- will be easy to use and understand for building owners
- requires the City to be the collector, or possibly aggregator of payments, but not the financer
- limits the financial exposure to the City of Vancouver -results in no impact on City capital or operating budgets
- is designed for immediate implementation, preferably in early 2011
