The ILC National Engagement Strategy (NES) in
Indonesia works as a multi-stakeholder platform to
bring together peoples organizations, farmers groups,
Indigenous Peoples, national and local governments
and key development partners, in order to make
proposals for agrarian reform, and enhance community
awareness and advocacy, all in the aim of realising
people-centred land governance
A multi-stakeholder platform
The ILC NES multi-stakeholder platform in Indonesia is
led by four ILC civil society organisation members for its
implementation within a broader forum of interested
stakeholders. This platform engages periodically with
key government officials, policymakers, international
organizations and other civil society organisations in order
to continue dialogue and advocacy on land and agrarian
reform, while taking into account the new political
landscape following the 2014 national elections.

The International Land Coalition (ILC)
A global coalition of 152 intergovernmental and civil
society organisations formed to promote secure
access to land for the rural poor. ILC membership
comprises some of the major UN agencies and
financial institutions, renowned CGIAR centres
and a number of major independent think tank
organisations. The majority of ILC members are civil
society and farmer organisations from the South.

ContextIndonesia’s Basic Agrarian Law (BAL) from 1960 governs
land, forest, plantation, coastal/marine, and other natural
resources, and remains one of the few laws that is pro-
poor guaranteeing the rights of farmers, smallholders
and tenants. Unfortunately, the application of BAL and
the basic protections enshrined within it, is frequently
undermined by overlapping Ministry jurisdictions, new
land and investments and policies that limit rights of
rural individuals access to, and control over, land related
resources. These issues have led to fierce contestation
over land, causing conflicts among various individuals
and groups within the country.
In response to these challenges, NES Indonesia works
to conceive and implement agrarian reform that places
land-related needs of rural households at the heart of
development. By looking into specific policies such
as the Master Plan of Acceleration and Expansion of
Indonesia Economic Development (MP3EI), Land Bill,
and a proposal on a National Commission for Agrarian
Reform and Conflict Resolution, amongst others, NES
Indonesia will help facilitate common positions for their
promotion, formulation and implementation. All the
while, NES partners will coordinate community-based
training workshops to support the implementation of
existing people-centred land laws.
ObjectivesILC National Engagement Strategy for Indonesia thereby
aims to:
» Form a common position for evidence-based
advocacy regarding MP3EI implementation
» Promote the formulation of land related laws and
policies that are people-centered and based on
democratic land governance in Indonesia
» Enable local communities and smallholder farmers
to secure land rights through the implementation
and enforcement of existing pro-poor land and
related laws and policies
ActionsThe National Engagement Strategy will be implemented
through the following key activities:
» Consolidate a common platform among CSOs to
form a position for collective evidence-based
advocacy regarding MP3EI implementation
» Advocate for the Land Bill Draft to influence and
improve the provisions on the draft to Parliament and
related government offices at the national level
» Promote a National Commission for Agrarian Reform
and Conflict Resolution
» Develop a comprehensive and consolidated
concept of agrarian reform (white paper)
to influence the government agenda for its
formulation and implementation
» Improve capacity through participatory mappings
and community based trainings to enable rural
women and men to secure their land related rights
Awareness raising (AR) include informing rural women and men to
realise their rights and dissemination of good and bad practices in land
related issues to the public and policymakers; and media campaigns.
Capacity building/empowerment (CB) activities include the
establishment of self-help groups at village and community levels;
training and capacity building for instance on land use mapping and
follow-up. Note: Capacity building can also occur for activities related
to awareness raising, policy advocacy and knowledge generation.
Knowledge generation (KG) production of knowledge to
inform decision makers such as through case studies, databases,
assessments and reports, and alternative CSO reports to
international conventions.
Policy Advocacy (PA) activities include community mobilisation
campaigns and dialogues with policymakers
