Subject: Objection of Matri Sadan in public hearing Dt. 07-08-2014 for non-coal (river bed) mining in bed of National River Ganga in District Haridwar at Raighati Ahtmal.

Sir, 1- Matri Sadan is a divine organization, which fights against

corruption and preserves environment. A public notice published in daily news paper 'Amar Ujala' dated 03-07-2014 by which objection, advice and comments of public has been sought in respect of river bed (non-coal) mining proposals of Garhwal Mandal Vikas Nigam Ltd for various sites situated in river Ganga including Misserpur & Ajeetpur, which is falling inside global important Kumbh Mela Area. In the last public hearings concluded for Misserpur & Ajeetpur at Balkumari Temple and Sajjanpur PilH at Gram Pradhan Office Sajjanpur Pilli, Matri Sadan, one of the greatest stake holders as far as divine mother river Ganga is concerned, brought various grave facts to the notice of this panel, which if had been furnished by the project proponent proposals for mining in River Gnaga had never been come to this point/had been rescinded in the· beginning. It is a fact that project proponent and its consultant had no answer to our grave question that when

boulder j stone jbajri does not form the part of RBM why it is proposed to be extracted for? Why this project has been introduced as boulder I stone /bari 8r, sand project? As this consultant company itself accepted this nude truth in its reply dated 21-01-2014, which as is the claim of projecf proponent's consultant of sending it to us by courier service, which we have yet to receive even after more than 6 months but copy of that reply was given to us only on 24-06-2014 at. Rahi Hotel wherein public hearing for Dhobighat, the most sensitive area of Haridwar, was concluded .. Consultant company has yet to give us the consignment receipt or photocopy of that said receipt by which they are claiming of sending reply to us and even aiter our repeated requests they have yet to provide the photocopy of that receipt, in the event they are not providing us the said consignment receipt it will prove their fraud and this fraudulent act of this consultant company must be strictly dealt with by the administration & by the MoEF, New Delhi also and approval accredited by MoEF, New Delhi to conduct ElA to this consultant company must be revoked. The consultant company Grass Roots Research & Creation India {P) Ltd, Naida has accepted this truth in following words saying, "The PFR has n,ever satd that boulders and stone come from up stream". But our grave objection is regarding each and everf proposal which is for extraction of boulder, stone, bajri & sand from National River Gagna even after establishment of this fact that no stone /bouldr jbruji comes from upstream and there is several studies which suggest removal of sa..'1d is also harmful for riverbed as far as district Hardiwar is concerned. A copy of reply letter of Grass Grass Roots Research & Creation India (P) Ltd, Noida is annexed herein as Annexure-l to this letter of objection.

2- Since no bolderfstonejbajri comes from upstream river Ganga in Hardwar so lifting a boulder/stonejbarji is illegal even in the terminology of this project proponent itself because as is their plan only 90% fresh deposition would be extracted from the riverbed which will be replenished in the coming monsoon/rainy seasons, but when no deposition of boulderjstonejbajri is taking place how would it be replenished? introduced as boulder/stone/bajri & sand project? Situation is alarming and a glance of destruction can be seen in annexure llA & l1B of our objections submitted to the panel on 04-08-2014 at Misserpur & Ajeetpur. This situation is equally concerned with any site as far as river' Ganga is concerned because no boulder! stone /bajri comes from upstream to Ha:ridwar and whatever boulder has been lifted out has been lifted out after digging of islands, riverbank, agricultural fields adjoining riverbank, thus destruction was irreparable.

3- The co-ordinates of concerned site Raighati Mustakam, as furnished by the project proponent are here as under:-

Locating the same of satellite imagery the grave fact is th.at 90% area is of is of river bank and islands where crops are still visible on these high yielding agricultural fields and the rest 10% is of main riverbed, but the executive summary para 2 undehead 'mitigation measures, prepared by the project proponent is giving hundred pe.rcent wrong description of this area by saying that mining site has nD vegdaUon" no clearance of vegetation win be ilone, where as the truth is that entire area contains thick vegetation and no part is left of vegetation. Therefore, this project proponent & its consultmJ.t company must be blacklisted forthwith. A satellite image with co-ordinates is being annexed herein as Annxure-2.

4- Therefore, in the light of above facts and circumstances mining must not be done in Rampur Raighati Mustakam at any cost, because this area is also very sensitive for wild animals and they do have some rights which they must be given to enjoy, and this site is just 2 km away from Jhilmil Jheel Conservation Reserve hence a blanket ban on mining is necessary to protect and preserve the greeneries, environment, ecology and agriculture of this fertile area. If a blanket ban is not imposed on mining· in this very sensitive area the food chain, life style, etc. of wild animals would definitely be ill. great danger. Hence mining must not be started in this very eeo-sensitive zone.

this consultant company is habitual to produce false & baseless information not only before the public but befpre the MoEF, New Delhi also. This consultant company h'as approved mining works of some private project proponent just more than 500 meters away from the boundary of Rajaji National Park saying since project site is situated at more than 500 meters from the boundary of Rajaji National Park so clearance from NBWL is not applicable, whereas the Hon'ble Apex Court and the MoEF, New Delhi have clearly directed in this regard that area falling under 10 KM from the boundary of National Sanctuary/National Parks whether notified or not would be treated as Eco­sensitive zone and permission of NBWL is a must for starting mining works in that area. A copy this letter written to the DM of Haridwar by this Grass Root Consultant company approving initiation of totally illegal mining works just after 500 meters from the boundary of Rajaji National Park without getting any permission from NBWL is annexed herein as Annexure-S.

Hence mining must not be started in this concerned site Rampur Raighati Mustakam besides other as far as river Ganga is concerned for reasons written below and already submitted to the panel during the public hearing concluded at Rahi Hotel, Bishanpur, Bhogpur, Balkumari Temple Misserpur/Ajeetpur, Sajjanpur Pilli: • Because Ganga is not a mere river and is the life line of India

and has no alternative besides high regard in the heart of crares of Indians & others for this divine mother.

.. Because no boulder/stonefbajri comes from upstream to district Hfu-idwar, hence it is not replenishable.

• Because projec~proponent itself accepted in writing that "The PFR has never said that boulders and stone cOime from up stream"

• Because concerned area contains thick vegetation, agricultural fields, greeneries etc. which definitely be destroyed if mining is started and loss is irreparable, so entire Ganga upto Haridwar be declared as mining free zone for the welfare and safety of society.

• Because this area is situated just 2 km from Jhilmil Jheel Conservation Reserve.

Because consultant company Grass Roots Research & Creation India (P) Ltd, Naida has not conducted any study observing the sites and reports were prepared sitting in an air conditioned room. ' "

o Because consultant company Grass Roots Research 8. Creation India (P) Ltd, Noida has advocated, approved and started illegal mining just after 500 meters from the boundary of Rajaji National Park and therefore this consultant company's each and ever observation must be rescinded forthwith.

o Because before that project proponent GMVN had hired a so called 'Kirloskar Company' to conduct EIA and they also had furnished baseless and false information like the present one which when challenged by Matri Sadan left the process in middle but this consultant company even after being proved and established that its each and ever] finding is cent percent wrong and baseless still did not withdraw its hand from committing further fraud this shows that this consultant company is habitual of doing illegal works, hence needs to be blacklisted forthwith.

.. Because this area is lovable one for wild lives, so needed not to be disturbed by man' made destructive activities like mining, crushing, etc.

5- It is also submitted that for the protection & preservation of National River Ganga, its ecology, greeneries, islands, etc, a Tapasya (Satyagraha); in the form of continuous fast was being done since 14th July 2014 which was called off on 27th July 2014 after a written assurance by the District Magistrate of Haridwar by its letter no. 6567/~<lf1O/'ffi/

~-60/14 dated 26 July 2014 that ADM(A)-Haridwar along with concerned officers of GMVN ,and \lVN will come in Matri Sadan to discuss the issue. A copy of this letter is annexed herein as Annexure-4. Therefore this Hon 'hIe Panel of public hearing is requested to go Matri Sadan to discuss this issue with our His Holiness Shri Gurudev Swami Shri Shivanand Ji Maharaj.
