We have in mind particularly the first conference of MENAPAR in Manama (Bahrain), the Congress of the IIAS in Ifrane (Morocco) and the MED in Rome (Italy). We will add to this list in December our participation to an international conference established by IPA in Riyadh (Saudi Arabia). Mentioning this amounts to acknowledge the efforts that have been made on both sides to advance the regionalization strategy of IIAS. If AGPA LAGPA and have now been firmly brought into the great family of IIAS, it is not yet the case with other parts of the world. We’re thinking especially of the MENA region and sub-Saharan Africa. Regarding a regio- nal group in the Middle East and North Africa (MENAGPA), we have no doubt that the creation of the MENAPAR network is a step in the right direction and it is not unrealistic to expect the completion of this project for next year. Regarding a possible African Group for Public Administration, progress is slower and it will take patience and perseverance to shape this project. So far the various players are still at the stage of intentions. Hopefully these will quickly turn into an action plan! We now come to the final stretch of a year that was rich in terms of activities. To those mentioned above, we will add the annual conferences of IASIA in Port Elizabeth (South Africa) and of EGPA in Speyer (Germany), the TED and TAD dialogues, respectively in Cluj (Romania) and in Lugano (Switzerland). In addition, it is worth mentioning again the annual conferences of AGPA in Jakarta (Indonesia) and of LAGPA in Rio de Janeiro (Brazil). Rest assured that we do not expect slow down next year! EditorialThis year 2014 has been characterized by a strong presence of IIAS and its entities in

the Euro-MENA region. We have in mind particularly the first conference of MENAPAR in

Manama (Bahrain), the Congress of the IIAS in Ifrane (Morocco) and the MED in Rome

(Italy). We will add to this list in December our participation to an international conference

established by IPA in Riyadh (Saudi Arabia).

Mentioning this amounts to acknowledge the efforts that have been made on both sides

to advance the regionalization strategy of IIAS. If AGPA LAGPA and have now been firmly

brought into the great family of IIAS, it is not yet the case with other parts of the world.

We’re thinking especially of the MENA region and sub-Saharan Africa. Regarding a regio-

The Presidents of IIAS and IASIA accompanied by the Director General of the Institute went to Manaùa The presidents of IIAS and IASIA accompanied by the Director General of the Institute went to Manama (Bahrain) on 23 and 24 April this year to attend the first conference of the «Middle East & North Africa Public Administration Research Network» (MENAPAR). In addition to the ceremonies and various parallel sessions, the conference program included plenary sessions aimed at defining the research agenda for the MENA region as well as the networking of different actors in the region.

For the rest, an organizational meeting was held on April 23 to set up the basic structure and functioning of MENAPAR and officially give life to this new network, born before a cheering crowd.

The next meeting of MENAPAR take place in Tunis in October ! n

IIAS Project Group on Supranational Administration

The project group met in Helsinki from 18 to 19 May 2014. The meeting took place at the NIB (Nordik Investment Bank) in the presence of 90 participants representing 38 international organizations. The main topics discussed were:• challenges to jurisdictional immunity before

national courts• legal issues relating to other privileges and

immunities (outside jurisdictional immunity)• contentious and institutional employment

law issues • benefits-related employment law issues • internal justice systems • legal issues in relation to new trends and

changing features of IOs• legal issues when reconciling new tech-

nology with existing concepts of privileges and immunities

Ursula Wellen, Lead Counsel, Department of Human Resources and Administration, Office of the General Counsel to the Euro-pean Bank for Reconstruction and Develop-ment (EBRD), chair of the group from 2013 to 2014 was renewed for a new mandate. We would like to thank her for her engage-ment. n

The IIAS has the pleasure to announce you that the next congress will be held from 22 to 26 June in Rio de Janeiro, Brazil on the theme «Trust in Public Administration». The event will be organized in collaboration with the Fundação Getúlio Vargas.

During the summer, our interns have collected information on the administrative profile of se-veral Member States of the Institute and espe-cially those of Brazil and France that will host our Congress and our conferences in 2015.

We have also prepared several themes we would like to address in the coming months: public policy (environment, edu-cation and employment ...), public utilities management.

After finalizing the theme addressed in 2014: Innovation in the public sector, we will open a new focus related to our 2015 activities: Trust and Governance. We will address this important topic of the Trust in Public Administration. Interviews and news will be articulated for discussion around several axis such as: maintaining and en-hancing trust of citizens/users in their ad-ministration, trust of civil servants in public sector reforms. n

The 2014 International Congress of the IIAS was held in Ifrane in Morocco from 13 to 17 June 2014 on the main theme «Rethinking Responsibility and Accountability of Public Administration in Times of Globalization, Decentralization and Privatization»

The following subthemes were addressed during the event:• Proliferation of Responsible Actors in Public Administration: com-

petition, sharing of roles and responsibilities and cooperation among actors

• Rethinking Accountability in Times of Proliferation of Public Actors: content and effective systems for accountability

• Capacity-building in the Times of Changes and Decentralization: organization and human capital development at national, subnatio-nal and local government levels

The scientific programme included notably:• Sessions of the IIAS Study/Project Groups: The project group on

security; the study group on the quality of Governance; the Study Group on Civil Service and Politics; the Study Group on Strategic HRM and Organisational Behaviour in the Public Sector; the Study Group on Prevention and Management of Disaster and Catas-trophes – How Administrations deal with Wicked Problems and the Study Group on Financial and Fiscal Administration.

• The Fourth Intercontinental Administrative Forum on « Continuity and Change of Reforms ». The debates were animated by Dr Raed Ben Shams, Director of the Institute of Public Administration of Bahrain. Two extreme positions on this debate could be advo-cated, susceptible of infinite ramifications:

- the most continual feature of public administration and of Mediterranean politics is its reformist ambition, translated in numerous reform attempts proclaiming discontinuity with the past, and the deceptive results of these attempts. The more it changes, the more it remains, it sounds

- what remains in public administration and Mediterranean po-litics is its discontinuity, its continual adaptation to changing needs and circumstances, leading either to a pendulum move between models or to some progression on an absolute scale, but actual results anyway. Willy-nilly, some results have been achieved, it sounds.

The Forum benefited from the presence of high level speakers: Pro-fessor Dr. Christopher Pollittt, United Kingdom, co-author with Pro-fessor Dr Geert Bouckaert for the publication (2011) « Continuity and Change in Public Policy and Management », London: Edward Elgar, 232 p and Professor Dr. Jacques Bourgault from IPAC, Canada

• Policy Platforms related to the three above mentionned subthe-mes – these platforms intended as a bridge between the scientific and the practitioner points of view; between supply and demand of academic knowledge on public administration. This policy platform will conduct a contradictory debate on the issue of “Proliferation of Responsible Actors in Public Administration: competition, sharing of role and responsibility and cooperation among actors”.

• The Braibant Lecture presented by Christopher Pollitt on « TOWARDS A NEW WORLD: SOME INCONVENIENT TRUTHS FOR AN-GLOSPHERE PUBLIC ADMINISTRATION ».

• Sessions and panels respectively: - Panel on Max Weber and te many disciplines of Public Admi-

nistration - et les nombreuses disciplines de l’Administration publique – 2014 marks the 150th birthday of Max Weber, the German sociologists whose theories of power and bureaucra-cy are still today one of the most important inspirations and foundations of both the practice and the academic underta-king of Public Administration.

- Host country panel – Accountability and territorial governance in Morocco

- A session MENAPAR on Public Management Education and Research in the MENA – the following themes were addressed: Competency requirements for Public management education and training in the Gulf region; The “Arab Spring” of Public management education; Regionalizing public management education; Can public management education undo bureau-cracy?; What is Arab public management education?; Public management education and research; International collabora-tions for public management education and training; Recruit-ment practices in the public sector: “the ENA hegemony” and its fallouts; Successful benchmark experiences of PM educa-tion in the world.

- Panel on Governance Reform and China’s Growth – the topics addressed were notably: Governance in China; From rural to urban: The Story of the Huaming Town; Governance Network; Administrative reform and social development.

We would like to greet the local organizing committee, the speakers and the participants that have contributed to the success of the congress.

The IIAS Statutory meetings were also held during the congress.

The IIAS is pleased to communicate the extension of the mandate of the Director General, Rolet Loretan, until April 2017.

Awarded Awards during Conference RETROSPECTIVEThe OP Dwivedi Award honors a distin-guished international scholar or practitioner to pay tribute to his/her significant contribu-tion to public administration and to the ad-vancement of public policy in the world. The 2014 OP Dwivedi Award has awarded Dr. John-Mary Kauzya, Chief of Public Adminis-tration Capacity Branch, Division for Public Administration and Development Manage-ment -Department of Economic and Social Affairs, United Nations.

The DC Stone Award honors a distinguished international scholar and/or practitioner for

advancing the well-being of IASIA. This year, the DC Stone Award has been received by Prof. Purshottama Sivanarain Reddy, Pro-fessor at University of KwaZulu-Natal, South Africa.

The Pierre de Celles Award for the best pa-per presented at the 2013 IIAS-IASIA Joint Congress in Bahrain is awarded to: Christina W. ANDREWS, Simone RESENDE and Wil-son M. ALMEIDA for their paper: Delivering education to the poor: lessons from local governments in Brazil. n

After nearly a decade of analysis and deliberation, IASIA established the Com-mission on International Accreditation of Public Administration Education and Trai-ning Programs (CIAPA) in August, 2012. Chaired by Professor Allan Rosenbaum, a Past President of IASIA, the Commission is responsible for developing and initiating procedures for the accreditation of public administration education and training pro-grams.

The Commission’s activities are based upon and build upon, a set of standards

developed by a joint United Nations/IASIA task force which was initiated by the United Nations in 2005. This task force held hearings throughout the world and over 1,500 individuals participated in meetings that resulted in the development of the final report of the United Nations/IASIA Task Force on Standards of Excel-lence for Public Administration Education and Training.

CIAPA and IASIA are pleased to announce that the first programs which have gone through the international accreditation pro-cess have been granted full six year accre-ditation. These programs are the Profes-sional Master’s in Public Administration of the Brazilian School of Public and Business Administration (EBAPE) in Rio de Janeiro and the professional Master’s in Public Ad-

ministration program of The Business Ad-ministration School of São Paulo (EAESP). Both programs completed the CIAPA ac-creditation process earlier this fall. The two schools, which are components of the Getulio Vargas Foundation (FGV), offi-cially requested CIAPA accreditation and submitted their self-assessment reports. This was followed by a site visit carried out by a CIAPA team of experts. The site visit team submitted its final report to the Commission (CIAPA) which unani-mously granted full six year accredi-tation to both the EBAPE and EAESP programs. n

The International Association of Schools and Institutes of Administration organized, in col-laboration with the Nelson Mandela Univer-sity, its annual conference in Port Elizabeth, South Africa from 30 June to 4 July 2014 on the theme Good Governance: the position of Students, Scholars and Practitioners.

The event welcomed 184 participants from 38 countries around the world.

We thank the local organizing committee and the University for the Warm Welcome and the excellent cooperation that has contributed to the success of this conference.

The IASIA 2014 conference addressed the following theme “Good governance: the posi-tion of students, scholars and practitioners”.

This year IASIA invited two keynote speakers, namely Rolf Alter and Christopher Tapscott, to discuss good governance from two diffe-rence perspectives, the OECD and the deve-lopmental countries.

Various issues related to the theme were dis-cussed in plenary sessions and during the sessions of IASIA’s nine Permanent Working Groups. In each working group, authors pre-sented their papers which stimulated rich dis-

cussions with the audience.

EGPA Annual Conference, 10-12 September 2014 & PhD Symposium, 8-9 September 2014, Speyer (Germany) - RETROSPECTIVE

TAD 10 - Transatlantic Dialogue, 4-7 June 2014, Lugano (Switzerland) - RETROSPECTIVE

The European Group for Public Administra-tion (EGPA) organized in collaboration with the German University of Administrative Sciences Speyer et le German Research Institute for Public Administration, its annual conference, 2014, in Speyer, Germany from 10 to 12 September. The conference was preceded by a PhD Symposium on 8 and 9 September.

The conference welcomed 446 participants from 38 countries around the world.

During the PhD Symposium, 22 PhD Students presented and discussed the theo-retical framework and the results of their thesis research. They also shared their expe-rience in conducting researches. Eckhard Schroeter, Christoph Reichard, and Michèle Morner prepared and chaired the different plenary and parallel sessions. They provided the PhD Students with advices and anima-ted the discussion. Professor Frits van der Meer and Professor Ivar Bleiklie provided the

participants with theoretical and analytical approaches.

The 19 EGPA Study Groups and the French-speaking seminar gathered members of their network at this occasion. The participants presented and discussed their papers during the sessions. EGPA Partners also joined us for special joint sessions.

The French Speaking Seminar addressed the following theme: Acting managers in pu-blic policy networks: New practices and solutions under the pressure of budget cuts and performance expectations.The French-speaking Seminar was organized in collaboration with IGPDE (Institute for public management and economic development), agency of the Ministry of the Economy and Finance (Paris, Bercy, France) dedicated to research, the training of civil servants, and providing support for public policies and reforms. A round table was jointly organised on the theme: «Rôles des managers publics

dans la mobilisation et le suivi des ressources au sein des réseaux de l’action publique».

An Institutional Platform: EGPA and its ins-titutional partners, Speyer: past, present and future was also organised on Sep-tember 11, 2014. Further to an introduction by Professor Stefan Fisch on the histori-cal background of the European Group for Public Administration: EGPA coming back to Speyer and a discussion chaired by Profes-sor Sabine Kuhlmann, the EGPA President, Professor Edoardo Ongaro summarised the new EGPA Strategy and invited Professor Maria Aristigueta, President Elect of ASPA and Professor Mirko Vintar, Past President of NISPAcee to underline the importance of the different partnerships and to share their views for the future.

We thank the local organizing committee for the excellent cooperation that has contribu-ted to the success of this event. n

The 10th Transatlantic Dialogue took place at the Università della Svizzera italiana in Lugano, Switzerland from 4 to 7 June 2014 on the theme: From Public Administration to XXI Century Collaborative Administration – The role of public networks.

More than 130 participants from 20 countries over the world attended the 10TAD.

The 10TAD programme was structured around five workshops:

Workshop 1: Metrics and methods in collaborative settings;Workshop 2: Institutional relations, network structure and network management: what does

it matter?;Workshop 3: Social and cognitive boundaries in collaborative administration;Workshop 4: Where is the pivot of networks? The role of the network manager;Workshop 5: Networks in the Social, Welfare, Cultural, and Emergency Fields: Solution or a

MED 7 – Euro Mediterranen Dialogue, 8-10 October 2014, Rome (Italy) RETROSPECTIVEThe Seventh Euro Mediterranean Dialogue on Public Management, MED 7 took place in Rome, Italy, on October 8, 9 & 10, 2014 on the theme “Societal government and sus-tainable public management: Challenges for the Euro-MENA area”

This MED 7 was organized by EGPA, the Uni-versity Roma Tor Vergata in close partnership with the Italian National School of Administration (SNA), the Institute of Public Management and Territorial Governance, IMPGT – Aix Marseille University and the National School of Adminis-tration in Strasbourg, ENA. Other key partners of the MED were also present at this occasion.

Prior to the MED 7 conference, the MED PhD workshop gathered 17 young researchers who presented and discussed their PhD the-sis research projects. The different sessions were chaired by well-known professors in the Euro-Mediterranean zone, experts in public management.

The opening special panel was dedicated to the theme: Is there a Mediterranean way to social innovation?» The speakers presented different Italian experiences.

In February and June 2014, the Strategy Committee of IIAS has approved the strategic plan of President Geert Bouckaert for his term, and defined some priorities.

The objective of the plan is to strengthen the role of international reference of the Institute in the field of public administration. It aims, among others, at strengthening the attractiveness of the Institute for members, at developing sustainable synergies with international organizations, at pursuing its regional development, and at keeping innovating in the organizations of events.

The Strategy Committee has defined three priorities. First, two new benefits are created for member states. They now have the possibility of constituting a new type of group – solution groups – to focus with representatives from other members, on issues arising from a political-administrative – as opposed to academic – agenda. On the other hand, internship positions are now opened up at the Institute’s Secretariat to civil servants from member states introducing a demand for it.

Second, the Institute intends making work of the general consultative status it recently obtained at the Economic and Social Council of the United Nations. Therefore, the Institute wants contributing to some key debates taking place in the numerous bodies of the Council to which it can access now, on basis of the intellectual production of the Institute’s working and regional groups. Moreover, the theme of trust that the IIAS Congress shares in 2015 with the United Nations Committee of Experts on Public Administration allows strengthening synergies between both bodies through exchanges of contributions and invitations.

Finally, the Secretariat has the mission of supporting these strategic objectives through a systematic collection of data on the relevant stakeholders. n

More than 130 participants presented papers and testimonies during the parallel sessions structured around the different sub-themes:

Track 1: Reviewing government expendi-ture: towards a smarter sustainabi-lity of public finances;

Track 2: Coproduction, collaborative admi-nistration and public private par-tnerships;

Track 3: The Horizon of the social innovation in the Mediterranean area: chal-lenges for public policies and civil society;

and the Open Track.

During the MED institutional platform, our partners were invited to present their pro-jects and priorities for the coming years. Many topics were suggested for our future discussions: sustainable development, edu-cation, training and employability, public poli-cies, partnerships and key projects in order to manage the main challenges of our socie-ties etc.

The closing ceremony were dedicated to a reflection on the future of the dialogue and its

extension to the MENA area in partnership with MENAPAR.

The MENAPAR meeting will be organized in Tunis in October 2015 and the Euro-MENA Dialogue will be held in Oman in October 2016.

Annual Conference of LAGPA, 13 and 14 October 2014, Rio de Janeiro (Brazil) - RETROSPECTIVE

On August 27-29, 2014, the 2014 Asian Group for Public Administration (AGPA) Annual Conference was held in Jakarta. 95 experts and academics from 13 countries including China, Indonesia, Japan, Korea, India and Philippines participated in the Conference.

This Annual Conference was jointly orga-nized by Chinese Academy of Personnel Science (CAPS) and Office of the Vice Pres-ident, the Ministry of Administrative Reforms, the National Institute of Public Administration and Universitas Indonesia. The theme of this Annual Conference is Enhancing Public Trust and Governance through Innovative Public Administration in Globalized and Regio-nalized Asian Countries. The Conference consisted of 3 sub-themes: The Complexity of Structure and Proliferated Actors in Impro-ving Public Trust and Governance: Building Cooperation and Competition; The Para-dox of Globalization, Regionalization and Decentralization in Search of Accountable, Responsible and Effective Governance; and Opportunities, Challenges, Learnings

The Annual Conference of Latin American Group for Public Administration (LAGPA) was held in Rio de Janeiro from 13 to 14 October 2014 at the headquarters of the Getulio Var-gas Foundation (Fundação Getulio Vargas – FGV).

About 40 participants from several countries in the region met to discuss the three main themes: • prospective views ; • new organizational arrangements ; • evaluation of public programs. The conference was chaired by Professor Bianor Cavalcanti, President of LAGPA, which is one of the regional groups of International Institute of Administrative Sciences (IIAS).

This IIAS event brought synergy and was mutually benefited as it has been included as one of the three other international events,

and Innovations in Asian Public Service. Meanwhile, these was also a special panel for IIAS Study Group on Efficiency, Effective-ness and Governance.

The Conference had received 83 abstracts and 60 full papers. Three well-known experts delivered keynote speech at the plenary ses-sion. 54 participants delivered presentations at the parallel sessions. Four experts served as the general rapporteur and assistant rap-porteurs.

During the Opening Ceremony, IIAS Pre-sident Geert Bouckaert, AGPA President Jiang Ww, IASIA President Michel de Vries, and Vice-minister of State Apparatus and Administrative Reform of Indonesia Eko Prasojo delivered welcome speeches. Dr. Kuntoro Mangkusubroto, Chairman of UKP4 (President Delivery Unit) attended the confe-rence and made a keynote speech. The IIAS Director-General, Mr. Rolet Loretan, delive-red an address in the closing ceremony.

The two events were: an academic seminar that honored the memory of Professor Guerreiro Ramos, a politician, public servant and member of the faculty of FGV; and 2nd Latin American Meeting of Think Tanks, which deepened the debate on regional public policies, and the role of these institutions in this matter 2nd Latin American Meeting of Think Tanks.

Special guests to the week were the Pres-ident of IIAS (Geert Bouckaert), the President of IASIA (Michiel de Vries), the General Direc-tor of IIAS (Rolet Loretan) and the Executive Secretary of IIAS (Anne De Boeck). Profes-sor Bouckaert delivered a speech during one of the panels, Professor de Vries and Mr. Loretan acted as spokesmen along the series of meetings. Mrs. De Boeck and Mr. Loretan, in addition to their participation in

Professor Staffan I. Lindberg won the prize of the IRAS 2013 Best article. The title is on “Mapping accountability: core concept and subtypes” and is published in IRAS, vol.79 (2): 202-226. There is a free access on http://ras.sagepub.com/cgi/collection/prize2013.

“Time, temporality and timescapes in administration and policy” is the theme issue of the Vol.80 (3) 2014 of IRAS. It was edited by Michael Howlett and Klaus H. Goetz. The special issue focuses on analyses that seek to explain policy development over time; the link between time and power; and the role that visualisation may play in helping to understand change over time. The other contributors are Joshua Newman, Donley T. Studlar, Paul Cair-ney , Harvey J. Tucker and Enrico Borghetto.
