• Refers both to government and non-government actors, since government may not have the resources or capacity to provide for increased education participation and equity.
• Although the government will necessarily be a key partner in all bi-lateral assistance, the delivery of education services may be done by or with international and/or national civil society organizations, or private sector actors.
