1. ABOUT IGNOU
1.1 Introduction
The Indira Gandhi National Open University was established by an Act of Parliament in 1985 to achieve thefollowing objectives:
● democratizing higher education by taking it to the doorstep of the learners,
● providing access to high quality education to all those who seek for it irrespective of age, region or formalqualifications,
● offering need-based academic programmes by giving professionaland vocational orientation to the courses,
● promoting and developing distance education in India, and
● setting and maintaining standards in distance education in the country as an apex body for the purpose.
1.2 Prominent Features
IGNOU has certain unique features such as :
● national jurisdiction,
● flexible admission rules,
● individualized study : flexibility in terms of place, pace and duration of study,
● use of latest information and communication technologies,
● nationwide student support services network,
● cost-effective Programmes,
● modular Programmes,
● socially and academically relevant Programmes based on students’ need analysis, and
● resource sharing, collaboration and networking with conventional universities, open universities and otherinstitutes/organisations.
1.3 The Schools of Studies
With a view to developing inter-disciplinary studies, the University operates through Schools of Studies. EachSchool is headed by a Director, who arranges to plan, supervise, develop and organise its academic Programmesand courses in coordination with the School staff and the different academic, administrative and service wings ofthe University. The emphasis is on providing a wide choice of courses at different levels. The Schools of Studiescurrently in operation are as follows:

1.4 Academic Programmes
The University offers a wide range of Programmes both short-term and long-term leading to Certificates,Diplomas, Undergraduate Degrees, Postgraduate Degrees and Doctoral Degrees, which are conventional as wellas innovative. Most of these Programmes have been developed after an initial survey of the demand for suchProgrammes. They are launched with a view to fulfil the learner’s needs for:
● certification,
● improvement of skills,
● acquisition of professional qualifications,
● continuing education and professional development at work place,
● self-enrichment, and
● diversification and updation of knowledge.
1.5 Course Preparation
Learning material is specially prepared by teams of experts drawn from different universities and specialisedinstitutions in the area from all over the country as well as in-house faculty. This material is scrutinized by thecontent experts, supervised by the instructors/unit designers and edited by the language experts at IGNOU beforethey are finally sent for printing. Similarly, audio and video cassettes are produced in consultation with thecourse writers, in-house faculty and producers. The material is previewed and reviewed by the faculty as well asoutside media experts and edited/modified, wherever necessary, before they are finally despatched to the StudyCentres and telecast through Gyan Darshan.
1.6 Credit System
The University follows the ‘Credit System’ for most of its Programmes. Each credit is equivalent to 30 hours oflearner study comprising all learning activities i.e. reading and comprehending the print material, listening toaudio, watching video, attending to counselling sessions, teleconference and writing assignment responses. Forexample a four-credit course in the Certificate in NGO Management involves 120 hours of study. This helps thelearner to know the academic effort one has to put in, to successfully complete a course.
1.7 Support Services
In order to provide individualized support to its learners, the University has a large number of Study Centres andProgramme Study Centres throughout the country. These are coordinated by Regional Centres. At the StudyCentres, the learners interact with the Academic Counsellors and other learners, refer to books in the library,watch listen to audio/video cassettes and interact with the staff of the Study Centre on administrative andacademic matters. The list of Regional Centres are given in this handbook.
1.8 Programme Delivery
The methodology of instruction in this University is different from that of the Conventional Universities. TheOpen University System is more learner-oriented and the learner is an active participant in the pedagogical(teaching and learning) process. Most of the instruction is imparted through distance education methodologyrather than face-to-face communication.
The University follows a multiple media approach for instruction, which comprises:
i) Self Learning Material: The printed study material (written in self-learning style) for both theory andpractical components of the Programme is supplied to the students in the form of blocks (booklets) forevery course.
ii) Audio-Visual Programmes: The learning package of these audio-video Programmes will contain audioand video cassettes, which will be produced by the University to enhance the understanding of the coursematerial given to the student. The audio tapes are run and video cassettes are screened at the Study Centres

during specific sessions, which will be duly notified by Study Centres for the benefit of the students.Audio and video Programmes are being developed/procured and the same will be sent to Study Centresand Gyan Darshan/Gyan Vani as soon as they are ready.
iii) Academic Counselling: Counselling sessions are held as per the schedule drawn by the Study Centres.These are mostly held during the non-working hours of the host institutions where the Study Centres arelocated.
iv) Gyan Darshan Educational Channel: A collaboration between MHRD, Prasar Bharti, IGNOU andother organisations has resulted in launching the Gyan Darshan (GD), the Educational Channel of India.The Channel is providing educational programmes from the EMPC studios on a variety of subjects for 24hours a day to enhance the learning process. Gyan Darshan has now expanded into a bouquet of channelsnamely GD-l, GD-2, GD-3 ‘Eklavya’ and GD-4 ‘Vyas’. Educational programmes are contributed bymajor educational institutions such as IGNOU, UGC/CEC. NCERT/CIET, Directorate of Adult Education,IITs and other educational/development organisations in the country. These programmes are simultan~ouslybroadcasted on ‘Edusat’ national channel in which 2 way video-2 way audio teleconferencing facility isavailable.
v) Gyan Vani : IGNOU manages FM Radio network in 40 cities and towns for education and development.EMPC is the nodal agency for implementing the project~ As many as 26 PM Radio stations at Allahabad,Bangalore. Coimbatore, Vishakhapatnam. Mumbai, Lucknow. Bhopal, Kolkata, Chennai, Delhi, Jaipur,Nagpur, Hyderabad. Panaji, Kanpur, Mysore, Guwahati, Shillong, Ahmedabad, Rajkot, Indore, Jabalpur,Raipur, Patna, Varanasi and Aurangabad are broadcasting educational Programmes. The broadcasts inEnglish. Hindi and the regional languages/dialects are conducted by local resource persons .
vi) Interactive Radio-Counselling: Interactive Radio counselling is provided on radio by experts in thediscipline. Students can ask questions right from their homes over telephone. These sessions are conductedfor an hour on all Sundays. What they need is a transistor/radio for listening and telephone/mobile forinteraction. A toll-free telephone number 1800112345 has been provided for this purpose from selectedcities. 2. UNAIDS INDIAThe Joint United Nations Programme on HIV/AIDS (UNAIDS) is the main advocate for global action on theepidemic. It brings together ten UN agencies in a common effort to fight the epidemic. Cosponsors includeUNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, ILO, UNESCO, WHO and the World Bank.
The global mission of UNAIDS is to lead, strengthen and support an expanded response to the epidemic thataims at preventing transmission of HIV, providing care and support, reducing vulnerability of individuals andcommunities to HIV/AIDS, and alleviating the impact of the epidemic.
The mandate of UNAIDS in India is carried out through the Joint UN Team on AIDS and the Theme Group onHIV/AIDS, with representatives from each cosponsor. UNAIDS works closely with the Government throughthe National AIDS Control Organization and other key partners including State AIDS Control Societies, civilsociety, the academia, the private sector etc., to share knowledge, skills and experience to lead the fight against HIV.
3. SCHOOL OF MANAGEMENT STUDIESStarting its operations in 1987, with the launch of Diploma in Management as the pilot programme of theUniversity, the School of Management Studies (SOMS) today offers 11 programmes in Management and 9programmes in Commerce. The Management Programme offered by the School currently consists of 52 coursesand a project course (equivalent to two courses). In terms of the spread and enrolment, IGNOU ManagementPreogramme is one of the leading Management Programmes in the world.

4. CERTIFICATE PROGRAMME IN NGO MANAGEMENTNon Governmental Organizations (NGOs) play an important role in various developmental issues across thestates in India. VANI (Voluntary Action Network India), an apex body of Indian voluntary organizations estimatesthat there are 1.2 million NGOs working in India. As per the data available with the planning commission, thereare 12265 NGOs in the country. In view of the increasingly important role of the voluntary sector in thedevelopmental process, all levels of policy making have stressed the importance of building its capacity to facethe developmental challenge.
The emphasis of the management education process hitherto, had been limited to the private sector and or largepublic undertakings. The capacity building efforts for the voluntary sector have remained limited to organizingworkshops and training programmes and formal course work in universities. However, given the size of thesector, and if we add to this the many socially spirited individuals involved in social activism, the capacitybuilding needs of the sector can only be catered to by undertaking distance education programmes.
Objectives of the Programme
The objectives of the programme are as follows:
● To provide the basic managerial concepts to NGO workers;
● To give a first hand experience to the NGO workers or for that matter to the end users of the programme;
● To help enhance the skills of end users at various levels of management.
Eligibiliity For Admission
Minimum qualification for admission to this certificate programme is 10+2 (Intermediate) or Matriculate withat least three years of work experience in NGO sector.
Medium of Instruction
The medium of instruction is English.
Duration
Minimum duration of the Programme is 6 months and maximum is of 2 years.
Fee structure
The total fee for this programme is Rs. 1,000/- payable alongwith the application form at the time of registration.
Programme Structure
The programme consists of following three courses alongwith a contact programme. The detailed course outlinefollows.
1. Introduction to NGO management 4 credits
2. Management functions 4 credits
3. Health care management 4 credits
4. Contact programme in identified NGOs 7 days (56 hours)
Contact programme will be of 7 days in identified NGOs. This will be the compulsory component. The contactprogramme is necessary to provide a platform for formal education to volunteers, community workers etc.working in NGOs or willing to work in NGOs.

Evaluation System
1. The evaluation for each course covers two aspects:
a) Continuous evaluation through Tutor Marked Assignments; and
b) Term-end examinations.
In the final results the assignment of a course carry 30% weightage while 70% weightage is given for term-endexamination.
2. All the assignments and term-end examinations will be scored as a numerical marking scheme. Anycomponent, which has not been attempted, would be treated as having a score of zero marks.
3. Depending on the percentage of marks secured by a candidate, the divisions will be awarded.
I Division 60% and above
II Division 50% to 59.9%
Pass 35% to 49.9%
Unsuccessful below 35%
Library
You will be able to avail the library facility (reference books and audio-video aids) at the concerned RC. Pleaseuse your Identity Card for this purpose.
Interaction with Fellow Students
You get an opportunity to interact with your peer group and other students that could help you to overcome thefeeling of being isolated from other students.
Teleconference
In some of the Study Centres teleconference facility is provided which is linked with the headquarter. At otherplaces you will be attached to the nearest centre/Regional Centre having this facility.
Contact Sessions and Counselling
Most of the face-to-face counselling is group counselling. The students assemble at the Study Centre accordingto the schedule given to them in advance. They meet on the precribed day, date and time. The academiccounsellors are present on these days at the study centres to meet the students and help them to resolve theirproblems.

In theory counselling, the counsellors are not expected to give lectures or take sessions on a particular unit orblock. Group counselling has its own value. You will get an opportunity to meet your fellow students. Exchangeyour views with each other and share the experiences which promote learning as well as better understanding.Try to correct all your doubts and queries which you may have encountered while reading the text and discussyour project guidelines too.
You will also be provided with counselling during the contact session at the identified work centre. During thisperiod you will go through an orientation about the working of an NGO.
6. TELECONFERENCINGIt is a two-way audio and one-way video system where you can see the teachers over television screen andinteract with them by using the telephone/Fax. The teleconferencing sessions will be planned as per feasibilityand attempts will be made to link them during the contact period so as to have more participation. Even if thespells and the teleconference sessions are not linked, you can visit your nearest study centre of IGNOU havnigthis facility and attend to the teleconference sessions of programme. You can see the list of centres having theGyandarshan facility from the IGNOU website: www.ignou.ac.in. However, you can contact your RegionalDirector to know more about this facility.
In these sessions, subject experts will be invited to deal on various subject areas as marked for that session. Whiledealing with the theory component, principles/concepts dealt in different units will be highlighted and thequestions arisen by you will be answered with the help of examples so that you will be able to practice thoseprinciples and link them to practical activities.
The teleconference sessions as mentioned above will be repeated in the subsequent months as per the availabilityof time and the need of the students. The exact date of teleconference would be intimated to the RegionalDirector and the Programme Coordinator about one month ahead of the schedule. Hence, you shouldkeep in touch with your Programme Coordinator for update information.
7. UNIVERSITY RULES
Educational Qualifications Awarded by Private Institutions
Any educational qualification awarded by the Private Universities established under the provisions of the“Chhattisgarh Niji Kshetra Vishwavidalaya (Sthapana Aur Viniyaman), Adhiniyam, 2002” are non-existent andcannot be made the basis of admission to higher studies with IGNOU.
Incomplete and Late Applications
Incomplete application forms/Re-admission forms, received after due date or having false information, will besummarily rejected without any intimation to the students. The students are, therefore, advised to fill the relevantcolumns carefully and enclose the copies of all the required certificates duly attested by a Gazetted Officer.
Validity of Admission
Students offered admission have to join on or before the due dates specified by the University. In case they wantto seek admission for the next session, they have to apply afresh and go through the admission process again.
Simultaneous Registration
Students who are already enrolled in a Programme of one year or longer duration can also simultaneouslyregister themselves for any certificate Programme of 6 months duration. However, if there is any clash of datesof counselling or examination schedule of the two Programmes taken, University will not be in a position tomake adjustment.

Reservation
The University provides reservation of seats as per the Government of India rules.
Scholarships and Reimbursement of Fee
Reserved Categories, viz. Scheduled Castes, Scheduled Tribes and Physically Handicapped students are to payfull fee at the time of admission to the University along with other general category candidates. PhysicallyHandicapped students admitted to IGNOU Programmes are eligible for Government of India scholarships. Theyare advised to collect scholarship forms from the respective State Government Directorate of Social Welfare orOffice of the Social Welfare Officer and submit the filled-in forms to them through the concerned RegionalCentre of IGNOU.
Similarly, SC/ST students have to collect and subsequently submit their scholarship forms to the respectiveState’s Directorate of Social Welfare or Office of the Social Welfare Officer, through the concerned RegionalCentre of IGNOU for reimbursement of Programme fee.
Foreign Students
Foreign students residing in India are eligible to seek admission in IGNOU programmes who have valid studentvisa for the minimum duration of the programme. Such students are required to remit the fee at par with foreignstudents (fee structure of foreign students could be downloaded from the website www.ignou.ac.in.) Admissionof foreign studens residing in India will be processed by the International Division of the University afterensuring their anteeedents from Ministry of External Affairs/Ministry of Human Resource Development.Programmes with limited number of seats are not opened for foreign students.
Refund of Fee
Fee once paid will not be refunded under any circumstances. It is also not adjustable against any other Programmeof this University. However in cases where University denies admission, the Programme fee will be refundedafter deduction of registration fee through A/c Payee Cheque Only.
Study Material and Assignments
The University sends study materials and assignments, wherever prescribed, to the students by registered postand if a student does not receive the same for any reason whatsoever, the University shall not be held responsiblefor that. However, student can write to the University informing the reason as to why s/he has not received studymaterials requesting the University to provide him/her a set of study material. In case a student wants to haveassignments/study material s/he can obtain a copy of the same from the Study Centre/RegionalCentre ormay download it from the IGNOU website www.ignou.ac.in.
Counselling and Examination Centre
All Study Centres, Programme Study Centres, Special Study Centres activated for various Programmes are notExamination Centres. Regular Counselling sessions in two spells (i.e. 5 days each spell) will be conducted at theStudy Centres specified for the Programme.
Change/Correction of Address and Study Centres
Printed cards are placed in the Programme Guide for change/correction of address/change of Study Centre,which is dispatched along with the study material. In case there is any correction/change in the address, thestudent is advised to make use of proformas provided in the Prospectus and send it to the concerned RegionalDirector, IGNOU Regional Centre, who will forward the request after verifying the student’s signature to SR&EDivision, Maidan Garhi, New Delhi-110068. Request for change of Study Centre is normally acceptedsubject to availability of seat for the Programme at the new Study Centre asked for. Change of Address isnot permitted until admissions are finalised.

Depending on actual number of students or due to other operational reasons, the University may deactivate aStudy Centre/Work Centre and the students of the deactivated Centre will be attached to another Centre. TheRegional Centre will inform the concerned student about the change after admissions are finalized.
Change of Region
When a student wants to transfer from one region to another, s/he has to write to that effect to the RegionalCentre from where s/he is seeking a transfer marking copies to the Regional Centre where s/he would like to betransferred to. Further, s/he has to obtain a certificate from the Coordinator of the Study Centre from wheres/he is seeking transfer regarding the number of assignments submitted. The Regional Director from where thestudent is seeking the transfer will transfer all records including details of fee payment to the new RegionalCentre under intimation to the Registrar, SR&E Division and the learner.
Official Transcripts
The University provides the facility of official transcripts on requests made by the students on plain paperaddressed to Registrar (SR&E), IGNOU, Maidan Garhi, New Delhi-l10068. A fee of Rs. 100/- per transcriptpayable through DD in favour of IGNOU is charged for this purpose. The students are required to payRs.300/- in case of request for sending transcript outside the country.
Disputes on Admission and Other University Matters
The place of jurisdiction of filing of suit, if necessary, will be only at New Delhi/Delhi.
8. ADMISSIONCandidate will be admitted into the Certificate in NGO Management either through (a) Direct Admission, or(b) Sponsored Admission.
Admission depending upon eligibility criterion is given below:
8.1 Direct Admission
Candidates who have completed +2/Matriculaltion with at least three years of work experience in any NGO shallbe directly admitted with a programme fee of Rs. 1000/-.
8.2 Sponsored Admission
The sponsor is allowed to nominate employees, who have passed +2/Matriculaltion with at least three years ofwork experience in any NGO. The sponsor will submit the Sponsoring Form along with the individual applicationform(s) of the candidate(s) nominated along with the Programme Fee of Rs. 1000/- per candidate by means ofa Demand Draft drawn in favour of IGNOU payable at New Delhi.

INSTRUCTIONS FOR FILLING UP THE EXAM FORM
1. Please send the examination form by Registered Post/Speed post and retain the proof of its mailing till youreceive the Hall Ticket.
2. Students should submit the examination form only once for each Term-end examination.
3. Examination fee @ Rs. 50/- per course in the form of demand draft drawn in favor of IGNOU and payable atNew Delhi is required to be sent along with the Examination Form.
4. It is advisable that students fill-up the examination form without waiting for the result of the previousexamination. No Examination fee is required to be paid for the courses for which the student appeared inthe preceding TEE and the result has not been declared on the date of submission of the Examination form.
5. Term-end Examination result is also available on the university website i.e., www.ignou.ac.in. Please seethe result status before filling examination form.
6. If you fail to receive Examination Intimation Slip one week before commencement of examination, you mayvisit our website www.ignou.ac.in and download Hall Ticked report to Examination Centre with your IdentityCard.
7. Normally the Study Centre is the Examination Centre. In case you with to take examination at a particularcentre the code of your chosen centre be filled up as Examination Centre Code. However, if ExaminationCentre chosen by you is not activated, you will be allotted another Examination Centre under the sameRegion.
8. Change of Examination Centre, once allotted, is not permissible under any circumstances.

Note : The request for re-evaluation by the students must be made before 31st March for DecemberTEE and 30th September for June TEE or within one month of declaration of results whichever islater. The date of declaration of results will be calculated from the date on which the results are placedon the IGNOU website.

GUIDELINES FOR FILLING UP THE APPLICATION FORM
Here are some specific instructions that will help you in filling-up the APPLICATION FORM for admissionwhich is provided in the envelope alongwith Student Handbook and Prospectus. The instructions are aimed atgetting the correct and accurate information from you so that you do not face the hazard of rejection of yourcandidature when the information is processed by the computer.
Please fill up the form and mail or submit in person the same along with copies of attested certificates to theRegional Centre before the last date. Incomplete application/applications received after the last date as notifiedare summarily rejected without giving any intimation to the candidate.
Some instructions for filling-up of application form are given below:
