities, including recent involvement with
IMLA’s commitments with the revision and
updates on IMO Model Courses.
Invited by IMLA, the two young ladies were able
to embrace their first opportunity ever to sit in an
IMO meeting at its headquarters. As members of
the IMLA delegation, their attentiveness,
concentration, and diligent work in the course of
IMO validation on the revised Model Courses
were totally impressive. In particular, their many
comments to the revision and modifications of
Model course 6.09, have played a positive part for
the validation work.
Members who have long-term commitment with
IMLA are the most important and invaluable
assets for the Association. It has been the
tradition that senior and active members of IMLA
be offered opportunities to be representative for
the Association in the international arena when
circumstances allow. Lifetime membership with
IMLA is open to any interested personnel who
works as a Maritime Lecturer, and to others, at the
discretion of the Committee.

MET Institutes Announced
to Host MTCCs
Mr Kitack Lim, IMO Secretary General at the MTCC-Asia Launch Event
in Shanghai Maritime University (15 May 2017)
Funded by the European Union and
implemented by the International Maritime
Organization, the Global MTTC Network (GMN) –
formally titled “Capacity Building for Climate
Mitigation in the Maritime Shipping Industry ” –
initiative unites technology centres – Maritime
Technologies Cooperation Centres (MTCCs) – in
targeted regions into a global network. Together,
they are promoting technologies and operations
to improve energy efficiency in the maritime
sector and help navigate shipping into a
low-carbon future.
Following a competitive tendering process,
Shanghai Maritime University in China has been
selected to host the MTCC for the Asia region
(MTCC-Asia), the University of Trinidad and
Tobago to host MTCC-Caribbean, the Jomo
Kenyatta University of Agriculture and
Technology (JKUAT), Kenya to host the regional
Maritime Technology Cooperation Centre (MTCC)
for the Africa region, International Maritime
University of Panama (UMIP) to host the regional
Maritime Technology Cooperation Centre (MTCC)
for the Latin America, while the Pacific
Community (SPC) for the regional Maritime

Technology Cooperation Centre (MTCC) for the
Pacific region. The fiver target regions – Asia,
Caribbean, Africa, Latin America and the Pacific –
to form a global network.
The MTCCs will receive allocations from the €10
million European Union funding for the project.
They will be established and resourced to
become regional centres of excellence, providing
leadership in promoting ship energy-efficiency
technologies and operations, and the reduction
of harmful emissions from ships.

Campus of The University of Trinidad and Tobago
(UTT) on 8th March, 2017.
Aims of the GMN project
Greenhouse gas emissions from shipping are
expected to increase but developing countries,
which play a significant role in international
shipping, often lack the means to improve energy
efficiency in their shipping sectors. This project,
formally entitled “Capacity Building for Climate
Change Mitigation in the Maritime Shipping
Industry” will enable developing countries,
especially Least Developed Countries and Small
Island Developing States, in the target regions to
effectively implement energy-efficiency measures
through technical assistance, capacity building
and promoting technical cooperation.
The project will be implemented through the

(UMIP) has been selected to host the MTCC for
the Latin America region
network of MTCCs which, once operational, will
act as focal point for:
• improving capability in the region - by working
with maritime administrations, port authorities,
other relevant government departments and
related shipping stakeholders to facilitate
compliance with international regulations on
energy efficiency for ships
• promoting the uptake of low-carbon
technologies and operations in the maritime
sector through pilot projects
• raising awareness about policies, strategies and
measures for the reduction of ghg and other
emissions from the maritime transport sector
• demonstrating a pilot-scale system for
collecting data and reporting on ships’ fuel
consumption to improve shipowners’ and
maritime administrations’ understanding in this
regard, and
• developing and implementing strategies to
sustain the impact of MTCC results and activities
beyond the project time-line.

Briefly outline your organization's interest in and contribution to the work of the relevant bodies of IMO in the past biennium
Standing at the forefront of Maritime Education and Training, IMLA has continued to significantly dedicate
its resources and competence by disseminating, sharing and transferring its knowledge and experience
within MET, while exploring comprehensive approaches to the many challenges that MET is currently facing.
With regards to the work of IMO during the past biennium, IMLA has participated in the MSC95(2015),
MEPC68(2015), NCSR2(2015), IMO Assembly29(2015), HTW2(2015), HTW3(2016) and HTW4(2017). Specific
documents, individually or jointly submitted by IMLA, are as follows:
1.HTW 3/INF.3 Review and revision of IMO Model Course 1.30 (IAMU and IMLA)
2.NCSR 3/INF.20 Investigation on improper occupation of marine VHF CH16 based on seafarers'
feedback (IMLA)
3.MSC 96/9/2 Lessons learned from marine casualties (China and IMLA)
Further, IMLA has continued to play a major role in the revising and updating of IMO Model Courses during
the biennium. In collaboration with IAMU, IMLA has revised and updated Model Course 3.12 Assessment,
Examination and Certification of Seafarers, Model Course 6.09 Training Course for Instructors, and Model
Course 1.30 On-board Assessment, which were all reviewed and successfully validated at HTW4. In addition,
Model Course 3.17 Maritime English, comprehensively revised by IMLA and validated at HTW2, was
published in October 2015.
Briefly outline how your organization disseminates information on and promotes the work of the Organization to its membership and/or beyond
On the main page of the IMLA website, there is a special column named “IMO Documents”, where relevant
IMO meeting summaries and reports, along with the IMO annual meeting programme, are posted.
In its quarterly Newsletter, which is circulated to all members and beyond, retains space to include a number
of items concerning IMO meetings. Delegates attending IMO meetings are required to submit meeting
reports, which are forwarded to all members.
Items related to IMO affairs are inevitably on the agenda of IMLA Committee Meetings, the Annual General
Meeting, and many conferences. These items include the IMO meeting programmes, major agenda of each
meeting, appeal for IMO proposal documents and all other relevant activities relating to IMO.

The 4th session of the International Maritime
Organization's (IMO) Sub-Committee on Human
Element, Training and Watch keeping (HTW4)
met at IMO Headquarters (30 January-3
February). The meeting was opened by IMO
Secretary-General Kitack Lim and chaired by Ms.
Mayte Medina.

Revision and update of three model courses, namely
Model Course 3.12 on Assessment, Examination and
Certification of Seafarers, Model Course 6.09 on
Training Course for Instructors, and Model Course 1.30
on On-board Assessment, under the collaboration of
IMLA-IAMU, meeting the requirements of
MSC-MEPC.2/Circ.15, successfully went through the
working committee for validation.
This is another evidence of IMLA’s positive and active
engagement in maritime issues on the international
arena. In particular, the Model Course 6.09, solely
undertaken by experts from IMLA and Shanghai
Maritime University with good comments from the
Review Group, has been the result of the last two years’
commitment.
In addition to validation of a number of IMO model
course, items on the agenda include: ways to
enhance seafarer training by utilizing lessons learned
from marine casualty investigations; update and
revision of the Guidelines on Fatigue; the ongoing
comprehensive review of the fishing vessel personnel
training convention (STCW-F); and implementation
of the seafarer training convention (STCW) 2010
amendments.
The IMLA delegation, headed by Honorary Secretary
Prof. Clive Cole, include Capt. Leon Govender from
South Africa, Prof. Ruan Wei and Prof. Wang Xian
from China, and Ms Melany Saramago and Ms
Angelica Sogor from USA.

The 13th International Conference on Engine Room Simulators (ICERS13) is organized by National University
"Odessa Maritime Academy" in cooperation with the Exhibition Centre "Odessa Home" and supported by
the Maritime Transport Workers’ Trade Union of Ukraine. ICERS13 will be held from September 20st, 2017 to
September 21st, 2017 at National University "Odessa Maritime Academy" (NU"OMA"), Odessa, Ukraine.
ICERS13 invites submission of papers on relevant topics on Engine Room Simulators. All papers will be
reviewed by the Steering Committee as well as invited reviewers. After peer review, all accepted full papers
will be published in the Proceedings of ICERS13.

IMLA Video Available A promotional video about IMLA produced by the
Secretariat Office has just been released this
November. For the first time, members are able to
get the knowledge about the Association through
a vivid video. The 5 minute movie includes an
overview of the Association, chronology events,
membership, conferences of IMLA and its three
Special Interest Groups, as well as its activities
with IMO as an NGO with consultative status.
