F. O'CONNOR SITE MONTHLY STATUS REPORT
JULY 1988
TASK 1 • DATA COLLECTION/EVALUATION
Thla task was completed with the collection of all available alta characterization data prior to the initiation of field studies. Thla data was incorporated vlth data collected froa other tasks and used in the evaluation process to formulate the Remedial Investigation Report and Feasibility Study.
TASK 2 • PROJECT MANAGEMENT
The PRPa project management atructure is llluatrated ln the Project Operation Plan.
A aeetlng vas held on July 13 between CHP, EPA, KDEP, ECJ and CDK to dlacuaa the queatlona raised in the EPA June 27 letter and KDEP July 1 letter. At thla aeetlng lt was agreed that the PRPa would submit an itemized llat of response• to the questions asked ln these two letters. Thla la to be delivered on August 5, 1988.
In a formal response to EPA'• June 27 letter and KDEP'a July 1 letter, the PIPs responded with letters dated July 19 and July 22 respectively, which denied the allegation that the PRPa were not ln compliance vlth the Consent
-/ Order and disputed the determination that the PIPs did not cooperate and coordinate with the agencies. A listing and explanation of the reasons for the PIPs' contention appeared ln the letter.
On July 12th the KDEP project manager called the PRPa to inquire if the PRPa had reviaed their decision not to reaove and temporarily store soil froa aa.ple areas Where low level• of PCB contamination vera found between the fence and Route 17. (This was requested by KDEP at the Hay 10, 1988 aeeting with CKP and ECJ. Ita purpose vas related to the reworking of Route 17 by KDOT.) The PRPa confirmed their position that removal at this tiae vas unwarranted. A letter outlining the reaaons for thla position vas sent to KDEP on July 14.
A letter dated July 22, 1988, was sent by the PRPa to the KDEP outlining their concerns over not having received co ..enta to the Draft RI Report subaltted on Deceaber 18, 1987.
TASK 3 • OJJECTIVES/ALTERNATIVES DEVELOPMENT
The final developaent of objectives and alternatives vas presented ln the Draft FS report . A report entitled, •Preliminary Indication of ARARa , • was

presented to EPA and KDEP in June 1986. On August 13, 1987, a revised report which incorporates chances required by the Superfund Aaendaent and Reauthorization Act vas submitted.
TASK 4 • COMMUNITY RELATIONS PLAN
There vas no co.-unity relations activity in July. There is no community relations activity scheduled for Aucust.

Site Reconnaissance activities have been co.pleted. Data cathered fro. this effort vas used in the Tour I and Tour II data presentation. Thls data vas also used in the davelo~nt of the Draft Feasibility Study.
TASK 8 • TOPOCIAI'HIC MAPPING
The one inch • 40 foot and one inch • 100 foot scale Base Hap of the lite has been sW.itted to IPA and KDIP . Thls Task 11 nov co11plete. These upa vera referenced in the Tour I and Tour II data packaae, the Re..dial Investi&atlon Report, and they were used in the Draft Feasibility Study.
TASK 9 • PROJECT OPDATION PLAN
The Project Operation Plan has been approved by both the EPA and the KD!P. On April 22, 1987, I. C. Jordan aubaitted an addandua to the POP which covered the teat pittinc procedure e11ployed in Tour II subsurface soil analysis. No further additions or chana•• to the POP are anticipated.
TASK 10 • FIELD MOBILIZATION
No field equip..nt aobilization occurred in July . No field equipment aobilization is anticipated in August .
