How does the Town shape growth to be a unique and viable place to live, visit, and work?

About The ProjectThe last Town Plan was completed in 2006 and has been used to evaluate projects and polices, write grants, and update code. The Town Plan is a policy document that helps town staff and elected officials make decisions on land use development and redevelopment, public services and facilities, and economic development. Developers also use it to understand how the town envisions its future and how their project might contribute to that vision. The Plan Update will provide guidance to the Town on how to appropriately implement new development and redevelopment within the community while also meeting the service demands that come with community growth. The Plan will prescribe a realistic and timely guide for creating positive change. Building upon and bringing together previous planning efforts, the Plan will be a tool for policy development, project funding and implementation, and public-private partnerships.

How does the Town shape growth to be a unique and viable place to live, visit, and work? The Winter Park community was invited to stop by a public open house on Tuesday, September 19 between 5 pm and 8 pm at Winter Park Town Hall, 50 Vasquez Road to join in the conversation. Through a variety of interactive and hands-on workshop activities, residents and community members had the chance to offer valuable input on the community’s vision and help identify and respond to opportunities throughout Winter Park that contribute to the Town’s future goals.

A supplemental online survey which mirrored the workshop content and exercises was made available for those who wanted to provide their input on the vision and big ideas but weren’t able to attend the Public Open House Workshop. The survey was advertised in tandem with the event and posted on the Town’s website, www.wpgov.com/imaginewp. The survey responses are included within this summary packet.

Meeting FormatMeeting attendees were welcomed to the meeting and given a short explanation of the purpose and structure of the meeting. Town staff and the consultant team facilitated the collection of responses at the four stations. One goal of this project is to have a community driven plan; therefore, we were excited that close to 75 members of the community attended.

What is the Comprehensive Plan and

Why Does it Matter?

What is the Comprehensive

Plan?

The Winter Park Town Plan (a.k.a. Comprehensive Plan) is the primary planning document for the community.

• It is a long-term, strategic plan with a guiding vision and strategies; • It shapes decisions related to new development, redevelopment, Town

programs, and services; and • It focuses on enhancing the Town’s long-term vitality.

Why Does it Matter?

Residents:• The Plan will identify community character elements and locations for

future housing, parks, trails, community facilities, etc.

Business and Property Owners:• The Plan will include land use recommendations and development

policies for properties.

Town Leaders: • The Plan will provide direction on the topics of development, policies,

programs, and services provided by the Town.

Decision-Makers: • The Plan will give guidance on budget, timing for capital improvements,

and in review of development proposals.

Why Update the Town’s

Existing Plan?

The Plan Update will build upon and integrate previous planning efforts to create a roadmap for the future of Winter Park, through new and transformative ideas and recommendations.

• The last plan was completed in 2006 and has been used to evaluate projects and polices, write grants, and update code.

• The update is an effort to....• Remain valid and effective, and more accurately address current

standards, goals and future needs; • Re-engage with the public and determine what components need

updating; and• Define measurable and realistic implementation strategies to achieve

Resort create a lack of density and critical mass.

• A lack of a year-round population makes it difficult to sustain certain businesses, especially in the spring. However, shoulder seasons, particularly the fall season is growing in visitation.

Issues:• Pedestrian access offer a varied and often sub-optimal experience.

• Pedestrian and bicycle crossing opportunities are extremely limited.

• The Fraser River Trail offers excellent bicycle connectivity into and out of the Town, but bike routes and facilities within the Town proper are undefined.

• Regional transit service is disconnected and diffused, with no central point or facility for transfer between local bus, regional bus, private shuttles, and other potential or future options.

• Parking of motorized vehicles has both a physical and visual priority within the Town.

Opportunities: • Local bus service, The Lift, is in the midst of a significant service

and facility overhaul, offering new and more comfortable vehicles, upgraded bus stops (coming soon), and real-time transit information via the RideHop app.

Neighborhoods & Community:Winter Park boasts a real-town and inviting feel and festive atmosphere, while providing a unique, world-class mountain experience.

Public Comments on the NEIGHBORHOODS & COMMUNITY Vision:• Update design guidelines: new materials; new architecture.• More attention to modern architecture. More colors. Less wood.• Prohibit or discourage fencing in neighborhoods. Wildlife needs corridors, not fences!• Design Guidelines should be incorporated with the new Plan, and have more visibility within

the document.• Old Town connections to town and ski area. Fraser Trail is a good start.• Bus stops/ transfer: 10-15 minute trip times. Better signage is needed. • Vasquez Nature Trail is also good.• Keep the locals on Main Street.• We need to embrace the fact that we are a Tourist Town, period!• Require Inclusionary Zoning that puts the responsibility on the developers to create the

affordable options as part of their developments.• Affordable housing for families. Smaller units for seasonal workers to free larger units for

business/events district that could grow around the Fraser River.• I don’t think we are there on the world class mountain experience. More in town mountain

events. The ski area dominates the bike and ski events while town/chamber cater to the tourist but not mountain culture.

• More residential in town.• Real town and inviting yes. World class is a bit of stretch. Economic areas such as lodging,

restaurants and nightlife need further development.• Town needs more restaurant and bar options. More significant year round events.• A clear vision to a year-round economy.• Need trees. Too much concrete.

Centers & Districts:Winter Park hosts a vibrant downtown connected to distinct districts that leaves a lasting impression on visitors and locals.

Public Comments on the CENTERS & DISTRICTS Vision:

• Narrow, shorten, beautify, and enhance the strip that runs through the center of town.

• Downtown needs to zig/zag. Currently we have an undesirable strip.• Invest more aggressively in property needed for destination tourism. • Consider how to balance open space with a more dense downtown. Balance

businesses with trails, parks, etc. • Need to address the marijuana discussion - when will it be allowed and where?• Urban design - bus shelter and street lights.• The town needs more activities outside of skiing in mountain biking. A golf course,

tennis courts, outdoor recreational parks that include baseball and soccer fields, frisbee golf courses etc. The town needs more bars and restaurant options once you park. It also needs more significant yearly events similar to jazz fest. A gondola from the ski area to the town and easier connections from the resort to the town.

• A true downtown without 7 lanes of highway traffic and parking. There are no distinct district of winter park, just house, highways and random parking.

• Downtown lacks connectivity from a pedestrian standpoint.• I’m more concerned about the impact to locals than visitors.• Need a more robust public transportation system to conveniently make it easy to

travel around town.• New construction is beginning to make that statement feel true as the empty lots

start to fill in.• Reroute the main highway around the town.• We are going in the right direction with the development in town. Need to fill up

Main Street so we can walk from business to business without giant dirt lots.• We need better connectivity to the mountain resort. The downtown needs to be

more pedestrian friendly. Increase the density of shopping and businesses.• Winter Park hosts a spread out downtown lacking an old west or village feel.• Winter Park is a patch work quilt architecturally. We now have a new motif

being deployed. We must be careful what we are actually trying image ourselves around.

VISION?

Connections: Winter Park is a mountain destination that provides a European experience with direct rail access from DIA and the Denver area; variety of non-vehicular transportation choices between the Resort and downtown; and local access with expansive transit and renowned trail systems.

Public Comments on the CONNECTIONS Vision:• Better tech. • Yes! Make it simple and fast for travelers to add on a couple of days to Denver business trip

train times.• Pedestrian connectivity across Highway 40 and to trails/recreation.• 4-lane highway through town ruins the feel of arriving in a quaint ski town.• Needs to be a pedestrian-friendly town. Lighted crosswalks and better connectivity.• Need more sidewalks so you can get around without a car. • Village feeling with businesses/services that support full-time residents; not just establishments

for tourists. • Until we call Downtown “Main Street” it will always be the US40 corridor.• Variety/competition for restaurants to increase pride and service.• Utilize the Fraser River in Town for its beauty - e.g. plaza, walks, etc.• Fraser and the Town of Winter Park: “Bridging” Conversations.• Actually creating a European experience with direct rail access from DIA and the Denver area;

variety of non-vehicular transportation choices between the Resort and downtown; and local access with expansive transit and renowned trail systems.

• Add a rail stop at Wolf Park, connecting to downtown.• Build the gondola to ski area!• I would exclude the expansive transit.• I’d like to better understand what “a European experience” means.• Not even remotely European..... just say unique.• Not sure about the “European Experience”. This doesn’t fit for me.• Unsure about what makes us European as a brand. Resort and town should revisit being

linked by gondola.• We somewhat agree with this version. There needs to be connection from Winter Park resort to

the town via railroad and a gondola.• Winter park will never be a European-like experience. It isn’t built that way or designed that

way. Yes we have a train but the bus system is lacking and we are a mountain west town, not a European mountain village.

• Yes it can be and should be but it is a bit of a reach to say WP is there today. I hope WP/Fraser take the necessary steps to make this statement a truism! I love it!

Environment & Culture:Winter Park’s lifestyle is defined by its unspoiled, natural environment surrounded by federal lands, anchored by a national ski and mountain biking resort, centered on rivers, connected by greenways, and activated by parks and recreational facilities.

Public Comments on the ENVIRONMENT & CULTURE Vision:

• Protected environment.• Trail connectivity - road network to the Town of Winter Park.• Pro-active bear policy - bear-proof containers, etc. • Pot shops/sales, etc. need to be addressed. Winter Park needs to

collect pot taxes for services provided. It is not going away.• Recycling availability (without harming bears).• Opportunities to recycle.• Recycle, please!!!!• I agree that this should be the future vision, but in order to get

there, there must be plenty more parks, golf course, tennis courts, and other outdoor recreational things to do outside of mountain biking and hiking.

• Increase the density of the downtown. Become more pedestrian-friendly in the downtown. Connectivity of the downtown and resort.

• Lifestyle defined by being a seemingly remote hamlet.• More focus on sustainability, recycling, and environmental

preservation.• Creating a lifestyle [that] is defined by its unspoiled, natural

Big Ideas We’ve Heard So Far: Total Number of Votes in Support of the Big Idea

Provide additional attainable and workforce housing. 19• Provide additional attainable and workforce and family

year-round housing.• ...But not in the center of Town.• Private involvement through incentives.• Seasonal worker housing should be spread out around town and

valley - not like a college dorm.• Zone for Deed Restricted Housing.• Don’t put workforce housing in the center of town.• The center of town is the best place for workforce housing.• Workforce housing; not low-rent housing.• Appropriate scale is important.

Encourage walkability, transit use, live/work options, and enhance the community by accommodating dwelling units in proximity to the Downtown core. 20

Encourage higher residential densities near the downtown and along the US 40 corridor. 13

Additional Ideas/Comments from the Public:• Something that would be truly unique in my opinion is to create a trail from the base of Winter Park

or the Lakota area into town and along the trail build places to stop, gather and meet friends. Every third of a mile for example there could be a brewery, coffee shop, quick bites etc. You could brand of this trail heavily and turn it into a highly trafficked and desirable trail to walk, run and bike on but have fun places to stop along the way.

• Careful not to grow too fast and over saturate the market.• Community concerts/ events.• Housing needn’t be downtown. Downtown needs shops and restaurants. Housing should be more

remote.• I disagree with higher density. Add attainable housing, but respect the mountain towns feel. Be

different than Breckenridge, Copper, or Vail.• Minimize development and tourism to retain a quiet and natural experience for locals while inviting

tourists who appreciate the “wildly natural” and non-five star.• Work force housing does not need to be centered in WP but should be reasonably close by. Keep the

customer/consumer focus a great experience and you will have successful employers hiring people. Placing valuable town acreage in to high density subsistence.

• Market the community as a good location for remote workers.

IN OUR CENTERS & DISTRICTS?

Big Ideas We’ve Heard So Far Total Number of Votes in Support of the Big Idea

Focus the Downtown Core is US 40 and Vasquez, mirroring development on the east side of US 40. 14

• Expand Downtown to create block grid toward the east. - Agree.

Encourage attainable housing and local neighborhood amenities centered on the Fraser River in Old Town for a “locals neighborhood.” 12

• Old Town deserves some attention. It draws the resort closer to Town.

Increase broadband connectivity and capacity . 14Attract light manufacturing and product development businesses that focus on recreation and tourism. 8

• Can the Town build an incubator live/work building to attract new businesses?

• Some non-tourism businesses would bring  balance to the force. Seriously, a small tech center or government analyst cell would add resiliency and smooth out boom and bust cycles.

Attract additional hotels to the Downtown Core. 7Encourage future and redeveloped retail along US 40 to build up to the road with parking provided else where. 13Improve placemaking, gateways, and continue to preserve an authentic quality of life. 14

• Build a sustainable greenhouse on top of Town Hall.

Additional Ideas/Comments from the Public:• Attract light manufacturing and product development businesses that provide year round jobs• Develop an alternative to 40 with an additional “main street”.• Districts are a fun idea, but not currently obvious in any way. Using names that aren’t similar• Focus on a core area, not spread along US40• Improve the mountain town culture. Parks, bike parks, pumptracks, community spaces• Reroute Hwy 40 to the East of Town

Create a central Transit Center. The Center should accommodate all existing modes,and be planned and located with consideration to potential future modes such as a Town-Resort gondola and passenger rail.

Improve US 40 streetscape with mid-block crossing, pedestrian and bike separated corridors, raised crosswalks, and at-grade pathways separated by distance, color, or material.

18Enhance US 40 linking downtown and the resort. 6Reduce lane widths on Main Street (including the center median, but without reducing the number of lanes) to provide an opportunity to widen and enhance pedestrian and amenity zones.

10Evaluate opportunities for alternative pedestrian and bicycle facilities paralleling Main Street e.g. Lions Gate Drive and a hybrid Idlewild Road/Fraser River Trail connection.

13Investigate elements such as dockless bike share, bus bike racks, and on-demand transit systems that facilitate this choice. 4Work with the Union Pacific Railroad to evaluate the potential for a multi-use path along the railroad right-of-way. 6Improve connectivity to the Resort by Introducing a gondola located in tandem with a transit center to create a more compelling case for a passenger rail station within the Downtown Core.
